contents 06 From the editor Hello, dear readers! Just checking in again to ask R U OK? as lockdown life continues in Canberra and across the region. I hope you’re finding time to do something positive for yourself each day – even if it’s a small thing, such as the first sip of tea (or coffee or water) in the morning … aah. Or hearing birdsong – the mellifluous warble of the magpie, the bell-like call of the Crimson Rosella, even the “creaky-gate screech” of the gorgeous Gang-gang Cockatoo. Perhaps taking a moment to feel the morning sun on your face, breathing in the crisp spring air, noticing the trees in bud or a spring flower in bloom. Beauty abounds. While fashion might not be top of mind for everyone right now, our cover shoot this week features pieces designed, created or available from makers or retailers in the Canberra region (including Cooma). As a local, family-owned business, we feel it’s important to support other local businesses in the hope they’ll still be here the other side of lockdown. The struggle is real. Reasons to be grateful this week include the hospital staff in Townsville and Cairns, transition carers, my mum and family members who have been looking after Dad since his major heart surgery last month, and frontline health care workers here and around the world. Take care,

YWCA Canberra welcomes homelessness funding boost Ahead of the 2021-22 ACT Budget on 6 October, the ACT Government has announced a $26 million package to support the most vulnerable in the Canberra community during the ongoing COVID-19 outbreak and beyond. The package includes $8.6 million over three years to expand the capacity of existing services, including specialist homelessness programs that began operating last year during the pandemic. The latest Australian Institute of Health and Welfare Specialist Homelessness Services data report from June 2021 shows that in the ACT, out of the 1,822 people who reported as homeless or at risk of becoming homeless, 1,061 (almost 60 per cent) identified as female. Additionally, out of the 712 clients who reported as experiencing domestic violence, 511 (72 per cent) identified as female, and out of the 672 reporting mental health issues, 427 (64 per cent) were female. ACT Minister for Homelessness and Housing Services, Rebecca Vassarotti, said Canberra’s specialist homelessness sector was key to improving outcomes for people in need, and the upcoming Budget allocation represented the first

increase in base funding for homelessness services in nearly a decade. “This investment boosts resources for sector organisations, raising their base funding rate by 12.7 per cent. This base funding rate has not increased over approximately the past nine years, so this is a significant commitment to help the sector deliver early intervention, crisis support and improve outcomes for people at risk of or experiencing homelessness,” Ms Vassarotti said. “This funding builds on recent investments including $1.9 million in the 2020-21 Budget for five specialist homelessness programs in response to COVID-19 as part of the Government’s commitment to increase the capacity of the sector.” Ms Vassarotti said the ACT’s homelessness and housing services help to ensure all Canberrans, no matter what difficulties they’re facing, can be safe, healthy and feel part of this community. “The services receiving extra funding in this Budget support people at all ages and life stages, with fundamentals like food, showers, healthcare and clothing, as well as social connection and, ultimately, safe and appropriate housing,” she said.
The package also includes $4.0 million over four years to help community organisations providing these much-needed services to meet wage costs, and a commitment to 2.5 per cent indexation. YWCA Canberra has welcomed the funding announcements, which CEO Frances Crimmins said would enable them to help many more Canberrans at risk of homelessness or who are currently homeless. “We welcome the ACT Government’s acknowledgement of the crucial role specialist homelessness services play for some of our city’s most vulnerable citizens,” Ms Crimmins said. “Specialist homelessness services provide tailored solutions to each person’s unique situation, to empower them to find a journey to housing stability. “While the ramifications of the COVID-19 crisis are continuing to play out, we expect the demand for these services to continue to outweigh capacity for quite a while yet,” she said. “YWCA Canberra is pleased to have the additional support and stability offered by the funding package.” - Abbey Halter

PM still doesn’t know what women want The National Women’s Safety Summit held earlier this month comes on the back of eight wasted years by the Liberal Government on issues of women’s safety and economic security, and in particular an inadequate response to the national conversation on these issues this year. The two-day summit was announced by the Prime Minister, Scott Morrison, following the brave and tireless advocacy of Australian women, including Brittany Higgins and Grace Tame, and the women who marched in their thousands on Parliament House and in their communities in March this year. There was a moment for change and it seemed we would have the long overdue national conversation about the treatment of women at home, in the workplace and in the community. I want to thank the many brave women for their advocacy on these issues and I am disappointed that once again Scott Morrison has missed the opportunity to deliver real change and has failed to show any real leadership on the issues of women’s safety and security following the summit, or indeed
the allegations relating to his own workplace. Australia has a deep-seated problem with violence against women. We know that one in four Australian women have experienced violence from an intimate partner and that each week a woman is murdered by her current or former partner. Adding to this, nearly 10,000 women a year are turned away from shelters, and 40 per cent of calls to women’s legal services went unanswered in the past year. Services for women are crying out for support and funding so they can help women in crisis. We should judge the Morrison Government by their actions, not their words. In April, the PM promised to implement the recommendations of the landmark Respect@Work report delivered by Kate Jenkins in full. But the very week before the Summit, the Government voted down Labor amendments in the Parliament that would have properly and completely implemented these recommendations, their Bill only nibbling at the edges of the reforms required. The women of Canberra and Australia need

a government that will act urgently to address the issues they are facing. They need a Labor Government that will support women escaping violent relationships and provide women with the housing and economic support they need to secure a safe life. Labor is also committed to supporting all 55 recommendations of the Respect@Work report to ensure women are respected and free of sexual harassment at work, including establishing Working Women’s Centres, designed to assist women to navigate workplace issues such as sexual harassment, around the country, and a one-stop shop to assist victims of workplace sexual harassment. Women must be safe to prosper at home, work and in the community and they need a government that is committed to delivering the urgent change they need. Enough is enough.

Climate change - what we need to do The big news this week has been the game-changing decision by the Australian PM, the US President and the UK PM to form AUKUS and allow Australia to obtain nuclear submarines. I am delighted Albo has agreed on the proviso that they not be dependent on any nuclear industry being developed in Australia, nor us acquiring any nuclear arms or breaching the non-proliferation treaty. I think we should buy the US Virginia class now off the shelf and have some boats in the water in a few years’ time not 20. This historic decision poses the question of why we don’t have a civilian nuclear power industry and leads me into what I think Australia needs to do to address climate change. We must develop a nuclear
power industry and fast. We are blessed with 38 per cent of the world’s uranium. I believe we are the only developed nation in the G20 without nuclear power. With the advent of small modular reactors (like those used in the subs), nuclear power is one of the safest forms of power available. It is baseload power. Unlike the unreliable wind and solar, it is available 24/7. It does not kill large birds such as endangered eagles as wind turbines do. Unlike our solar panels and wind farm towers, which are in the main made largely in China using Australian coal and iron exports to China and creating lots of emissions in the process, the waste can be safely disposed of in a small secure facility in the middle of Australia and we avoid the landfill problems of disposing of
billions of used solar panels which have a shelf life of 20 to 25 years. In about 10 years we could satisfy all our electricity needs from homegrown nuclear power. We would meet the target of zero emission by 2050. I can understand the political need to separate the nuclear subs from the domestic question of nuclear power as the two are unrelated, but I think most Australians see the need for baseload nuclear power; if there was a plebiscite on the issue after a detailed discussion on the facts the vote would be similar to the same sex marriage vote (over 60 per cent in favour). We need to have this discussion and resolve the issue in the next 18 months or so and then get on with it. As well as nuclear, we need to use any new technology that is
WITH BILL STEFANIAK AM RFD FORMER ACT OPPOSITION LEADER
invented to reduce emissions. In 2007 when I was ACT opposition leader, I looked at solar technology and thought it had huge potential. We have in Australia the most sunlight in the world. Unfortunately, we could not store it - and after 14 years we still can’t. There is merit in hydro and Thorium, too. The bottom line is, however, we need to go nuclear and there is no way we should get rid of our baseload coal-fired power stations or gas until they can be safely replaced with new baseload power such as nuclear. Ikitau re-signs with Brumbies Rising star Len Ikitau has committed to the Brumbies and Rugby Australia until the end of 2023. The centre had a breakout year in 2021, starting in all games for the Brumbies and scoring six tries. Ikitau was rewarded for his stellar club form with a Wallabies debut earlier this year against France and scored a memorable double in the Wallabies 30-17 victory over South Africa last weekend.
The 22-year-old said he was thrilled to extend his stay at the Brumbies. “I’m stoked to be able to secure my future with the Brumbies and Rugby Australia for at least the next two years,” said Ikitau. “I know I have plenty of improvement left in me and Canberra is the best place for me to continue to develop my game and learn what it takes to be a professional season after season.
Richards re-signs with United The signatures keep on coming for Canberra United with goalkeeper Keeley Richards staying with the club for the 2021/22 W-League season. She joins midfielder Grace Maher and W-League legend Michelle Heyman in recently resigning with United. Richards said it was an easy decision to stick with Canberra
for her second season in the W-League. “The experience last year was incredible and the opportunity to continue to work with and learn from Chantel Jones and Vicki Linton was something I jumped at,” Richards said. “The culture of the club is like no other team I’ve been involved with and it’s a privilege to be a part of that again.”

GIVIT seeks sewing machines, craft supplies As Canberrans continue to stay home during lockdown, government and support organisations have been working hard to ensure hundreds of newly arrived refugees have a safe place to call home. Not only have these individuals and families escaped extreme hardship, but they now face the challenge of setting up their lives amid a global pandemic and strict stay-at-home orders. With few possessions to keep families engaged, mentally healthy and connected to the outside world, support organisations are requesting basic items such as sewing machines, embroidery kits, art supplies, easels, paint, colouring books for children and adults, books, and magazines. These items will help reconnect individuals to some of the pastimes they enjoyed in their home country, while giving them opportunity for a creative outlet in a very challenging time. To donate, visit givit.org.au/whats-needed, search category ‘Art, craft and sewing’, location ‘ACT’. After you pledge the item, you will be contacted by the relevant organisation to arrange pick-up, post or drop-off. Established on the Molonglo River floodplains, the Pialligo Estate orchards and market garden are always bursting with growth. They thrive due to the extremely fertile soil – and Farmer Pete. At Pialligo Estate, the head caretaker and his band of gardeners carry on farming practices that have sustained Pialligo for over a century. While many local residents are stuck indoors during lockdown, Pete has his hands in the dirt by 6.30am. “Stupid o’clock, I call it.” Before lockdown, Pete’s farms supported a grocer, cafés, restaurant, and highend function hall, all on the same sprawling estate. Many weddings would be held in the glasshouse, and children’s tours were given of the orchards. Now the glasshouse acts as a production hub for pre-packaged meals for the grocer, and veggie boxes to go out to Pialligo clients. The grocer, operating through delivery and clickand-collect, is now one of the estate’s main sources of income. “We’re managing to keep our head above water,” said Pete, who has been coming in seven days a week at times during lockdown. “The trees are still going to flower regardless.”
We tried a sample of his fennel crop. It was fragrant and bursting with the renowned liquorice taste. “I like knowing that anything that I produce will be fresh and full of flavour when I pull it out of the garden, and that the food made here is as good as it’s ever going to taste.” Like many other locavore businesses, Pialligo Estate is rooted in community and reliant on consumers shopping locally. “At least at the moment, they really should,” said Farmer Pete. “It’s kind to shop local, and better to know where your food comes from. We source milk from local dairy operators, and when they come in to buy cabbages or cauliflowers, they can tell you Pete makes that down at the farm. It’s about being part of the community.” Farmer Pete shared that the future of Pialligo Estate may lie with the fishes. “A hydroponic system, with fish in it and green crops feeding out, producing two things out of one medium. Then you can know where your fish is coming from and that it’s going to be fresh, too.” “Whether that happens in my lifetime … Well, I do need to retire one day,” he laughed. - Anja de Rozario

“If you stop work then you’re going to be on the back foot, so keep working, keep acting as if it’s going to open,” she said. “I’ve got about four exhibitions backed up ready to rock and roll.” Prior to the pandemic, Bradley completed a residency in County Mayo, Ireland - The Ballinglen Foundation Fellowship - in 2019, with the idea to then display the works created at an exhibition in Melbourne. With the pandemic quashing those plans, Bradley subsequently shifted her gaze more locally, something she has embraced. “It became prudent to start thinking closer to home,” she said. It serendipitously led to that show, Evocation, being picked up by Belconnen Arts Centre as an inaugural exhibition for their August 2020 reopening. Bradley said she has observed a “great resilience” amongst local artists and galleries in the face of the conditions. “People are still writing good critiques, still making excellent work, it’s just venues are still shut,” she said. “You just have to be agile and prepared. “There are ways that difficulties can create opportunities for people and because we’re artists, that’s what we do.” Having self-funded her 35-year career as an artist by working as a tertiary art educator, Bradley has empathy for artists at the start of their career who are navigating the current circumstances without her experience. “If you’re a young person starting out, I think you could be quite discouraged,” she said. - Denholm Samaras

Emerging local ceramics artist Abbey Jamieson has made a deliberate effort to take things slowly and prioritise her mental health during lockdown. “It’s all about trying to keep everyone sane and looked after from a personal point of view, and making comes second,” she told Canberra Weekly. Currently without access to the soda kiln at Canberra Potters due to the lockdown, Jamieson said this time around has “definitely been trickier” than 2020. This has been compounded by a nationwide clay shortage, with a lot of suppliers struggling to get materials into the country to even make clay. “Last year I had enough clay at home, I was making and still intermittently able to fire kilns at Canberra Potters,” she said. Despite that, she’s been able to do a bit here and there in the home studio she shares with her partner, using her small electric kiln to make pots inspired by the extended time spent in the garden of late. As for what the next few months might hold as the ACT emerges from lockdown, it’s a guessing game for Jamieson as much as it is for the rest of us. “Making plans is a bit tricky,” she said. “As things start to open up, I’ll look into firing a kiln again to fill a few orders that are a few months overdue.” Award-winning established local visual artist Julie Bradley has continued producing work during lockdown, telling Canberra Weekly she “doesn’t have a problem working”. “I’m happy in a studio,” she said. Keeping herself busy, Bradley remains motivated to continue making and be ready for when things reopen.

Now showing Nightbooks (PG) In a Brooklyn apartment, young Alex Mosher (Winslow Fegley) is distraught that none of his friends have attended his horror-themed birthday party. In a rage, Alex trashes his room and swears to never write another scary story again. Absconding from his arguing parents, Alex heads for the apartment complex’s furnace to burn his collection of scary stories. On the way, however, Alex is bewitched into a neighbouring apartment belonging to the witch Natacha (Krysten Ritter). Netflix’s horror slate weighs heavily into 1980s and 1990s nostalgia of the genre through Stranger Things, Fear Street, and The Final Girls. Nightbooks feels more organic due to the lead being a self-confessed horror fan; watching The Lost Boys, having its poster on
the wall with its theme song playing throughout. Like Sebastian in The NeverEnding Story, Alex escapes his home life by running into a neverending scary storytelling session, lest he is killed by an unsatisfied witch. Krysten Ritter’s witch, and her apartment, have shades of Eva Green in Tim Burton’s Miss Peregrine’s Home for Peculiar Children, and when the adventure hits its stride in the third act, the makers of The Evil Dead do what they do best! Verdict: While containing all the makings of a classic, the movie nullifies its potential emotional heights, probably in an attempt to play to the widest possible audience as is the want these days, especially in streaming ‘cinema’. 3.5 stars. Nightbooks is streaming on Netflix. - Luke McWilliams themovieclub.net

This week, Michael Popple reviews three compelling historical fiction novels by Australian authors. You can find more of Michael’s book reviews on his blog: unseenlibrary.com
Corporal Hitler’s Pistol by Tom Keneally
The Widow’s Follower by Anna Weatherly
The Riviera House by Natasha Lester
Vintage Books, $32.99
Self-Published, $20.00
Hachette, $32.99
When a Great War veteran sees a news clip at the Kempsey cinema in 1933, it sets off a series of events that will shake the entire town. As a woman attempts to come to terms with her husband’s affair, a murder takes place, and the town’s gay piano player is implicated. But how did a Luger that previously belonged to the new Chancellor of Germany come to be the murder weapon? Leading author Tom Keneally presents another distinctive novel that contains some powerful, character-driven stories that showcase life in historical rural Australia. It is a unique read that proves hard to put down.
Sydney, 1919. Five years after running away from her abusive husband, May has returned home to bury him. Uncertain about her future, May attempts to wrap up her business quickly. But an unwelcome inheritance soon brings trouble, as she finds herself targeted by members of Sydney’s underworld, who want the money that her husband stole from them. This is an interesting second novel from Canberra author Anna Weatherly, who has created a great piece of historical crime fiction. The story flows smoothly and the descriptions beautifully evoke images of historical Sydney. An enjoyable read that is available from Canberra bookstores.
As Paris is invaded by the Germans, Louvre employee Éliane Dufort finds herself caught up in the Nazi hierarchy’s insidious plot to obtain Europe’s art. Determined to make Hitler suffer, Éliane works with Rose Valland to record the stolen pieces. In the present, Remy Lang arrives in the French Riviera and discovers a catalogue of stolen artworks, which includes a painting that used to hang in her house. Lester has produced a brilliant and intricate historical drama that is very addictive. Containing a moving, multi-generational tale of love, loss and an appreciation for art, this book is an exceptional read that comes highly recommended.

Jenny Edwards’ own home, Canberra Beach House, is sustainable and stylish with an 8.2-star energy efficiency rating.
Canberra Beach House demonstrates that with good design, smaller footprint homes can function like larger homes with no dead space and a connection to the outdoors.
Sustainable dream homes: Canberra’s Beach House Sustainable homes are the future of the housing if we want to protect ourselves from climate change and start reversing its environmental damage, says expert in the field, Jenny Edwards. Ms Edwards’ extensive resume features a Master of Science Degree, she’s an ACT Licensed Building Energy Efficiency Assessor and, since 2011, has been a director of Light House Architecture & Science that builds and renovates energy-efficient, sustainable homes across the ACT. She says the main reason people should be investing in sustainable housing is for their health. The home is where you spend most of your time with the people you love, and it can have a huge impact on your wellbeing. Having a home that is physically warmer over winter and cooler during summer just makes for a nicer place to spend your time. At Light House Architecture & Science, their main focus is on energy efficiency, as well as connecting to the outdoors to create a better quality of life in a relatively simple yet significant way. Her own home, known as Canberra’s Beach House, has garnered national attention for her innovative use of a skinny 402sqm block to
design and build a four-bedroom, 150sqm house with an 8.2-star energy rating. “With good design, smaller footprint homes feel and function like larger homes with no dead space and a connection to the outdoors,” Ms Edwards says. “There’s so many favourite parts of my home. Right now, I’m sitting on my front northern deck but just inside from here is my little sitting area that functions as a dining space, study nook, and sitting area with two simple chairs. “In winter, it’s totally flooded with sun and in summer it’s cool and shaded with a look out to the deck that’s covered in lush grapevines dripping down.” Throughout her storied career, Ms Edwards says one of her proudest moments was during last year when she received three national sustainability awards. She also volunteers as an administrator of ‘My efficient electric home’ Facebook group where membership has grown from 3,000 to 30,000 and women now make up 54 per cent of members, which she says is exciting. “The difference being a woman in this industry is that I’m happy to talk about it and the only way to get the message out there is to talk
about stuff,” she says. “I’ve presented to the National Building Design Conference as a woman, and these types of opportunities have arisen as female representation has grown.” Renovations are one of her main passions and she’s excited that three-quarters of her work is now dedicated to them, as many people choose to renovate their homes and are taking the opportunity to be more sustainable at the same time. While she admits some homes do need to be knocked down and re-built instead of renovated due to cost efficiency, she encourages those who can to renovate sustainably before building a brand new home. “A beautiful example is a house called Little Loft House that is available online for a virtual house tour for Sustainable House Day,” Ms Edwards says. “It’s a 1908s house and started off pretty daggy, but we’ve completely transformed it with energy costs dropping by 70 per cent. It’s a cracker!” For more information about Sustainable House Day, visit sustainablehouseday.com - Abbey Halter canberraweekly.com.au

R E A L E S TAT E
Canberra has highest property price growth in Australia While all Australian capital cities have recorded residential property price increases in the June quarter, Canberra tops the list with an 8.2 per cent increase – the highest since records began in September 2003 – according to the latest Australian Bureau of Statistics figures. Canberra also experienced record quarterly growth in both the Attached Dwelling Price Index at 6.0 per cent and the House Price Index at 8.9 per cent in the 2021 June quarter and is the only capital city to see growth in both categories. ABS head of prices branch, Michelle Marquardt, said persistently low stock levels in the property market were occurring along with record low interest rates. “Persistently low levels of stock on the market were being met with strong demand and properties transacting at an increasingly rapid rate,” she said. “Canberra’s house prices reflect the strongest quarterly rise we’ve ever had and is now the second quarter in a row where we’ve
had record increases.” Ms Marquardt said Canberra’s price growth has been fascinating and they’ve been seeing solid growth across the ACT for some time. “It’s interesting to me the differences in growth between housing and attached dwellings. It’s quite strong for both in Canberra and less so in other capital cities.” In the June quarter of 2021, the value of Australia’s combined 10.7 million residential dwellings rose by $596.4 billion to $8,924.6 billion, marking the highest quarterly rise on record. Canberra now has the second highest mean price of residential dwelling at $891,700, just behind Sydney and ahead of Melbourne. University of Canberra Associate Professor Yogi Vidyattma said he doesn’t think Canberra’s housing market will be slowing down anytime soon. “Canberra’s vacancy rate is still around one per cent and the unemployment rate is still low,
Home staging permitted to restart After weeks of gruelling advocacy, home staging and styling businesses in the ACT have been granted permission to resume work during lockdown, but the income loss already suffered could see some businesses fold. The ACT Government has announced home staging businesses may recommence work, after a submission was put forward by Adorn Home Staging and Magenta Home Staging on behalf of their peers that detailed a Covid-safe proposal for the industry. Director of Magenta Home Staging, Wendy Osborne, said she was unsure if it was their joint proposal that tipped the government’s decision, but regardless, it’s such a relief. “It’s fantastic. Everyone is thrilled, we’re over the moon!” Ms Osborne said. Over the past several weeks, home staging businesses had been feeling the jaws of lockdown and had serious concerns about the future of their livelihoods. “Our industry is really struggling, and we have lost all of our income, yet we still have significant outgoings and there seems to be no light at the end of the tunnel,” Ms Osborne said a few days before 20

the welcomed announcement. While the full impact of the loss of income over the first seven weeks of this lockdown is difficult to predict, she is optimistic. “We’re hoping that people who had been holding off putting their homes on the market will now go ahead, and hopefully we will be able to catch up and get out of this situation with not much of a deficit.” The two business owners who sent the submission said the government did not contact them to advise they were able to work again and more clarity was required around Covid-safe protocols. “They didn’t let us know, we just found out. I know the business director of Adorn Home Staging Samantha Mallinson is going to talk to them … because not a lot of information was published and we don’t want the opportunity to work to be taken away from us again, so we’re going to be making sure we are complying with every regulation,” Ms Osborne said. “It’s just such a relief to know our companies can grow and can continue to pay and keep our staff on.”
so the demand for houses is quite high,” he said. “There is still supply but given the demand is quite high, I don’t think until the vacancy rate is around 1.5 per cent will we see house prices start to slow down.” The future of young people and homeownership is the biggest issue at the moment, Professor Vidyattama said. “Young people are having a difficult time catching up in the housing market and most of the time it’s more from the saving side than on the repayment side,” he said. “If the young person can borrow from somewhere other than the bank, like from their parents, they will have more access to the market and if not, it’s going to be harder for them.”
In-person property inspections resume Real estate agents across the ACT are confused by the recently eased inspection restrictions under lockdown and said it’s making it difficult for vendors and tenants. Partner and sales agent at McGrath North Canberra, Suzi Wells, said the new rules sound good in theory but are tough to implement. “We can conduct eight ten-minute inspections per property per day, only with members of the same household, and with a five-minute gap between each inspection, meaning only eight people get to see a property in the span of two hours,” she said. “It’s a big expectation for vendors and tenants to vacate their homes for hours every day in the middle of lockdown, while they’re trying to work from home and home school their children, just for eight inspections.” While the new rules are welcomed, Ms Wells said buyers, vendors and tenants are frustrated, and managing their expectations is hard right now. “I don’t think this is going to help improve the market … but the last five weekends of online auctions have been quite successful anyway,” she said. “I think the inspections are a step in the right direction, but we hope to see a further easing of restrictions in the near future.”

Be tactful this weekend or you may find stubborn characters infuriating.
