is turning 10 this year and is ready to celebrate! This volunteer-run event has become synonymous with Family Day weekend in Camrose and now attracts festival-goers from across western Canada, guest filmmakers and musicians from nearby and around the world. Many Nordlys attendees are repeat visitors to Camrose and eagerly look forward to renewing acquaintances when they annually converge at the historic Bailey Theatre February 15 to 17. The roots of the festival can be traced back to the home of Verlyn and Mardell Olson near Armena where, for 10 years, it was known as the Pretty Hill Film Festival. To celebrate its milestone year, Nordlys (Norwegian for “northern lights”) will once again be showcasing an eclectic blend of award-winning films. Opening the festival is Maudie, a biographical drama about the life of Nova Scotia folk artist, Maud Lewis. The film’s producer, Mary Sexton, from St. John’s, NF, will be in attendance for the Friday screening. Q&A sessions with other special guest filmmakers will take place throughout the weekend. On Saturday night, the Blake Reid Band will be featured in the documentary No Roads In with a concert to follow. The theatre is licensed, allowing guests to sip wine and relax while enjoying far-flung destinations on screen through perfect sound in a warm and inviting setting.

PUBLIC NOTICE

William Street (saxophonist) and Roger Admiral (pianist) will be presenting a concert on Wednesday, Feb. 13, at 8 p.m. in the Augustana Campus Chapel. It’s not often Camrose and area residents are treated to this caliber of artist and at no charge. The concert will feature current music for saxophone and piano, exploring a wide range of instrumental colours, new sounds and dynamic interplay between the two instruments. Alfred Fisher’s Tour de France provides musical postcards from a trip he made to France in 1990. Marcos Balter, a Brazilian-American composer, is represented by his work Torus, which is a minimalist exploration among three interwoven parts: saxophone, piano right hand and piano left hand. Edmonton composer Andriy Talpash has written a new collection of short movements, all referring to the fantastical world of Gyorgy Ligeti’s opera Le Grande Macabre. Works by Francois Rosse and Piotr Grella-Mozjeko round out the program. The artists are international in scope and have

developed impressive performance credentials. Street has performed and lectured in Belgium, Canada, Croatia, the Federation of Russia, France, Great Britain, Japan, Italy, Mexico, Spain, the People’s Republic of China, Taiwan, Thailand, Ukraine and the USA. He tours with pianists Roger Admiral, Ian Chen and Viktoria Reiswich-Dapp and the Quatuor International de Saxophones, emphasizing the importance of both solo and chamber music making. Recent chamber performances took place in Alberta (Edmonton, Red Deer, Camrose, Calgary, Lethbridge). In 2015, he was appointed professor and chair of the department of music at the University of Alberta. Canadian pianist and Camrose’s own Admiral performs solo and chamber music repertoire spanning the 18th through the 21st century. He works regularly with UltraViolet (New Music Edmonton) and Aventa Ensemble (Victoria). He also teaches piano and coaches contemporary chamber music at the University of Alberta.

news@camrosebooster.com

“Shall I compare thee...? A love story

If you grew up in the Camrose district during the 1950s, you probably remember Charlie McCleary, the Camrose High School principal, and his wife Helen McCleary. For many years, Mrs. McCleary had been at home raising their four children, but by the time I was in high school, she had returned to teaching English. On this Valentine’s week, I remembered something she once said during an English class. ***

As a teenager, I didn’t give much thought to what my teachers’ personal lives might have been like–in fact, it barely occurred to me that teachers were actual people who had lives. But it flit through my mind that Mr. McCleary might not have been the easiest person for Mrs. McCleary (or anyone) to live with. Although English was my favourite subject (I loved reading stories and didn’t even mind grammar), I did not enjoy poetry. I especially didn’t enjoy poetry written in olden-days language. On this day, we were looking at poetry written in olden-days language. B-o-o-oring… The poem was one of Shakespeare’s love sonnets. It may have been the one that starts with, “Shall I compare thee to a summer’s day…” but I don’t remember. I was drifting off. And then Mrs. McCleary said something that captured my attention so much I remember it all these decades later. ***

It was something along the lines of, “When you think of true love, you probably think of romance, and what you see in the movies.” (Yep, that’s what I thought of.) “When I think of true love,” she continued, “That’s not what I think of.” (I wasn’t really engaged, but did vaguely wonder, “What else is there?”) Mrs. McCleary continued. “When I think of true love, I think of a man who lives a few doors from us. He and his wife have been married for a long time.” I was marginally interested, but still zoning out. “Over the years,” Mrs. McCleary continued, “His wife has changed a great deal. Her health is failing. She needs a lot of care and he looks after her. But what’s really hard is, she’s not at all like the person she used to be. When they were younger, she was a happy person, but now she’s forgetful and angry a lot of the time. And he just keeps patiently caring for her.” Mrs. McCleary paused, to let that sink in. And then Mrs. McCleary said this: “She’s not even nice to him. She’s cranky and stubborn and criticizes him. And he just patiently keeps looking after her.” Mrs. McCleary looked around at us teenagers and said, “When I think of true love, that’s what I think of. That man caring for his wife.” That was a new concept for me. It wasn’t romantic, but it was something. It flitted through my mind that maybe Mrs. McCleary cared about Mr. McCleary in some way I couldn’t comprehend. Shakespeare’s love sonnet (not that I was going to like it anyway) seemed shallow. It took a few decades for me to grasp the concept of “devotion” more deeply. By then I realized I actually had seen quite a few examples of devotion among people I knew.

THE FINE PRINT: Letters are welcomed, but please limit them to 400 words or less and sign with first name, initial, surname, address and phone number; only the name of the writer and city or town will be printed. The Camrose Booster thanks you for your interest in the letters page and encourages your comments. Orphan wells

Orphan (i.e. abandoned by owner, not plugged and reclaimed) well solution– give me a break. Estimates indicate more than 70,000 wells in Alberta’s orphan category. So much attention recently (must be an election on the horizon) by the Alberta NDP Government to beat on the oil patch to pay for plugging, abandonment and reclamation of shut-in/suspended wells (estimated average of more than $100,000 per well). Many, not all, orphan wells are the result of oil and gas companies going bankrupt and simply do not have the funds. Any reader who has been involved with bank debt is surely aware of how ruthless this experience is when money is owed to a bank. Much orphan well reconciliation is on the back burner of priorities, due to the urgency for financial survival in this extraordinary perfect storm of weak made-inCanada energy prices and intransigent government policy and lack of leadership. Is it possible oil patch bankruptcy could have anything to do with having to sell products at prices up to one-fifth (in the case of oil) and one-10th (in the case of

natural gas) of the global market supply and demand price that most countries on this planet benefit from, except Canada? Could the federal and provincial governments’ failure to approve pipelines for exporting Alberta’s energy resources bear any responsibility (just a few months ago the premier’s own estimated loss to the economy was $80 million daily)? Could Quebec, as the most prominent benefactor of Alberta’s equalization payments, estimated by experts (not me) to total more than $200 billion in the past 50 years, not bear any conscience to contribute their liability share– just like they are all too keen to extend their hands out for their unearned wealth share? This government should be ashamed for kicking the oil patch when it is down. Where was all this condemnation when energy royalties were filling your coffers? Enough. Go away, just go away. Neil Leeson, Camrose Tax grab

I’m reading article after article that point to the fact Canada’s NET contribution to the worlds’

carbon footprint is half of one per cent. If you do the math, it becomes very apparent even if Canadians could “totally” clean up their act, we would only make a .5 per cent difference to the global carbon pollution problem. Yet here we are, paying through the nose to our elected government and for what? This accrued wealth is not going toward a carbon problem at all. Why do I say that? Because we don’t have a carbon problem. Canada is in essence a carbon sponge. Our elected officials are dinging us stupid amounts of money to address an issue that, in our country, is a shred as important as most any other issues and programs that could be addressed with these funds (veterans, social security, our armed forces, immigration etc.). Call it what it is…a tax grab, because that is exactly what it is. There is little or no logic in having Canadians paying through the teeth for a program that will make no difference whatsoever to the published bottom line of said program. Bobbie Norman, Camrose

In this Valentine’s week, let’s celebrate all the forms of love we see around us. The passionate new lovers with secret code words; the grandparents and grandchildren; the people who work together and become more than just co-workers; the parents and children; the teachers who love their students; the long-time couples so comfortable with each other they don’t need to talk; the caregivers who cherish those they care for; the dear friends who want the best for us; the people who look after the well-being of strangers they’ve never met… With all the troubles and turmoil in the world, there is still more love than not. Happy Valentine’s Week! ***

I’d love to hear from you. If you have comments about this column or suggestions for future topics, send a note to Bonnie@BonnieHutchinson.com. I’ll happily reply within one business day.

Key tax measures taking effect this year By Murray Green

SAVE FOR TOMORROW

MAKE THE MOST OF YOUR RRSP Beat the deadline

Know your limit

You can contribute to your RRSP (Registered Retired Savings Plan) every year, but there’s a deadline you need to meet, and it’s always 60 days after the end of the year.

You can’t stack your RRSP full of cash in hopes that all of your dollars would be matched. Your contribution limit is based on a number of things including your earned income for the past year, and unused contribution room from previous years.

The money you put in will be deducted from your overall taxable income, but make sure you contribute before February 28, 2019.

Check your Notice of Assessment to see how much contribution room you have. You can exceed your RRSP contribution limit by up to $2,000 without being subject to a penalty.

With the gradual phase-in of the Canada Pension Plan (CPP) enhancements starting on Jan. 1, a tax deduction— instead of a tax credit— will be provided for employee contributions associated with the enhanced portion of the CPP. The federal small business tax rate was reduced to nine per cent from 10 per cent. Starting with the 2019 tax year, the Canada Workers Benefit (CWB) will replace the Working Income Tax Benefit (WITB). The CWB will be more generous—putting more money in the pockets of low-income Canadians as they work— and more accessible, as the Canada Revenue Agency will be able to calculate the CWB for anyone who hasn’t claimed it on their tax return. Canadians will begin to receive enhanced benefits under the new CWB in early 2020, when they file their 2019 tax returns. Budget 2018 announced measures to limit the ability of Canadian-controlled private corporations holding significant passive investments to benefit from the preferential small business tax rate; and to restrict Canadian-controlled private corporations from obtaining refunds of taxes paid on investment income, while distributing dividends from income taxed at the general corporate rate. The changes will take effect for taxation years that begin after 2018. Budget 2017 removed the tax exemptions for nonaccountable expense allowances paid to members of provincial and territorial legislative assemblies and to certain municipal officeholders. This measure will apply to the 2019 and subsequent taxation years. The reimbursement of employment expenses will remain non-taxable to the recipient. The taxation of non-eligible dividends (generally

dividends distributed from corporate income taxed at the small business tax rate) will be adjusted to reflect the reduction in the small business tax rate. Expenditures related to drilling or completing a discovery well (or in building a temporary access road to, or in preparing a site in respect of, any such well) will generally be classified as Canadian Development Expenses instead of Canadian Exploration Expenses as of 2019. As of 2019, eligible small oil and gas corporations will generally no longer be able to treat the first $1 million of Canadian Development Expenses as Canadian Exploration Expenses when renounced to shareholders under a flow-through share agreement. Starting this year, the tax exemption for insurers of farming and fishing property will be eliminated. This tax exemption is based on the proportion of an insurer’s gross premium, and that of its affiliated insurers, that is earned from the insurance of property used in farming and fishing, except for prescribed insurers that do not have to take into account the gross premium income of affiliated insurers when determining their eligibility for the tax exemption. Special Harmonized Sales Tax rules for investment limited partnerships brings the Goods and Services Tax (GST) treatment of investment limited partnerships in line with the treatment of other investment plans such as mutual funds, segregated funds and pension plans. It does this by ensuring that the base of taxation in respect of the provincial component of the HST is based on the location of the investment limited partnership’s investors, instead of the location of the investment limited partnership’s general partner. This measure took effect as of Jan. 1.

(NC) If you’ve recently sold a home, there are some things you need to know at this time of year. When you sell your own home (or principal residence), you usually don’t have to pay tax on any profit from the sale. But what you might not know, is that even if you are entitled to the principal residence exemption, you need to report the sale on your income tax and benefit return. In recent

years, the Canada Revenue Agency has increasingly been identifying cases where taxpayers did not report their income from real estate transactions. If you didn’t fully declare this income on a past tax return, the Voluntary Disclosures Program at the Canada Revenue Agency may give you a second chance to correct your tax affairs. Find out more at canada.ca/taxes-buy-realestate-to-sell-for-profit.

Alberta is headed for an election this spring that many believe will result in a blue wave across Alberta. Premier Rachel Notley has scheduled the throne speech for March 18 and an election call will probably follow shortly after. Most experts believe that Notley’s NDP are unlikely to reproduce the “orange crush” of 2015 that saw the unexpected change of government from Shauna Wilton, the longstanding Progressive Political Studies, Conservatives to the NDP. The Augustana Campus, context in 2015 was very difUniversity of Alberta ferent from today: the political right was divided between the PCs and the Wildrose Party, creating space for the NDP to come up the centre. In 2015, the NDP won 40 per cent of the popular vote in the province (over 50 per cent in the Edmonton area) and 54 seats. The Wildrose Party won 24 per cent of the vote and 21 seats and the PCs won 28 per cent of the vote and nine seats. Leaving aside the fact that the relationship between the popular vote and constituency wins is distorted in our “first past the post” electoral system, the NDP had less of the popular vote than the parties of the right, but won almost twice as many seats. The prevailing logic of the time was that if the right had been united they would have won the election. This logic assumes that everyone who voted for the Wildrose or PC would vote for a new united party, which is highly debatable; nevertheless, a united right-wing party would probably be able to win the 40 per cent of the vote needed for a majority in government. A recent Main Street poll reported on Global News suggests that 56 per cent of Albertans currently support the new United Conservative Party, with the NDP garnering only 27 per cent of support, and the Alberta Party stuck at eight per cent. The support for the NDP is strongest in the Edmonton area, while the UCP dominates in Calgary and the rest of Alberta. The upcoming election promises to have clearly defined options on either side of the political spectrum. Both main parties will be presenting very different visions of Alberta, with the NDP likely to focus on supporting public services and Alberta families, and the UCP talking about the economy, the debt and cutting taxes, especially the current levy on carbon. Recently, the UCP has said that it will hold spending to zero, even as the population and costs grow, meaning that cuts are likely to be a big part of a conservative budget. The chasm between the positions of the two political parties reflects the cleavages within Alberta’s population. A poll conducted for CBC last year showed that political opinion in Alberta was largely determined by age, level of education and religion, with gender and location playing a much less significant role. For example, 70 per cent of people with high school or less, want less immigration, whereas 70 per cent of people with graduate degrees want more immigration. Some 82 per cent of people with high school or less want more traditional family values in Alberta, whereas only 55 per cent of people with a bachelor’s degree or better want more family values in Alberta politics. Approximately, 68 per cent of people with high school or less agree with the statement that, “It is better to trust the down-to-earth thinking of ordinary people than experts,” whereas 71 per cent of people with a university education disagreed. This divide in public opinion reflects what is happening elsewhere in the world. For example, the Brexit yes vote was dominated by people outside of major urban centres who had less formal education. Similarly, voters for Trump were more likely to live in rural or suburban areas, and have not been to college or university, although gender and particularly race, did play important roles in his election. Given that only about 28 per cent of the Alberta population holds a university certificate, diploma or degree at the bachelor level or above, it won’t be surprising if Alberta politics follows a similar pattern. If you are interested in hearing more about the looming election, Augustana will be holding a lunch and learn on Feb. 27 at noon in the Mayer Family Community Hall featuring a panel of three political scientists, Dr. Lars Hallström, Dr. Clark Banack and myself, to present our different perspectives on Alberta politics during this interesting time. You can register for the session at rsvp.augustana@ualberta.ca or by calling 780-679-1626.

No early spring election in Alberta By Bruce Hinkley, Wetaskiwin-Camrose

MLA

Good Day everyone. We will be reconvening the Legislature one more time for a spring sitting so no election this February or March. So, I would like to do two things with this update, first, debunk two of the worst opposition myths and misinformation stories–carbon pricing and the Bighorn Country proposals. Secondly, remind constituents about some of the accomplishments we have made. Thanks for reading. Carbon levy myths (misinformation)–kills jobs. In 2017 the first year of Alberta’s carbon pricing key economic indicators and major banks report that Alberta leads the country in GDP growth, weekly wages increased to near record highs, employment levels grew and the consumer price index was on par with the national rate–conclusion: the carbon levy did not prevent economic growth or cost jobs. Not only was no harm done, but rebates ensured that low-income Albertans would not be adversely impacted. Many Albertans actually ended up with money in their pockets and those who participated in the energy efficiency programs also saved money. Replacing LED light bulbs in our home saved me $250 in replacement costs. For small businesses the business tax reduction helped offset the carbon levy. Funds from the carbon levy were used on new programs and initiatives to reduce greenhouse gas emission which Energy Efficiency Alberta calculates at preventing some 20,000 tons of greenhouse gas pollution. Alberta farmers installing solar panels for example will save over $14.5 million over the next 15 years and eliminate tons of CO2 emissions. The Climate Leadership Plan is working and the results of 2018 will show similar results. The Business Council of Canada representing Canada’s biggest companies backs the carbon levy. The Canadian Chamber of Commerce said it supports carbon pricing as the right thing to do and their research has shown no to little impact on businesses. Even the federal Conservative leader who said he wants to kill the current carbon plan has indicated he would simply replace it with another one. Second, exaggeration and misinformation spread by the opposition pertains to the Bighorn Country proposals that there has not been enough consultation. In fact, from the late 1970s, Dr. Martha Kostuch, a Rocky Mountain House veterinarian led the fight to protect this area and had support from hunters, anglers, naturalists, environmentalists, horse packers, trappers, snowmobilers, farmers and ranchers. The Regional Advisory Council (RAC) recommended conservation of the Bighorn even before we were elected; their recommendations included a provincial park and provincial recreation areas. Currently, the online survey is getting feedback. Stakeholder meetings have been and will continue. And telephone town hall calls have reached more than 23,000 Albertans. Trails are not being closed. Random camping will still be allowed. Industry will not be shutdown and no jobs will be lost. What have we done? Here is just a sampling: Used funds from the carbon levy for a wide variety of programs to diversify Alberta’s economy, create jobs, and add value to our resources. Introduced and expanded a $25/day child care program. Scrapped the Conservative Health Care tax. A $200 million increase for home care. Provided a grant to the Zebra Child Protection Centre to provide support and counselling to children who have survived physical and sexual abuse. Grant to Childrens’ Autism Services to expand care to 200 additional families.

Churchmice Players shine with Mamma Mia! By Murray Green

The Churchmice Players outdid themselves with the hit Mamma Mia! It is both the most fun and most talented cast the local theatre group has ever assembled. This is a must-see show. The play will continue to run at the Jeanne and Peter Lougheed Performing Arts Centre on Feb. 14 to 16 at 7:30 p.m. and a final matinee on Feb. 17 at 1:30 p.m. With more than 60 eager cast members, director Dave McDougall quickly decided he had to double cast the production to take

advantage of all the local talent. The Churchmice Players’ cast on opening night (Feb. 7) was great. It was a good blend of veteran actors and talented young performers coming together to tell Sophie’s story of her search for her father. The stage was filled with dancers and singers that added back-up for the main characters. It was a nice touch to have the dancers hit the aisles of the Lougheed Centre to bring the audience further into the depths of the show. Simply put, the cast was excellent and the voic-

es were strong. Opening night always has a few timing issues, but that was soon cleared up. It’s hard to single out a few great performances when everyone rose to the occasion and did a fantastic job. Only commenting on the opening show: Day Bulger as Sophie, Ashley Kambeitz as Donna, Carol Davis as Tanya and Carolyn Olson, as she can only play herself, were amazing. Young Tyler Bergstrom and Angus Guglich were also strong performers. The real heroes were the costume and set design-

ers and builders. Choreographer Dustin Muise had the dancing scenes in sync. ABBA’s hits tell the hilarious story of a young woman’s search for her birth father. This sunny and funny tale unfolds on a Greek island paradise. On the eve of her wedding, a daughter’s quest to discover the identity of her father brings three men from her mother’s past back to the island they last visited 20 years ago. People worldwide have fallen in love with the characters, the story and the music that make it the ultimate feel-good show.

Reid returns to Camrose, plays at Nordlys By Murray Green

The Cremona cowboy, Blake Reid, is no stranger to the area. He has played at the Palace Theatre in Daysland and even the Big Valley Jamboree. In 2017, he formed a band and is featured in the award winning full length film/music documentary and album No Roads In. That movie will also be shown at the Bailey Theatre during the Nordlys Film Festival, Feb. 15 to 18. The movie will start on Saturday at 6:30 p.m. and Reid will perform in concert after the show at 8:45 p.m. The Blake Reid Band pays homage to the craft of making authentic music, rooted in the traditions of country and great storytelling. They incorporate flavors of folk, roots, red dirt, swamp, bluegrass, Americana, rock ’n’ roll, outlaw country and more. The Blake Reid Band stays true to the story and, in doing so, whether you were raised in the deep south of the USA, the evergreen forests of Northern Canada, the countryside of the UK, or anywhere in between, their sound, their energy, and their stories will awaken your heart, stir your soul and take you home. His incredible, and what seems like effortless, songwriting brings to life heartfelt folktales of real life experiences that we can all instantly relate to. Songs of hardship, pain, joy, remembrance, family, friends, hope, and love. They are often centered around working class, blue collar, salt-of-the-earth people. Characters who work hard,

deal with tough times, usually working with the land or their tools, applying their craft to earn a living and to make a life for themselves and their loved ones. Reid’s band enjoy a love of music, performing, and a mutual appreciation and respect for their incredible abilities as musicians. Each of the members brings an impressive and honest musical repertoire to the group. Reid is a Canadian country music and roots singer songwriter. Before his latest release he had two albums as a solo artist. His first album Against the Grain was released independently in 2012. Reid signed to Royalty Records and released Rust in 2015. You get to know Reid and his Alberta roots through his music and stories. One of his most cherished possessions is his grandfather’s 1972 Chevy pickup, which he’s managed to keep running like a top. One day, Reid’s young son asked why he’s never repainted the worn-down spot on the window edge of the driver’s side door. Reid’s response? That’s the place where his grandfather’s elbow always rested and covering it up would erase part of his story. He has been called a true workingman’s poet, following in the footsteps of Merle Haggard and Tom T. Hall. Reid draws from his deep-seated farm roots to tell his story through music. Coming from a fivegeneration farm family, he has the ability to create diverse tracks, while main-

taining his own homegrown country style. Playing at the Big Valley Jamboree changed his life. He started out playing clubs and the hits everyone wanted to hear. In 2011, he decided to take a break and really concentrate on writing songs that got across who he was, discovering right away how much people appreciated that. “I remember one summer as a kid, racing my brother through the pasture. I was on a, ’85 Honda and he was in the old blue farm truck, and we both had it pinned. I looked over when he hit the washout– guns flew out of the gun rack, calf meds, .22 shells and old cassette tapes

exploded off the dash of that ’72 Chevy. I was laughing so hard until I saw the butt of that old slow Angus cow walk in front of the bike… every farm has a hundred stories like that.” He grew up with country music. “On the farm, my mom would sing along with all the country radio legends that echoed in the old farmhouse and dad would tune into the daily grain prices. I spent thousands of hours listening to the evolution of country music through the AM radios of tractors, trucks and combines. I’ve always been proud of my farm roots as well as my passion for music,” he said.

Police caution, slow down By Lori Larsen

With the recent bout of snow and extreme cold conditions, Camrose Police Service and Camrose Fire Department have been kept very busy attending motor vehicle collisions. “We had a few bigger collisions,” noted Camrose Police Service Constable Marc Cossette, “Including three rollovers, and those collisions were caused by the same thing, the driver was going too fast for the road conditions.” Cossette advised that during stormy days or

poor road conditions, even doing the posted speed limit can be hazardous, and going above the speed limit (which is unlawful) increases the risk of an accident even more. “When people lose control of their vehicle while driving at the posted speed limit, they are obviously going too fast for road conditions.” He added that when people drive at a speed where they do not have time to react or stop because of icy roads, they are going too fast for road conditions. “City of Camrose pub-

lic works department is working hard at clearing the roads; but when we have temperatures below -30 Celsius for days, the snow and ice do not have an opportunity to melt and create drier roads, even with the use of melting agents.” The best piece of advice Cossette offers drivers, is when road conditions are poor and visibility is reduced, drivers need to reduce their speed accordingly, to ensure they get where they are going safely and without incident.

Submitted Three roll overs occurred over the past week or so in Camrose. While no serious injuries were reported the results could have been much worse.

In an effort to explain to council the recommendation of administration to not give first reading to the bylaw amendLori Larsen, Camrose Booster ing the existing LUB, he reported. “It City of Camrose planning and development is possible that future applications may director Aaron Leckie. seek to exceed a 30 per cent conversion (or whatever the threshold would be set “I respect the planning opinions that you at) to residential. The SDAB back and commercial in the front makes some would always have the ability to override what sense given the economy we are in and where we are headed in retail. commercial space and potentially applying for a variance. I don’t know what the percentages are or if they would retain any commercial space of those units.” City of Camrose manger Malcolm Boyd further explained, “Administration’s rule is to try to provide guidance and we try to do that through professional staff and, in this case, consultants, sometimes even lawyers. Whether those professional staff are accountants, engineers or planners, council’s role is to consider that guidance then to make the rules that bend for the community at large. “This may seem like a relatively minor accommodation; but in the opinion of the professionals (ParioPlan and 360 Collective) that we have asked to look at this, it is the thin edge of the wedge. That is not to say there isn’t the opportunity to attempt to craft stronger language that puts more control in place, but the advice of the professionals is that is tough to do.” Boyd added. “The other thing I would like to remind council of, is, we can regulate use but we can not regulate users. If we zone this and allow residential, then it is residential. The City of Camrose can not regulate who occupies a residential unit or how that residential unit is used or rented.” Mayor Norm Mayer questioned administration as to the feasibility of placing restrictions in the bylaw on the percentage of allowance for residential dwellings on ground level of Main Street. “If we can restrict, in our bylaw, that we can’t have residential on the main floor why can we not restrict percentage of occupancy (for residential) as well as the fact that the frontage must remain retail.” Boyd replied. “In terms of being able to restrict something (in the bylaw), as soon as you introduce a threshold it has the potential to apply discretion” The motion brought forward at the Dec. 17 regular council meeting was postponed until the Jan. 21, 2019 at which point administration brought forward five options for consideration by council. During the Feb. 5 regular council meeting motion #29/19 was raised from the table. Mayor Norm Mayer read the proposed amendment to LUB 3022-18, “Residential uses shall be permitted on the ground floor of parcels adjacent to 50th Street provided that said dwelling unit does not exceed 40 per cent of the existing structure and no part of the dwelling unit fronts on 50th Street.” Leckie once again stated that administration does not support the application. “But if it is Council’s wish to give first reading to Bylaw 3022-18, the language mentioned (above) is appropriate and will have the intended affect of following option 1(proposed to council during the Jan. 21 regular meeting).” First reading of Bylaw 3022-18 was approved by council. An open house for public engagement will take place on March 5 from 5:30 p.m. until 7:00 p.m. at the committee room adjacent to City of Camrose Council Chambers at City Hall.

Donald James Shott November 17, 1943 ~ February 5, 2019 Donald James Shott was born on November 17, 1943 in Daysland, Alberta to Anne and Mike Shott. On November 7, 1964, he married his wife of now 54 years, Linda Terway and went on to raise a family of four children. Donnie grew up on the family homestead north of Daysland where he helped his dad with all that farming entails. He cherished the farm and, when his parents decided to move into Daysland, he chose to take over the operation and raise his own family there. Donnie enjoyed all aspects of farming, especially spring planting and watching the fruits of his labor. In addition to farming, Donnie could build and fix almost anything (or everything), something that is reflected in his children today. He had a knack for repairing his own equipment which usually included improving on its original design and making it his own. While farming, he also worked full time at Stelco and retired after 25 years of working there, later moving to Camrose in 2014. Donnie enjoyed the simple things in life: daily happy hour on the deck, walks with his companion Sadie, and meeting people along the way. In later years, he really enjoyed his time at Crossroads, the Bailey Bukaroos and numerous live concerts. Of course, his favorite thing to do was to spend time with his grandchildren whom he cherished beyond words. Left to cherish his memories are his wife Linda; children Rick (Tammy), Ron (Tracey), Melissa (Dustin) and Cory (Bryanne); grandchildren Dylan, Devon, Jordan, Brooke, Caleigh, Aidan and Taylor; sisters Darlene and Diane (Gary); brother Doug (Jayne); as well as numerous sisters-in-law, brothers-in-law, nieces, nephews, and friends. He was predeceased by his parents Mike and Anne and his brother-in-law Johnny Chromik. A prayer vigil was held at 7:00 p.m. on Sunday, February 10, 2019 from the Burgar Memorial Chapel. A funeral mass was held at 11:00 a.m. on Monday, February 11, 2019 from St. Francis Xavier Roman Catholic Church, with Father Joseph Jacobson as celebrant. Interment has taken place in the Camrose Valleyview Cemetery. If family and friends so desire, memorial contributions in Donald’s memory may be made to the Alzheimer Society of Alberta or to the Hospice Society of Camrose and District. Clarence Lloyd Servold March 28, 1927 ~ February 2, 2019 Clarence Lloyd Servold of Camrose, Alberta, passed away on Saturday, February 2, 2019 at the age of 91 years. He was born to Hans and Anna Marie Servold (Norwegian immigrants) in St. Mary’s Hospital on March 28, 1927. His family lived near Camrose Lutheran College where his parents met. He often recounted how blessed he was to live near the creek valley, where countless hours were spent playing and exploring with his brothers. Clarence enjoyed a few sports throughout his lifetime such as baseball, golf and hockey, but his passion were the Nordic sports of cross country skiing and ski jumping. This amazing athlete became a two-time Olympian, competing in the Winter Games in Cortina, Italy, in 1956, and in Squaw Valley, California in 1960. Clarence accepted a scholarship to Denver University where he very successfully competed for the ski team, making U.S. college history while earning a Civil Engineering degree. Later, he would stay involved in an advisory capacity for Nordic sport worldwide. In September 1958, Marjorie Webster became his beloved bride; they became proud parents to four children and were happily married for over 60 years. Clarence pursued a career in civil engineering, which took the family to the Town of Innisfail for a little over a decade, following which he owned businesses in Edmonton and Camrose. Other interests included boating, building, travelling, family gatherings, grandchildren’s events and games, compiling Nordic ski history, and watercolor painting. He loved talking to people and sharing stories. Faith in God through Jesus was very important to Clarence; he wishes all to come to this saving knowledge. We were so privileged to share our lives with this unique, steadfast, humorous, highly gifted man who was well-liked and respected. Left to cherish his memory are his wife Marj; children Martin (Hana), Connie (Keith), David (Crystal) and Louann; ten grandchildren; two great-grandchildren; his brother, Irvin Servold; and numerous nieces/nephews and families. Clarence was predeceased by his parents; brothers Harold and Jens; grandson Carson; and granddaughter Kristen. A Funeral Service was held at 1:00 p.m. on Saturday, February 9, 2019 from the Messiah Lutheran Church with Rev. David Ericksson and Rev. Bev Swanson. The automotive section of

Camaro recovered from barn storage By Murray Green

Dawn and Mike Wolsey of Camrose own a revived 1967 Chevrolet RS Camaro convertible. “This car was found (last summer) in a barn in the New Sarepta area. It was totally covered in pigeon droppings and dust. It was at least a quarter inch thick all over the car because it sat there for four years,” explained Mike. Several hours of cleaning did wonders for the classic. “The owner ran into health issues and the car got left. We found it, pressure washed it, cleaned it, drained all the fluids and added new liquids. We did everything we needed to get it running again,” added Mike. The first-generation Chevrolet Camaro appeared in Chevrolet dealerships in Sept. 29, 1966 for the 1967 model year on a brand-new rear wheel drive GM F-body platform and was available as a two-door, 2+2 seat, hardtop (no “B” or centre pillar) or convertible, with the choice of either a straight-six or V8 engine. The first-generation Camaro was built through the 1969 model year. He stumbled upon the car. “A friend of mine was looking for parts for an Impala and the guy moved a piece of plastic and this car was under it. We bought it, but we were not looking

for it. It was a good deal, so we had to buy it. My wife really likes it, so we are going to keep it.” There were several optional transmissions. A four-speed manual was

FUN FACTS

There was a plethora of other options available all three years, including three main packages. The RS was an appearance package that included hidden headlights, revised taillights with back-up lights under the rear bumper, RS badging and exterior bright trim. It was available on any model. The SS performance package consisted of a 350 cubic inch (5.7L) or 396 cubic inch (6.5L) V8s and chassis upgrades for better handling and to deal with the additional power. The SS featured non-functional air inlets on the hood, special striping and SS badging. The Z/28 performance package included a solidlifter 302 (4.9L) V8, four-speed transmission, power disc brakes, and two wide “skunk” stripes down the hood and trunk lid. Only 602 Z/28s were sold in 1967, along with approximately 100 Indianapolis Pace Car replicas. The Z/28 option code was introduced in December 1966 for the 1967 model year. It was the brainchild of Vince Piggins, who conceived offering “virtually raceready” Camaros for sale from any Chevrolet dealer. This option package was not mentioned in any sales literature, so it was unknown to most buyers The 15-inch rally wheels were included with Z/28s, while all other 1967-69 Camaros had 14-inch wheels.

available with any engine. The two-speed Powerglide automatic transmission was available all three years. The optional automatic for SS 396 cars was the Turbo 400 three-speed automatic. The Wolseys plan on taking care of the car with only a few minor changes. “There are a few engine issues that we are going to take care of, but other than that, everything will remain the same for now,” said Mike. “We want to drive it and enjoy it.” It was possible to order both the SS and RS options, making it a SS/RS. In 1967, a Camaro SS/RS convertible with a 396 engine paced the Indianapolis 500. The couple likes the open air that the convertible offers. “The Camaro convertible is appealing to us because we are motorcycle people and we are used to the openness and wind. We want to enjoy driving a convertible and the weather,” Mike said. “It is a beautiful car, a great find, and

everything is stock, which suits us just fine.” The 1967 Camaro shared the subframe and semi-unibody design with the 1968 Chevy II Nova. The idea of offering such a

wide variety of packages and numerous options was to blanket Camaro’s end of the personal car market with everything from a nice, plain and docile six to a gaudy and fire breathing V8 engine.

Bamford named NDP Camrose candidate By Murray Green

Morgan Bamford is the Alberta NDP’s candidate in Camrose for the 2019 provincial election. Bamford, of Camrose, was named the candidate at the nomination meeting on Feb. 2 at the Chuck MacLean Arts Centre in a full room of supporters. Bamford works in Indigenous-municipal relations, runs a small business and serves as a board member for Volunteer Alberta. “I’m looking forward to joining Rachel and Bruce Hinkley in the Legislature,” said Bamford. “Bruce has done an excellent job fighting for Camrose in Edmonton and I am excited to build off his hard work.” The NDP knocked off the Conservatives in the last election when people wanted a change. “History was made four years ago when the NDP formed the government. Albertans said enough. They elected Rachel Notley to restore Alberta values and fight for them,” said Bamford. “I’m a lifelong Albertan and I’m passionate about social justice, civic engagement, inclusion and volunteerism. I believe in treaty, reconciliation, business and the education system. Although we come from different backgrounds and life experiences, I’m here to understand and learn as quickly as possible.” Bamford works in the public sector and knows it needs to be strong. “I know the important role that our nurses, public health care assistants, therapists,

The Grouse Symposium will take place at the Camrose County office located 3755-43 Avenue. Prior to the presentation guests are invited to participate in the popup art show beginning at 5:30 p.m. Grouse related photographs, drawings, paintings, music and other works are welcome. As a biologist, author and nature photographer and a promoter of all things nature, Pearman is dedicated to preserving our natural world and bringing awareness to the plight

cue, male sharp-tailed grouse congregate each year in late March, on their ancestral dancing grounds, to compete for the privilege of passing on their genes.” Pearman describes the ritual territory (leks) as anywhere from five to 20 m2 and containing 10 to 20 males vying for the attention of the females. “The dance of the sharp-tailed grouse is both comical and extravagant,” she said. “With their tail feathers erect and white rear feathers fully fluffed, the males lower their wings to the ground, stretch out their necks and vigorously

naturalist at Kerry Wood Nature Centre in Red Deer and in 1987, she was offered a dream career as biologist and site services manager at Ellis Bird Farm, transforming the farm into an internationally renowned conservation, education and research centre. Combined with her passion, her incredible knowledge will fill attendees with an appreciation for the sharp-tailed grouse, the topic of her presentation on March 11. “The males dance alone or while facing others at the edges of their respective territories. They

alternate between dancing frenetically and freezing motionless. “Sometimes two or three individuals will squat in front of each other to engage in glaring matches (with the odd peck thrown in for good measure). If a predator happens by, the males explode into the air and fly away.” Pearman has been honoured with the Nature Educator of the Year Award by the Roger Tory Peterson Institute of Natural History, the Loren L. Goulden Award from Nature Alberta, the Owl Award from the Red Deer River Naturalists and, most recently, a Lifetime Achievement Award from the North American Bluebird Society. In continuing her description of the glorious mating ritual of sharptailed grouse she said, “The birds usually dance for a few hours at dawn and then head off to feed for the rest of the day. They dance most vigorously in the spring, but also reassemble on the leks in the fall to reestablish territories and dominance hierarchies.” To learn more about one of Alberta’s resident birds, come out and join the Battle River Group at the March 11 presentation and be a part in helping to preserve these magnificent creatures. The Battle River Group www.battleriverarts.ca is composed of ALL, Maskwa Associates and NEWO Global Energy in association with a dynamic Working Group, consisting of members from across the Battle River Region.
