FOREWORD BY
Jeff Poole
Director General, CANSO Dear colleagues, Air transport is the key to Africa’s future success. It provides connectivity, access to markets, enables tourism and boosts GDP growth. Yet air transport in Africa is a comparatively young industry with only two percent share of the global aviation market, so it has huge potential for growth as it services a large and rapidly growing population. Air traffic in Africa grew over nine percent in the first half of 2017 and ANSPs are now handling over one million flights a year. Africa is a huge continent with diverse geographies and cultures, so managing such growth in aviation presents significant technical, operational and change management challenges. It is the task of air traffic management (ATM) to ensure it can cope safely and efficiently with this increasing demand. CANSO Members are achieving this through measures such as implementing performance-based navigation and working with industry partners through collaborative decision making (CDM); both of which will be covered in dedicated Conference sessions. Another way to handle growth is through new technologies such as automation, space-based ADS-B and remote and digital tower technology that will enable ANSPs in Africa to ‘leapfrog’ to the latest systems without the expense of building ground based infrastructure. These changes will not only help to transform ATM performance but will also impact on the role of ANSP staff, so a major focus of the Conference is on the impact of technology on human performance. Of course, all these improvements must be carried out safely. I am pleased that all five review groups under the Africa ATM Safety Peer Review Initiative are now making real progress in conducting safety reviews and implementing safety management systems. The Conference will look at progress, learnings, and how to expand the initiative to other States. The safety workshop following the Conference focuses on maximising human performance to improve safety. This is an exciting and relevant Conference and I would like to thank our host, Moroccan Airports Authority (ONDA), lead sponsor Aireon, and our exhibitors and sponsors ATNS, ENAV, Indra, Ingegneria Dei Sistemi S.p.A. (IDS), Thales and Northrop Grumman for their strong and valuable support. Sincerely, Jeff Poole Director General CANSO 11

12:00-13:00 The Influence of Technology on Human Performance: Controller and Pilot Perspectives Venue: Atlas Learn about how the impact of technology on human performance differs between air traffic controllers and pilots and the implications for your organisation or customers. Human performance is a central driver of successful ATM delivery, and needs to be supported by an enabling environment. Today this task-enabling environment is driven by technology, and continues to evolve. In this session we will explore the complex and critical impact of technology on human performance in air traffic management, with current examples from a controller and pilot perspective. 14:00-15:00 Human Factors and Safety Venue: Atlas Take a close look at real-life case studies which examine human error, how this can be managed and what the implications are for your organisation or customers. Despite rapid gains in technology, humans are ultimately responsible for ensuring the success and safety of the aviation industry. They must continue to be knowledgeable, flexible, dedicated, and efficient while exercising good judgment. Meanwhile, the industry continues to make major investments in training, equipment, and systems that have long-term implications. Because technology continues to evolve faster than the ability to predict how humans will interact with it, the industry can no longer depend on experience and intuition to guide decisions related to human performance. Instead, a sound scientific basis is necessary for assessing human performance in relation to design, training, and procedures. This session will discuss the safety incidents which have been caused by human error and hear how different ANSPs analyse these incidents and how they can assist each other in addressing their safety issues.
