contents 04 From the editor Long-time readers of this column might recall that over the years, I’ve sometimes shared the beautiful and wise words of Chinese Zen master, Wumen Huikai (1183-1260), through one of my all-time favourite quotes. This is another of those times: “Ten thousand flowers in spring, the moon in autumn, a cool breeze in summer, snow in winter. If your mind isn’t crowded by unnecessary things, this is the best season of your life.” I was reminded of the importance of consciously decluttering my mind while relaxing on the back deck, watching clouds drift across the sky. It felt great to unwind. There’s been a lot going on – individually and globally – over the past two years and it’s not unusual to feel overwhelmed or to accept busy-ness as normal. So, pause, take a breath and enjoy the season. Reasons to be grateful this past week include the beautiful birdlife in Canberra’s ‘burbs – a flutter of Superb fairywrens at the wetlands, four sulphur-crested cockatoos perched in a dead gum stark against a cerulean sky, three crimson rosellas grazing in the grass, the rainbow colours of two Eastern rosellas flitting over the clothesline, a feisty plover pursuing an innocuous galah, and the melodious warble of magpies. And sincere thanks to the many readers who sent kind words of condolence.

ACT to ease COVID restrictions two weeks earlier Chief Minister Andrew Barr was jubilant on Tuesday as he announced Canberra’s COVID restrictions would ease on Friday, two weeks earlier than expected, now 95 per cent of the population has been fully vaccinated. “It is terrific to be able to stand here today (9 November), and confirm that all of that hard work, all that community effort, has resulted in an

outcome like today,” Mr Barr said. From Thursday 11 November at 11.59pm, there will be no more limits on home visits or informal outdoor gatherings. Cinemas, theatres, swimming pools, and outdoor entertainment venues with fixed seating (including Manuka Oval, GIO Stadium and Exhibition Park in Canberra) will be able to operate

at 100 per cent capacity. Organised sport can resume. Density limits will increase to one person per 2 sqm for sport venues, shops, and hospitality businesses. Drinking while standing will be permitted at licensed venues, cafes, and restaurants. Nightclubs will reopen, although Mr Barr demurred at the idea of taking to the dance floor himself. There will be no density limits for outdoor spaces. “Everyone has had a really tough time,” Mr Barr said. “We can’t completely let our guard down. But we can take the time to be with family and friends to do a few things we haven’t done in a little while, and I hope people can enjoy that, and enjoy it safely.” Face masks will only be required in high-risk facilities such as hospitals, aged care facilities,

correction and detention facilities, public transport, schools, airports and for some hospitality staff. Many businesses that have operated under work from home arrangements will start to see their staff return to the office. Mr Barr, however, anticipated more hybrid working arrangements. These baseline measures were expected to be in place over the Christmas and summer holiday period, Mr Barr said; the government would review the restrictions in January. The ACT was originally set to enter the next phase of eased restrictions on 26 November, but Mr Barr brought the date forward by two weeks, bringing the ACT in line with NSW, as the Canberra Liberals and hospitality industry bodies called for last week. - Nick Fuller

Canberra’s Vital Signs: ‘The data is terrifying’ The Vital Signs report, published this week by Hands Across Canberra and the Snow Foundation, “takes the pulse of our community”. In fact, Canberra’s Vital Signs are erratic, and doctors might scratch their head in confusion, not sure whether to celebrate or call for the last rites. Canberra has the highest average weekly earnings in Australia, a highly educated workforce, and low unemployment. But nine per cent of Canberrans (38,000 people) live in poverty, including 11 per cent of children, and 44 per cent of children in single parent families. That number will increase, due to the cost of living and inadequate incomes, warned Dr Emma Campbell, CEO of the ACT Council of Social Service (ACTCOSS). Canberra’s house and rental prices are the most expensive in the country. The median house price 4

was $1.016 million, while a social security recipient cannot afford to rent privately in Canberra. The ACT has a shortage of 3,100 social houses – and Peter Gordon (Hands Across Canberra) predicted that deficiency would grow to 10,000 in years to come, making it “outrageously more difficult” for young people to buy their first house. In fact, Dr Justin Baker, director of the Youth Coalition ACT, feared young people risk being excluded from the housing market. Canberrans’ high educational participation and attainment were not enough for young people to find a job where they could earn enough to live in Canberra. Moreover, with applicants waiting nearly a year for public housing, the number of homeless people will increase, particularly older women. Canberra has the highest life

expectancy in Australia – but young people’s mental health is arguably the worst across Australia, Dr Baker said. The ACT has the highest rate of youth self-harm of any jurisdiction in Australia; the second highest rate of youth psychological distress; and youth mortality has deteriorated. Canberra’s LGBTIQ young people face “staggering” rates of mental health concerns, Mr Gordon said. Eighty per cent suffer from high or very high levels of psychological distress, while 55 per cent had considered suicide in the last year. Adults also reported high rates of psychological distress. The ACT has the second highest rate of suicide attempts by women, but men are three times more likely to complete suicide. Ambulance attendance rates for suicide attempts are some of the highest in the country.

Canberra, said Georgina Byron, CEO of the Snow Foundation, is “a very liveable, welcoming place”; most people embrace cultural diversity. But Aboriginal people are still disadvantaged. The ACT has the lowest adult imprisonment rate in Australia – but Indigenous people are 16 times more likely to be incarcerated. Half of the women and a quarter of the men in the Alexander Maconochie Centre, and 30 per cent of the children in out-of-home care are Aboriginal or Torres Strait Islanders. More positively, the ACT ranks highest in Australia for volunteering, whether informally or through an organisation, and for individual taxpayers making a donation. – Nick Fuller This is a much-abridged version of three stories published on canberraweekly.com.au

Federal housing policy a failure, ACT scores better

ANU experts have released their report card assessing the health responses to the COVID-19 pandemic of federal, state and territory governments across housing, employment and income support, and there were no A’s given. The Federal Government was handed an F for their poor housing policy, and ANU have considered it a failure for health equity. Lead author of the report, Professor Sharon Friel, said good and affordable public housing is required from the Federal Government, rather than homebuilder grants. “The only thing government brought in was a $25,000 homebuilder grant, which is worse than useless when it comes to health inequity because it privileges those who’ve already got the homes and are in a position to do renovations,” Professor Friel said. “There has been deafening policy silence in terms of actions to address the structural issues of power, money and resources, which drive the conditions in which we live, and which are very unequally distributed.” The ACT Government scored a B for their

housing policy, and Professor Friel said it was because they did some positive things that are likely to slightly improve inequality. “The introduction of funding for social housing and housing infrastructure is really important, so the ACT Government should be commended on that,” she said. “There were other things they did which increased their score, like enhancing tenancy protections to stop people being evicted.” According to Professor Friel, although state and territory governments performed better than the Federal Government, more needs to be done. “It’s such a missed opportunity to do something about health inequities. Health inequities are produced or prevented by policies and actions that are primarily outside the health sector. This includes employment, income support, and housing, which are three of the most important determinants of health inequities,” Professor Friel said. “We must do better. The employment, income support and housing policy responses across Australia not only failed to reduce the observed health inequities produced by the COVID-19

pandemic, they will entrench long-standing policy conditions that have contributed to widening health inequities in Australia over several decades.” ACT Shadow Minister for Housing and Homelessness Mark Parton put forward a motion in the Legislative Assembly on Tuesday 9 November calling on the ACT Government to conduct an independent review into the Territory’s housing prices and rent levels. “We are clearly in the grip of a housing crisis of the ACT Labor-Greens Government’s own making, and we cannot go on like this. We don’t become the most expensive place to buy and rent overnight – it’s the product of 20 years of a Labor-Greens Government,” Mr Parton said. “The Labor-Greens Government continually puts the blame elsewhere, while turning a blind eye to the controls and levers it has over land supply and land prices; not to mention the raft of rates, taxes and charges that impacts directly on high rental prices in the Territory. It’s time that this government looks at the impact their policies are having on the rising cost of housing in the ACT.” - Abbey Halter

Glasgow ignores China’s nuclear power pledge Congratulations this week to, of all people, President Xi and his comrades for announcing that China will build over the next decade 150 new nuclear power stations. At least this will help alleviate China’s dependence on coal. Unfortunately, that dependence is not going to end anytime soon as China has over 1,400 coal-fired power stations (Global Energy Monitor 2019; some other sources put it as high as 2,990) and over the next 10 years will build another 245. Australia is building none and has only 24 coal-fired power stations left. As a famous Roman lawyer once said “Res ipsa loquitur” – the facts speak for themselves. Why weren’t these facts

trumpeted from the rooftops at the Glasgow summit? China hardly rated a mention. This is not only hiding your head in the sand but extreme intellectual dishonesty by the EU, Boris Johnson, and Joe Biden. As I have said in earlier articles, Australia has the secondbest record in the world in actually reducing emissions (nearly 20 per cent since 2005). ScoMo had to go to Glasgow, and did quite well in difficult circumstances, but in my view, he would have been more effective if he called out the other attendees for the hypocrites they are. There were more private jets owned by the new global elite of big business owners, who are jumping on the bandwagon of climate action and getting in

on the ground floor for big new taxpayer funded government projects, and foreign dignitaries at Glasgow airport than you could poke a stick at. Even that troubled young woman from Sweden, Greta Thunberg, came by air. Think of the emissions all that caused! Has anything been achieved? Well, at least we didn’t sign up to the methane lunacy that could cripple Australian agriculture, and many delegates actually liked Australia’s emphasis on new technology-based reduction of emissions. Hopefully we may get some real action on stopping deforestation in Indonesia and Brazil - the lungs of the world. Maybe if we all pay Indonesia and Brazil to not destroy their forests,

we can soak up carbon and reduce emissions that way as well as saving a lot of orangutans and other animals in the process. At least ScoMo didn’t take any nonsense from the French. In this regard he may have even come out of the conference well. I close by offering a solution to our current tiff with France: Why don’t we go nuclear, and get to net zero easily as a result, and get France, who relies on nuclear energy, to build the nuclear reactors for us in Australia; much more lucrative and better all-round than the previous submarine deal. A true family doctor Dr Anu Sumathipala, the latest GP to join Ochre Medical Centre Kingston, was a lecturer in family medicine in Sri Lanka before moving to Australia with her family in 2010. “There wasn’t an “aha” career moment for me – I just always wanted to work in medicine and I always wanted to be a GP,” she says. “It’s so varied from each patient to the next. I enjoy the spontaneity of my patient consultations – asking the right questions and thinking through the issues on the spot. I especially enjoy seeing families through pregnancy, to the delivery of the baby and beyond. That continuity is great. I might have seen a child for their six week baby check, then I see them repeatedly as they grow and, before I know it, they’re 10 years old! Seeing children develop, mature and change - that’s very rewarding.” As well as paediatrics and women’s health, Dr Sumathipala’s interests include chronic disease management. “Recently I had a really good catch. My patient, a girl who’s 10 or 11 years old, was losing a lot of weight. She wasn’t sick, she was very hungry and also very active. We did some testing and found she had a really high metabolic rate and that she was extremely hyperthyroid.”

“We arranged for her to see the specialist that very afternoon. Luckily, we diagnosed and arranged treatment for her condition in time. If she had had an adverse episode, she was at serious risk of long term impact on her heart and other major organs. I’m pleased to say she is now on medications and should be able to lead a perfectly normal life, as long as her condition is monitored and checked regularly.” Dr Sumathipala considered settling in Queensland before moving to Canberra. “I did a few locums around Brisbane and the Gold Coast, and one in Mackay, to see if I would like to move there, but Canberra has always been a favourite! It’s home now. I love the easy-going lifestyle, there’s less traffic and less stress, and it’s very good for my child.” In her spare time, Dr Sumathipala enjoys gardening and doing some experimental cooking. She says, “I love trying out new recipes. During lockdown we’ve also been enjoying going out for walks - mainly to find new playgrounds!”

AI used for road repairs You soon might be able to use your mobile phone to detect and report potholes and cracks in the road. As the ACT Government embarks on its annual road resurfacing program, it will trial a new artificial intelligence (AI) system to identify road defects. Over summer, the government will repair 925,000 sqm of roads and waterproof them against future potholes, costing $19.5 million, announced Chris Steel, ACT Minister for Transport and City Services. After Canberra’s seventh wettest winter, the government has had to undertake four times as many road repairs as normal; it has fixed more than 6,000 potholes and laid 11,000 sqm of hot asphalt. Road repairs will be made easier by Magpeye, a smartphone app that detects road defects from footage collected as people drive. Using a database of hundreds

of thousands of images of defects, the AI goes through the footage frame by frame, assesses the defects, and presents them in a dashboard the road manager can use to create contextualised risk-based decisions on what to repair, and when. Waste management company Suez will mount the cameras to their trucks this week as they travel through the suburbs. The ACT Government uses environmentally friendly recycled asphalt, made at Downer Australia’s asphalt facility, in Hume. Over the last decade, 890,000 printer cartridges, 7 million soft plastics, 2 million glass bottles, and 100,000 tonnes of old asphalt roads have been recycled. Recycled asphalt lasts longer than conventional asphalt, reduces carbon emissions and is also cheaper, Mr Steel said.

ACT commits to climate action While world nations discuss the future of the planet at the COP26 conference in Glasgow, the ACT Government has passed two important measures committing to climate action. Last week, the ACT became the first Australian jurisdiction to sign the United Nations’ Global Coal to Clean Power Transition statement, committing to accelerate their transition away from coal power generation. ACT Chief Minister Andrew Barr, who is also Minister for Climate Action, said the ACT would phase out fossil-fuel gas, support energy grid stability, support all households to reduce their footprint, and reform the ACT’s building and planning systems to environmentally sustainable and climate-ready buildings. As ACT Energy Minister, Greens leader Shane Rattenbury

said he would adamantly oppose any fossil fuel subsidies or plans to extend the life of coal and gasfired power stations. Although more than 40 countries signed the Statement, Australia has not done so. Angus Taylor, Federal Minister for Industry, Energy, and Emissions Reduction, said the Coalition would not “wipe out industries” – and Australia has the third largest coal reserves in the world, according to Geoscience Australia. By promoting Australia as a reliable destination for investment in “fossil fuels”, Mr Rattenbury said Mr Taylor had made “a mockery of climate action and the COP26 summit”. This week, the ACT Government established a policy forum with NSW and SA to reach net zero emissions by 2050. - Nick Fuller

New laws to protect Rentals must be insulated off-the-plan buyers

Consultation has opened on the implementation of new ACT Government requirements for rental properties to meet a minimum standard for ceiling insulation. ACT Attorney-General and Minister for Energy Shane Rattenbury said all Canberrans deserve to live in a comfortable and energy efficient home. “This is the first stage of implementing minimum energy performance standards for rental properties as committed to in 2019 under the ACT Climate Change Strategy. Future stages will consider additional measures to complement the ceiling insulation requirement,” Mr Rattenbury said. An ACT Government spokesperson said the latest modelling found tenants would still benefit overall from reduced energy costs even if rents were

raised to cover the cost of insulation upgrades. “The analysis found that for every one dollar spent on the minimum standard, $1.30 is returned to the community and over a four-yearphase in period, it would provide around $18 million in benefits to the whole of the ACT community,” the spokesperson said. Executive director of Better Renting and Healthy Homes for Renters, Joel Dignam, said seeing the work starting is really promising. “People shouldn’t have to choose between heating their home and staying out of poverty,” Mr Dignam said. “Owners of rental properties have had their say, and we want to make sure the people who actually live in these properties have a clear voice, too.” - Abbey Halter

New legislation to make it more difficult for developers to rescind or cancel sales in the ACT came into effect onTuesday 9 November. ACT Attorney-General Shane Rattenbury said the legislation will better protect home buyers and will cover broader delay events, not just sunset clauses. “I presented the Civil Law (Sale of Residential Property) Amendment Bill 2021 in the Assembly to ensure recission clauses are used for the legitimate purposes for which they are included in contracts and to curtail any cases where they could be abused,” Mr Rattenbury said. “Under the proposed changes, developers will still be able to include sunset and development delay clauses to rescind a contract if the buyer consents or if they’re

permitted by an order of the ACT Supreme Court.” It follows commencement of a class action last month by a group of off-the-plan buyers in the ACT whose contracts were rescinded by the 3 Property Group (3PG). On 21 October, 3PG released comments via social media stating their company had been “blasted by unfortunate events”. “Contracts provide, among other things, protection so that development is not destroyed by items such as the increased costs which are a commercial reality. It has been a hard few years, and it is easy to see builders and developers as faceless corporate entities to blame,” the post said. They acknowledged “that there are serious issues for both sides here”. - Abbey Halter

Canberrans losing ‘hundreds of thousands’ to scams every week So far this year, Canberrans have lost $5.5 million from 8,439 scams reported to Scamwatch, marking exponential growth on 2020 numbers where for the entire year $3.1 million was lost from 7,235 scams. With Scams Awareness Week underway, 8-12 November, Canberrans are reminded to speak up if they’ve been scammed. Last month alone, ACT residents lost $794,384 to scams from 978 reports, while nationally, Australians are falling victim to scammers in record numbers. Official figures reveal Australians reported total losses of $175 million to scams in 2020. In the first 10 months of this year, the ACCC’s Scamwatch received over 253,843 reports of scams accounting for more than $248 million in losses. Carmel Franklin, CEO of Care, the ACT’s community financial counselling and consumer law service, said that anyone can become a victim.

“We have experienced an increase in the number of clients who have fallen victim to scammers, or suspect they are being scammed, in line with the rise in the use of digital technologies,” she said. Ms Franklin said Care is particularly concerned about Canberra’s culturally and linguistically diverse communities, which are now falling victim to threat-based scams. “These scams involve someone from a fake ‘government department’ or ‘security services’ threatening sanctions against the victim or their family if they don’t pay up,” she said. Having a conversation about scams with your workmates, friends and family is an essential part of stopping scams and protecting people you care about. Talking about scams may help others identify a scam, raise awareness about the impacts of scams, and help prevent them from falling victim to a scam.

Canberrans are encouraged to report scams they fall for and to share their experience with others to help them from falling victim.

Adam Thompson, Senior Lawyer at Care, said avoiding scams is not a matter of ‘common sense’, and falling for one is nothing to be ashamed of. “During the recent lockdown, we saw a client who paid $1000 for the airfare and insurance of a non-existent puppy they saw advertised online interstate, and they were about to pay for an enclosure before seeing us,” Mr Thompson said. “Unfortunately, once you have paid money to a scammer it is gone, and there is usually nothing you can do to get it back.” If you have been scammed or have seen a scam, you can make a report on the Scamwatch website [scamwatch.gov.au] and find more information about where to get help. - Denholm Samaras

Young women reaching for the sky Navy helicopter pilots hold a highly coveted position in the Australian Defence Force, sought after for their priority in rescue missions, medical evacuations, and disaster relief. The Navy has a slightly higher female gain than the Army, 16 per cent compared to 13.5.

Despite the desirable nature of flying, there are just three female helicopter pilots in the Navy’s entire fleet. However, scattered around the country and within the walls of the Australian Defence Force Academy (ADFA), 13

young women are in the training pipeline. If each can make it, the number of female Navy pilots may flourish within the next decade. Midshipman Sophee Turner, with her soft country smile, grew up in the rural town of Kurmond, NSW. From age seven, she lived with her parents beneath the flight path of an Air Force Base, where the C-130s flew over their roof from the day Sophee moved in, to the day she moved out to join the ADF at just 17. While the planes were what she calls her ‘catalyst’, she ultimately chose the helicopters Navy had to offer. “I liked that you could do a lot more humanitarian support. You can go so many places that fixedwing aircraft can’t because you don’t need a runway. “Flying at sea would just be

incredible,” she smiled. She rocked up to basic training with her heart set, and no shampoo. “My parents had to mail it to me,” she laughed. “You don’t get too much time to shower anyways.” Her greatest obstacle was still to come. “Picking yourself up when you fail. It can be really hard when your team around you isn’t struggling, and you feel like you’re falling behind. “You’ve just got to learn to reassure yourself that even though you feel like you might be falling behind, no one’s ever going to leave you behind.” After graduating from the New Entry Officers’ Course, Sophee was posted to HMAS Sirius for six months of work experience where she travelled around Southeast Asia for the first time.

support her Party policy. Move on from the immature political point scoring. Own goals, boys! The 100 per cent renewable claim is only possible by the coal-fired backup to wind, solar and hydro. It might be that the ACT is paying for its power from renewable sources, but they do not constantly (or ever?) produce the 100 per cent needed. Ronald McDonald House ‘a godsend’ This Saturday 13 November, Ronald McDonald House Charities will mark 30 years of McHappy Day. The 18 Ronald McDonald Houses across the country help over 60,000 families every year – including local mum, Sally. Sally’s son Neo was eight years old when he was diagnosed with acute disseminated encephalomyelitis and had to be transported to Sydney Children’s Hospital. The swelling on his brain and spinal cord appeared as flu-like symptoms that rapidly deteriorated within a day. The family lived three hours away from the nearest ED at the time. “At first, they organised a helicopter, then a plane. It was June in Canberra, and the heavy fog that night meant he had to be put in an induced coma and taken in an

ambulance to Sydney. We weren’t sure if he would make it,” Sally said. “The Ronald McDonald family room at the hospital looked homey, with a kitchen, a washer and dryer. After the first 24 sleepless hours, it was a godsend.” A room was organised for the family at Ronald McDonald House Randwick, on the hospital campus where Neo was treated. Sally was able to visit him at all hours of the night, until they could return home with Neo 37 days later. Every McHappy Day, Sally is reminded of the feeling of that initial stay. “It takes a village to look after a seriously ill child. It’s National Recycling Week, 8-14 November, and not-for-profit donation platform GIVIT is setting a challenge for Canberrans to see how many tonnes of household items can be kept out of landfill and into the hands of those who need them most. GIVIT is a free donation platform for charities, eliminating the need for physical warehousing, sorting and disposing of unwanted items by directly linking donors with charities that are sourcing items for those in need. GIVIT ACT Engagement Officer Kristi Clark said there are already 400 charities across the ACT region registered with GIVIT. “The majority of donations requested by our registered organisations are items that many Canberrans already have in their homes,” said Kristi. “When people donate their pre-loved items through GIVIT, they are donating directly to someone in need and instantly providing support for that recipient. GIVIT provides donors peace of mind that their donations are directly helping others and not hindering services or the environment.” Donors can visit givit.org.au/what’s-needed and select ACT to see exactly what’s needed across the region. Wash the oranges under hot water, pat dry and slice thinly. Rinse the sage and shake dry. Slide the sprigs underneath the chicken skin together

with 3 orange slices. To make this easier, gently lift the skin off with your fingers to loosen it carefully. Preheat the oven to 190°C. Season the chicken with salt and brush it with the marmalade until it is completely coated before transferring it to a roasting dish. Peel and quarter the onions. Crush the garlic cloves in their skin. Rinse the tomatoes and rosemary and pat dry. Add the onions, garlic, tomatoes, rosemary, remaining orange slices and chicken stock to the roasting dish with the chicken. Place the orange chicken in the preheated oven (bottom rack) and cook until done, about 50 minutes, basting it throughout with the liquid. If the chicken starts to take on too much colour, cover the dish with a sheet of baking paper or foil. Serve with crusty white bread.

3 eggs 1 orange 60g caster (superfine) sugar 100ml red wine 170g plain flour 2 pinches of baking powder 100g ground hazelnuts For the cheesecake hearts 250g cream cheese 1 egg yolk 1 pinch salt 20g vanilla custard powder 50g icing sugar For the topping 150g mascarpone 150ml thin (pouring) cream 40g (1/3 cup) icing sugar 200g redcurrants or blueberries Icing sugar for dusting For the batter, finely chop the cooking chocolate. Transfer to a small bowl and carefully melt over a double boiler,

stirring constantly. Set aside to cool briefly. Add the butter, icing sugar, salt and vanilla and whisk until foamy. Separate the eggs. Whisk the egg yolks into the batter mixture one by one. Wash the orange under hot water, pat dry and finely grate the zest. Stir the zest into the batter. Whisk the egg whites until semi-stiff, gradually adding the sugar. Continue to whisk until the mixture is creamy. Fold the egg whites into the chocolate mixture, then carefully stir in the red wine. Sift the flour and baking powder together. Fold into the batter together with the nuts. Preheat the oven to 170°C. For the cheesecake heart, whisk the quark, egg yolk, salt, vanilla custard powder and icing sugar until well combined. Transfer the mixture to a piping bag with a round nozzle (about 5 mm). Place 10 strong paper muffin cups, or silicone cups (6 cm in diameter) onto a baking tray and fill to about three quarters with the chocolate batter. Gently press the nozzle of the piping bag into the centre of the batter and pipe a little of the cheesecake into the batter. Bake the cupcakes in the preheated oven (bottom rack) for 25-30 minutes, then set aside to cool. For the topping, combine all the ingredients and whisk until creamy. Transfer to a piping bag. Garnish the cooled red wine cupcakes with the topping. Wash and pat dry the redcurrants and pick them off their stems. Garnish the cupcakes with the redcurrants. self-sabotaging habits robbing Australians of valuable sleep, a new survey of 1050 Aussies has revealed. The study, commissioned by leading weighted blanket brand Calming Blankets, found that 45 per cent of Aussies have poor night-time habits that adversely impact their sleep. Forty per cent of respondents said they engage in these bad habits every night, while around 22 per cent said they engage in bad bedtime habits at the more acceptable rate of two to three nights a week. Wharf Revue opens a Can of Worms Acclaimed political satirists The Wharf Revue are back in Canberra, debuting their new show Can of Worms this week, much to the delight of their dedicated local following. Performing at the Canberra Theatre until 20 November, the production marks the first performance at the venue since lockdown. The Wharf Revue: Can of Worms is created by Jonathan Biggins, Drew Forsythe and Phillip Scott, and performed by the trio with Mandy Bishop. This year’s performance, The Wharf Revue’s 21st, marks the first time they’ve independently produced a show, having previously worked with the Sydney Theatre Company. Having long enjoyed performing for Canberra audiences, Scott told Canberra Weekly the capital is an ideal place to premiere Can of Worms. “This is where people are across politics, even if they don’t want to be,” he said. “Audiences here are always really supportive and have enjoyed it.” Fans can expect all the usual political figures to appear over the course of the show, while the likes of Craig Kelly, Gladys Berejiklian, Anthony

Albanese, and Joe Biden enter the firing line. The ‘Wharfies’ will even bring a bit of local flavour this time around with Scott popping up as ACT Chief Minister Andrew Barr in a video about National Cabinet. While the last year has certainly provided the Wharfies with more than enough material to choose from, curating a show requires determining the events that will have staying power over several months on the road to build the show around, while simultaneously keeping things fresh and up to date. Recent changes that have been accommodated include the resignation of Gladys Berejiklian and the Scott Morrison – Emmanuel Macron theatrics of COP26 in Glasgow. “Between us we know what people are talking about, we also have to make a decision about what piece of current news is not going to matter in a couple of months’ time,” Scott said. “As soon as you start to perform and hear people laughing, you know what’s working and what isn’t.”

Canberra Weekly the Van Gogh Alive experience will be akin to “a walk through a cinematic production”. High-definition projectors will cast 3,000 images telling Van Gogh’s story, many animated with movement, onto 32 Imax-sized screens. The images are synchronised to a popular classical music score, while an aroma evoking southern France permeates the space. Rooms dedicated to Sunflowers and The Starry Night embedded within the pavilion are sure to appear on many Canberran Instagram feeds come March. “it’s going to be something unlike most people have ever seen before,” Peterson said. He said the idea behind combining sight, sense and sound is to get the human senses working in unison to

evoke an amplified response. “It’s often an emotional one, and Vincent has a wonderful emotional story told through paintings, landscapes, and music.” Peterson was inspired to establish his business when he spent 12 months in Italy in 2005-06 with his family. He went there to work on a comprehensive Leonardo Da Vinci exhibit that would bring the Renaissance man’s many inventions, paintings and sketches to life. While there, he took his family to some of the world’s finest museums and galleries but found his young children were bored by the traditional experiences on offer. “After being inside for five or so minutes, my kids would give me a tug on the hip pockets and say ‘let’s get going, let’s get an ice cream or a gelati’,” he smiled.

Pressing his kids on why they were bored, they told him “nothing was happening”. “One of my daughters said a bit of music would be good, and that was my aha moment.” The idea behind Grande Experiences installations is broad appeal; drawing in families and those who wouldn’t normally frequent a typical museum or gallery, in addition to those highly interested in arts and culture, because it’s a new way to experience art. “They don’t have to understand who Vincent is, his genre, or anything

about art history,” Peterson said. “They just get lost in the big, broad brush strokes, colour and music, and for kids it means their first experience is a happy one, and I think that’s really important.” Having grown up in Canberra, Peterson said he’s excited to be able to attend the launch here. Based in Melbourne, pandemic restrictions have seen him miss openings in Auckland, Wellington, Christchurch, Adelaide and Brisbane. “It’ll be the first opening I get to on this tour,” he said. - Denholm Samaras

Kim Yang’s Brave new world of sound

Folk musician Kim Yang’s new EP Brave has been a long time coming. Starting out recording two singles in early 2020, funding from artsACT allowed the project to expand into to a fully-fledged four-track EP. Originally scheduled to coincide with the EP release in September, Yang will take the stage for an EP launch concert at The Street Theatre on 17 December. The 90-minute performance, Yang’s first

The size and scale of the show is new territory for her, a titillating prospect for the TaiwaneseAustralian singer-songwriter who is used to performing solo. “It’s so exciting because the stage, lighting and everything is so amazing, so beautiful and professional,” she told Canberra Weekly. Brave is a follow up to Yang’s 2019 debut EP, Ocean of Mind – a stripped back, acoustic record that was recorded quite quickly. This time around, she was keen to wind out and develop her sound. “Since my first EP is very acoustic and really, quite personal, for this one I wanted to bring in more musicians to work on the project,” she said. “I have a lot of personal stories I want to tell but I think, sonically, I want to make it a bit bigger.” While postponing the concert was initially difficult, eventually Yang took it in her stride as a break away from music and promotion. That didn’t last too long, however; her brain constantly at work, Yang quickly found herself using social media to engage with her fans and

collaborate with other musicians. “I just really long for conversations with people,” she said. In lieu of a performance, a music video for one of the tracks, Fantasy, was released in September to tie into the EP release, while a video for the title track, Brave, will be released this month. The Brave music video will feature crowdsourced recordings of fans dancing to the song which Yang organised over social media. “It’s just nice to bring people together with my music projects.” Produced by Guy Lilleyman and mastered by Dax Liniere, the EP includes musical contributions from Lilleyman, cellist Tabitha Hart, keys from Jonah Myers, and drums and percussion from Naomi Smith. Yang will be joined by Hart, Myers, Smith and bassist Matt Nightingale for the show, with Evan Buckley opening. Now showing Eiffel (M) In the late 1800s, engineer Gustave Eiffel (Romain Duris) has created the framework for America’s Statue of Liberty. Eiffel is soon asked by the French Government to design something spectacular for the 1889 Paris World Fair. Eiffel refuses, but soon changes his mind when the beautiful Adrienne Bourgès (Emma Mackey) slinks back into his life. The movie was first pitched in 1997, with different directors including Luc Besson and Ridley Scott attached throughout the years. Writer Caroline Bongrand came up with the idea to mix the building of the Eiffel Tower with a fictitious star-crossed love story during her pitch, only to find fact in the fiction after the project was greenlit. The romantic storyline helped 1997’s Titanic play to a universal

audience, or at least to those with beating hearts in their chests. Eiffel is shot like a Roland Emmerich blockbuster with an epic structure slowly growing to dwarf the stunning Parisian skyline. The powerful and forbidden love between Eiffel and the Bordeaux Adrienne strains Eiffel’s public reputation, due to Adrienne’s journalist husband. Struggling with the pressures of such a daunting project, Eiffel must also temper his fiery passion for Adrienne, the woman whom he tragically thought he would never see again. Verdict: Shot beautifully, capturing the nostalgic romance of Paris and the electrifying passion that drove a man to a competition for a tower of 300 metres. Vive la France! 4 stars. Budding florists create real floral gowns

Right now, the scents of spring waft down the steps of the Hyatt Hotel Canberra, drawing visitors to enjoy high tea in the company of some interesting and fashionable guests. Until Tuesday 16 November, blooming gowns occupy the Tea Lounge of one of Canberra’s most historic hotels. These models were brought to life by the budding florists of CIT. At the tail end of their studies, the floristry students were challenged to design to the theme of Biome, meaning a large, naturally occurring community of flora and fauna. This would be their final obstacle before graduating. Five ecosystems sprung up in the form of extravagant dresses. Or so it seemed to guests, as the

students had spent several weeks knuckling down through lockdown to plan, create, and maintain a living display that would additionally meld with the hotel’s 1920 art deco interiors. The exhibit was an outstanding success according to Hyatt Hotel General Manager, Adam Myatt, who is eager to have CIT students back next year. The winning gown, designed by team Leovy and Esther, is placed front and centre as the first thing visitors see. The panel of judges included former CIT teacher, Jodie Cunningham, of Craft ACT. Leovy, a nurse working to open her own shop, and Esther, a part-timer at Vine Canberra in Kingston, named their dress Resilience - an ode to the hardy


Australian flora that came to the rescue when suddenly having to build the dress in lockdown. “We didn’t have all the materials that would have been available, so we just used what was in our surroundings,” said Leovy. “The skirt is a common grass, often found stuck in your dog’s fur. It curls when it dries, forming the ball gown. The bodice is mini succulents, roses, dried hydrangeas, paper daisies that you can see everywhere!” Every material used on the bodice curls down the mannequin’s legs. Her feet are bare in a patch of tall grass. While Resilience’s contenders used rare and showstopping flowers, the simplicity of the native materials snagged the win. To her left perches Byan, looking off into the distance. Her designers, Grace and Carrie, had an unusual Biome - the Daintree. “It’s where the rainforest meets the Great Barrier Reef… the traditional land of the Kuku Yalanji.” The coral of the Great Barrier Reef, represented by moss, crashes into the waves and sea spray of baby’s breath, which immediately flows into a heavy train of rainforest foliage that trails across the floor. A green treefrog perches on her ring finger. Byan means home in the language of the Kuku Yalanji.

The materials I used really reminds me of where I came from.” For a year now, Sue hasn’t been able to see her Queensland-based family either. “We thought that we would use the bracken and magnolia leaves from where my family lives on the coast.” Wanting to create a dress that loudly reflects the times, Jo carefully sewed the facemask of paper daisies and pine leaves for her loved ones back home, the final touch on their piece. Who is driving up ACT property prices? The impact of international buyers on everincreasing property prices in Canberra and across much of Australia might be much smaller than widely believed, according to local real estate experts. A recent survey conducted by the University of Technology Sydney found 82 per cent of Australians believe “foreign buyers from China drive up Australian housing prices”, while 69 per cent believe “Chinese investors in the Australian real estate have made it difficult for first home buyers” to enter the market. With international migration to Australia halting in 2020 due to the global pandemic and a recession, projections suggested building developments would slow, but it turns out that wasn’t the case. The ABS reported that by the end of 2020, new home approvals across the country were at their highest level since 1999. The REA Insight Property Outlook Report for 2020-2021 reported more interest from overseas buyers looking to purchase Australian properties, likely driven by political and economic uncertainty and skyrocketing Covid-19 cases in other countries. From December 2019 to December 2020, the biggest increase in Australian property searches

The ACT’s top 5 suburbs to invest in Canberra’s housing market is one of the most expensive in the country as property prices continue to rise, and the median house price was sitting 0.4 per cent higher than the national average in September. Referred to as the ‘Goldilocks’ of real estate markets (not too hot, not too cold, just right), Canberra is consistent, will seldom crash, and consistently records the highest average incomes and lowest unemployment in the nation. Canstar’s Rising Stars Australian Property Market Report, powered by Hotspotting, ranks the top five suburbs in Canberra to research if you’re planning to invest in property in 2022. came from the US (57 per cent of total searches), followed by Hong Kong (17 per cent), Singapore (15 per cent), the UK (10 per cent), and New Zealand (three per cent). Any assumption Australia’s housing market is in crisis due to Chinese investors isn’t backed up by statistics, which indicate interest from China in Australian property has tapered off, falling 39 per cent over the past year. The USA accounts for the majority of overseas investors in Australia, closely followed by European countries. Director at Colliers International in Canberra, Josh Reid, said the housing crisis in the ACT can’t be blamed on international buyers. “There’s always a general perception that is what’s happening, but being in an international company with some Australian offices, Sydney and Melbourne see more international buyers in their market then we do. Traditionally for us, ANU and UC were big international drivers because of international students attending the unis, but since COVID, that market has changed significantly,” Mr Reid said. “There’s always been far more buyers in the Canberra market than there’s been demand and certainly the supply shortage and affordability are pushing people back into apartments because land

is just unachievable and unaffordable.” Traditionally, the majority of new buyers from overseas have a heavy preference for land, he said. And while interstate and international buyers are starting to lean more towards Canberra because of its strong market, they only make up around five per cent of buyers here. “Canberra’s finally getting the airtime it deserves. It’s got strong fundamentals and we’ve seen significant growth over a period of time with a generally stable market, so there’s confidence in buying here,” he said. “The majority of our workforce is government employed, earning a good income, and it certainly helps that it’s a liveable city.” CEO of Real Estate Institute of the ACT, Michelle Tynan, agreed that international buyers are not having a significant impact on Canberra’s housing market. “The agents I speak to say there’s not an impact at all. We did have some expats last year returning, not a great deal of numbers, but some from Europe and that type of thing,” Ms Tynan said. “This time around, I think one of the agents said that it’s actually Canberrans buying and upgrading their homes … it’s more Canberrans buying Canberra property that’s making the market so hot.”

On the edge of Belconnen Town Centre, Florey boasts a rental vacancy rate just above zero (0.3 per cent), favourable rental yields, and strong sales activity translating to a 7.2 per cent increase in the median house price in the

past 12 months. Over on the southside, Curtin also has a low vacancy rate, while increasing buyer demand has fuelled a 17 per cent increase in the median house price in the past year. Of the five suburbs on Canstar’s list, Isabella Plains in Tuggeranong has the lowest vacancy rate (0.2 per cent) and lowest median house price, while recording the second-highest annual growth in property prices at 9.2 per cent.

SPRING FLOWERS Spring flowers on my arrival in Canberra. My birthday is in spring so it was magic being greeted by wisteria, jasmine and wildflowers.

FIRST CANBERRA DANCE The first Canberra dance work I experienced, co-commissioned by Ausdance ACT, was Canberra Dance Theatre’s In the Spirit, about Marion Mahony Burley Griffin. Performed on the edge of the Lake, movingly and expertly by dancers aged in their 30s to 80s.

Ausdance ACT Director Before coming to Canberra to take up the position of Director Ausdance ACT last year, Cathy worked as a performer, choreographer, director and creative producer across theatre, film, TV and radio (voiceover). Her award-winning physical theatre and dance music theatre works have toured nationally in major venues and festivals. Recent work highlights include: The Second Woman for Adelaide Festival; ADT Garry Stewart’s Be Yourself; Cargo (starring Martin Freeman, AACTA award nomination Best Film); The Nightingale; The Babadook; (AACTA award winning Best Film/Director). She taught at the University of South Australia in media and screen studies and was part of a research project examining how the creative process of dance contributes to mental wealth and resilience across generations. Cathy has a PhD in Adelaide Dance Music Culture Late ‘80s to Early ‘90s which means she is officially a Doctor of Dance Music. She’s presented her work on electronic dance music culture at national and international conferences and is published in peer reviewed journals and books. She is a Peer Assessor for the Australia Council and board member for Ausdance National.
