contents 08 From the editor In 2019, “cancel culture” was named the Macquarie Dictionary word of the year. Aka “call-out culture”, it is defined as “the online phenomenon of boycotting public figures who say or do ‘the wrong thing’”. The boycott can be long-term or a slap on the wrist. Fast forward to 2020 and 2021 and it feels like the pandemic has spawned a new “cancel culture”; one where events – large or small, private or public – are cancelled at a moment’s notice due to Covid’s continuing, unwelcome presence and related government restrictions. These restrictions change and vary depending on which side of the lines on a map you find yourself on any particular day. My heart goes out to local businesses, venues, event organisers and artists who have had to cancel or postpone events (aka their livelihood) yet again this year, minus JobKeeper. Please support them if and when you can. Reasons to be grateful this past week include a stellar dining experience at The Inn at Ainslie, a stunning night of live theatre at American Psycho – the Musical at Canberra Theatre, an uplifting morning tea to celebrate 50 years of Lifeline Canberra, unveil their flags on Commonwealth Avenue and launch their new car raffle, and for the decades of service provided by local Lifeline staff and volunteers to support our community. news Why does ACT have the highest business closure rates? Even before the pandemic, Canberra has the highest rate of business closures in Australia and the lowest five-year business survival rate. While many have speculated on the myriad of factors that drive the high closure rates, the Canberra Business Chamber is calling on the ACT Government to conduct regular surveys of the business community to better understand what is causing businesses to fail in the Territory. Chamber CEO Graham Catt said while the Territory has an “enviable level” of business startups, it also has the highest business closure rate and

lowest long-term survival rate over five years. “We need to understand better what’s driving that closure rate,” Mr Catt said, “is it something systemic? There’s a lot of speculation.” To provide that clarity, the Chamber is calling on the ACT Government to commit to surveying the ACT business community regularly to allow for a better understand of the conditions local businesses are operating under. Current figures are compiled from a variety of sources including Access Canberra and the ABS, but the Chamber wants “one coordinated set of data developed consistently over time”. Minister for Business Tara Cheyne said the Chamber’s budget submission will be considered. “The ACT Government will work with the Canberra Business Chamber about what data might be most useful to help better understand the conditions that lead to business closures,” she said. According to the Chamber, the biggest issue facing members is a local skills shortage. “For those with the potential to grow, it’s the labour market and having difficulty finding the people they need,” Mr Catt said. Kieran Hynes, founder of local IT and cybersecurity business Willyama, told Canberra
Weekly he has struggled to find skilled labour. Despite bringing on 30 employees since the start of COVID, Willyama has needed to scale further after receiving a Federal Government contract. They are now finding cybersecurity professionals being offered $50,000 a year more than what the market would normally dictate. Ms Cheyne said a number of policies are in place to help address skills shortages, including subsidised VET qualifications and the recent JobTrainer program that saw more than 1,500 people undertake a free qualification in an area of identified skills need. “We regularly consult with industry and employers on skills needs, which helps to inform our ACT Critical Skills List (for skilled migration) and Skills Needs List,” she said. Shadow Minister for Business Leanne Castley supported the Chamber’s call for regular surveys. “We need a regular audit to monitor the health of our small business sector,” she said, “and we need real government support for a sector that employs one in four of Canberra’s workers.” Find an extended version of this story at canberraweekly.com.au - Denholm Samaras
Prison rehabilitation program ‘almost impossible’ to get into The ACT Government says it is committed to reducing recidivism by helping prison detainees successfully return to the community. So why, a prisoner’s ex-partner wants to know, is it so difficult to get into the Alexander Maconochie Centre’s Transitional Release Program (TRP)? The TRP is the AMC’s rehabilitation program, designed to train detainees, help them find a job on release, and earn income while on custody to discharge debt and save money. ‘Mary’ (not her real name) said it sounds like a fantastic program: it lets prisoners work in the community, gives them a safe place at night, routine, and somebody to check over them. The problem is that the Transitional Release Centre (TRC) has been vacant for months. “It seems to be almost impossible to be accepted into the program,” Mary said. According to her, many detainees don’t even bother applying for it anymore. “Which begs the question: How interested are we in helping prisoners to transition?” Last year, the Government said, the TRP helped 12 prisoners – nine men, three women – 6

to reintegrate into the community. In the same year, more than 500 detainees were released on remand, and 336 released when their sentences ended. Prisoners can apply for the TRP 12 months before their release. Mary’s friend will be released early next year; she said his behaviour has been outstanding, he is on the minimum security classification, and seems to meet the eligibility criteria. His two sponsors (neither with a criminal record) have sent in police checks, but Mary said they still await a response. The prisoner is losing hope. “He’s afraid he will be released without being able to sort it all out beforehand and ease back into [everyday life]. He wants to do the right thing, and he doesn’t want to go back into prison,” Mary said. “Why can nobody get in there when many prisoners would be eligible?” The ACT Government said it was “actively reviewing the TRP with a view to revising practices and policies to enable more detainees to access it”.
Elizabeth Kikkert MLA, Shadow Minister for Corrections, accused the Government of failing to rehabilitate detainees. “The fact that there is a facility for transitional release sitting nearly empty, paired with unclear and incomplete policies for how to get there, is a clear example of how the ACT Government is failing to rehabilitate detainees.” In 2019, the Inspector of Correctional Services stated that the TRC was not operating at full capacity: it was not open to women, and women struggled to be accepted into the TRP. Procedures were not available to detainees – a breach of the law. A new procedure came into effect last year. The Corrections Management (TRP) Policy 2020 states that a detainee must meet a certain privilege level as detailed in the Incentives and Earned Privileges Policy. The Government claimed it would be implemented by 30 June 2020, Mrs Kikkert said – but a government spokesperson acknowledged that it had yet to be finalised. - Nick Fuller

It’s whatever you want it to be The Federal Opposition has homed in on findings last week by the Auditor-General that the Coalition Government has misused millions of dollars in a program to build car parks near train stations to encourage greater use of public transport. Like the sports rorts affair which brought down Minister Bridget McKenzie last year, the government is accused of disproportionately lavishing funds on projects in Coalition electorates. That’s called pork-barrelling. Or in this case, car pork rorts. Ministers in elected governments have always had a discretion about how money is spent to assist community endeavours. That is, in part, their job. So what’s wrong about the way the Morrison Government has spent money here? Kristina Keneally, Labor’s government accountability spokesperson, says the issue is one
of fairness. It’s unfair that worthier projects in Labor-held electorates have been bypassed in favour of less worthy projects in Coalition-held electorates. Senator Keneally has a point. Merit should always be the touchstone of government decisionmaking. Merit has not been applied in decision-making here. But Senator Keneally needs to be careful. Enrobing herself as the champion of merit poses the risk that she may trip on the hem. Consider the case of the Biloela family, much in the media these days. They are the Sri Lankan family who has been fighting for years to stay in Australia, and who have recently been detained on Christmas Island. Senator Keneally says the family should be able to stay. They have been through enough, and deserve our compassion, she says. The minister, on the other hand,
says that the rules do not allow them to stay. He says, as a matter of fairness, that their application must be rejected. The minister has a point. The family’s claim to be refugees has been considered by several Australian tribunals and courts – including the High Court – and has been repeatedly rejected. The argument for them staying in Australia is that their quality of life here will be better than it would be in Sri Lanka. But millions of other displaced people, quite literally, would make the same claim. To elevate the Biloela family’s claims for our compassion above those who obey the rules governing who gets to resettle in Australia is simply, well, unfair. Worthier applicants being bypassed by less worthy ones, you might say. Some could contend, in Senator Keneally’s defence, that compromising your principles in a

small way doesn’t really matter at the end of the day. Perhaps. But I think George Bernard Shaw should have the last word whether you can compromise your principles and still retain your integrity: Shaw: Madam, would you sleep with me for a million pounds? Actress: My goodness. Well, I’d certainly think about it. Shaw: Would you sleep with me for a pound? Actress: Certainly not! What kind of woman do you think I am?! Shaw: Madam, we’ve already established that. Now we are haggling about the price. Air pollution rose last year Summer bushfires and winter woodfires increased particle pollution last year, but Canberra’s air quality met national standards nearly every day, according to the just published ACT Air Quality Report 2020. Particle pollution spiked early last year (January to early February) due to the Black Summer bushfires. In early January 2020, particle pollution levels were 45 times national standards, due to bushfires or dust storms. ACT Environment Minister Rebecca Vassarotti warned that climate change would increase the frequency and intensity of bushfires, threatening the ACT’s air quality. The Minister will deliver the ACT Government’s smoke and air quality strategy to the Legislative Assembly by October, before the 2021-22 bushfire season. Wood heater emissions exceeded the national standard on 39 days between May and August 2020, compared to 32 days in 2019 and five days in

2018, because people stayed at home in lockdown. Burning 10kg of wood in a modern wood heater can produce as much particulate matter as a truck travelling 500km in heavy traffic. The ACT Government is addressing wood smoke pollution through: up-to-date air quality reporting and related public health advice; regulating the sale and supply of firewood; regulating wood heaters sold in the ACT; replacing old inefficient wood heaters with high efficiency alternatives; annual ‘Burn Right Tonight’ community education campaigns; and prohibiting wood heaters in new development areas where they would adversely impact air quality. Carbon monoxide, oxygen, and nitrogen dioxide concentrations met AAQ NEPM standards on at least 99% of days. Nitrogen dioxide and ozone levels were lower than in 2019, because fewer people drove vehicles and because temperatures were cooler in the second half of 2020.

Show us your guns Canberrans can hand in unregistered or illegal firearms, parts or ammunition to the police without penalty for registration, sale or destruction under a national permanent amnesty that began on 1 July. People can surrender their firearms or firearm-related items at the ACT Firearms Registry, 86 Vicars Street, in Mitchell during business hours, or at a police station. ACT Policing Acting Chief Police Officer Liz McDonald said the amnesty “assists in removing
unregistered and unwanted firearms from our streets”. Firearms are used in violent crimes including murder, armed robbery, threats to kill, and extortion, she said. “One illegal firearm in our community is one too many.” Since July last year, ACT Policing has had surrendered or seized more than 760 firearms. Grants support nature play The Playground Finder app and a new non-competitive orienteering course at Mulligans Flat Sanctuary are among the five projects receiving a share of $35,650 under the 2021 Nature
Play Grants program. The grant to Play Australia for Playground Finder will support the roll out of the newly redeveloped app and website to include all 519 playgrounds in the ACT.

At a glance Raiders humiliated at home The Canberra Raiders produced their worst performance of the season against the Gold Coast Titans, going down 44-6 at GIO Stadium on Saturday night. The temperature plummeted to three degrees in Canberra during the match and the Raiders remained ice-cold throughout, losing their sixth fixture on home turf this year. Raiders coach Ricky Stuart said he was embarrassed by his side’s effort. “I’m as embarrassed as anybody in regards to these poor people who come out here and brave these conditions and watch us play, and we play like that,” said Stuart. Giants into the eight The GWS Giants held off a late challenge from the Melbourne Demons to upset the AFL ladderleaders by nine points. The perfect pear Winter and pears are a match made in heaven. This week, food writer Libby Kimber brings you recipes that celebrate this perfect pear-ing. Serves 8 200g butter, chopped, plus extra for greasing
Poached pears
1 tsp vanilla bean paste
230g (1 cup) caster sugar
90g (1/3 cup) Greek yoghurt 4 eggs 230g (1 cup) caster sugar 200g (2 cups) almond meal A pinch of salt flakes
500ml (2 cups) marsala or red wine 1 cinnamon stick 2 star anise 6–8 (about 800g) ripe but firm beurre bosc pears, peeled, halved and cored (bigger pears quartered)
100g (2/3 cup) plain flour 1 tsp baking powder Double cream, to serve For the poached pears, place the marsala or red wine, caster sugar, cinnamon stick and star anise in a large saucepan and bring to the boil. Turn the heat down to low and add the pear. Cover and cook gently for 15–20 minutes, or until the pear is softened and has taken on a lovely deep colour. Use a slotted spoon to remove the pear and place in a bowl. Bring the pear-poaching liquid to the boil and simmer for 15 minutes, or until reduced to a syrup. Pour over the pear, then cover and chill until required. Preheat the oven to 160°C. Grease the base and side of a 22cm springform cake tin and line with baking paper. Melt the butter in a saucepan over medium–high heat and cook until foaming. Continue to cook for a further 2–3 minutes until the milk solids turn brown and the butter smells nutty (noisette stage). Add the vanilla, then remove from the heat and stand to infuse for 5 minutes. Stir in the yoghurt. Meanwhile, place the eggs and caster sugar in the bowl of an electric mixer fitted with the whisk attachment. Whisk on high speed until pale and thick, about 5 minutes. Pour in the warm butter mixture and continue to whisk for a further 2 minutes, or until well incorporated. Add the almond meal, salt, flour and baking powder and gently fold through until just combined and the batter is smooth. Arrange half the pear, cut-side down, in the base of the prepared tin and drizzle over 2 teaspoons of syrup; reserve the remaining pear and syrup for serving. Pour the cake batter over the pear. Bake for 45–50 minutes, or until a skewer inserted in the centre of the cake comes out clean. Allow the cake to cool in the tin for 20 minutes. Remove the collar from the tin, place a serving plate on top of the cake, then carefully flip over. Remove the baking paper to expose the pear. Top with the reserved pear and drizzle on the reserved syrup. Serve with cream.

Content Queens: Canberra YouTubers Chelsea and Natalia Over the past six years, Canberra YouTubers Chelsea and Natalia Brunton have produced “a time capsule” of their life and times through vlogging. Speaking to Canberra Weekly just weeks before Natalia was due to give birth, since establishing their channel they’ve covered events like Australia’s 2017 same-sex marriage plebiscite, as well as more personal experiences like their engagement, wedding and pregnancy. “It was cool that we were documenting our lives and our relationships at such pivotal times with such big social change,” Natalia said. Additionally, they produce videos offering general advice for people wanting to come out and other information on same-sex relationships and LGBTIQ+ couples. “We have a lot of people messaging us saying ‘hey, because of you I was able to come out to my parents or my best friend’,” Chelsea said. “And it’s things like that, it’s crazy because we just think we’re us and we’re uploading videos.” With over 24,200 subscribers and more than 2,797,600 views since they created their combined YouTube channel in August 2017, the couple are grateful for the community they’ve built.
“You never know how this thing is going to go … but it’s been really awesome to see that people want to surround themselves with either likeminded people or the ability to educate themselves further,” Natalia said. Independently active creators on YouTube prior to meeting, Chelsea said the combined channel started “quite organically” as a way to spread awareness about LGBTIQ+ relationships. Having steadily grown their audience over the past four years, the couple have fostered and grown a strong, positive following who feel like “family”. Natalia, who moderates the comments on their channel, said she barely sees anything homophobic. “That goes to show how things are starting to change and there’s more acceptance,” she said. “And I think that all comes down to education, exposure and awareness.”
Prolific creators have ‘over 400 videos’ behind them Without being able to pin down an exact number, Chelsea and Natalia estimate they’ve created over 400 videos between them. “A lot of them have been privated because they are pretty cringe,”
Natalia smiled. Natalia began producing content for YouTube about a decade ago when she was in college and said after discovering it, her academic pursuits took a back seat. It quickly became her creative outlet and occupied a lot of her time both inside and outside of school hours. “I didn’t even know I was gay at the time, I was just creating ‘comedy’ content,” she smiled, “I say comedy really loosely because I am not a comedian. “We’re going to keep those in the vault, no one gets to see those!” Chelsea’s original channel was very fashion-driven, featuring looks, makeup tutorials and other related content. After some time producing videos together just to divvy them up between their separate channels, eventually Chelsea and Natalia decided to combine and create a unified channel. “We realised we were creating all this content together but independently, and we thought ‘why don’t we bring this together and make it a hub’,” Natalia said. Dramatically different to what they produce together today, the couple have found their groove in vlogging. “It’s kind of like a little time capsule
into our world,” Natalia said. “I definitely outgrew my channel in terms of the things I wanted to create, and the stuff we’re doing now feels way more organic and natural,” she said. The couple aim to upload a video a week but with editing duties usually falling on Natalia, their weekly schedule sometimes slides, very understandably, given the pregnancy. Having previously lived in Sydney and the Gold Coast, the couple returned to Natalia’s hometown of Canberra over a year ago. Chelsea said the ACT has been a “super-accepting place” for the couple. “Canberra has definitely been a loving place for us,” she said. Now producing all their content here, Natalia said it’s been “cool bringing it back home” after years away. “We’ve documented in a million cities around the world but being able to bring it back home is really special because we can have family and friends involved,” she said. “It’s such an exciting journey that we’re on right here, and the fact that my baby is going to be born in the exact same hospital I was born in is just such a cool, full circle experience.” - Denholm Samaras canberraweekly.com.au

She wants to live as a child of nature.” Carmen is in love with liberty as much as she is with any man, and demands the right to love whom she chooses and do what pleases her. She is, singer Angela Hogan says, “a very strong woman who is probably a bit before her time – she’s very forward-thinking: a free spirit.” That leads to disaster when a conventional man falls in love with this unconventional woman. Don José, once a respected soldier with a promising career and a nice, safe girlfriend, deserts his regiment, becomes a brigand, and kills the woman he desires and who destroyed him. “It’s ultimately a story of domestic violence,” Barclay says. “It could take place – and it does take place – in regional towns all over Australia.” Spain and regional Australia blur in Barclay’s production. Both are harsh environments – dry, hot, desolate. Although set in Franco’s Spain in the 1960s, familiar
Australian iconography recurs: showground bleachers, diners, jukeboxes, abandoned drive-ins. Barclay hopes audiences will feel the story is not so far from their own experience. Although the work ends in murder, Barclay wants to avoid getting bogged down in the heavy, fatalistic elements of the story. He wants to find “lightness in the piece, the moments where there is real enthusiasm and love for life”. Carmen, in fact, is brilliant entertainment. Much of the opera is light-hearted: choruses of soldiers, cigarette girls, and crowds shout “Olé!”; sultry gypsy beauties dance on tavern tables; smugglers praise the guile of women; and Carmen herself, part seductress, part comedian, laughs and sings, a flower between her teeth. The opera, Barclay says, is full of pageantry and visceral theatricality: characters at the extremes of their desires, bull fights, knife fights, parades, Spanish colour and energy. And the numbers are catchy, pouring out with almost inexhaustible fertility. Half the world knows them.

“Carmen is packed full of tunes that people who may have never been to the opera, have never thought to listen to opera actively have heard,” Angela Hogan says. “The Geelong Football theme song is the Toréador’s aria. Everybody knows the Habanera whether it’s from cartoons or ads.” Turn on the television, and Carmen advertises everything from fast food to sports and printers. It’s a stalwart of radio stations; at one point, ABC Classic played highlights from Carmen almost daily. A Tintin album opens with a museum guard singing the Toréador song. Adaptations have been set in black America and South African townships. Carmen, as Barclay says, is eternally popular, eternally fresh. But the opera failed in Paris – pulled after 48 poorly attended performances – and wasn’t seen there for seven years. (Meanwhile, the rest of Europe loved it.)
Poor Bizet died after the 33rd performance, aged only 36, without seeing his masterpiece accepted, or knowing it would be one of the world’s favourite operas. “If you love opera which has everything, you will love Carmen,” Barclay said. “If you love opera that has big spectacle and big scenes of colour and movement and pageantry, you’ll love Carmen. Finn soon befriends mail carrier Cecily Moore (Milana Vayntrub) who introduces him to the town’s wacky residents, divided over the proposed development of a pipeline. That night, however, a snowstorm knocks out the town’s power, and a body that looks like it has been torn apart by a large animal turns up. The closed-room murder mystery is a very old mystery sub-genre. Widely introduced by Edgar Allan Poe in 1841, the structure has been used from Arthur Conan Doyle’s Sherlock Holmes adventures to Agatha Christie’s myriad of mysteries. Werewolves Within takes the structure, the ambience and the tropes of the whodunit murder mystery and adds the possibility
that our murderer may also be a werewolf; all have motive, the opportunity, and the ability to host a primal anger toward their neighbour. Our residents are from all walks of life, seeking seclusion for their own reasons … Reeling from his girlfriend breaking up with him, ‘nice guy’ Finn is undertaking self-learning to tap into his primordial, masculine self. Cecily takes a shine to our hero, but even she laments he should ‘man-up’ about his situation. A werewolf amongst the townsfolk may prove an opportune test! Verdict: A very funny take on the old-fashioned murder mystery, whose wacky characters come very close to overstaying their welcome. Great fun. 4 stars. Maya Linnell is one of the nicest people on the Australian writing scene and her rural romances have deservedly found a growing audience. Magpie’s Bend is the latest instalment in her series about the McIntyre sisters and this time follows bush nurse Lara McIntyre as she tries to save a local store and deal with past trauma in the small country town of Bridgefield. Maya, who lives in rural Victoria herself, brings a good deal of authenticity, pleasant humour and an appealing cast of human and animal characters to her story, and Magpie’s Bend is another enjoyable tale about romance, family and dealing with change.

Put your back into it: taking care of your back and spine Earlier this year, I had a back operation. I had five bulged disks, my young body wasn’t doing what I wanted it to do, and I like to be functioning as close to 100% as possible every day. Fast forward five months, and things haven’t worked out as I’d planned. I’ve found myself in a place I didn’t ever want to, but that’s a different story for another time. This week, let’s look at training your back muscles. If you’re doing rehab work on your back, it’s really important that the process is slow, steady and safe. Don’t rush it! Even without any back problems, you should still make your back a key part of your training. The main purpose of your back muscles is to hold your body upright and protect your spine. This is called your vertebral column, and it’s important to have a good base of strength and flexibility.

Canberra house prices continue to reach new heights, with houses in Canberra selling under the hammer reaching a new record median, eclipsing $1 million for the first time. According to new figures from Domain, the national capital experienced its busiest June on record with an auction clearance rate of 86.7% and a median sale price of $1.014 million. Domain’s senior research analyst Nicola Powell said Canberra house prices at auction have increased 25.9% from last year, and while the number of auctions decreased slightly over the month, they remained “unseasonably high” for the time of the year. Since Domain’s records began in 1999, five of the eight instances where monthly clearance rates have eclipsed 80% were in 2021. “Buyers are clearly facing stiff competition at auction given the success of securing a sale at
auction,” said Dr Powell. Local agent and auctioneer, LJ Hooker Kippax’s Jenna Dunley, said more buyers and less available stock, low interest rates allowing people to borrow more, and a bit of desperation to get into the market all could explain the increase. “We are seeing prices that are quite a bit higher than what we were thinking,” she said. “When we appraise properties, we’re taking our data that can sometimes be two-to-three months old,” she said, which, in a rapidly moving market, means the data can’t keep up with the growth. Ms Dunley said with the change in the market, buyers are adjusting their expectations, too. Where the term ‘million-dollar home’ once evoked imagery of flashy mansions, “the reality of it is at the moment a million-dollar home is quite a standard home in Canberra these days”. - Libby Kimber
Stamp duty abolished for offplan purchases under $500k Stamp duty has been fully abolished for owner/occupiers purchasing a townhouse or apartment off the plan for $500,000 and under in the ACT. The move will see a component of stamp duty concessions introduced as a COVID-19 stimulus measure for the construction industry made permanent. ACT Chief Minister Andrew Barr said the exemption would also see an increased supply of affordable housing under the $500,000 mark. “Our priority through the next phase of stamp duty reductions is to focus on the most affordable end of the housing market,” Mr Barr said. Buyers will save just over $10,000 in stamp duty on a $500,000 purchase in the ACT. “It’s $10,360 they no longer have to save, or borrow, when buying in the ACT,” he said. Master Builders ACT has
welcomed the move but has called on the government to increase the price threshold due to lack of stock in the Territory under the $500,000 mark. “Currently there is a scarce number of off-the-plan apartments or townhouses for sale that are priced under $500,000,” he said. “With ACT house prices increasing rapidly, the $500,000 threshold should be increased to meet the realistic cost of housing in the Territory. “
