Dear colleagues, Welcome to the CANSO Global ATM Safety Conference 2016. This annual conference is always an important and productive event. The discussions you have; the proposals you present; and the actions you agree; all have a profound impact on further enhancing safety, the industry’s number one priority. The conference programme reflects the culture and approach of the CANSO safety community: seeking constantly to improve the way we manage safety. For example, the conference will look at how the CANSO Standard of Excellence in Safety Management Systems can be fine-tuned to make it even more effective; and how we can enhance our safety benchmarking efforts to give us data on the causes and contributing factors of incidents. We will also be exploring new initiatives such as: plans for implementing the new CANSO Standard of Excellence in Air Navigation Services – Safety (SEANS-Safety), which assesses the SMS maturity levels of ANSPs; the proposal to develop a Human Performance Standard of Excellence; and the safety aspects of incorporating new entrants to airspace, such as drones. The conference will also take a look at safety in Africa, Asia Pacific, Europe and Middle East. Of particular interest is the new CANSO Africa ANSP Peer Review Mechanism, whereby ANSPs form small groups to conduct peer reviews of each other’s safety management systems. 14:00 - 15:30 Safe and Efficient Integration of RPAS into ATM Operations Integrating remotely piloted aircraft systems (RPAS) into current and evolving air traffic management (ATM) systems—while ensuring the safety and efficiency of aviation operations— poses a unique challenge. Some air navigation service providers (ANSPs) report that RPAS impact the safety and efficiency of ATM operations. This panel will address the challenges in managing the risks associated with RPAS using current SMS and reporting capabilities. As efforts to implement SMS are maintained, ANSPs must remain vigilant for the SMS to deliver the expected benefits. Drift can occur within any ANSP, and without the ability to recognise and correct it, many organisations have seen drift stifle safety initiatives.
