HOSTED BY COCESNA As a mean to achieve a complete and balanced integration of aeronautical services in the Central America region, on 26th February 1960, five Central America countries (Costa Rica, Honduras, Guatemala, El Salvador and Nicaragua) signed an agreement that established an intergovernmental organisation named “Corporación Centroamericana de Servicios de Navegación Aérea” (COCESNA, Central American Corporation for Air Navigation Services). In 1996 Belize joined COCESNA. COCESNA’s objectives are to provide professional air traffic control, aeronautical telecommunications, air navigation aids and meteorological information to ensure the safety of air navigation and efficient operation of air traffic services for the Central America Flight Information Region. This cooperative endeavour has reduced significantly the cost of providing such services and proved be successful in meeting the demand for regional development and technological progress of aviation for the Central America countries. In October 1976, COCESNA was the recipient of the 11th Edward Warner Award, ICAO’s highest honour. The inscribed gold medal and certificate of recognition were bestowed on COCESNA “for its contribution to the provision of efficient and coordinated services for air navigation and communications which have remarkably increased the safety of international flights in the Central American region.”

Dear colleagues, Welcome to Costa Rica! The theme of this conference is “Leading Operational Excellence” so we will be looking at the operational measures that are helping ANSPs to transform ATM performance. These include implementing performance-based navigation, with a three-day workshop looking in detail at the eight agreed routes that will harmonise an efficient PBN route structure. Another session will look at ‘CADENA’, a new air traffic flow management initiative in the region that will help ensure that capacity is used efficiently. With the ICAO Assembly recently agreeing a global carbon offset scheme for aviation, there is now an even greater focus on reducing emissions to reduce the need for carbon credits as much as possible. ANSPs have an important role in helping the aviation industry to improve its environmental performance through a range of operational measures in air traffic management which we will be exploring in the environment session. Safety is the industry’s number one priority and the conference programme reflects this with sessions on runway safety and how to communicate during an accident investigation; as well as a one-day workshop that trains and informs participants about SEANS-Safety, the CANSO Standard of Excellence in Safety Management Systems – Safety. This is an important new CANSO programme that helps ANSPs assess and evaluate the maturity of their safety management systems.
