Canberrans were saddened by the sudden passing of highly respected disability advocate, Sue Salthouse, in a tragic road accident on Commonwealth Avenue Bridge on Monday afternoon. Tributes have flowed in from all sides of politics and many sectors of the community for the Canberra legend and highly respected social justice and human rights defender. Sue’s tireless advocacy for people with a disability, particularly women, as well as her significant contributions in a range of areas were recognised with her being named the 2020 ACT Senior Australian of the Year and 2015 Canberra Citizen of the Year. In one of many tributes, the ACT Greens described her as “a woman of true grit and determination”. “After surviving a life-defining fall from a horse in 1995, Sue became a fierce advocate for women with disabilities … There are many in Canberra and beyond who have learnt from her and benefitted from her wisdom and resolve to make this a better world.” Our heartfelt condolences to Sue’s family and friends. Truly, Canberra is a better place for having had Sue in it. Reasons to be grateful this past week include a night out at the Mov’in Car pop-up drive-in watching the Oscarwinning Korean film, Parasite, a delightful bushwalk at Molonglo Gorge, afternoon tea with friends, winter sunshine, birdsong, cloud gazing and the distant cheers of community sport. Take care.

news Local groups push to raise age of criminal responsibility Aboriginal and Torres Strait Islander children are imprisoned in the ACT at eight times the rate of their non-indigenous peers. That is why 18 ACT organisations have rallied for the age of criminal responsibility to be raised while addressing the overrepresentation of Aboriginal and Torres Strait Islander children in the prison system. In an open letter to the Territory’s political figures released today (Thursday 23 July), the service delivery, human rights, legal and representative organisations detailed their support to raise the age from 10 to 14. “Doctors agree that children do not have the cognitive capacity to be held criminally responsible at 10 years old,” the statement read. “Moreover, they have found that sending children to prison can cause them lifelong harm, increase rates of mental illness, trauma,

and even lead to early death.” The letter was published prior to an Age of Criminal Responsibility Working Group Review being presented to a meeting of the Council of Attorneys-General on 27 July. Director of Children, Youth and Family at Woden Community Service, Kate West, put her full support behind the cause. “The age of criminal responsibility of children needs to reflect what we know will result in better outcomes for the child and the community as a whole,” she said. “A 10-year-old should not be faced with incarceration, but met with our compassion, understanding and active support.” The ACT has had a 26.7% decrease in detention rates for Aboriginal and Torres Strait Islander young people from 205.54 in 2017–18 to 150.51 in 2018–19.

However, ACT Law Society President, Chris Donohue, said the imprisonment rate of young Aboriginal and Torres Strait Islanders was shocking. “The Law Society believes that it is simply unacceptable to put children in prison. Australians should be ashamed of the number of children held in prisons around the country, and especially of the extraordinary overrepresentation of Aboriginal and Torres Strait Islander children in detention,” he said. “We don’t have to wait for the other states and territories to do the right thing. Canberra urban forest to grow regardless of election result The ACT Government has announced they will seek to cover 30% of Canberra’s urban areas with tree canopy in the next 25 years, planting over 450,000 trees to accomplish this goal. The draft Urban Forest Strategy 20202045 was released for public consultation on Monday (20 July), outlining the protection, maintenance, education, conservation, community partnerships and planting required to achieve the goal. The planting of 25,000 trees by 2023 has been funded by the ACT Government as part of the first stage of the planting program. Tree canopy currently covers around 21% of Canberra’s urban area. The Urban Forest Strategy will provide a pathway to achieve the ACT’s target of 30% canopy cover by 2045 while also setting out what will need to be done to ensure Canberra’s urban forest remains resilient to a changing climate and to help cool our city. Minister for City Services, Chris Steel said many of Canberra’s large historic tree plantings are reaching the end of their life. “To grow our urban forest, we will plant more trees and more diverse and resilient species. “We’ll also need to ensure new trees receive great care and ongoing maintenance in order to thrive and take a ‘whole-of-forest’ approach to managing our canopy,” he said. Mr Steel also noted that changes are 8

required to the existing legal framework to help grow and manage a living urban forest. “The complexity of our legislative framework means that three trees within five metres of each other may be subject to different laws and different requirements. “At times, the same tree can be protected under one law and removed under another. We need to reform our system to a more integrated living infrastructure planning approach,” he said. Shadow Minister for the Environment Elizabeth Lee said the ACT Government is “on the back foot” with respect to caring for Canberra’s trees. In early June, the Canberra Liberals made an election promise to plant and care for one million trees over the next decade should they form government following the October election. They also announced a “green space guarantee” – a promise that Canberrans, regardless of where they live, will have access to green space within a 10-minute walk from home. The Canberra Liberals have previously pointed out that in 19 years the ACT Government have overseen the number of street and community trees going backward by approximately 3,000 trees each year, while tree canopy has fallen from 30% to 21%. “They have had 19 years (in government);

if they truly cared about trees they would not have allowed the tree canopy in Canberra to drop to 21%,” Ms Lee said. “There’s no doubt that with the election less than three months away they have cottoned on to the fact that Canberrans value trees.” When the Canberra Liberals announced their million-tree scheme they did so without proper costings. Ms Lee said they will be released before polling day. “We have said that we will be engaging with community groups, environmental groups, with schools, and we want to ensure that we listen to the experts in planting the right species of tree in the right location to ensure that they are sustainable for the long term.” - Denholm Samaras

news Alcohol pregnancy warning label comes at ‘huge cost’ A new mandatory pregnancy health warning on alcohol products comes at a “huge cost for no outcome,” says one Canberra Brewery. Food Safety Ministers in Australia and New Zealand came to an agreement with Food Standards Australia New Zealand on Friday, outlining the mandatory red, black and white warning label with the words ‘pregnancy warning’. Previously, a smaller label warning against alcohol and pregnancy was voluntary for product producers. Popular Canberra brewery, Capital Brewing Co, have put their support behind current pregnancy labelling but have said a new label will come at a large cost to the company, in an already challenging time. “More broadly we support the pregnancy labelling and have been compliant with the voluntary scheme for about a year,” Managing Director Laurance Kain said. “However, there is minimal change to the wording and the bit of red on there and that’s

The Foundation for Alcohol Research and Education (FARE) welcomed the announcement that came on Friday. A recent survey from the Australian Institute of Health and Welfare has found one in six women drink alcohol after knowledge of pregnancy. FARE CEO Caterina Giorgi said it would help to increase awareness about the dangers of drinking while pregnant. “It’s going to be visible and clear and it’s going to help further educate the community about the risks. “The current labelling is voluntary and has been ineffective and research has shown that less than half of alcohol producers have it on their labelling.” Ms Giorgi argued that while a cost would be

Tributes flow for ACT disability advocate Sue Salthouse Tributes have flowed in for disability advocate and ACT Senior Australian of the Year, Sue Salthouse, who died on Monday 20 July after a collision between a car and her

wheelchair-accessible motorcycle on Commonwealth Avenue Bridge. ACT Chief Minister Andrew Barr expressed “shock and dismay” at the sudden and tragic

loss. In a statement, Mr Barr said Ms Salthouse was a “fierce and passionate advocate for people with a disability and in particular, women with a disability”. “Her life was one of service and contribution to her community, and she worked for greater recognition of the enormous contribution women with disability make to the workplace and in leadership roles,” he said. Ms Salthouse was named Canberra Citizen of the Year in 2015 and was the 2020 ACT Senior Australian of the Year. ACT Deputy Opposition Leader Nicole Lawder also expressed her sadness and said Ms Salthouse’s “sense of humour and willingness to support and mentor others” would not be forgotten. “She has played an important part in more advisory committees and panels than I can name. Her numerous awards and recognition are just a small testament to her enormous contribution in a range of

areas and she will be sorely missed,” Ms Lawder said. ACT Greens MLA Caroline Le Couteur, MP Andrew Leigh and Women with Disabilities ACT (WWDAACT), of which Ms Salthouse was the Board Chair, are among those who have also expressed their shock and sadness. The ACT Council of Social Service (ACTCOSS) and the National Australia Day Council (NADC) have also released statements. Ms Salthouse was riding her wheelchair-accessible motorcycle on Commonwealth Bridge when the collision occurred at around 2.45pm on Monday. ACT Policing confirmed the rider of the motorcycle was treated at the scene by paramedics but died in hospital. ACT Policing is urging anyone who many have witnessed the collision to contact Crime Stoppers on 1800 333 000. This is the third fatality on ACT roads this year.

news Implementation of ACT single-use plastic ban delayed The ACT Greens have called on the ACT Government to forge ahead with a ban on certain single-use plastics given the implementation of the ban, originally slated for ‘mid-to-late 2020’, has been delayed until 2021 due to COVID-19. ACT Greens Environment campaign spokesperson and candidate for Ginninderra, Jo Clay, said she wants to see consultation on the single-use plastics ban go ahead with small business and the hospitality industry. “We’re quite keen for the government to get on with the consultation they’ve promised regarding single use plastics,” Ms Clay said. “It’s probably even more important to open up those channels with the businesses that are struggling … I think not talking to people is actually not very helpful. “We’re pretty confident we can come up with some pretty good solutions, we just don’t want to push back on that any further.” The Phasing Out Single-Use Plastics Engagement Report, published in September 2019, said 42 business surveys were completed during the community consultation period of the discussion

paper between 16 April and 31 July 2019. “The small number of survey responses from businesses that actually use or supply particular single-use plastic products mean it will be important to engage further with local businesses on the potential impacts and challenges associated with phasing out these products,” the report read. ACT Minister for Recycling and Waste Reduction, Chris Steel, said the Government has also run business consultation through the ACT’s Plastic Reduction Taskforce, which features 13 peak bodies across hospitality, small business, disability and conservation, on the draft legislation in February this year. “Rather than just calling for yet more consultation, the Greens should support our Government’s Bill to phase out single-use plastics when it is introduced to the Legislative Assembly,” Mr Steel said. The ACT Government will introduce the Plastic Reduction Bill in 2020 as announced, to ban certain single-use plastics. “However, due to the pandemic, all Australian jurisdictions have put any implementation on hold

We’re almost at the end of Dry July, and if you’re in need of a boost to get through the final week, food writer Libby Kimber has you covered! We’ve been kicking back with a few mocktails this month, including these creations that have made us forget all about their alcoholic counterparts.

Whipped lemon fizz

1/3 cup organic cane sugar

Serves 10-12 2 cups strawberries, hulled and quartered Juice of half a lemon 1/2 tsp pure vanilla extract

Firstly, prepare the aquafaba. Strain chickpeas until you are left with just the liquid. Combine this chickpea water and 2 tablespoons of the kombucha in a mixing bowl.

Handful of fresh basil, roughly chopped or torn

Prep: 10 mins

Whisk until soft peaks form. It works, trust us! This usually takes 3-5 minutes with an electric whisk. Set aside.

Fresh strawberries, to serve

Combine ice, lemon juice, remaining kombucha, vanilla and cinnamon in a blender, and briefly blend. Pour into glasses and top with aquafaba whip. Dust with cinnamon, and garnish with lemon wedges.

In a large mixing bowl combine the chopped strawberries, sugar, lemon juice, and vanilla. Cover with plastic wrap and refrigerate for at least 4 hours or even better, overnight.

Serves 2 400g tin of chickpeas, strained, juice reserved 2 cups Nexba elderflower and lemon kombucha, plus extra 2 Tbsp 1 handful ice cubes 2 Tbsp freshly squeezed lemon juice 1/2 tsp vanilla powder, or 1 vanilla pod 1/2 tsp cinnamon Lemon wedges, to garnish

Feeling snacky? To use your remaining chickpeas, why not serve them as a bar snack? Just dry them thoroughly, toss in your favourite spices and a pinch of salt and bake in the oven, shaking halfway, for 30 minutes at 220°C.

Sparkling water

To serve, add a heaping spoonful of the strawberries and syrup to a glass. Add a few torn basil leaves and muddle to combine. Add ice (and a shot of gin or vodka, if desired). Top with 200250ml of sparkling water and garnish with fresh strawberries. Stir and enjoy!

After a list of very famous faces from the worlds of fashion, music and movies, we are left a question: “Who is Pierre Cardin?” We then go to the enigma’s fashion house where we meet the man himself (now just shy of 100 years of age) and delve into the start of his career. Italian-born and French naturalised, Cardin became known for his experimental and futurist space-age fashion designs. Founding his fashion house in 1950, he introduced the bubble dress in 1954 and took the world by storm. Preferring geometric shapes and unisex styles, Cardin would invent the ‘mod chic’ trend of the 1970s. Cardin was also the first designer to branch out from exclusive ‘haute couture’ fashion into ready-to-wear for the masses; he also led the way by lending his signature to accessories from

perfumes, pens and keychains to cars and jets. As with The Kingdom of Dreams and Madness, a documentary which explores the working practices of the founders of the insular Studio Ghibli, one gets the sense that Cardin, after considerable training and work, progressed his career by following his bliss; his interests and taste being a guide in his professional pursuits as opposed to any real plan. It is this approach that allows Cardin to make such fearless professional strides others see as a risk to his reputation and, in association, his brand. Remember – the human body is the greatest machine ever created so it’s important to give it the best fuel we can. One last tip: Get the kids into having porridge for breakfast, this will set them up for a great day and provide lots of sustained energy. Remember – fresh, light and lots of flavour. The kids will love it!

Caring for senior pets

Senior pets are truly special – they are gentle and wise – and just like with humans, senior years for our pets should be relaxed and enjoyable. Veterinarian and Snooza pet products spokesperson, Dr Katrina Warren, says while it is difficult to watch our beloved pets age, providing them with some extra comfort and care can help them enjoy their golden years the way they deserve to.

When is your dog a senior? Dogs are generally considered to be seniors from around eight years of age; however, larger and giant breeds of dogs are considered senior at a younger age, generally from five to seven years. Once your pet is senior, it is recommended you take them to the vet for a thorough checkup twice a year. Pets can suffer from many of the ailments that affect humans such as cancer, diabetes, dental disease, kidney failure and loss of vision. Many of these conditions can be managed if detected early.

Diet Good nutrition becomes even more important for your dog as they age. Seniors need a balanced diet that is lower in calories, protein and fat but higher in fibre. Be sure to discuss your ageing pet’s dietary needs with your veterinarian.

Exercise Being overweight predisposes pets to heart disease and diabetes, and places unnecessary strain on hips and joints. Unfortunately, many older dogs gain weight due to a reduced amount of exercise. It’s important for dogs to remain active and undertake regular short and gentle walks, in keeping with their health and ability. Weight loss can be a symptom of an underlying medical condition so it’s a good idea to regularly record 32

Changes in behaviour Pets go through changes and slow down as they age but these changes can also be symptoms of underlying medical issues. Watch for signs like difficulty getting up, climbing stairs or getting into the car as these can be signs of pain caused by arthritis. As your dog ages, their sense of sight and hearing may become impaired. They may no longer react to sounds like they used to, they may be difficult to wake up, or they may not recognise you as well from a distance as they used to. Some pets suffer from dementia-like illnesses as they age. If your pet appears confused, disorientated, forgets basics like toilet training, starts to bark or howl or becomes aggressive or displays any of these signs, a thorough vet check-up is recommended.

Winter The cooler months can be tough on seniors, but it is important that your dog still goes outside for daily exercise, even though it is chilly. They need it to keep their muscles and joints moving

and it helps manage their weight. Feed smaller meals instead of one large one as smaller meals are easier to digest and will deliver energy throughout the day. Those with short coats or low body fat will benefit from a jacket to help keep them warm – choose something that is practical over fashionable.

Bedding Older pets need to be kept warm, so make sure they have a cosy but supportive bed that is somewhere dry and away from draughts. A petsafe heat pad can help add some extra warmth. Do your homework Whether you are getting a new puppy or adopting a rescue dog, you need to do your homework: • Research the common traits/ temperament of the breed you are thinking about. • What are their common health issues and dietary considerations? • Do they have specific exercise needs – mental and physical? • If you are looking to rescue, ask about and ensure you understand

any behaviour issues a particular dog may have. Are you equipped and prepared to put in the time and money that may be required for training and veterinary care, particularly for any fear and anxiety, aggression, phobias or health issues they may have? Things to consider • Do you have young kids or are you planning to have children in the future? • If so, is the breed, size and temperament suitable for babies, toddlers, children? • Will a dog get the attention/ exercise they need once kids come along? Behaviour issues can often develop when a dog is relegated to the backyard once a new baby arrives, which can lead to resentment and a negative association with the baby.

• Are you able and prepared to do the work required to ensure a smooth introduction, and continue showing your dog the love and positive reinforcement it requires to ensure harmony in a household with dogs and children? Lifestyle • Will everyone in your household be out at work all day leaving them home alone? • Do you have an active or sedentary lifestyle? How would this impact on your dog’s need for daily exercise? Would they join you on your sporting endeavours and is this appropriate for the breed, age, etc.? • Do you go away on holidays or are you out a lot? If the answer is yes, are you prepared to take them with you? Home environment • How much room/exercise does the breed need and does your home environment cater for this? • Do you have a backyard or live in an apartment and is this suitable for the dog/breed you are considering? • Does it provide adequate shelter and safety? • Do you rent – what if you move? You might be in a place that accepts pets now, but what are your options if you have to move and can’t take them with you? Do you have family that they are happy with that can help or would you have to surrender them? Finances The average life of a dog is 10 years, but many small or medium dogs live much longer, costing on average $25,000 over their lifetime in Australia. • Can you afford to provide

So, if you’ve been planning an escape to the great outdoors with your four-legged friend, here are some important tips to remember to ensure a safe and enjoyable experience for all. Weekly market wrap Favourable conditions for vendors selling now The number of established properties for sale has remained persistently low since the start of April. Once restrictions prohibiting public auctions and open homes came into effect, vendors who didn’t have to sell simply chose not to. Over the last four weeks, however, early signs of vendor sentiment returning to the market have been evident as the number of established properties advertised as new listings has increased. Describing market conditions nationally, Louis Christopher, Managing Director of SQM Research, said “it is not unusual for listings to decrease in June as it is the start of the colder winter months”. “There was a solid increase in new listings. Indeed, we have more new listings on the market compared to this time last year. “Listings that were coming up to 90 days dropped the most, indicating that some of the older stock had either been withdrawn or was selling during June. Overall, these numbers on their own would indicate fairly normal activity in the housing market. Of course, we know that conditions are far from normal. And this is illustrated in the fall in vendor asking prices for

the month,” Mr Christopher said. In Canberra, SQM Research found in June there was an extra 96 new listings which have been on the market for less than 30 days compared to the same time last year. Lack of choice, a persistent frustration for buyers, can be seen with 400 fewer properties advertised for sale compared to the same time last year. Interestingly, the number of properties advertised for sale for 30-60 days and 60-90 days has decreased month-on-month, showing signs of strength in Canberra’s property market. There was a month-on-month increase of 14 properties advertised for between 90-180 days, demonstrating an unwillingness by some vendors to listen to market feedback until 180+ days on market, where there was a decrease in the number of listings. Even though stock levels are showing early signs of recovery, a lack of quality stock has created favourable market conditions for those choosing to sell now. Domain reported auction clearance rates in Canberra of 85%89% for three of the last four weeks. These exceptionally high levels of auction clearance demonstrate positive buyer sentiment and a willingness to buy now. In the rental market, vacancy decreased

High Society ‘tops out’ Geocon is celebrating the topping out of its two High Society buildings, which means Canberra has two new tallest towers. High Society is part of the developer’s Republic precinct in Belconnen Town Centre, comprising two 27-storey towers standing at 100m and 113m tall. Geocon’s managing director Nick Georgalis said High Society is “the pinnacle” of the Republic development, which has already seen around 500 residents move in, as well as a Woolworths Metro on Grazier’s Lane. “As for High Society, there is still plenty to be done to make sure we’re ready to settle by the end of this year,” Mr Georgalis said, including the construction of the pool and wine cellar. Market conditions like these demonstrate the value of owning property in Canberra.
