contents 10 Last Thursday, I was among the captivated audience privileged to listen to Canberra’s own national living treasure – social researcher and bestselling author, Hugh Mackay AO. Hugh generously gave his time to speak at a Lifeline Canberra fundraiser at the charity’s Book Lovers Lane store, exemplifying the possibility of a kinder Australia expressed in his latest book, The Kindness Revolution. Rather than being known as ‘the lucky country’ (success through luck rather than good management), Hugh hopes Australia may aspire to be known as ‘the kind country’. On our deathbeds, he suggests, no one ever says ‘I wish I had been busier’, but many people might think ‘I wish I had been kinder’. Hugh also made the point that Australians are far kinder than the image presented through news media; after all, news is about exceptional events. Remember that April 2020 footage of an altercation over toilet paper in a supermarket aisle? It was re-used so many times one might have thought it was happening across Australia frequently. Whereas, my lived experience was seeing neighbours and strangers sharing their toilet rolls, and more. While stories like that didn’t make the news bulletins, I believe they were happening far more widely than not. Like Hugh, I remain optimistic of a kinder country.

news Specialist disability accommodation Parliament House closed to public under construction in Braddon Disabled people can struggle to find their own accommodation, but apartments being built in the heart of Canberra will help those with high needs to live more ordinary lives. Enliven Housing, a disability provider, is building 10 one- or two- bedroom Specialist Disability Accommodation (SDA) apartments in the SOL apartment complex in Braddon’s Founders Lane precinct. SDA is a new type of accommodation for people with extreme functional impairment or very high support needs, with 24-hour access to onsite support. The apartments will be ready in January; a couple have already been bought. They are available through the Housing Hub, a Summer Foundation website that helps disabled people find suitable housing. “It’s an amazing opportunity for people with significant disabilities,” said Housing Hub general manager Alecia Rathbone. People with complex disabilities often have had no choice over where they lived or with whom, she said. Before the National Disability Insurance Scheme (NDIS) was introduced, many were allocated places in group homes run by communities or disability organisations, unable

to live with their spouse or children. Even today, many of the ACT’s 80,000 people with disability face challenges finding suitable housing options, an ACT government spokesperson said. They often need to custom build their own homes or be forced to live in public housing that doesn’t meet their needs. “SDA has been set up because it is recognised that under the NDIS, people should get to choose where they live and who they live with,” Ms Rathbone said. The apartments will be ‘salt and peppered’ throughout the complex. The tenants will be in a community co-operative, sharing support workers. The NDIS helps subsidise the housing for people with complex disability needs through their plan. Tenants do not need capital to buy the property, but will pay rent, Ms Rathbone said. The Summer Foundation has already built 20 SDA apartments in Belconnen and Woden in the last two years, while other SDA homes are being built in the ACT. Federal parliament sits during August, but the corridors of power will be empty and echoing. Parliament House will be closed to the public, and non-essential visits banned. The Senate and the House of Representatives will sit from Tuesday 3 August to Thursday 2 September. From Monday 2 August to Friday 3 September, only members, senators, parliamentary service staff and media passholders will be able to visit the building. Most politicians will participate remotely; fewer MPs and Senators will attend in person, and only essential ministerial, shadow ministerial, party spokespersons and whips’ staff can accompany them. Around 60% of regular parliamentary departmental staff will work remotely. Public servants and journalists should only attend on essential business. School visits and other events will be cancelled or postponed. ACT Health Minister Rachel Stephen-Smith said the announcement was a step forward. She was concerned politicians and staffers from across Australia, particularly NSW, gathering in one place could be a super-spreader event. - Nick Fuller

Canberra’s only special assistance school, Galilee School, has just completed construction works at their Holder campus as they expand their curriculum offerings to years 11 and 12. Specifically designed for disadvantaged and vulnerable young people who struggle in mainstream schools, Galilee initially offered years 7-9 at their Kambah campus before opening their purpose-built Holder facility in 2017 for year 10. Four years on and stage two of their Holder campus is complete, which expands the school’s learning spaces and recreational facilities. “The larger footprint allows us to broaden the range of curriculum offerings, it also allows us to be a little bit more responsive and targeted in the way we support the needs of our young people,” school principal Tim McNevin told Canberra Weekly. Funding for the project came through the Commonwealth Government’s Capital Grants Program; Galilee recevied “a couple of hundred thousand dollars” toward the project. 8

In February 2021, Galilee School welcomed year 11 students for the first time. They were co-located with the year 10s at Holder, which was made possible by the expanded facilities. Next year, those year 11 students will transition back to the Kambah campus as year 12, and by mid-2022, construction of the senior secondary college at Kambah is due to be completed. “That will allow this campus [Holder] to be purely a year 10 campus, and that unlocks opportunity for us to design a far more targeted learning experience,” said Mr McNevin. Year 10 student Rachelle started at Galilee three years ago and told Canberra Weekly her learning experience has improved greatly over that time. “Now there’s heaps of stuff to do, there’s a pool table and we do tennis for school and gymnastics,” she said. Having experienced the mainstream education system previously, Rachelle said she has engaged much more since transferring to Galilee.

“At my old school it wasn’t that good, but when I came here it changed a lot and my attendance level and engagement went up,” she said. “It’s a lot different because you get a lot more help and you’re not just sitting in a classroom with 20 other kids; you get one-on-one help. Looking ahead, Rachelle has had a taste of the construction industry via a program called Women in Construction since the start of this year. She’s also keen to study a beauty therapy course on false lashes as an extra hobby. - Denholm Samaras

Were we wrong to fight in Afghanistan? Observing events in Afghanistan at present is a little like watching a car crash in slow motion; the ultimate disastrous outcome has a grim inevitability. It is now a question of when, not whether, the central government falls and the Taliban resumes control. That situation has led some commentators to pronounce the 2001 invasion by the US and its allies – including Australia – wrong. Our defeat, they say, demonstrates that it was wrong to wage this war. Measuring the moral case for a war by its outcome has an appealing simplicity, but the more closely one examines this yardstick, the more problematic it becomes. At its heart, it proceeds on the assumption that Good always triumphs over Evil – a belief I held as a child but can find little evidence for as an adult.

Using this yardstick, we can conclude that the Anglo-Saxons deserved to lose the Battle of Hastings in 1066, that righteousness was on the side of the Turks when they snuffed out the Greek empire at Constantinople in 1452, and it was the Scots’ moral turpitude that preordained their defeat by the English at Culloden in 1745. Hmmm... Conversely, would the Allies have been “wrong” to fight the Second World War if they had been defeated, and Hitler, Mussolini and Tojo had succeeded? A frank appraisal of the Afghan war requires more sophistication than this test affords. A better test is to ask, what did we achieve, and was it worth the effort? That question was partly answered this week by an Afghan woman, who said: “There has been 20 years of

development, 20 years of some sort of democracy and freedom experienced by the people, so we have changed as people and as a generation.” She referred, in particular, to the empowerment of women. Girls are now educated in Afghanistan, infant and maternal mortality rates are much lower, and women play a role in public life and the economy. All of this will end when the Taliban return. The apparatus of democratic government will be smashed. Women will be driven back to their cooking pots and into their burkas. And so the question must be asked: was it wrong of Western powers to offer the Afghan people this brief taste of a better, fairer society? Or would it have been better for them these last 20 years if they had remained under the benighted medievalism which Taliban

rule represents? I no longer believe in the inevitable triumph of Good over Evil, but I do believe that the rights and freedoms of liberal, democratic society is the birthright of all human beings, even if that birthright is withheld from millions of them. And so I cannot bring myself to condemn the efforts – however poorly executed – of those who have laboured since 2001 to implant those rights and freedoms in Afghanistan. Who knows, but a hope may have been sparked in Afghan hearts that even the Taliban will find hard to snuff out. Paws for a cause: RSPCA Cupcake Day is back Taking in more than 3,000 animals a year, RSPCA ACT relies on the generosity of their donors and the community to run the shelter and keep the ACT’s animals safe and well. Now, off the back of the year that was 2020, RSPCA ACT is appealing to the Canberra community to get

behind this year’s Cupcake Day fundraiser as the shelter creeps towards its “critical” capacity. CEO Michelle Robertson says the shelter needs to meet its Cupcake Day fundraising target of $35,000, with registrations for the sweet fundraiser down from last year’s numbers.

“We can’t provide all of the services that we provide if it’s not for our community support,” she says. “[The animals] need medical care, they need love, they need to be rehabilitated, need to learn how to trust humans again. And all of that takes time.” Ms Robertson says RSPCA ACT got through 2020 “by the grace of our donors” but has recently been seeing a higher-than-average number of animals coming into the shelter for various reasons, many of them in need of medical care. “It places so much pressure on the system,” Ms Robertson says. “The more unwell they are, the longer they stay here.” As well, the shelter is contending with ageing facilities and is awaiting news from the ACT Government on promised funds for much-needed

upgrades, hopeful for a windfall in the upcoming Territory Budget. Still, the work of the RSPCA team continues, with around 180 animals currently receiving the very best love and care, with some ready for their forever families. Canberrans are encouraged to host a Cupcake Day fundraiser on Monday 16 August, or anytime during the month, to support the shelter’s day-to-day operations and the animals in need of some extra TLC. “I think it’ll make us feel a bit better,” says Ms Robertson. “Life is not fantastic at the moment [with COVID-19.] But we always have cupcakes!” Register, donate and find sweet recipes at rspcacupcakeday.com.au - Libby Kimber

Raiders hold on for famous win over Eels A desperate play from Canberra’s Jordan Rapana secured the Raiders a nailbiting 12-10 NRL win over the Parramatta Eels on the Gold Coast on 22 July. Rapana was brilliant at fullback all night, but it was his lunging hit on Maika Sivo in the last play of the game that summed up the Raiders’ determined effort on the night. The Raiders’ defence was back to their best in the opening half as the game went into half-time scoreless. Canberra opened the scoring early in the second half through Corey Harawira-Naera, who celebrated his fourth try of the season with a twerk. A heads-up play from dummyhalf by Rapana gave Canberra a 12-0 lead before Dylan Brown hit back for the Eels with a sensational long-range try. The organisation runs community playgroups around Canberra, aimed at disadvantaged, isolated and vulnerable parents and children. With Book Week 2021 fast approaching (23-27 August), the organisation is hoping to collect 60 books to gift to all children, aged from six months to four years, attending the playgroups. The organisation is hoping to acquire books in very good condition, so the families and children feel a sense of pride and excitement when receiving this little gift. Layered walnut cake Serves 12 500g unsalted butter, at room temperature 200g caster sugar 200g dark brown sugar 6 eggs 4 egg yolks 300g Greek yoghurt 150ml dark rum 4 tsp vanilla extract 450g rye flour 2 tsp ground cinnamon 1 tsp ground nutmeg 1/2 tsp ground cloves 4 tsp baking powder 1 tsp bicarbonate of soda 1 tsp cream of tartar

medium speed for 10 minutes, until very light. Whisk the eggs, yolks, yoghurt, rum and half the vanilla, then add to the butter mixture while beating on low speed. Sift the flour, spices, baking powder, bicarbonate of soda and cream of tartar together twice, then fold in gently. Spoon into three lined 20cm cake tins and bake for 25-30 minutes, until a skewer can be inserted ad removed cleanly. Cool on a wire rack. Combine the cream cheese remaining butter, icing sugar and remaining vanilla in the bowl of an electric mixer then beat with the paddle attachment on medium speed for 10 minutes, until very light. Spread one-third of the icing on one cake, spread flat, then top with a punnet of raspberries. Stack a second cake on top and repeat. Place the final cake on top, then use the remaining icing to cover the cake. Serve with the remaining raspberries.

Lightly grease 12 1/3-cup capacity friand moulds with butter. Combine icing sugar, flours, and poppy seeds in a large mixing bowl. In a separate bowl, whisk the egg whites until frothy. Mix in the melted butter and orange rind. Add to dry ingredients and mix well. Pour mixture between prepared moulds and bake for 18-20 minutes. 1 Tbsp buckinis

1/4 cup agave

1 Tbsp pomegranate seeds

Place the 3 cups of cashews for the white layer into a small bowl and cover with water. In a separate bowl repeat the same step with the 1/4 cup portion of cashews for the purple layer. Set aside for 1 hour. For the base, place the walnuts and pecans into a food processor blending for 2 minutes or until fine. Add the dates and melted coconut oil and blend again for 30 seconds until incorporated.

If you haven’t tried out an orchestral concert, this is a great one to come along to.” Alongside iconic film scores like the Star Wars and Harry Potter suites, the program includes lesserknown Australian film compositions such as Leah Curtis’ suite from To Rest in Peace and Nigel Westlake’s suite from Paper Planes. “I’m really excited and encouraged to see two Australian works in the program, which is something the CSO has committed to and needs to happen far more,” Gethin said. “These two particular works stand up against all the other works in the program; they’re very worthy and it’s very important we do keep showcasing these works.” For Gethin, a good film score comes down to nailing a few different components: beautiful, iconic tunes and melodies; drive and excitement that brings us on a journey; and wellorchestrated compositions. “What people love the most is connecting with people and storytelling,” she said. “Part of that is done through capturing a sense of time and place and character and really being able to capture that in a soundscape; that’s what film music has to do.” As a renowned touring conductor, Gethin has experience across ballet, opera, contemporary

music and conducting film scores. She conducted the original score for 2020 Australian animated movie 100% Wolf in a recording studio, in addition to numerous gala performances and touring shows featuring film classics. “I’m probably a little unique from other conductors in that I don’t specialise in any area,” she said. This performance will mark the first time Gethin has performed with the CSO. She said it’s “always exciting” to perform with different musical organisations. “It’s always really exciting to develop a relationship with a new orchestra,” she said. Gethin will fly over from Perth next week and have a few days with the Orchestra prior to CSO at the Cinema. “You need to go from never meeting people before to developing trust on stage and good relationships and rapport, and deliver this as if you’ve known each other for years. “That is part of my job, so it’s something you get used to.” Having only ever passed through Canberra, Gethin is looking forward to exploring the city while she’s here. “I tend to do a lot of exploring on foot, so I’ll make sure I leave my hotel room and learn a bit about Canberra because it’s such an important place in our national history,” she said. Over the past two decades acclaimed Australian photographer Stephen Dupont has captured wars, cultures and faces the world over. Having spent so much time abroad, over the past several years Dupont has turned his focus back home on a new project documenting the effects of climate change on Australia. His new exhibition, Are We Dead Yet?, launches at aMBUSH Gallery, ANU this month, a haunting portrayal of a host of climate-related natural disasters across the country. “I’m normally off chasing wars across the world and for me this was in my backyard, in a way I was chasing a war,” he said. Describing it is as a “broad environmental exposé”, the exhibition was inspired by his young daughter Ava’s climate activism, with her influence making it deeply personal for him. “Her feelings and her take on the world and what was happening was so powerful for me,” he said. Through 21 photos, Are We Dead Yet? offers

poignant portrayals of the recent floods around Sydney and NSW, the black summer bushfires of 2019-20 and aftermath and the drought, the effects of drought in central NSW, and deforestation in both Tasmania and Western Australia. Although the exhibition depicts the devastating impacts natural disasters wreak, Dupont has also tried to capture the beauty of it. Many of the images were captured while Dupont was covering major news events relating to the crises depicted. “They’re not manipulated, but photographed in a way that reflects a painting and something much more otherworldly … They’re not conventional press photos,” Dupont said. “I was photographing in a way to highlight beauty, danger and devastation but in a more artistic, creative way than a news photo.” As a renowned war photographer Dupont has had a close association with Canberra for the last 20 years, being the official war artist for the Australian

time out Review: Dear Social Media A documentary released last week shares an influencer’s battle with bulimia, as she teams up with experts to reveal eating disorders in Australian adolescents may be in epidemic proportions. Stephanie Bailey (stephaniemaii_x), a Canberra-based beauty guru with a combined 160,000 followers, takes strides to puncture the perfect, bronzed skin of influencer culture, and reveal its correlation with a severe increase in eating disorders in recent years. The documentary, titled Dear Social Media, is just over 22 minutes long, and can be watched on YouTube. Stephanie delves into the role social media played in the development of her condition, which she says was as mental as it was physical. The documentary reveals a survey she conducted through her fanbase, which saw 50% of respondents believing they suffer

from an eating disorder, while only 10% were diagnosed. Even more troubling, 90% believed influencer culture was at least partially to blame for their low body image. Stephanie consults Dr Deborah Mitchison, clinical psychologist and NHMRC Research Fellow at Western Sydney University, who says she found similar statistics in her own research. Stephanie leaves no secrets in describing her journey to recovery, from believing her condition was not serious enough to get help, to becoming addicted to editing her image, to the shock of how financially inaccessible treatment can be. The recollection of her titular relationship with social media, being both saved and broken by it, is an incredibly honest response to a cultural shift against “perfect” bodies online. 4.5 stars. - Anja de Rozario

Now showing Shiva Baby (M) Directionless young college senior Danielle (Rachel Sennot) hurries away from her sugar daddy Max (Danny Deferrari) to join her parents, Joel (Fred Melamed) and Debbie (Polly Draper) at a Jewish wake (a Shiva). Danielle is quickly prepped by her mother on how to respond to questions about her disorganised personal and professional life. The house is bustling with members of the local extended Jewish community, which includes Max, who turns out to be a former colleague of Danielle’s father. Based on writer-director Emma Seligman’s 2018 thesis short film, the movie is a representation of Seligman and her experiences. Danielle is studying an unorthodox degree where she can choose her major, which is in stark contrast to the traditional and celebrated choice of her ex-girlfriend, law

student Maya (Molly Gordon). Danielle is advised to keep her past ‘dalliance’ with Maya a secret while downplaying her degree, and to use the Shiva as an opportunity to find a suitor and an employment pathway. Unbeknownst to all, Danielle is seeing multiple sugar daddies to establish control and status in her life. Once Max walks into the Shiva, with his powerbroker wife Kim (Dianna Agron) and baby in tow, Danielle’s resemblance of a life starts to crumble. Verdict: A humorous but relentless exploration of a young person attempting to find independence and control over their own life in the face of familial and cultural expectations. 4.5 stars. Our minds love nothing more than a problem to solve! We hope if we can find a resolution we may feel at peace, at least temporarily. Faced with not knowing what’s going to happen, our minds can go into hyperdrive, frantically searching for answers that just aren’t available. We can live with some degree of uncertainty, for example ‘will it rain tomorrow?’, ‘will my football team win?’, etc. But when the scale of what we’re dealing with is magnified – ‘will my kids be able to attend school next week?’ or ‘will I be working from home?’, the tension escalates. The solution? If you catch yourself ruminating over something you have no control over, like whether or not we will be in lockdown next week, try diverting your thoughts to something else such as bringing your awareness to your senses. Observe three things in your immediate environment you can see or three things you can hear. It takes practice and repetition but being ‘in the moment’ is a powerful way to reset the mind.

Find your rhythm At the core of uncertainly is the feeling that we don’t have control over our lives. One way we can boost our sense

of control is to have a simple daily or weekly rhythm. It might seem trivial, but even having a morning rhythm of waking up, exercising and eating at set times or a menu plan for the week can infuse our lives with a bit more predictability and help us feel more resilient in the face of all the other things we can’t control.

Non-attachment Attachment means wanting a particular outcome; it’s only human to want the things we want. However, the very same things that we desire can end up causing suffering if we can’t have them, like that European holiday you had planned. The trick of non-attachment is that it can enhance our appreciation of what we do have because we are more mindful that nothing is guaranteed to last forever. For example, you may have a favourite cup you drink tea from. One day that cup may slip through your fingers and smash. Every day you do get to use your favorite cup is an opportunity to more fully enjoy the experience of drinking from it because you appreciate someday it might be gone. Test drive these tools for yourself and hopefully you’ll find them beneficial. The ACT Government has launched a scheme that will allow building owners to test whether their building is home to combustible cladding. Phase one of the scheme will offer a 50% rebate for the costs of testing and assessing each building, up to a maximum of $20,000, for eligible owners of apartment buildings. “This testing will determine the level of risk, if any, that cladding represents, and what actions the building owners should take to reduce the risk,” said Sustainable Building and Construction Minister, Rebecca Vassarotti. Apartment buildings higher than three storeys; a cluster of residential building close to one another; buildings that contain residential apartments or are mixed-use; and buildings already determined to have combustible cladding by their owners’ corporation will be eligible to partake in the scheme. Owners of buildings that require remediation will have access to concessional loans to assist with funding the works, with details to be available as part of phase two of the scheme. The Strata Community Association (SCA) ACT welcomed

the launch of the scheme but president Shelley Mulherin said making money available for testing and repair is “the bare minimum”. “The cap for testing reimbursement is only $20,000 and only available as a rebate,” said Ms Mulherin. “This type of building analysis and consultation is not cheap; it adds up very quickly and often owners’ corporations do not have the means to stump up the cash up front.” She said insurers in the ACT were reluctant to insure buildings where the cladding had been identified. “What do owners’ corporations do once they have used the government finance for testing, identified an issue, disclosed to their insurance and had their insurance revoked or invalidated?” The SCA also called on the ACT Government to address the scheme’s application retrospectively for building owners who have already paid for their building to be tested. It’s believed around 90 private buildings in Canberra are affected by combustible cladding, as well as 23 government-owned buildings.

Council welcomes hotel approval The Inner South Canberra Business Council (ISCBC) has welcomed the approval for stage two of the Capital Hotel development in Manuka. The Council says businesses in the Manuka area are excited for a new client base and have long supported the venture for the fivestar hotel. ISCBC chairman John-Paul Romano said the approval is “great news at a time where consumer

confidence and government support for local businesses are at an alltime low.” ACT planning authorities have granted the approval for the second stage of the development with some conditions. Stage one of the development is currently under construction. Upon completion, the site will be home to the five-star hotel and new cinemas.

New project to focus on women in construction The CFMEU has been selected by the ACT Government to develop a program that aims to make construction workplaces more inclusive. The Industry Coordination Project will be developed to inform initiatives to increase

women’s participation in the construction industry. CFMEU ACT Branch secretary Jason O’Mara said the union would work with its members, their employers and the wider industry to develop strategies for safer and more inclusive workplaces.
