County reduces 2023 tax increase

payers will be receiving a break on their tax notices.

During the regular council meeting on December 13, 2022 Teresa Gratrix, Corporate Services manager presented the 2023 operating and capital budgets for council’s approval at about a 3.5 per cent increase over last year. However, that increase was reduced to three per cent on March 28.

“I move that Camrose County council approves the 2023 Operating Final Budget with a total operating revenue of $22,640,018 and total operating expenses of $38,113,651 and a total estimated Tax Levy (operating) of $15,473,701,” said councillor Doug Lyseng.

Administration’s goal for the 2023 budget was to maintain a high level of municipal service to its ratepayers, given the current social and economic climate, based on Council’s strategic direction and priority based budgeting principles.

At the budget meetings, department manag-

ers recommended to the budget committee several changes or alternatives to services delivery and identified areas where efficiencies could be implemented.

In March, administration prepared the final budget for council approval following the release of the final 2022 assessment data and the inclusion of any adjustments to provincial requisitions for Alberta School Foundation.

New services or initiatives included in the 2023 budget were expenditures related to economic development initiatives.

“I move that Camrose County council approve the 2023 Capital Budget, total capital and project expenses at $6,509,121 to be funded by internal (grants, debentures or reserves) of $5,195,921 and a total capital levy of $1,313,199,” said councillor Jordon Banack.

The Camrose County budget presented by administration and reviewed by council, reflects approximately a three per cent increase in the property tax rate more than last year.

Home with the gold

Tenacity, teamwork and talent paid off for the Augustana Vikings Women’s Curling team, as they went and they conquered, bringing home the gold from the Canadian Collegiate Athletic Association (CCAA) National Championships held March 15 to 19 in Sudbury, Ontario.

Teammates DarbyAnne Swanson (lead), Hope Zimmerman and Claire Bevan-Stewart (alternating second), Bryn Woloshyn (third) and Josie Zimmerman (skip) earned their spot on the national stage by consistently improving their game and playing hard as a team.

There were a total of eight women’s collegiate teams at the event; four representing Alberta and four from Ontario.

“The competition was organized as a round robin, we played all seven other teams from March 15 to 18,” explained Hope. “Our standing from the round robin determined if we made it into the top four semifinalist category, with the semifinal and medal games taking place on March 19.”

After the round robin, the Vikings were ranked fourth in the standings, which meant they just made it into the playoff round.

“The Sunday semifinal game for us was against the top-ranked team,” noted Hope. “We went head to head once again with the Humber Hawks, whom we had lost a close game to in the round robin. We came out determined, focused and sealed the win with a 11-4 score.”

That semi-final win sent the team to the gold medal game later that day against the Niagara Knights, to which they had also lost a very close game in the round robin. “Going into this game, we wanted to play as loose as possible–we would have been proud to bring home the silver or gold medal. We played a tough game and ended up stealing the win in the 10th end against Niagara.”

The final score was a tight 5-4.

“This was a big event,” commented Hope. “There were 32 teams from across Canada playing in both men’s and women’s University and College Curling National Championships. The curling was fantastic–a really great experience to be part of this event.”

Excited to have been able to play on the national stage, Darby-Anne (the recipient of the CCAA First Team All-Star Lead, presented at the celebration banquet) remarked, “It was such an honour to represent Augustana and our province and bring

back a gold medal. Ending my years as an Augustana curler on such a high note is an amazing feeling.”

Aside from bringing home the gold, the team also boasted some extraordinary other achievements, including the title of ACAC Female Player of the Year presented to teammate Josie Zimmerman.

“I went into Nationals just wanting to enjoy the experience and have fun, but once we got there and we started to play, I wanted to see just how well we could curl, to see if we could get to the playoff round. It was a real personal challenge,” said Josie. “We started off the week a little rocky, not winning our first games, but then something just clicked. We all wanted to show that we had made it there for a reason, and played like we had everything to gain and nothing to lose. The feeling of winning the Gold with my teammates will be something I will never forget.”

Claire described the experience of playing on an open arena at Nationals as amazing. “Being able to hear the spectators and having the openness of the atmosphere was something that I will never forget. That was my first experience on the national stage and I will keep it with me forever.”

Bringing home the gold was a historical event for the Augustana sports program, with the highest a curling team from Augustana has ever medaled at Nationals being a bronze.

“One of the absolute key elements that we can attribute to us being able to bring home the gold is definitely our coach, Carolyn McRorie, who was able to jump in and help us out just before Nationals,” noted Claire. “She was able to give us some pivotal pointers that allowed us to bring our team to the next level.”

And all the team members agreed that Carolyn’s support and contributions was a pivotal part of their success.

“Our team says a big thank you to Carolyn McRorie, who devoted her time to us during the event,” added Hope. “She was a focused, experienced and wonderful female representative of the sport, who really helped our team come together to do our best and ultimately win the championship. We could not have progressed throughout the week the way we did without her encouragement, support and coaching abilities.”

The team also wanted to ensure their success is shared with the Augustana and Camrose community, whose support was felt during their time at Nationals.

“We knew we had the support of our community

It was all smiles on March 23 at a Camrose Special Olympics Alberta floor hockey practice when Camrose Police Service top cop, Chief Dean LaGrange showed up with a donation of $5,000 towards the Law Enforcement Torch Relay (in support of Special Olympics Alberta). The team was more than excited to be able to pose with Chief LaGrange, and the “oversized” cheque. The donation of $5,000 was part of the funds raised during the Camrose Police Service 2023 Regiment Ball held on March 18. Another $5,000 was presented to the Association of Communities Against Abuse. All funds donated will be used specifically to assist those organizations in Camrose.

ting us to our Nationals win is definitely the love and support we feel for each other as teammates,” said Claire, adding that they were strongly motivated by all the family and supporters who were able to go to Ontario and watch their success unfold in person.

Moving forward, the team hopes to keep the curling program at Augus-

tana alive and thriving.

“We would like to see more on-campus students play for our teams,” said Josie. “And we would like to stick together and finish out our degrees as student athletes and make it to Nationals again.”

Which would not be a stretch for this team of dedicated, positive and skilled curlers.

Respect laws in another country

Imagine being a foreign prisoner in a Mexican jailhouse all because you were in the wrong place at the wrong time–or worse, because of a medical condition.

An elderly Canadian man was on a beach in Baja California when he was arrested and detained by Mexican police officers for relieving himself in an offshore location.

Jorge de Paz, living in Camrose, is a human rights activist whose mission is to get justice for people like him.

Jorge spotlights injustice and advocates against crimes toward humanity. He has earned widespread recognition for his calls-toaction against discrimination and wrongful accusations, as he recounts the latest run-in with this case.

The Guatemalan native is known for his campaigning across Canada, the United States and Mexico. Currently, he is an honourary Ambassador of Tourism for Guatemala.

“I believe that the elderly man, suffering with prostate issues, had no choice but to relieve himself on the beach, when he was arrested by authorities and detained for seven days,” explained Jorge.

He knew he would start a case in the human rights commission. “This is my idea to try and stop this kind of human rights violation,” said de Paz.

“If you are doing something wrong, you have to pay for it...but if not, it’s not right,” he said.

Mexico sees many foreign tourists, particularly Canadians, who have had a peaceful relationship with the country.

“Many people from Alberta are going to Mexico,” de Paz said.

As for his client, de Paz was outraged by the conditions he had to endure, while being detained.

“Seven hours, they left him inside the cell, a stinky place,” de Paz said.

He continues his work as an ethical advocate and hopes that injustice against foreigners in Mexico will eventually become an occurrence of the past.

“When you go to a foreign country, check out the laws. My advice is not to do things that will get you in trouble. But in this case, health issues were to blame, not the person himself,” he said.

Theresetta Catholic School Hosts Planning for the Future Engagement Meeting

On March 14th at 7 pm, East Central Alberta Catholic School Division hosted a public engagement meeting at Theresetta Catholic School in Castor. Community stakeholders, parents, staff, and senior administration attended to discuss plans for future growth and new program offerings in the K - 9 school. The senior administration team and the principal presented action plans for the upcoming school year to offer families in Castor and the surrounding area unique learning opportunities. Principal Amberly Hepp is ecstatic about the new plans and sees this as a positive opportunity for students and parents.

Ms. Hepp shared the new programming highlights for the school community, and the information was well received by those in attendance. Amberly stated, "this is an exciting chapter for our school and the communities we serve. Parents in Castor and the surrounding area will now have access to our new program offerings, all within our publicly funded Catholic education system." Superintendent Glenn Nowosad stated, "This is the beginning stage of offering program options for students and plans for other learning experiences that will be discussed for following years."

Ms. Hepp shared three new highlights for the 2023-2024 school year. Theresetta Catholic School will now offer a Hockey Program to two age groups. The two groups consist of students in grades 4 - 6 and the other for students in grades 7 - 9. The two programs are open to all students no matter their skillsets and the program will focus on providing ice time for hockey skill development, physical conditioning, proper nutrition, and overall understanding of the sport from an athletic and refereeing perspective. Secondly, Theresetta Catholic School will now be offering full-time as well as part time kindergarten. The principal stated that, "this will be a fantastic offering for parents with young children to have a choice in attending an excellent faith based Catholic Education where we take great pride in providing a learning community that is based on Christ-like respect, kindness, and love."

Thirdly, Theresetta will be providing transportation to and from the daycare for all kindergarten students using the existing Alliance route bus. ECACS is also purchasing a 24 seat passenger bus to provide pre-k children transportation from and back to the community daycare. This new passenger bus will also be used to transport the grades 4 - 9 students within the hockey program

Special Olympics new chairperson

Camrose Affiliate welcomed new Board chair, Melanie Poole to the position in mid March.

Past chair, and all around advocate of Camrose Special Olympics Alberta, Carol Wideman officially stepped away from the position after 15 years of serving in a variety of positions including, volunteering on the field, sitting on the Affiliate Management Committee (AMC) then moving into the vacant chair position.

While Carol has stepped back from the position as chair of the board she will still be staying on the AMC as Uniform Coordinator. “Spending time with the athletes and the incredible community volunteers is a complete joy,” commented Carol adding that Melanie’s compassion and insight will make her an excellent chair.

With 2023 well underway for Camrose Special Olympics Alberta, athletes are excited to be back participating in a large variety of sports, including: bowling, basketball, floor hockey, softball and bocce, and Melanie is equally excited to be part of such an amazing group of athletes, board members and volunteers.

“This is a very organized group,” said Melanie, adding that there is also incredible support from Special Olympics Alberta, the Camrose board and the community.

“My personal credo is to always give back to a community that gives so much.”

What also drew Melanie to becoming involved with Special Olympics Alberta, Camrose Affiliate, is the organization’s advocacy of inclusion and diversity, which she said is near and dear to her heart.

“I have a 29-year-old son, living in Vancouver, who is high-functioning neurodivergent. He definitely struggles socially and therefore, economically.”

Bailey hosts free movies on film day

The Bailey Theatre Society is celebrating the Canadian Film Industry, with the support of the National Film Board, with three family friendly shows at the historic Bailey Theatre on April 19.

“The school film Wet Bum is by invitation only, however, there are two films, Peace By Chocolate and The Grand Seduction, which are free to the community,” said Barb Stroh, a dedicated volunteer at the Bailey Theatre.

Peace by Chocolate (96 minutes) begins at 5 p.m. and is a 2021 Canadian drama film directed, produced, edited and cowritten by Jonathan Keijser.

The film is based on the true story of the Hadhads, a family from Syria, who moved to Canada as refugees from the Syrian civil war, settling in Antigonish, Nova Scotia and establishing the Peace by Chocolate chocolate shop.

The Grand Seduction (113 minutes) 7:10 p.m. The residents of a once-thriving Newfoundland coastal town are having trouble finding a way to make a living since the collapse of the fishing industry. They’re thrilled when a plastics manufacturer proposes to set up shop, until they find out the contract requires a resident doctor.

The villagers decide to woo Dr. Lewis (Taylor Kitsch), an ethically suspect cosmetic surgeon temporarily banished to the physician-starved seaside. Without revealing their plan, they take up the doctor’s beloved sport of cricket, falling all over themselves in an effort to persuade him that their sleepy hamlet is loaded with cosmopolitan sophistication.

The defence of our democratic institutions should be paramount in the mind of every political leader in Canada. The recent revelations about systematic foreign interference by a foreign state in our elections are disturbing. That is why, this week, I believe it is imperative I address this issue.

For some background: we have learned over the last number of weeks that Prime Minister Justin Trudeau heard from Canada’s intelligence officials in briefings about the various ways the Communist Dictatorship in Beijing worked to influence both the 2019 and 2021 elections. On this front, the Prime Minister and his top officials have denied any knowledge of this.

The Prime Minister has faced a growing body of evidence that he knew about it happening and covered it up. And according to reports, this interference benefited the Liberals and resulted in the desired outcome of a Liberal minority government. Canadians have a right to know the truth, and Conservatives have been joined by all other opposition parties to demand answers, create an independent inquiry, and have those who received the briefings in question (including the Prime Minister’s chief of staff) be called to testify. Yet, the Prime Minister and the Liberals’ response has been to obstruct, deny, label those who ask questions as racists, and then appoint a so-called “special rapporteur” whose mandate and findings will be shrouded in secrecy.

Conservatives are committed to getting to the bottom of this election interference, including supporting a truly independent public inquiry. Conservative conditions for a truly independent inquiry are included in the Conservative amendments adopted as part of the committee motion calling for a public inquiry:

• The person heading this public inquiry must be agreed upon by the House leaders of all the officially recognized parties in the House of Commons.

• The establishment of a public inquiry should not interfere with the current and continued efforts of the Procedure and House Affairs Committee and the Ethics Committee (of which I am a part)–including the calling of witnesses and production documents.

• The public inquiry must also investigate abuse of diaspora groups by foreign governments.

Further, Conservatives have also asked that we establish a foreign agent registry so Canadians can see when and who was involved in perpetrating this alleged interference.

The fact this happened is a problem, and what’s worse is the Liberals seemingly knew about it and did nothing. And what makes matters worse is it’s the communist dictatorship in Beijing that commits atrocities against minority populations, regularly attacks dissidents and is one of the worst human rights violators in the world. The very thought that this is the same entity that is encroaching on our elections is mortifying. And with a minority Parliament, Canada could be thrown into another federal election at any time, and these recent revelations show that foreign interference could continue to jeopardize the integrity of Canada’s electoral process.

We need to respect the situation for what it is. As Canadians and as Parliamentarians, my Conservative colleagues and I take seriously the need to protect and bolster our democracy. I’m disappointed that the Prime Minister and the Liberals refuse to acknowledge their failures, take the action that’s needed, and work to rebuild the trust that has been broken.

RCMP warn about scams

The ‘you wanna buy a watch?’ con has been the brunt of jokes for years, but unfortunately the scam is rearing its ugly head again and RCMP are warning the public that if is too good to be true then it is very likely not.

According to the Southern Alberta RCMP, there have been groups travelling throughout Southern Alberta conducting gold jewelry and electronics scams.

Suspects have approached people in parking lots, gas stations, or other public locations, typically offering fake gold jewelry for sale, as gifts, or offer to trade for gas.

The RCMP warn that the jewelry is not genuine and is offered at very low prices, which should be an immediate red flag that something is not right.

The suspects often provide a story such as having a broken or lost bank card and are unable to access funds to continue their trip. Suspects are typically driving newer rental vehicles and sometimes have children with them. There have also been reported incidents were the suspects are selling electronics.

While the incidents did occur in the southern part of the province and between March 2 and 14, the Alberta RCMP remind all citizens that these types of incidents can occur anywhere and are considered fraud or false pretenses and are criminal in nature.

Be wary of anything that seems too good to be true and always check out the legitimacy of offers. Con artists will play to a person’s emotions, but it is quite okay to say no and walk away.

Alberta RCMP are advising the public to report similar incidents and to remain aware of ever-changing fraudulent scams.

Albertans pay the least for gas

Albertans are paying the lowest prices in the country for gas, diesel and farm fuel.

According to GasBuddy.com, as of last week, the average Albertan was paying $1.29 per litre for regular gasoline. Ontario was the next cheapest province, where residents are paying $1.40 per litre for regular gasoline and British Columbia was the most expensive province, where residents are paying an eyepopping $1.74 per litre for regular gasoline.

This good fortune didn’t happen by accident. Thanks to our province’s renewed economic strength, your United Conservative team of MLAs was able to enact the Fuel Tax Relief Program, which cut the full provincial fuel tax of $13.6 cents per litre for six months (until the end of June). After June 2023, Albertans will continue to benefit from the Fuel Tax Relief Program in its original staged approach, based on the average price of oil.

This all means real savings for families in the Camrose constituency. For just the six-month period, the average pickup truck driver in our province will save an estimated $444. The average car driver, meanwhile, will save an estimated $163. This is hard-earned money that will now be saved or spent on things like groceries, hockey fees, tools, movies, or clothes. The Fuel Tax Relief Program is making life better and more affordable for everyday Albertans. By the end of 2022, the program had already saved Albertans an estimated $850 million dollars. Those savings will continue into 2023.

The official opposition is misleading Albertans about the Fuel Tax Relief Program. They’re saying it will end in June. This is simply not true. As outlined above, in June, the fuel tax relief program reverts to its original staged approach, based on the average prices of oil. Reviewed quarterly, the program is designed to provide fuel tax savings on a graduated scale, if the average price of WTI is above US$79.99 per barrel: +$90 WTI = collection paused (zero cents per litre); $85 - $89.99 = partial collection (4.5 cents per litre); $80 - $84.99 = partial collection (nine cents per litre); $79.99 = full collection (13 cents per litre).

I’m disappointed in this attempt to mislead Albertans. When the opposition was in government, they increased taxes on Albertans a shocking 97 times, and imposed the carbon tax, the largest tax increase in the history of our province. These decisions drove people and investment out of Alberta and destroyed 183,000 jobs.

United Conservatives can fight inflation and make life more affordable for Albertans because we are focused on putting Alberta’s economy back on track. Our province now enjoys the lowest taxes in the country, a balanced budget, hundreds of thousands of new jobs, and the fastest-growing economy in the country.

I encourage you to learn more about the Fuel Tax Relief Program, and all the other measures we’re implementing to make life more affordable for Albertans at Alberta.ca/Affordability.

We will continue to support common sense policies and principles that will help families and businesses grow, invest and thrive in Alberta.
