contents 08 The other morning, I was gardening in the front yard when a delightful young neighbour paused to chat while waiting for the rest of the kids in our street to appear on their bikes and scooters. She was saying how much she hoped her family would be able to celebrate Christmas this year with all the cousins and grandparents, especially Poppy, who enjoyed playing tricks on them – and vice versa. “Christmas is the best day ever,” she smiled. Possibly better than her birthday in February, which was also “the best day” because they went to a waterpark, and she was able to splash and swim with her friends. Not to forget that other “best day”, the school disco, when all the kids at school dressed up, had so much fun, and she stayed up past bedtime and enjoyed the rare treat of a takeaway burger for dinner on the way home. When she rode off to join the rest of the street pack, her enthusiasm and joy for life left me smiling ear to ear and vowing to rekindle my long-lost childlike sense of wonder. I dearly hope her Christmas wish comes true. Reasons to be grateful this past week include neighbourly chats, a lakeside picnic with friends, Buy Nothing Project gifts, an overdue catch-up, capricious spring weather, and the continuing kindness of Ken Behrens. ACT businesses prepare to reopen as lockdown eases Canberra businesses across several industries are preparing to reopen their doors come Friday 15 October when the ACT’s lockdown officially ends. Gyms, hairdressers and hospitality venues head up a list of sectors that will come back online, all operating under density limits and capacity restrictions. Gyms will reopen with a maximum capacity of 25 people or density of one per four square metres, with group classes remaining off limits until 29 October. ACT hairdressers and personal care services can reopen with up to five clients at a time. Licensed venues will be permitted to have 25 patrons at the venue or one per four square metres, whichever is the lesser, for seated service. For venues with outdoor areas, 50 patrons can utilise these spaces only or one per four square metres, whichever is lesser. Essential retail, which includes hardware, building services, agricultural and rural supplies, pet stores and office supplies, can have two people from same household in a store at a time

by booked appointment. While non-essential retail will predominantly operate under click-and-collect or click-anddeliver services until 29 October, retail stores can have up to two people from the same household at any one time for booked appointments only. Director of Manuka gym Fitness Grand, Ben Mayes, told Canberra Weekly he’s doing a deep clean of the facilities and some digital work on their membership database to prepare ahead of Friday’s reopening. He said there’s a mix of members keen to pump some iron while others remain reluctant to re-enter the gym just yet. “We’ve had numerous cancellations and we’ll be going back to a little bit less of our standard income, but I think once people get past that initial trepidation about Covid we’ll get back to fully trading by Christmas time,” he said. As a 24-hour gym, their electronic door system will help them keep to their maximum of 25 patrons at a time until 29 October when they can have up to 100 people under the one per four square metre rule.

Mr Mayes said that jump will allow them to triple their numbers up to “around the 60-70 mark”, but the 25-patron limit won’t be too bad for them in the interim. “We’re combatting that partly through our electronic system and also running outdoor classes, the bootcamp that will allow us to reduce our numbers [indoors] as well at any given time,” he said. “It means there’s not a surge of people coming in at once for a class which would make us go over that limit.” On the hospitality front, AHA ACT general manager Anthony Brierley said the sector will be hamstrung by the restrictions on capacity numbers, citing it the “biggest burden on businesses trying to become profitable again”. “By its own admission, the ACT Government is well aware that the four square metre rule is unviable for hospitality businesses,” he said. “The hospitality industry is confused about why, when the ACT will have such strong defence against the virus, their businesses can’t trade meaningfully until December.” - Denholm Samaras

Molonglo to be without town centre for a decade The Molonglo Valley Community Forum (MVCF) say Canberra’s newest satellite town will be without a town centre for the next decade following the ACT Government postponing the Commercial Centre land release until 2023-24. It comes after the 2018-19 and 2019-20 ACT Budgets said land release was scheduled for the 2021-22 financial year and the government’s 2020 election pledge to fast track the town centre development. MVCF said the delay will leave residents of Molonglo without access to local community and retail facilities for “at least another decade”.

MVCF member, Monique Brouwer, told Canberra Weekly the lack of a commercial centre in Molonglo puts strain on the road network, school system, emergency services, and the social fabric of the community. “All of those little local connection points that help people’s sense of belonging, by not having those we’re actually affecting the mental health of our community.” With the region growing rapidly – 35,000 to 55,000 people are expected to live in the region by the end of the decade – MVCF says amenities aren’t keeping up with suburban development. “We have to go somewhere; we need services, we need shops, we’re just going to see more and more cars on the road, congestion and people on public transport for hours,” Ms Brouwer said. A college will be part of the commercial centre, but according to MVCF, in a decade most of the school-age children now growing up in Molonglo will have finished Year 12. Molonglo’s first high school will open for the 2023 school year. “It’s just sad; you envision when you move in somewhere you’re going to have a certain type of lifestyle, it’s just really disappointing,” Ms

Brouwer said. An ACT Government spokesperson said the land release has been postponed to avoid piecemeal development and ensure “more holistic planning” so the commercial centre grows “in a coordinated way”. They said the two-year delay also allows “the government to hear from the people that already live in Molonglo Valley about what they would like to see in their Group Centre”. But Ms Brouwer said the community has been talking to government “for years” trying to get the commercial centre going. “The community is ready,” she said. “We want good design … a community collaborative design and we want to actually see it fast tracked once the development starts.” The government spokesperson pointed out that land release for commercial uses continues in the Molonglo Valley with The Koko Molonglo development, which includes a supermarket and other retail, under construction. Plans for a second supermarket in Koko Molonglo are under assessment while land in Whitlam for local shops will be released in 2021-22. - Denholm Samaras

ACT Budget: Full-throttle or band-aid? The 2021-22 ACT Budget set out the recovery and rebuilding effort for the pandemic – “the most serious public health and emergency the Territory has faced”, Chief Minister and Treasurer Andrew Barr said last week. “This is a full-throttle Budget to get Canberra’s economy moving again,” Mr Barr said. Its priorities are to protect the health of the community, to ‘turbo-charge’ the ACT’s economic recovery, and to deliver on Labor’s election commitments. The ACT economy had weathered the first 18 months of the COVID-19 pandemic reasonably well, Mr Barr said, but economic activity had declined sharply since lockdown in August. The ACT Government has lost revenue, including at least $20 million on public transport revenue. Retail turnover was at its lowest level since April 2020; it fell by almost 20 per cent ($120 million) in August, more than the 14.7 per cent fall last April. The government deficit was expected to be $951.5 million in 2021-22; $476.7 million higher than forecast in the 2020-21 Budget. This reflected the cost of necessary COVID-19 expenditure,

particularly business support and the public health response, Mr Barr explained. He said the combination of the hit on revenue and the necessary COVID-19 expenditure had cut across nearly every level of government. The ACT’s task beyond this fiscal year was to grow its economy to bring in more revenue, and to carefully manage future expenditure. Mr Barr expected the deficit to reduce to $474 million in 2024–25. Fiscal stimulus (increased spending and investment) would help the economy recover. Nevertheless, revenue would be $425.3 million higher in 2021-22, and $772.6 million higher over the three years to 2023-24, than forecast in the 2020-21 Budget, due to the ACT’s booming property market. Mr Barr expected the economy to begin its recovery this month, and to pick up pace in November and December. “There is a pathway back from where we are now,” he said. “We will re-emerge as a regional economic powerhouse.” Elizabeth Lee, Leader of the Canberra Liberals,

said the Budget was a band-aid to cover up 20 years of mismanagement and complacency by the LaborGreens Government. Once again, she said, all they had offered was smoke and mirrors. The government’s $5 billion infrastructure project, the largest in the ACT’s history, was only a “flashy headline”, a four per cent increase on what was announced last year. Ms Lee also accused the ACT Government of broken promises and repeated failures: committing to hire only half the number of nurses they had promised, for instance; not investing in frontline health staff; not addressing hazardous materials or overcrowding in schools, but rather expanding the two-year-old Margaret Hendry School; and not providing enough apprenticeships. The $80 million budgeted for housing maintenance was “a catch-up to patch up the shocking neglect of public housing stock under this government’s watch”. In her Budget Reply speech, Ms Lee said that backing business, getting kids safely back into the classroom, getting more tradies on the tools, and bringing students back would strengthen the economy. - Nick Fuller

fit the bill Government robs health to pay for tram A big week in local politics with the ACT Budget and a welcome show of bipartisan support for Elizabeth Lee’s anti stealthing bill (removing one’s condom during sex without consent). Her bill makes this appalling practice a criminal offence. Well done, Ms Lee and all MLAs. The budget was no real surprise, with Andrew Barr announcing a deficit of $951.5 million, a continued spend of $2 billion on the tram and a welcome but part catch-up spend of $550 million on health over five years. My old colleague Jon Stanhope has estimated the ACT Greens/ Labor government has deprived the health system of over $100 million per year since 2013 to pay for the tram, so this extra $550 million is not even enough to catch up. As well, there was little extra

practical support for struggling ACT businesses. I have one word of advice on business support grants. Apparently 6,500 or so of the 8,000-plus businesses that applied have been approved for a lockdown grant, but 1,500 have not, apparently because they have not filled in the form properly. When my bureaucrats tried that back in 1995 after refusing the Scouts a grant, I told the public servant concerned I was sending the Scouts to see him and he could fill in the form for them. They very quickly received their grant. Mr Barr should do the same for our struggling businesses; after all, he said he has 100 bureaucrats working through the requests, that’s only 15 businesses for each bureaucrat. It’s not an essay

writing competition, after all. Mr Barr has recently tried to get extra money out of the Commonwealth for our hospitals. That’s a bit rich when he has allocated $2 billion for stage 2 of the tram, which the government’s own studies show is not economically viable. Adelaide Avenue is not a greenfield site like some of the land along the tram route in Gungahlin was and he may not be able to build lots of units along the route. Also, trams are 19th century technology. Constructing tram lines uses a lot of cement. Cement amounts to eight per cent of Australia’s greenhouse gas emissions. Electric buses are 10 times cheaper to run and twice as quick on the Civic to Woden route. What is currently a 15-minute journey will become 30 minutes once the tram line is operational.

We all know the tram was the main precondition for the Greens joining the ALP Government in 2012 and now. Surely Mr Barr must realise that there is no way the local Greens will ever back the Liberals. It’s not in their DNA. He has them over a barrel and should show real leadership, bite the bullet and defer stage 2 indefinitely. He can then work out a really good transport system for all of Canberra and spend the extra $2 billion saved over the next five years on key areas such as health, affordable housing and homelessness. Outdoor dining taskforce meets lukewarm response

The ACT Government announced an ‘Outdoor Activation Taskforce’ earlier this week. The bombastic, militaristic name suggests a tough armed Special Ops squad– but it’s the catering corps. Its mission is to help traders make better use of their outdoor spaces – but this has met with a mixed reaction from Canberra’s business community, who say they need financial support to survive, not another announcement. Businesses can serve 50 patrons outdoors, and 25 patrons indoors or one person per four square metres – a restriction Chief Minister Andrew Barr acknowledged is unviable. The taskforce, Mr Barr said, will help business owners move their customers outside, where there is less risk of COVID-19 transmission. The initiative will also help Canberra’s economy recover into Christmas and early next year, the Chief Minister said, as part of the ACT’s Pathway Forward. Business Minister Tara Cheyne encouraged businesses to register with the taskforce and share their ideas to open up outdoor public space for venues. Businesses can apply online via the

Access Canberra website. John-Paul Romano, chair of the Inner-South Canberra Business Council, said it was a great concept well received by businesses, but needed to be done promptly. The Canberra Business Chamber said businesses needed government to provide every support available to help them operate safely – but, said president Graham Catt: “There are many businesses who won’t benefit at all from this.” Anthony Brierley, general manager of the Australian Hotels Association ACT branch, was not impressed. “This announcement is ‘look over there’ politics to give an impression that hospitality businesses are being supported,” he said. “The ACT Government has announced it has created a cross-directorate taskforce. Nothing more.” Mr Brierley is worried hospitality businesses will be left unviable once financial support ends this week; the ACT Government’s restrictions are “crippling”. Business leaders believe it is essential the

government provide clarity and practical solutions as soon as possible. Mr Brierley and Mr Catt each called on the ACT Government to explain what regulations would change, and what opportunities this would create for businesses. They both want to close roads, laneways, and footpaths, and repurpose parks, carparks, and other spaces to maximise the number of hospitality venues that could reopen and start serving customers. Ongoing financial support is also vital to help businesses, they believe. A fortnight ago, Mr Barr said business support would continue after lockdown, in the form of payments and waiving fees and taxes. Mr Catt said those businesses still eagerly awaited details on how the government would provide additional financial support until December. “We haven’t heard a peep about this since,” Mr Brierley said. “Tangible solutions and financial support help. Aboriginal advocates, environmentalists, and the ACT Greens have urged the NSW Government to alter their plans for the Barton Highway duplication, fearing it will ruin culturally significant sites, endangered trees, and habitat for native animals. “There’s no way in the world that we want to stop the duplication itself,” said Ngunnawal elder Wally Bell. “We just want to have a more viable way of doing it, and to try to protect our culture at the same time.” Transport for NSW’s $200 million upgrade of the Barton Highway includes duplicating an 8km stretch from Hall to Murrumbateman. Mr Bell believes the duplication will damage or destroy ring trees and a ‘spirit circle’ of trees near the ACT/ NSW border Aboriginal people used as landmarks and camping sites for generations.

Landlords, not tenants, should pay the cost of forced moves, says Canberra tenant advocacy organisation Better Renting in their response to an ACT Government consultation paper. In August, Attorney-General Shane Rattenbury said the government would amend the Residential Tenancies Act 1997 to end no cause evictions, and released a discussion paper for public comment. In their submission, Better Renting have called for landlords to offer tenants financial compensation (a rent waiver equal to four weeks of rent) if they ended tenancies when their tenants were not at fault, for instance, to move into or to sell the property. Better Renting believes this would discourage unwarranted terminations, and reduce the financial and psychological impact on tenants. Tenants needed more protection against “frivolous” terminations,

because moves were financially and psychologically stressful for renters, Better Renting’s Joel Dignam said. “The monetary cost can be in the thousands, and people may have to take time away from paid work or use up annual leave. It’s a serious mental stress that causes worry and anxiety. It’s not just the moving, it’s also the difficulty in finding a place to move to.” Canberra renters have said they dread nearing the end of a fixedterm lease, or have put off having children because of the uncertainty of renting. Renters can show their support by signing a petition on Better Renting’s website. The ACT Government’s submissions close on 15 October. The Ginninderra Catchment Group, of which Mr Bell is a member, also worry the roadworks will clear areas of critically endangered box gum grassy woodland that are home to sugar gliders. Mr Bell, the GCG, and local Aboriginal representatives have been in consultation with the NSW Government on this issue for more than a decade, said GCG executive officer Kathryn McGilp. Mr Bell and the GCG believe the Barton Highway should be redirected to the east, or the current road widened. A petition was started recently for a revised environmental assessment and a review of their proposed road alignment. In a suburban street in Ngunnawal, at the back of the local golf course, you’ll find Mr and Mrs Warton’s house and their particularly unusual backyard. A keen golf enthusiast, Mr Warton decided to transform his yard into a six-hole putt-putt golf course for his wife, grandkids, and neighbours to enjoy. “Initially I had artificial grass in the backyard for

the sake of not having to water it all the time and we used to play the Italian game bocce with all the kids on it. So, I just decided to make it bigger and put some holes in it,” 76-year-old Mr Warton said. “I cut out the putting grass and now have four greens which makes six holes for us to play with. Our block naturally slopes at the back and goes around and then down the back of the house.” Three of their grandchildren live around the corner from the couple, and they all like to come around and play mini golf with them, especially their granddaughter. “She likes to ride around with her friend and play and she tries to beat me all the time – she only sometimes wins though,” Mr Warton said. “The neighbours think it’s pretty cool too and they come around and play.” During lockdown, the course has been a wonderful distraction for the grandparents, and he said they play 18 holes every day. “It gives us something to do, and it gets us outside. I’m 76 and my wife is 74 so it’s great - Abbey Halter exercise for us.”

It was disturbing to read that incredibly nearly all (84 per cent) of Australia’s 2.5 million tonnes of plastic waste ends up in landfill each year. Fortunately, this was balanced in the same article by the good news that the Australian National University is working to find a way to “infinitely recycle” every kind of plastic (‘ANU’s greatest minds achieving world-first plastic solution’, CW online, 1 October 2021). In the meantime, we should all follow the four Rs: Review, Reduce, Reuse, Recycle. If we don’t, today’s plastic will end up in waterways and our unique Australian wildlife will pay the price. R. At a glance Fogarty to fill Raiders’ halfback void The Canberra Raiders’ search for a new halfback is over after the club announced the signing of former Titans captain Jamal Fogarty on a three-year deal. The Indigenous All-Stars rep halfback will join the Raiders after 41 NRL matches for the Titans, including 21 in 2021 where he helped Gold Coast to their first finals appearance since 2016. “I’m super excited about coming down and meeting the squad,” Fogarty said. “The Raiders have a great roster and coach in Ricky and they’ve had some success over the past few seasons, and I’m really excited to join them and be a part of it.” The opportunity to play alongside fellow Indigenous AllStar Jack Wighton is something Fogarty is also excited about and working on building a strong combination with the Raiders playmakers. “Playing with someone like Jack is something I’m really looking forward to and building a relationship with him on-field,” he said. “He’s an X-factor player and hopefully I can do my job and help to free him up and do what he does best.” The 28-year-old is known for his game management and strong defence and will hopefully bring more stability to the halfback role that Canberra struggled with in 2021.

Add the chicken and herbs and stir through, then season to taste with salt and pepper.

Trim off the crusts, then cut each sandwich into three even fingers. An electric carving knife is perfect for this, to avoid squashing the soft bread.

HOT TIP: The secret to these sandwiches is to use a silky mayo, soft white bread, and an old-school electric knife with a serrated attachment. Don’t skip the step of peeling the celery; when it’s peeled it’s like biting into cold water and elevates the sandwich even more.

3/4 tsp baking powder A pinch of salt flakes 375ml (1 1/2 cups) thickened cream 1 Tbsp pure icing sugar 1 vanilla bean, split and seeds scraped 65g blueberries 3 Tbsp white chocolate chips, frozen Milk, for brushing Jam and extra cream, to serve Preheat the oven to 180°C (fan-forced) and line a large baking tray.

Take a flat-bladed knife and fold the cream mixture into the dry ingredients using a cutting action until it starts to come together.

Gently re-roll the scraps to cut out a few more. You should have enough dough to make about 30 small scones. Place the scones about 2.5cm apart on the prepared tray and brush the tops with milk.

Turn out onto a floured surface, sprinkle with the blueberries and chocolate chips, and then gently knead to combine, being careful not to overwork the dough.

Bake for 20 minutes or until golden and they make a hollow sound when tapped on the base.

Shape the dough into a rectangle

Serve warm with jam and cream.

If you can break a scone in half with your hands, it’s ready.

The exhibition brings together artworks made by First Nations artists from local and Far South Coast regions, alumni of the ANU School of Art & Design and contributing artists from the ACT. Works in Sharing Stories explore and acknowledge ongoing creative engagement with First Nations perspectives in and around the Bundian Way - an ancient cultural and more recent, shared history pathway in South-East Australia, from Targangal (Mount Kosciuszko) to Bilgalara (Fisheries Beach, Eden). The Balawan elective and the artsACT supported SOA&D

Bundian Way Arts Exchange programs actively build relationships between local, regional Indigenous and nonIndigenous groups and promote cultural awareness and active reconciliation. Wharf Revue to return to Canberra Theatre in November Live entertainment will be back at the Canberra Theatre as soon as 8 November when The Wharf Revue returns to town. The iconic trio of Jonathan Biggins, Drew Forsythe and Phillip Scott will be back on the Canberra Theatre boards next month with political sketches, songs and satire as they premiere their new show, The Wharf Revue: Can of Worms. Joined by Mandy Bishop, this will be the first outing of not only this production but of the newly independent iteration of The Wharf Revue. It will also be the first production on stage at Canberra Theatre Centre since the ACT’s lockdown was called on 12 August.

Canberra Theatre Centre director, Alex Budd, said there’ll be plenty of political material for “the Wharfies” to unpack after an eventful year. “We’re thrilled to reopen the Canberra Theatre Centre with the 2021 premiere of The Wharf Revue. We know our audience can’t wait to return and have a laugh with their friends again,” he said. The Canberra Theatre Centre continues to operate under the Health Directions of the ACT Chief Health Officer. NGA bringing Australian artists to the screen From the gallery walls to your screens, the National Gallery of Australia is investing in the stories of Australian artists through a dedicated film fund. The Gallery established the Australian Artists’ Film Fund in 2019 to support filmmakers to commission dynamic artist-led films with the latest project, Step Into Paradise premiering earlier this week on ABC TV. It tells the story of iconic fashion designers Jenny Kee and Linda Jackson, whose pioneering style created a bold and unashamedly Australian fashion identity; the film is available on ABC iView. National Gallery director Nick Mitzevich said that through the Fund he is hopeful Australian artists can reach new audiences

and it can help promote Australian artists at an international level. “The potency and impact of film cannot be underestimated,” he said. “Offering an incredible opportunity to share artist stories and elevate Australian art on the global stage, film will become a major part of the National Gallery’s artistic program going forward.” Through the Film Fund, the National Gallery in collaboration with the ABC, has already supported these feature films on Kee, Jackson and Oliver, as well as the recent documentary Quilty: Painting the Shadows, an exploration of the creative process of artist Ben Quilty. Also in development is a documentary inspired by the Gallery’s Know My Name initiative, recognising and highlighting the work of women artists and their contribution to Australia’s cultural life.

Territory businesses are leading the way when it comes to exporting services and products to overseas markets. Over the course of FY 2020/21, goods exports have risen 237.5 per cent, which given the COVID environment shows that the ACT has recovered well since the initial lockdown occurred in 2020. The Awards operate as a two-tier process, with exporters fi rst achieving ACT distinction through the ACT Chief Minister’s Export Award program, and then winners progressing as national fi nalists. Winners were announced in 12 categories, 10 of which are national categories, and these ACT winners will progress as national fi nalists. National winners will be announced at an event next month. Paul McGlone, CEO of Seeing Machines, the 2019 ACT Exporter of the Year and winner of the 2019 Technology and Innovation Award, reflected on being a part of the Export Awards Program and how it opened significant opportunities to be involved in the tremendously supportive ACT network of government, business, and individuals.

landscape of LA on fire, there are no heroes. Joe laughs at the misfortune that some callers have inflicted upon themselves, dismissing others completely. The embodiment of frustration and anger, Joe is a street cop now chained to a desk, frustrated with what he deems to be limitations and barriers that obstruct his ability to help those on the LA streets. Jake Gyllenhaal is in every frame and is essentially the film. Playing out in real-time with limited actors and sets, The Guilty could work as a play. Although an intense performance, it is doubtful any officer in Joe’s frame of mind frame would be deemed effective. Verdict: A powerful and mesmerising performance by Jake Gyllenhaal that encourages a viewing of the grimmer and more grounded Danish original. 3.5 stars. Curves excited to welcome back members The owners of Curves clubs in the ACT are super excited to re-open and welcome back members at the end of October after a 10-week lockdown. Local Curves owners – Chris of Wanniassa, Kristin of Weston and Anita of Jamison (Belconnen) – are also delighted to welcome and introduce Monica Scheer, proud new owner of Curves Harrison (Gungahlin). Monica took over just two weeks prior to lockdown and will be relaunching her fabulous new club in coming weeks. “I felt like a fish out of water trying to get my head around the business and then going into lockdown not knowing what I was doing. The help from Chris, Anita and Kristin was the reason I managed to stay afloat and get the virtual side up and running, and my members have been so patient,” Monica says. “Without them, I would have had the shortest running Curves business in history. Now, we’re just moving forward and are ready to paint Canberra purple.” During lockdown, the local Curves owners and staff have been working hard to provide extra support with our work from home program, My Curves on Demand. However, members have been saying they miss the community spirit that Curves is renowned for and the interaction with our staff and members. They

can’t wait to get back! “The easiest part of our job is coming in and doing the circuits – we’re just doing the yucky parts now, like paperwork. We miss the fun part of being with our members, it’s the best job in the world,” Kristin says. “The online workouts are not the same. Coming to work and interacting with fantastic women perks you up even on your bad days,” Chris says. “The reason we all got into Curves is because we love our members, and they love us because of the connections we make, both mentally and physically. I love to have that physical embrace and doing a virtual hug just doesn’t do it for me – I can’t wait to get back,” Monica smiles. The Curves 30-minute strength training workout is a safe and very effective workout for women of all ages and fitness levels. Strength training is vital for all women, especially as we age. Bishop frocks up for Frocktober ANU Vice Chancellor and former MP, Julie Bishop, has again been dressed by Adelaide designer, Jaimie Sortino, for Frocktober – the first since the couturier’s cousin and muse, Jenna, passed from ovarian cancer. This is the second time the former Foreign Minister has donned one of Sortino’s gowns in support of ovarian cancer research. Last year, the cousins worked together on the project as a way to share Jenna’s story and support other women affected by the disease. Jenna passed away soon after the first dress was finished. In 2021, Sortino took Jenna’s legacy into the community, creating a new design inspired by the conversations he had with other women whose lives had been altered by the disease. “Every woman’s story was layered, and each layer had different colours, and that became the concept of the new dress,” said the designer. “We layered words throughout the dress, too. Words that women who were going through treatment had given me, or from

family members of those who had passed away. “Just because ovarian cancer is a silent killer, doesn’t mean their names should stop being spoken,” Sortino said. “The silhouette and colour were chosen through an organic process. After meeting with Julie and the OCRF, we came back with a theme of ‘let’s get loud’.” Sortino has been a couture designer for over a decade, with his collections exclusively shown in fashion capitals like New York. His previous work has been 1950s-inspired, Grace Kelly-esque silhouettes. “This time it needed to be bright, loud, and out there, to get the message across,” he said. Sortino attributes his success to having good people surrounding him – people like Jenna. “Growing up, we spent lots of time together at our beach property on the north peninsula, the shack, we called it. That’s where a lot of my best memories of her are. Simple summer days on the beach, just being kids, playing in the

Canberra dream homes: Kambah’s quirky modular If you ever find yourself in Kambah, you’re likely to come across the home of Kirsty Goodwin, her two young daughters Winter and Edie, and their beloved greyhound Reggie – it’s the talk of the town. “We are coming up to four years here now,

and we still cross paths with strangers who quickly become friends when they realise we own ‘that’ home in Kambah,” Kirsty said. “It opens people’s minds to new possibilities for their own homes and, more importantly, shows new and lighter ways of living.” Sitting on a former Mr Fluffy block, Kirsty’s Eco Modular Home was built by Strine Environments in June 2018, and from the second the family stepped foot on the property, they never looked back. “The land itself we snapped up quickly because it suited the orientation of a passive solar home, perfect for the north-facing glass wall to allow lots of natural light to seep through. Within a month of settlement, the slab was laid and the walls were put in. It was an impressive day for all my neighbours, who watched huge walls come off trucks and be put together like Lego pieces.” Her main drive was to build a house that kept materialistic tendencies to a minimum, and to maximise outside time

with her girls as much as possible. “My four- and eight-year-old both really, really love it. It’s the best home we could have ever built. They have their own veggie patch which draws them outside and I can watch them from main space inside because of how well everything flows.” Along the full length of the pergola there’s a gorgeous grapevine that is just starting to grow leaves again for the summer. “I spend less on energy than on my water bill. The upfront costs were really low for a modular home, and I pay so little for electricity I haven’t even bothered to install any solar! Building sector concerned with infrastructure budget The ACT 2021/22 Budget released on 6 October shows the largest infrastructure investment in the ACT public sector’s history. The $5 billion program is set to support more than 15,300 construction jobs across health, education, public transport, public housing, climate action and urban renewal. Master Builders ACT (MBA) and the Property Council of Australia have expressed concern over the announcement and said more interstate construction workers need to be allowed into Canberra to ensure the ACT’s economic recovery. MBA CEO Michael Hopkins said apprenticeship funding needs to be increased by the ACT Government, as the Territory has the lowest investment in trade careers when compared to all other Australian states and territories. “Spending on infrastructure is a strategic and sensible investment by the ACT Government, but without the necessary skilled workers to build these projects, they are destined to remain plans on a shelf,” Mr Hopkins said. “Without a significant investment in skills and apprenticeships, a competitive advantage is being given to large interstate and multi-national contractors who would simply import skilled workers to complete large projects.” Property Council of Australia’s ACT executive director, Adina Cirson, said with a crisis of net interstate migration looming, the ACT has little chance of getting the people needed to build the infrastructure. “We have lost 25 per cent of the workforce in construction already, largely drawn back interstate, and more needs to be done to ensure we have the right skills for what is 40

needed for right now,” Ms Cirson said. “The flow on effect of that, combined with dramatically reduced population growth, indicates that our recovery of the ACT economy could take longer than we think.” Ms Cirson’s concerns didn’t end there, adding that the ACT Government isn’t doing enough to create certainty around the housing market and land supply issues. “We welcome the focus on job creation and infrastructure investment but heading into 2022 we face major housing affordability and land supply issues, coupled with a tightening employment market as our population growth falls through the floor,” she said. “There is still a lot of uncertainty in the market about the longer-term impacts of the disease, and the share of the load the commercial sector is being asked to bear. This is especially notable in the ACT construction sector, which continues to be of great concern as it is faced with supply chain disruption and delays since the beginning of the pandemic.” Mr Hopkins added that the JobTrainer Funding in the ACT Budget, which is co-funded by the Federal Government, will not lead to an increase in apprentices due to the narrow eligibility window for age. “If the ambitious jobs target set by the Chief Minister is to be achieved, the government must significantly increase its investment skills and training to grow our workforce into the future,” he said. “For economic recovery and employment to move into top gear, we need regional and state borders to reopen urgently, and for government and business to work together on an attraction campaign to bring more workers to Canberra.”

New affordable housing options The new ‘Flexi-living Homes’ in the fast-growing suburb of Strathnairn are now open for ballot registrations and are boosting the supply of affordable housing in the ACT. Thirty-seven homes are on offer, and all include a wide range of low maintenance, architect designed floor plans and the freedoms of a separate title. Ginninderry project director, Stephen Harding, said the project’s vision is to provide diversity of innovative housing and to adopt the foremost design practices. “Our goal is to offer a mix of really exciting and innovative housing types that will facilitate a broad range of lifestyles for individuals and families. People from all ages and stages of life, and with different budgets and lifestyle aspirations, are accommodated at Ginninderry, making for a vibrant and interesting community,” Mr Harding said.

“This release includes 37 homes with a choice of 11 designs across one, two and three bedroom options, including some new accessible designs.” The eligibility criteria is designed to accommodate first-home buyers to ensure they are not locked out of the ‘Flexi-living Homes’ market. “Flexi-living Homes are designed to allow more people to move into home ownership so a range of eligibility criteria, including income thresholds, applies and we encourage people to check their eligibility on the website,” Mr Harding said. Located close to Paddy’s Park and public transport, the homes share garaging between street and land frontages, are set a lower price point with reduced maintenance and operation costs, and are designed to maximise space. Prices are set to start at $323,900 and ballot registrations close on Friday 22 October.

Big opportunity in Queanbeyan In the heart of the Queanbeyan CBD, almost 5,000sqm of two prime sites are available for purchase, presenting an opportunity to develop the largest mixed-used site in the city’s history. Colliers Director of Residential Land, Josh Reid, revealed there’s potential to build 190 apartments across the two sites, which “are zoned for commercial-residential use”. “If the properties were developed to the full extent allowed, this will be the largest mixed-use development seen in Queanbeyan’s history,” Mr Reid said. “This really is the place to be in Queanbeyan and with the sites offering such exciting potential, we expect strong interest.” Both 10-12 Rutledge Street

and 257 Crawford Street will be amalgamated as the main site, totalling 4,188sqm, while 6 Rutledge Street is 848.6sqm in size. A new $74 million office precinct is currently under construction next door, designed by Cox Architecture, and is set to revitalise the CBD with a new green space, library, multi-storey office buildings and basement parking. “This really is the place to be in Queanbeyan and with the sites offering such exciting potential, we expect strong interest,” Mr Reid said. The sale of the properties is being managed by Colliers, on behalf of Queanbeyan Palerang Regional Council, and Expressions of Interest close on Thursday 21 October at 4pm (AEDT).
