CENTRE OF EXCELLENCE TO BE BUILT IN SYDNEY CAMS is delighted to confirm it has received a funding pledge from the NSW Government to build a new Motor Sport Centre of Excellence at Sydney Motorsport Park.
“Our NSW affiliated clubs and members will also be big winners from today’s announcement, with space available for meetings and training as needed.”
The Berejiklian Government confirmed that if it was re-elected in this year’s state election, CAMS would receive $6.4m to build the new facility which would be home to a number of community and grassroots programs.
NSW Minister for Sport Stuart Ayres announced further investment at the Sydney Motorsport Park precinct, with permanent lighting and improvements to neighbouring Sydney Dragway also flagged.
CAMS President Andrew Papadopoulos was thrilled with the news, saying the funding pledge would have a major impact at all levels of motor sport.
“Motor sport is the fourth most watched sport in the country and thousands of people in Western Sydney love it which is why we want to ensure the sport has a strong presence in Western Sydney in the future,” Ayres said.
“Funding for CAMS’ Centre of Excellence will ensure that we have a state-of-the-art community facility to host a range of programs for those involved in grassroots right through to the elite level,” Papadopoulos said. “CAMS can also confirm the Centre of Excellence will also be able to be utilised to host training for those involved in motor sport in the Asia Pacific region, which will bring with it significant economic activity for NSW. Through our links with the FIA (Fédération Internationale de l'Automobile), the Centre can expect to see many international visitors who will utilise the talents of our local motor sport officials, who are regarded as some of the best in the world. “The innovative Dare To Be Different (D2BD) program will also utilise this space. D2BD is a global initiative that aims to encourage young females to consider a career in motor sport, not just as a driver, but also as mechanics, engineers as well as working in the motor sport media.
“Adding lights to Sydney Motorsport Park will make is more attractive for major events and allow motor enthusiasts to enjoy a lot more track time.” CAMS Centre of Excellence will be home to the local editions of the following: • F1 in Schools Program • Ricciardo’s Racers – our popular junior development program • Dare To Be Different (D2BD) – encouraging female participation in all aspects of motor sport & STEM careers • CAMS Officials Safety Training • CAMS Medical Training Centre • A meeting space for affiliated CAMS clubs • CAMS Elite Driver Academy – to train and develop the next generation of drivers.

OUR HEROES YEAR OF THE
The prestigious CAMS awards season has concluded for another year with seven gala dinners across six states honouring the racing champions and individual winners of 2018. With Western Australia starting off in January to the National Gala dinner in Victoria wrapping up the series of awards nights in late February, the 2018 awards season was a resounding success. One of the major highlights of the four week period was the Northern Territory hosting its first ever awards night with a packed house heading to Darwin to be part of history. From junior officials to officials with over 40 years experience receiving CAMS Service awards, the volunteers across every state who make motor sport run were also heavily recognised for their contributions within 2018 and beyond. Hundreds of competitors were also acknowledged for their stellar 2018 seasons, from state level motorkhanas to the Virgin Australia Supercars Champion Scott McLaughlin, who was the final award winner at the National awards. In this edition of Speed Read, we look over all the winners and grinners from what has been a successful awards season.

The 70th running of the Formula 1 season will start in mid-March with the Formula 1 Rolex Australian Grand Prix 2019 and there is much to look forward to.
Speed Read has a look as some of the key facts in the lead in the famous race.
LAST TIME THEY MET IN OZ Mercedes and Ferrari continued their rivalry from 2017 with the first race of the season in Australia as Lewis Hamilton drew first blood claiming pole position. That’s as good as it got for the eventual 2018 champion as 2017 Formula 1 Rolex Australian Grand Prix winner Sebastian winner went backto-back in a sensational performance.

THE TEAMS It has been a very busy off-season in Formula 1 with a host of driver changes headlining the international championship's news. CAMS Ambassador Daniel Ricciardo finally made his high profile move to Renault after announcing he would be leaving Red Bull last year. Pierre Gasly subsequently replaced Ricciardo. Remarkably, only two teams go into the season with an unchanged line up with Mercedes and Haas keeping the drivers from 2018. This year will see three drivers graduate from Formula 2 with Lando Norris (McLaren), George Russell (Williams) and Alexander Albon (Torro Rosso). While Ricciardo was one of the biggest movers for 2019, the biggest story could arguably be the return of Robert Kubica for his first race since 2010.

PECK AND DUGGAN DARE TO BE DIFFERENT
Dare To Be Different (D2BD) is delighted to confirm two new Australian ambassadors, with media personality Kate Peck and driver Emily Duggan joining the program. Both Peck and Duggan said they were thrilled to be lending their support to a program aimed at increasing female participation in the industry. Peck, who would be a familiar face to many motor sport fans in Australia, is a key part of Channel 10’s motor sport coverage and has established herself as a media personality in Australia. The former Australian Grand Prix Ambassador has also worked at MTV and describes herself as a “petrolette”. Peck encouraged young girls to consider a career in motor sport, saying “I never knew any of this was possible until I gave it a crack”. Peck’s fellow new ambassador, Duggan, began her career in motor sport in 2014, as the first female driver on the Series X3 grid. Since then, she has gone on to drive in many different categories, including

racing as part of the Kumho V8 Touring Car Series, now known as Super3. Last year, Duggan was part of the Toyota 86 Series and said she was proud to lend her support to D2BD in 2019. “Joining the Dare to Be Different family is an honour,” Duggan said. “I believe humans can do anything and gender has nothing to do with our capabilities. You can see it as a limiting factor or not a factor at all. Coming from a different path into motor sport, I love to encourage girls to chase their dreams regardless of their past, where they come from or who tells them they can’t.” CAMS announced D2BD’s arrival in Australia at the Formula 1 Rolex Australian Grand Prix last year, with a number of events and exciting programs to help spread the D2BD message since held across Australia. 2019 is set for an even bigger year for D2BD, with the full calendar to be announced soon.

COOL CICCARELLO VOTED NUMBER ONE OFFICIAL When Vince Ciccarello was announced as the 2018 CAMS Castrol Official of the Year, the South Australian was astounded with receiving this prestigious award. Ciccarello has worked in motor sport for more than 30 years with a big smile on his face and is renowned for always helping people whenever they’re in need. Despite the impressive resume he has built during his time in motor sport, the humble Ciccarello was still surprised at being named the best Australian official in 2018. “It's very hard to pinpoint how I feel about winning this award because honestly, I feel a mixture of emotions," Ciccarello said. “I am happy, I am anxious, I am over the moon and I am truly humbled about the experience. 30 CAMS SPEED READ
“I worried about accepting the award at the start because I didn't think I deserved it as there are thousands of talented officials worthy of the award, but now being here with this award, I am really appreciative that I am at the top of as Castrol Official of the Year.”
From working as just a general official at his local club to taking on the role of Clerk of Course at National events, spending time as a CATO and training people in Singapore, Ciccarello has a wealth of experience in the sport that has made him well known as ‘Mr Fix it’.
Ciccarello’s love for motor sport began at 16-years-old, when he and his friends would buy old cars, make them go faster and compete in both drag and circuit racing.
It all started in the 1980s for Ciccarello, with his first major event being the Australian Touring Cars championship round at Mallala, where he had the difficult role of crowd control and from there, he gradually worked his way up the ranks.
However the South Australian’s career in racing was shortlived after realising he “couldn’t drive a hot knife through butter” and he began to crew for drivers only to realise that he didn’t fit in there either. Finally, he found his path when he was offered to join his local club and start working as an official on grassroots events, which he excelled at and of course, the rest is history.
“I remember working as crowd control on turn five in the 1980s for the Supercars event at Mallala and with thousands of people trying to jump the fences, it felt like pushing water back as the tides come in,” Ciccarello joked. “It was a busy start to my career as an official and not long after I was working a lot of multi club meetings for

the Sporting Car Club of SA, before I worked my way up to state level events and before I knew it, I was working at national events. “Along the way I went from general official at these state levels to my current role Clerk of Course where I work at national events around the country.” From all those years ago when the opportunity to work behind the scenes in his favourite sport arose, he has since become an important and passionate figure where he currently chairs the Australian Motor Race Commission. The 68-year-old has achieved a lot in his life and only recently was recognised as one a few people who have worked at every Australian Grand Prix in the modern era, however for Ciccarello, the Castrol Official of the Year is the peak of his career.
“There are many things I do because I enjoy them, they may have titles associated with them but I don’t go out of my way to let people know I am this or that,” Ciccarello added. “I just do things because I enjoy it and it can be helpful because I may have things to offer. “I thought the biggest honour that I had was when I stood on the grid at Albert Park but I think this beats that by a country mile. “I really do appreciate winning the award and I will treasure it for the rest of my life.”

DOMINANT DARREN WINS DION BARNETT Darren Read has put on an empathic display at the Mount Cooperabung Hill Climb last month to take out the Kempsey Sporting Car Club’s Dion Barnett Memorial Hill Climb. Behind the wheel of the impressive Hayward 09, Read only needed four attempts at the hill climb to post his fastest time of just 24.211 seconds, more than five seconds ahead of his closest competitor. So dominant was Read’s performance, he was the only driver to crack the 30 second mark on every attempt, as well as break the 25 second barrier for his winning time. As the only other driver to post under 30 seconds, Toyota Corolla pilot Cade Fuller managed to get his time of 29.765 seconds on his sixth run of the day and secure second place. On the same run, Jamie Oram and his Holden Commodore crossed the line for his fastest time of the day, hitting just over 30 seconds.

GLAMOROUS GRAFTON RECEIVE LIFELINE FUNDING The Grafton Sporting Car Club (GSCC) have secured critical funding from the government to assist with the resurfacing of the track at Mountainview Motorsport Complex. In early February, the car club’s Federal Member for Page, Kevin Hogan attended the track with a cheque of $178,856 and presented it to the club’s president Graham Merry. After last having work done to it in the 1990s, the track was starting to show its age with cracks beginning to appear as the events kept taking place, and the club realised the track was on its last legs. With the government accepting more than 200 applications to spend up to $20 million on, projects all over the community applied for funding and the GSCC's proposal was successful. Following the approval and presentation of the cheque by MP Hogan, Merry was thrilled with the grant and the assurance it would give the club to continue utilising the track. “Our main concern was safety that we wouldn’t be able to renew the track licence if these cracks continued to build,” Merry said. 38 CAMS SPEED READ
“We are relieved and very grateful to our local member for seeing the value in us when he could have given funding to so many other worthy causes. “Sometime in the next five years, it would have been critical for us and we would have needed to definitely do something, but we’re really happy to get this done now.” Despite the club gaining the confidence and support from the government, Merry was a little surprised the club’s application was approved due to the nature of the project. “I was a little surprised because there was nothing elaborate about what we wanted to do with the funding,” Merry joked. “There was nothing lavish about asphalt or what we wanted to do with the asphalt and I thought there was not much you could do with an application about asphalt. “There were so many other glamorous projects that the government could have hung their hat on, yet they decided asphalt on a road was pretty important which is pleasing.”
“I was surprised because there was nothing elaborate about what we wanted to do... There's nothing lavish about asphalt.” - Graham Merry
The track’s vital surfacing will be complete in April, one month before the club’s next event in May, allowing the resurfacing to settle for six weeks. In July, the club will host a round of the CAMS New South Wales Hill Climb championship.
CLOTHING REGULATION UPDATES
Photo: Drag Photos
CAMS would like to advise members of recent updates to the FIA International Sporting Code, Appendix L, Article 2, Chapter III Driver’s Equipment. The recent updates are to clarify different aspects for the usage of protective clothing, mainly flameresistant clothing, across all disciplines of motor sport which apply the use of clothing to the FIA Standards. The six main changes implemented by the FIA are as follows: 1. Inclusion of the new FIA Standard 8856-2018 and implementation in 2019 and 2020 for specific championships (see information note FIASDH-18-009 published on 06.07.2018 for more details on the new standard and its implementation). 2. Definition of a minimum overlap between upper and lower underwear in order to prevent the drivers from wearing undersized underwear. 3. Clarification that the use of non-FIA approved underwear between the driver’s skin and the compulsory FIA-approved underwear is authorised with medical justification and that having synthetic, non-flameproof
40 CAMS SPEED READ
material in contact with the driver’s skin is not authorised. 4. Clarification of the authorisation to use knee or elbow pads that are flameproof and compliant with ISO15025. 5. Clarification of clothing personalization, such as embroidery or printing. 6. Authorisation of the use of cooling garments only if they are approved by the FIA.
In accordance with the FIA International Sporting Code, Appendix L, Chapter III members must also be aware of the following rule before undertaking embroidery or printing on their clothing: 2.
Flame-resistant clothing
… Embroidery sewn directly onto the overalls shall be stitched onto the outermost layer only, for better heat insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof. The stitching of badges can go through all the layers, provided that the thread is flameproof and compliant with ISO 15025. Printing or transfers on drivers’ clothing must be carried
out only by the manufacturer of the product and must not reduce the performance of the suit as defined in the 8856-2000 or 8856-2018 standard. (see Appendix 1 of the FIA 88562000 Standard or Appendix F of the FIA 8856-2018 Standard for detailed requirements and instructions for use). Any FIA-approved 8856-2018 garment customised using printing or transfers must be accompanied by a certificate from the manufacturer.
Members must be mindful of the printing used on race clothing which carries the FIA standard, with printing only permitted to be completed by the manufacturer of the clothing. Failure to adhere to this may mean that the FIA standard becomes void and the risk of serious injury due to the use of unsuitable printing methods which may cause the fire rating of the clothing to be affected.

It is with great sadness that CAMS advises of the recent passing of three valuable contributors to motor sport this past month, including the coinventor of the revolutionary HANS device, Dr Robert Hubbard. On 7 February, the 75-year-old passed away surrounded by loved ones at his home in the United States. Since first patenting it late in the 20th century, Dr Hubbard’s HANS device, co-invented alongside brother-in-law Jim Downing, has saved the lives of numerous competitors who have required its services during a serious collision.
Later in February, former CAMS president Doug Stewart passed away before long time CAMS competitor Bill Prowse passed away in the same week.
As for Bill Prowse, at 94-years-old, he was the VHRR’s oldest CAMS license holder after holding his speed licence up until 2017.
While Stewart spent time as CAMS president, he was more known for his work in Australian rallying, claiming multiple national titles as a driver before guiding his a newly formed team Ralliart to more success on the international stage.
During his younger years, the car enthusiast spent his time competing in a variety of regularities and hill climbs after world war two, before being awarded the Elfin Clubman of the Year in 2001.
CAMS would like to offer its (03) 9419 0066 lifestylebrands.com.au condolences to the friends and family of all three men, as well as thank them for their contributions to our sport.
Stewart was critical in bringing professionalism to the essentially amateur sport of Rally and was acknowledged for his efforts in 1972, being rewarded the CAMS Award of Honour.

WOMEN MAKING WAVES IN SOUTH AUSTRALIA
42 CAMS SPEED READ
In most competitions around the country, there are specific lady competitions designed to increase female participation in the sport, however in South Australia’s Modern Regularities, the women of the sport hold their own. More than 100 competitors took part in South Australia’s Modern Regularities across 2018 and at the end of the year, three of the top 10 were females including the outright champion, Sandy Watters. While Watters has dominated the sport in recent times, including claiming a victory in the most recent round at Mallala in February, other females have made their own mark in the sport, including Kristen Bailey.
“These cars available to females mean there are no barriers in the way for them to have a go and now these dozen of girls are quite competitive. “Last year we had a bit of a joke that maybe in 2019, we could create a men’s trophy because the women are dominating it.” Despite Bailey and Watters providing the inspirational figures by coaching and passing on advice to their fellow competitors, Bailey believes that the club itself is what makes the competition such a positive environment. “We are really lucky in South Australia that the Modern Regularity community is like a really big family,’ Bailey added.
For six years, Bailey has competed in the sport and while it was just her and Watters competing at the start, more inspired females have since joined the ranks.
“If any of us are struggling with something in particular, then everyone just rallies around each other regardless of if they are female or male.
WIth a record number of females competing last year, Bailey puts it down to the support network of the category manager and Watters’ father Darryl Brigg.
“We also have a rookies competition for juniors and drivers competing for the first time because this series is all about getting everyone together.
“Darryl Brigg has been a fantastic contributor to the increase of female participation by making two or three cars available to ladies,” Bailey said
“We are all about encouragement and everyone just bands together to coach, pass advice and help each other out.”
“This helps because a number of women don’t have the expense of having their own car, they don’t know how to get a car going or have the funds to run a car.
“Maybe in 2019, we could create a men’s trophy because the women are dominating it.” - Kristen Bailey
Did you know? Kristen Bailey was recently appointed as a member of the newly formed CAMS Australian Women in Motorsport Commission. More info about the commissions can be found here.

12 HOUR The 2019 Liqui-Moli Bathurst 12 Hour has been run and won in thrilling fashion as Earl Bamber Motorsport's Matt Campbell, Dirk Werner and Dennis Olsen claimed a historic victory on the iconic mountain. Behind the wheel of the Porsche 911 GT3-R, it took the team until the dying stages of the international endurance to seal the victory, as Campbell pulled off a brave move with just over nine minutes remaining to secure the lead. “I knew it was going to be tough but I didn’t think it was going to be that tough,” Campbell said. “To do it the way we did in the last stint was amazing. The car was perfect towards the end... It was great to finally win this race, especially as it’s this car’s last race.” Coming in second place was R-Motorsport’s Jake Dennis, Marvin Kirchhöfer and Matthieu Vaxiviere, the Aston Martin Vantage pilots finishing five seconds ahead of Maximilian Goetz, Raffaele Marciello and Maximilian Buhk in the Mercedes AMG GT3.
“I knew it was going to be tough but I didn’t think it was going to be THAT tough.” - Matt Campbell

THE OTHER CLASSES A sensational performance from Paul Dalla Lana, Pedro Lamy and Mathias Lauda saw the trio win the Pro-Am class, while Brenton and Stephen Grove alongside Britain Benjamin Barker took out Class B. It was an all-Australian affair in Class I and C with Adam Hargraves, Daniel Jilesen and Steve Owen winning Class I and Justin McMillan, Glen Wood Dean Lillie and Elliott Barbour claiming Class C.
Radicals
The spoils were shared in the Radicals, as Brad and Mitchell Neilson claimed victory in the first race, while Radical legend Peter Paddon won the second race.
Sports Sedans
Queenslander Geoffrey Taunton dominated the category to win all three races and the outright round over 50 cars. Andrew Butcher, Stephen Coe and George Miedeck all ended the weekend as class winners.
The Formula Fords
Joshua Buchan’s wins in the opening two races was enough to secure the round victory after Jayden Ojeda crashed late in the final race as Thomas Hamlett grabbed the race win.
The Classics
A similar fate in the Classics as Victorian Paul Blackie steered his Chevrolet Corvette S to a clean sweep of the category over fellow Porsche pilots Geoffrey Morgan and Stan Adler.
