What an extraordinary year 2020 has been so far. From an eerily quiet summer due to bushfires, smoke and floods, the NSW South Coast (aka Canberra’s Riviera) is now experiencing its busiest winter in living memory. International and domestic border closures mean many local holiday makers are staying close to home. Fortunately, we’re surrounded by wonderful places to visit – from sparkling beaches, scenic vineyards and charming country towns to stunning national parks and the Snowy Mountains. In Canberra, many attractions have reopened to eager visitors, albeit under new guidelines requiring bookings, limited numbers and timed sessions. Even Canberra Stadium (with a capacity of around 25,000) reopened to 1,500 happy fans for the Raiders and Brumbies games last weekend, and 6,000 fans will be able to see the Green Machine at home this coming weekend. As health restrictions ease, the local arts community is again finding its feet with help from the ACT Government through its new RISE Canberra program and Where You Are Festival, which begins tomorrow. Woohoo! Flip to the cover story on page 10 for details. Reasons to be grateful this past week include a delightful lakeside walk with a friend, Sunday brunch catchup at a café in Queanbeyan, fresh washing drying in the winter sunshine, overnight rain, and trying out new recipes, albeit with mixed results. With the NSW-Victoria border now closed, new travel restrictions deny Victorians entry into the ACT unless they are granted an exemption by either the NSW or ACT governments. Getty.
Victorians being denied entry into the ACT Any Victorians planning on travelling to the ACT earlier this week had to get in before 12.01am Wednesday 8 July, as a strict travel ban was introduced in response to the COVID-19 outbreak in parts of Melbourne. On Monday 6 July, ACT Chief
Minister Andrew Barr announced tough new border restrictions for Victorians travelling to the ACT, following NSW Premier Gladys Berejiklian’s announcement her state would temporarily close their border to Victoria. For flights arriving into the
ACT on Tuesday 7 July, anyone from Melbourne was required to quarantine for 14 days at their own expense or return to Victoria. These restrictions were then further enhanced from 12.01am Wednesday 8 July, at which point anyone travelling from Victoria would be denied entry to the ACT unless they have been granted an exemption by either the NSW or ACT governments. Residents of the ACT or NSW will be able to return home following the travel ban coming into effect but will be required to self-isolate for 14 days from the day after leaving Victoria. Dispensation for Victorians seeking to travel to the ACT or NSW for essential purposes or compassionate reasons will only be granted under “exceptional circumstances” such as visiting a critically ill or palliative care immediate family member. As part of its risk assessment, ACT Health will assess visitors’ proposed length of stay in the ACT. Other than for very short visits, a condition of entry will likely be that visitors must complete a full
14-day period of quarantine in the ACT at their own expense. An online system was being set up to take exemption requests, while the ACT COVID-19 Helpline (02 6207 7244) is available to any residents or travellers looking to enter the ACT. Mr Barr said the travel restrictions are a temporary measure that will remain in place while the NSW-Victoria border is closed. He said with these border measures in place, the ACT will still be able to move into stage three of the COVID-19 Easing of Restrictions Roadmap this Friday, which, at the time of going to print, was yet to be outlined in full detail. Mr Barr said the changes moving to stage three are “relatively minor”. From 10 July, restrictions will be eased to allow for return to full-contact competition for all sports, dine-in food courts to reopen, and for things to get steamy once again: saunas and bathhouses will be allowed to operate, as well as steam-based beauty services, plus strip clubs, brothels and escort agencies. - Denholm Samaras
NSW South Coast swamped as ACT school holidays start With international travel off the cards, those planning an overseas escapade this winter have been forced to swap Maui for Mogo, Mykonos for Moruya, and Bali for Bateman’s Bay. The NSW South Coast has been inundated with Canberrans after the school holidays began for ACT public schools on Friday 3 July. President of Batemans Bay Business & Tourism Chamber, Alison Miers, told Canberra Weekly her own accommodation business has been effectively booked out since 1 June, which is reflective of the experience of many NSW South Coast businesses. “One of the restaurants I know is doing double figures for this time of the year, there is the 6
demand and, look, I’m probably up this June on previous June,” she said. “I went through Mogo yesterday (Monday 6 July) and had never seen it busier, I’ve had a business here for 25 years, so I know the ebb and flow of traffic. “I went into one of the shops yesterday and she said it was busier than on the weekend,” Ms Miers said. According to Ms Miers, while most of the tourist traffic descending on the region is from Canberra, there have been a lot of travellers from regional NSW coming to the coast. “I think a fair few had to cancel overseas holidays and just wanted to get away. “We’ve also had a few
Victorians floating through doing road trips, which is obviously going to stop now … it will be interesting to see if it will affect us much,” she said. Ms Miers said tourists heading to the South Coast are doing so both to shake off isolation and to support the region following the bushfires that decimated the region last summer. “It’s still in their minds that this region needs some support … that’s why a lot of people are travelling here,” she said. Ms Miers said the NSW South Coast’s current tourist influx is comparable to the incursion of travellers in January after the bushfires had hit and decimated the region. “(In January) It got busy really
quickly … It was a different landscape really of people coming and the area was exposed in a different light. “With COVID it was totally different, it was just empty for two months ... From 23 March I had $100,000 worth of cancellations in 24 hours, it was like the business went overnight.” But Ms Miers said come 1 June when NSW lifted travel restrictions, business throughout the region “turned on quicker than it turned off”. “Restaurants are all busy; with limited numbers it’s very difficult to get in for a lot of places because people turn up in town and expect things to be normal … It’s certainly not normal,” she said. - Denholm Samaras

E-scooter share scheme to start soon
The ACT Government is hopeful recent recycling funding commitments from the Federal Government will generate local jobs and build waste management infrastructure in the Territory. The Federal Government announced the Recycling Modernisation Fund (RMF) on Monday 6 July, which includes a commitment of $190 million for new recycling infrastructure nationally. The initiative also requires $190 million in funding committed collectively from the States and Territories. ACT Minister for Recycling and Waste Reduction, Chris Steel, said the ACT Government was still in discussion with the Commonwealth Government about ACT-specific initiatives. “We have identified the need for investment in new infrastructure to improve sorting, processing and remanufacturing of materials such as mixed plastics, paper, tyres and glass,” Mr Steel said. An additional $59.6 million was
Electric scooters are expected to be available for public use around Canberra’s inner city, inner north, inner south and at least one other yet-to-be-determined location from next month. ACT Roads Minister Chris Steel announced the new program on Monday 6 July and said the e-scooters were a new way for people to get to the “first mile and last mile” of their commute. The ACT Government is seeking expressions of interest for two private scooter operators to each supply up to 750 e-scooters. “This isn’t just a new form of mobility, it will see the start of a brand-new industry in the ACT, creating jobs in the management and maintenance of shared e-scooters,” Mr Steel said. He said that a “dockless shared mobility policy and guidelines” had been developed
committed by the Federal Government, with $35 million funding commitments made under the National Waste Policy Action Plan, and $24.6 million spent on improving national waste data to determine recycling targets are met. The initiative is estimated to divert 10 million tonnes of waste from landfill and create 10,000 jobs. Mr Steel said it was still unclear how many of those jobs would be created locally. “This will support improved recycling outcomes, encourage local businesses to use recycled materials, provide local job opportunities and support the generation of thriving regional industries,” he said. “We would like to see upgrades to infrastructure that would lead to ensure better separation of recycling streams such as paper, glass and plastic, thereby reducing contamination rates and providing better quality recycled material to sell to market.” - Danielle Meddemmen

Mr Steel said e-scooter operators would have to take safety precautions against the pandemic and ensure the scooters were cleaned regularly. E-scooters are already legal to use on shared paths and footpaths in the ACT, but not permitted on roads or on-road bicycle lanes (except on residential streets where there is no footpath); users must give way to pedestrians and keep to the left. They are subject to a maximum speed of 15km/h on footpaths and up to 25km/h in all other permitted locations. GPS and geofencing technology will be used to control usage of e-scooters across Canberra.

news Tiny aims for $2.5 million Co-founder of The Green Shed, Goran ‘Tiny’ Srejic says “if you can, you should” – and that’s exactly how he’s approaching his latest venture: Tiny’s 2.5. As he gears up to finish at The Green Shed, Tiny has grand plans to raise $2.5 million for Canberra’s charities in the next five years. The first instalment, which he hopes will raise $1 million, is Tiny’s Car Challenge, where the top 20 fundraisers will be given the chance to win a brand-new Volkswagen Polo – provided they’re the last with their hands on the vehicle. “I was watching a TV show where they give away cars, and I thought ‘we could do something different where we raise money for charities’,” Tiny says. “Our goal is to raise $1 million through this car … Canberrans

Questacon reopens Canberra’s favourite one-stop science destination has reopened its doors this week, launching its new Mission to Mars experience. Questacon, the National Science and Technology Centre began its gradual reopening from Wednesday 8 July, with guided tours of its theatre-crossexhibition experience. Questacon deputy director and general manager, Bobby Cerini, said visitors were proving desperate to return to the venue, with almost all July sessions already booked out. “We will be holding the timed, guided tours through select galleries for the exhibition, and guests are required to book online,” she said. “When we opened up bookings last week, we saw a 2000% increase in web traffic.” The 90-minute tour is set to educate its guests about Mars, and the challenges humans are
yet to overcome before stepping onto the planet is possible. The science centre will host up to five sessions per day during school holidays and move to four sessions per day after. Self-guided tours remain unavailable to the public until further notice, with the Mission to Mars exhibition taking bookings up until the end of August. “We will be making a decision closer to the date of us reopening our public galleries, and it will be dependent on the public health guidelines and advice at that time,” Ms Cerini said. “We are taking a really cautious and steady approach to the reopening of the venue, and the safety of our staff and guests are the highest priority at this time.” Bookings for the Mission to Mars experience are essential and available online. - Danielle Meddemmen

Brumbies home victory The ACT Brumbies recommenced the 2020 Super Rugby season with a victory over the Melbourne Rebels at GIO Stadium on the weekend. The team came out of the clash with a 31-23 win over the Victorian team, for their first game back since the COVID-19 shutdown in March. Capital Football fixtures Capital Football has released its 2020 National Premier League fixtures, as matches kick off from 18 July. Belconnen United FC will begin the NPLW season against Monaro Panthers FC from Saturday afternoon. Canberra Olympic FC will host Belconnen United FC for the first game in NPL1, while NPL2 will kick off on Sunday with Narrabundah FC hosting Weston Molonglo FC. ACT Hockey resumes Hockey will be back in the Territory this week, as the 2020 Winter Senior Season kicks off on Friday 10 July. Sichuan style eggplant Serves 4 as a side dish
2 Tbsp vegetable oil
Cut the eggplants in half, then cut each half into quarters. Place the eggplant on a baking tray, skin side down, and lightly sprinkle salt over the top. Set aside for 20 minutes to allow the eggplant to sweat out some of its juices, then rinse and pat dry with paper towel.
1 tsp Sichuan peppercorns, coarsely crushed
Meanwhile, combine the yu xiang sauce ingredients in a small bowl. Set aside.

Heat the vegetable oil in a wok or large frying pan over high heat until smoking. Add the eggplant and stir-fry for 2-3 minutes, until the eggplant is soft and starting to brown on all sides. Add the Sichuan peppercorns, chilli, doubanjiang, garlic and ginger and stir-fry for 1 minute or until fragrant.

Give the yu xiang sauce a quick stir and pour over the eggplant. Reduce the heat to medium and gently stir until the eggplant is nicely coated in the sauce. Taste and adjust the seasoning if necessary. Simmer for 1 minute or until the sauce thickens and becomes glossy. Transfer the eggplant to a serving dish, sprinkle over the spring onion and coriander leaves (if using) and serve with steamed jasmine rice on the side.
Fire dumplings in chilli oil Makes 40-50 40-50 square gyoza wrappers Spring onions, thinly sliced, to garnish Dumpling filling 500g fatty minced pork 1 bunch garlic chives, finely chopped 1 free-range egg 2 tsp sesame oil 1 Tbsp light soy sauce 1 Tbsp Shaoxing rice wine 2 tsp ground white pepper 1 Tbsp cornflour Spicy dumpling sauce (serves 1) 1 Tbsp chilli oil, plus extra to serve 1 Tbsp light soy sauce 1 tsp dark soy sauce 2 tsp Chinese black rice vinegar Pinch of freshly ground black pepper 1 tsp pork lard (optional)
To make the dumpling filling, place all the ingredients in a large bowl and use a fork or chopsticks to mix vigorously for 2–3 minutes, until the mixture is homogenous and sticky. Set up a workstation with a small bowl of water, the dumpling filling, gyoza wrappers and a baking tray lined with baking paper. Place a wrapper in your palm, then place a teaspoon of filling in the centre. Fold the wrapper in half into a triangle, dab some water on the two longest points, then fold both points round to meet each other and pinch together to seal. The dumpling should look like a mini boat, similar to a tortellini. Place the dumpling on the prepared tray and repeat to make 40-50 dumplings. Bring a saucepan of water to the boil over medium-high heat. Working in batches of 10 dumplings at a time, carefully lower the dumplings into the pan and give the water a quick stir. Reduce the heat to a simmer and cook the dumplings, stirring occasionally, for 3–5 minutes, until they float to the surface. To make the spicy dumpling sauce, place all the ingredients in a serving bowl. Ladle 60ml (1/4 cup) of the boiling dumpling water into the bowl and stir to combine. Repeat this process to make portions of dumpling sauce for each of your guests. Once the dumplings are ready, scoop them out using a wire-mesh strainer or slotted spoon and transfer to the bowls with the spicy dumpling sauce. Drizzle extra chilli oil over the dumplings and garnish with spring onion.

Twentyfive years ago, other girls also went missing and rumours quickly arise that the legendary ‘Hungry man’ is back. Written with compelling insight into small town mentality and the power of social media, this is an atmospheric and intense thriller that quickly grabs your attention and keeps a strong hold on it until the final twist. Highly recommended.
Now showing Mirage (M) In 1989, during a massive electrical storm, a young boy named Nico records a music video in his room. Soon, Nico hears screaming from next door and runs across the road to investigate. Flashing forward to 2014, a young family move into the house formerly inhabited by Nico and his mother. On a night of an identical electrical storm, Vera (Adriana Ugarte) finds Nico’s old TV set and video camera. Turning on the devices, Vera is shocked to find Nico talking to her from the TV. Time-travel movies serve to tell moral stories, showcasing the consequences of taking things for granted. They are great fun, regardless, due to the various methods of time-travel used, whether it be a souped-up DeLorean car (Back To The Future trilogy) or sending one’s mind back into the past (The Butterfly Effect, X-Men: Days of Future Past) and navigating the consequences of past actions. Like 2000’s Frequency, Mirage uses a storm and technology to connect two people decades apart to help a loved one’s survival and solve a murder. Whereas Frequency was ultimately a father-son story, Mirage is a mother-daughter 20

Also set in Tasmania is Sarah Barrie’s Deadman’s Track. Scarred by a recent tragedy on Federation Peak, wilderness guide Tess Atherton is reluctant to lead a group of young hikers on a dangerous winter trekv, but events in Hobart convince her to take it on. However, she does not realise that the dangers from the city have accompanied them on the trek and that someone is stalking them. This latest instalment in Sarah’s series about the Atherton family has a good multi-strand plot that comes together in an exciting climax. Brisk pacing, likeable characters and a dash of romance makes this an entertaining read.
Set at the other end of Australia is Croc Country, by popular rural author Kerry McGinnis. Following the death of her husband and young daughter at sea, Tilly Hillyer is making a new life for herself at an isolated wildlife sanctuary in the Gulf Country. Caring for the rangers and injured wildlife helps her forget the horrors of her past, until the police turn up asking questions about her late husband. Suddenly she finds herself battling wildlife smugglers and trying to resist the charms of an attractive botanist. A good mix of romantic suspense and evocative outback descriptions.

With strong comedic performances from its three best known actors, plus breathtaking cinematography capturing the beauty of Iceland and Edinburgh, this movie is a lot of fun. Fire Saga Story sees both Ferrell and McAdams do hilarious ‘Eurotrash’ accents reminiscent of Mike Myers’ work on the famous SNL ‘Sprockets’ sketch. McAdams shows she’s can riff with the best of them, going toe-to-toe with Ferrell and never looking out of her element. Verdict: Eurovision Song Contest: A Fire Saga Story is a fun ride full of breathtaking locations and strong comedic performances. Now streaming on Netflix. 4 stars. - Denholm Samaras
Eurovision Song Contest: A Fire Saga Story It’s generally been the case that you know what you’re getting in a movie led by Will Ferrell. Ferrell plays a stubborn, outspoken yet innocent man-child, he delivers some witty back-andforth improv that keeps his castmates on their toes, there will be a few hit-and-miss (80% hit) comedic set pieces, he’ll be cast against a female love-interest hilariously out of his league, and a loose plot will drive everything forward. It’s a formula that proved extremely successful in the early 2000s then grew a bit stale. However, Eurovision Song Contest: A Fire Saga Story brings enough other elements to the

How to train like a ‘Ninja Warrior’

Reviving green desk-mates As offices re-open, many employees have returned to their desks to discover their once well-tended workplace plants may not have withstood the stresses of isolation. WITH HOME EDITOR, ALLISON TURNBULL
If you’ve returned to work to fi nd your office plants looking limp and less than happy, there are some quick and easy ways to breathe life back into your indoor beauties. Here, Melissa King, horticulturalist and Northcote Pottery Brand ambassador, shares her top tips for reviving office plants after self-isolation: • Soak severely parched plants: Overwatering is usually the biggest threat to indoor plants, but since isolation has kept us out of the office, drying out is the more likely cause of plants looking lifeless. If your plants are severely parched, start by giving them a good soak in a bucket of water. Mix in a wetting agent to aid moisture absorption. Leave the plant submerged in the bucket until bubbles have stopped forming, an indication that the root ball is wet all the way through. • Encourage growth with a trim: Give plants a good tidy up and encourage fresh new growth by trimming off any brown or yellow leaves and stems. Be sure to cut close to the base. • Dust off: If dust has accumulated on leaves, gently wipe each with a clean, moist cloth. • Re-position: The hours and direction of sunlight have
changed over the past few months, so you may need to relocate plants to a spot where they will receive bright but indirect sunlight. • Check for pests: It’s important to check for signs of pests or disease that may have taken advantage of your plants stressed state and treat them accordingly. • Add a touch of tonic: Give each plant weekly doses of a seaweed-based plant tonic. This will help reduce stress, stimulate strong, healthy root growth, and aid recovery.
Plant selection For those looking to add some greenery to their workspace, we asked Melissa for her top selections, including hardy options for those whose green thumb may be lacking. They are: • Zanzibar Gem (Zamioculcas zamifolia): Another top desk plant, with thick, glossy cycad-like foliage. It has an enviable reputation for being virtually indestructible and grows well with low light and low water. • Mother-in-law’s Tongue (Sansevieria trifasciata):

Plus, it has a striking upright form, which makes a real statement in the office. • Dracaena: If you have space for a feature plant, try growing a Dracaena. For a splash of colour, you can’t go past Dracaena marginata ‘Tricolour’ with decorative striped cream, green and pink foliage that lights up your workplace all year round. • Devil’s Ivy (Epipremnum): If you want to add greenery at all levels, look out for tough hanging indoor plants like Devil’s Ivy (Epipremnum), which look magnificent cascading from desks and shelves. Bunnings horticulturist Katy Schreuder also suggests: • Swiss Cheese Plant: Easy to care for, it makes a bold statement in any room. Prefers a large pot and support for big leaves as they grow. • Peace Lily: Tolerates lower light levels and infrequent watering.
Expert tip: When your Peace Lily leaves start to droop this is when it needs to be watered. • Cacti and succulents: Small and unobtrusive, they can make a perfect addition to a desk and require very little maintenance. Place them in brightly lit spot and let the soil dry out between watering. Expert tip: Group a few cacti and succulents together to create an interesting decorative display.
Don’t forget • Some indoor plants thrive in low light, others need brighter conditions to flourish, so consider their light requirements when you are placing them around the office. • Do your plants a favour by keeping them away from heaters and blasts of cold air. • Don’t worry about not being there on the weekends to water. Overwatering is one of the biggest killers of office plants. Always allow the soil to dry out between watering and if you’re unsure whether to water, do the ‘fi nger test’. How to preserve lemons CW garden writer Tracey Bool shares her recipes for preserved lemons – a delicious and longlasting way to use surplus homegrown lemons. Traditionally, preserved lemons are used in Middle Eastern cuisine, but they also lend themselves beautifully to any dish which favours a citrus zing. To use, remove flesh and rinse off excess salt. Once opened, preserved lemons can be stored in the fridge for up to six months. Ingredients Lemons, preferably a thick-skinned variety, scrubbed and quartered (if using store-bought lemons, make sure they are unwaxed) Coarse kitchen salt Optional: Spices such as whole peppercorns, cloves and cinnamon bark
Method Sprinkle a fine covering of salt into a sterilised wide-mouthed jar. Place a layer of lemon quarters onto the base and sprinkle with approximately 1/2 tablespoon of salt. Insert spices as you go if desired. Repeat the process until the jar is full, then push fruit down firmly to release the juice. Add extra juice if needed to cover the fruit. Seal firmly and store in a cool area for a couple of weeks before refrigerating for a couple of months. The flesh will be soft when ready.

Weekly market wrap Canberra market defies expectations
The property market in Canberra has continuously defied market expectations during times of perceived adversity. Responding to an initial shift in sentiment, astute buyers quickly realised values were unlikely to change and the time to take advantage of favourable market conditions was limited. These buyers were active during April to the backdrop of a symphony of analysts forecasting a range of catastrophic circumstances that ultimately failed to eventuate. As economists and analysts have retreated to more moderate positions, seller activity in the established market has started to increase. On Allhomes in the four weeks to 3 July, 505 established properties appeared as new listings, compared to 422 during the prior four weeks. The last two weeks recorded the highest volume of established listings advertised as new since the fortnight ending 3 April, after which seller activity plummeted. Buyers obviously fatigued by a lack of stock have been pushing the auction clearance rate higher and higher. On Saturday 27 June,
Domain reported the preliminary auction clearance rate was 89%, and 85% on 4 July – the same weekend last year saw only 41% of auctions cleared. To put this into perspective, data supports the Hayne Royal Commission into Banking and Financial Services had a greater negative impact on our property market than a global pandemic.
Stimulus of benefit to Canberrans Governments and The Reserve Bank of Australia have been providing significant stimulus to support the economy. Grants, stamp duty concessions and, most importantly, being able to borrow money very cheaply provides an enormous amount of benefit to Canberrans. Our population has the highest median weekly family incomes nationally. This means as interest rates have fallen, borrowing capacity increases, allowing borrowers to take on higher levels of debt without increasing their repayments. Receiving a grant and/ or reducing stamp duty further increases borrowing capacity for eventual owner occupiers.
Sod turns on ‘renaissance’ for Manuka Construction is now officially underway on Morris Property Group’s Renaissance development in Manuka. The first stage of the development will see the 4,500sqm block on Light Street, the former site of the Stuart Flats, become home to 94 one-, two- and three-bedroom apartments, with construction on stage one expected to take around 18 months.

Four subsequent stages will follow over the next five years, ranging in size between 30 and 96 apartments. Morris Property Group director, Barry Morris, said interest had been strong for the project as a whole, with 65 of the 94 stage one apartments already sold as at Wednesday 1 July. “[We also] have strong interest in the final stages despite not having gone to market with them yet,” he said. Mr Morris said the $300 million development has been “scaled down” from the site’s permissible use in order to extend the “village feel that has long been a hallmark of Manuka”, and said Renaissance will inject some much-needed life into the area. The project is expected to generate around 1,000 construction jobs as well as employment in the medical centre slated for the development’s ground floor. This requires a contemporary regulator that strives for excellence and is innovative, flexible, respected and trusted. The new WorkSafe will be such a regulator.” ACT Workplace Safety Minister, Suzanne Orr, has also released her Statement of Expectations to guide the operations of WorkSafe for the next 12 months, which includes improving the construction industry’s safety culture and performance.
