The Government of Alberta is establishing Western Crop Innovations (WCI), a new non-profit focused on agriculture research and crop development. Alberta is a global leader in agriculture research, which results in tangible benefits for farmers, like higher profits and a more abundant food supply at an affordable cost for consumers.

To help further the development and continued innovation of agriculture research, the Field Crop Development Centre (FCDC) has been relaunched as Western Crop Innovations, a nonprofit corporation with an interim board. A new structure will revitalize this organization, promote a renewed vision, and better position Alberta to meet the agriculture industry’s needs.

“It’s an exciting time for crop research in Alberta. Western Crop Innovations will carry on the Field Crop Development Centre’s substantial legacy, ensuring its work is addressing the issues farmers are facing in the fields,” said RJ Sigurdson, minister of agriculture and irrigation.

Officially starting up April 1, WCI will carry on the FCDC’s important research, including its well-known barley breeding program. Its current programming will undergo a review, and where necessary, will be transitioned to ensure crop innovations support Alberta’s farmers’ needs now and into the future.

The new model will include integrated funding that connects government, industry, and post-secondary institutions.

Sowing seeds of excellence

“Considering my farm’s proximity and history with FCDC, I’m happy to help guide Western Crop Innovations to conduct research and development leading to commercialization of superior crop varieties that will benefit Alberta and western Canadian agriculture sectors,” said Jason Lenz, chair, Western Crop Innovations.

Interim board members are Lenz, chair; D’Arcy Hilgartner of Camrose, vice-chair, Results Driven Agriculture Research; Fred Lozeman, former finance chair, Alberta Beef Producers and John Conrad, assistant deputy minister, agriculture and irrigation.

The anticipated cost of WCI’s first year is $3.5 million. Government will be contributing $3.2 million, with industry support to be determined.

Agriculture can be one of the most hazardous industries in Canada considering the number of moving parts, figuratively and literally speaking, that it takes to operate farms and ranches.

For operators of a vehicle a runover can occur when they fall off the machine and under the wheels.

During National Farm Safety Week, March 14 to 20 the Canada Safety Council reminded those in the agriculture industry to be astute to the many risks of doing business and provided important tips on how to maintain farm safety.

According to a 2023 report by Canadian Agricultural Injury Reporting (CAIR), between 1990 and 2020 the country averaged 91 agriculture-related fatalities every year.

According to the report the most common causes of fatal injuries on the farm are machine-related (66 per cent), with nearly 30 per cent of these being due to machine rollovers, which is when heavy equipment tips onto its side or roof, and runovers, which occur when a machine under power or rolling on an incline runs over the victim.

The following information was provided by the National Safety Council:

Most rollover fatalities in Canada involve tractors with approximately half of the rollover fatalities occurring when the machine rolled on its side and most often occurring while riding too close to edges that steeply drop off.

To minimize the risk of rollover the NSC recommends when traveling on an incline, use the shallowest slope available; follow the vehicle manufacturer’s recommendation on what an acceptable slope is; avoid traveling on a diagonal and install a Roll-Over Protection Structure on your tractor.

Runovers occur most frequently with unmanned vehicles most often when a machine is left running or unblocked on a slope. Olson

Bystanders are also often victimized by runovers because the operator does not expect them to be in the area, and bystanders most often include children between one and four-years of age.

To minimize risk of runovers supervise children closely at all times, keeping them away from the farmyard when machinery is in operation.

Never stand in the direct path of a running tractor, even if it is not actively in motion.

Always block off machines that are not currently in use to eliminate the risk of it rolling of its own accord.

Other common causes of farm accidents and subsequent injury include: machinery and equipment entanglement or collision; chemical exposure or fire; falls; suffocation or drowning and injury by animals.

Some helpful tips

To avoid risk of injury from machinery or equipment consider the following safety tips.

Educate all users on the equipment, its power, speed, capabilities and operating instructions. Mark off an hazards on property such as holes, ditches, drop-offs, slopes. Remove clutter from property. A clean workspace is a safe workspace. Wait until all mechanisms have come to complete stop before attempting to service or unclog. Confirm that all guards, shields and safety devices are operating and engaged. Always disengage the Power Train Operator (PTO), shut off the equipments and remove keys before leaving the equipment. Never step across or put arm within reach of a rotating PTO. Leave loaders in the down position with spikes faced toward the ground when not in use.

Decreasing the risk of injury due to chemical exposure or fire can be as easy as two very important steps. Store all chemicals properly and according to manufacturers recommendations and always use proper PPE when handling chemicals.

To prevent accidental falls on farms install handrails and steps on equipment or to buildings; place non-slip mats on walkways and steps; keep the farm site clear of debris, well lit and properly store equipment; ensure ladders are in good working order and properly secured; securely cover any ground-level wells or underground tunnels and place warning tape or signs around them.

No say in Ducks Unlimited projects

Although members of the East New Norway Water Management Area approached Camrose County about its concerns about two proposed Ducks Unlimited projects, the County informed them that the projects are between the landowners, Alberta Environment and Ducks Unlimited.

Councillor Jordon Banack moved “That Camrose County council based on the following; heard the concerns of ratepayers regarding the wetland restoration project near the East New Norway Water Management Area, hosted a meeting with representatives from Ducks Unlimited and Alberta Environment and concerned ratepayers and obtained legal advice, supports the recommendation of administration that Camrose County has no standing regarding the wetland restoration projects on SW6-45-20-W4 and SE5-45-20-W4, and the project is entirely between the landowner and contractor, Ducks Unlimited.”

The New Norway representatives provided information at the January 9 council meeting and again on February 13.

“Yesterday we sent a letter to Tracy Scott of Ducks Unlimited about the code of conduct and the projects are in contravention of the code and the projects require Alberta Environment approval before going ahead and proceeding. The code does not apply to a wetland project that occurs within a flood way. The code defines a flood way and so does the Camrose County land use bylaw. Both these definitions support the drainage ditch is a flood way and it would be a contravention of the code to place the wetland upon it. It states it must not affect another water user or licence holder,” said water management spokesman Scott Keller.

The group asked council to work together to come up with new and updated guidelines to work together.

“Legally, as Camrose County we can’t tell a landowner what they can or can’t do on their land. Even if we come up with a bylaw, it wouldn’t have an effect in this situation,” said councillor Tina Sroka.

“When I look at this interim licence, it talks about drainage of agricultural land. Nowhere in it does it say that the purpose of draining that land is to feed the Battle River Watershed or basin to provide water

for other water licence holders. I think that is making a greater assumption,” said councillor Carlene Wetthuhn.

“When we sought legal advice, they were clear to us what our role in this is and it doesn’t have an impact on the ditch and it’s ability to drain water. The only thing we should worry about is the purpose of this licence.

I understand these (your) comments, but for us to go against legal advice is very difficult now. That would put us in a situation because we purposely sought advice and then to go against it would really put us in a difficult situation,” added Wetthuhn. “Our role is only to file a statement of concern because we are not the governing body. We are

not Alberta Environment to approve or not approve this. Our legal advice is that we have no justification to file a statement of concern.”

Ducks Unlimited and Alberta Environment and Protected Areas provided information at a January 18th meeting with the County.

The Ducks Unlimited projects, Fankhanel 1 (SW6-45-20-W4) and Fankhanel 2 (SE5-45-20W4M) are on quarters of land that have the East New Norway Water Management Licence easement held by Camrose County. This water management area is a system of ditches that facilitates the movement of spring run off from the 49 member parcels.

tified Camrose County of the projects in March 2023 and then confirmed the projects were going ahead in November 2023. As an easement holder Camrose County was notified.

County Agriculture Services manager Kevin MacDonald had responded in the spring of 2023, to the notification as is normal practice, expressing concerns about weed control.

At the time of the November project confirmation notice, administration had heard from the landowners that they had concerns, so administrator Teresa Gratrix and MacDonald met with Tracy Scott of Ducks Unlimited to get more information on the project.

Camrose County administration scheduled and held a general meeting of the Water Management Area members on December 14. During the discussion on this matter, the attendees requested that the wetland restoration matter come before council.

A delegation of the landowners spoke to council and presented their concerns at the January 9 meeting. A meeting was also held on January 18th in which the contractor for the project, Ducks Unlimited and a representative of Alberta Environment and Protected Areas, met with the landowners and representatives of council to discuss the project and their concerns.

County continues shoulder pulling

Camrose County will continue with its shoulder pulling program this year.

“I move that Camrose County council authorize the 2024 shoulder pulling program to include Township Road 450 from Highway 21 to Range Road 203, Township Road 452 from the east edge of New Norway (railway tracks) to Range Road 205, Township Road 452 (Hover Road) from Highway 21 to Range Road 215, Township Road 460 (Verdun Road) from Highway 21 to Range Road 220, Range Road 201 from Highway 609 to Township Road 444, Township Road 461 from Range Road 213 to Highway 21, for a total of 27 kilometres, which will be completed by Road to Rail Construction Group to a maximum of $600,000 using MSI Capital Grant funds,” said councillor Doug Lyseng.

“Shoulder pulling is a part of Camrose County’s ongoing road maintenance program, an intricate and important part of the overall roadway rehabilitation and construction agenda,” said public works manager Zach Mazure in his report to council on February 13.

Shoulder pulling is a construction process to bring a previously constructed road back into Camrose County specifications or alternatively an effort to improve a black dirt road that was constructed by elevated grader or other means.

It is completed to the County specification so that regular road maintenance can occur in two grader passes and gravel contributed per mile of road can be limited to a smaller crosssection. Additionally, the shoulder pull restructuring of the road is a larger-scale version of the constant road maintenance that is trying to be achieved through regular blading of the roads, which is largely intended to maintain good road surface drainage.

The process involves ripping up the exposed road base so that material brought up from the shoulders will be able to bind to it.

Pulling material from the road shoulder back onto the top of the road where it has been ripped. Levelling and repacking this material to get good compaction and have a proper crown.

Once the road top is completed, the dozer will come through and clean up any locations in the ditch that need contouring

or smoothing out and the County gravel crew will provide surface gravel to the finished product.

“The cost of shoulder pulling is a fraction of the cost of full road construction. It is a practice best performed on higher grade clay roads. It is not as effective on black dirt roads, shallow or non-ditched roads, but it does improve them to a certain extent; however, it will take longer to accomplish good results,” shared Mazure.

Gravel that has been deposited onto the shoulder by traffic is also recovered and put back into the road surface.

Roads which are to receive restoration/shoulder pulling are annually presented to council for their information/approval.

Road to Rail Construction Group was recently secured as the contractor to complete the shoulder pulling projects with a commitment for ongoing work through 2024 and 2025.

The 2024 budget allocated for this is $600,000. Depending on variances and unexpected conditions, it is anticipated the proposed projects will cost approximately $600,000.

Continued from page 4 Suffocation occurs when people become entrapped in grain storage bins and is a common cause of death on farms. To prevent grain bin suffocation: do not move or empty grain when someone is inside the bin; do not allow walking down grain to make it flow; do not allow entry onto or below a bridging condition or where grain is built up on the side of the bin; use body harnesses connected to lifelines long enough to prevent anyone from sinking below waist level; have rescue equipment by all bins and have an observer remain outside of bin when someone enters and test the air in the bin for oxygen content or the presence of hazardous gases prior to entry

Drowning can be avoided by securely fencing off

all open water sites such as dug outs or ponds.

Injuries caused by farm animals can vary depending on the types of animals kept on the farm. Recognizing that animals can be very unpredictable and treating them with respect, is the first step in reducing risk of injury, however the following tips can reduce that chance even more.

Get to know the temperment and behaviours of animals. Ensure animals are secured in well maintained enclosures and gates are closed and secured when not in use. When handling animals use proper restraints such as halters, ropes and ensure chutes and pens are free of any loose items or hazards. Wear appropriate clothing and equipment when dealing with animals. Keep a

safe distance from animals whether restrained or not and always be aware of what they are doing; identify animals with behaviour problems and treat accordingly and vaccinate animals to minimize risk that may be associated with infections from penatrating wounds.

Protecting children on the farm site is of utmost importance. First and foremost make sure they are well educated on all the risks associated with farms and that younger children are supervised at all times. Make sure children complete age-appropriate tasks. Never allow children or other passengers on farm equipment. Your attention should always be the task at hand.
