Organised by CANSO CANSO – the Civil Air Navigation Services Organisation – is the global voice of air navigation service providers (ANSPs) worldwide. CANSO Members support over 85% of world air traffic. Members share information and develop new policies, with the ultimate aim of improving air navigation services (ANS) on the ground and in the air. CANSO represents its Members’ views in major regulatory and industry forums, including at ICAO, where it has official Observer status. CANSO has an extensive network of Associate Members drawn from across the aviation industry. Full membership is open to all ANSPs regardless of their legal status. This includes ANSPs that are integrated within government structures and departments. Members that are not separated from their governments are able to sign an article of membership which explicitly recognises that CANSO does not represent the national government of the ANSP’s home state in any way. The Associate Membership of CANSO is drawn from a wide range of companies involved with the delivery of air traffic services. Membership offers them the chance to network both formally and informally with clients, and key decision-makers across the aviation industry. Associate Members are also encouraged to lend their expertise to our work programmes and help us to continue to improve the delivery of ANS.

Hosted by AEROTHAI Aeronautical Radio of Thailand Limited (AEROTHAI) is a state enterprise under the Ministry of Transport and Communications. It was founded in 1948 by airlines with the consent of the Royal Thai Government to provide air traffic control and aeronautical communication services for airline operations. Later in 1963, the Government acquired the majority of the Company’s share capital from the founding airlines thereby altering the Company’s status to that of a State Enterprise.

Dear CANSO SSC Members and Associates, On behalf of CANSO and our generous host AEROTHAI, welcome to Bangkok for the January 2015 CANSO Global ATM Safety Conference. We, the safety champions representing air navigation service provision, must continually strive to improve the way we do business, that is, identifying and effectively mitigating risk in order to meet and exceed the demands and expectations of the aviation industry and our flying public. As always, the CANSO Global ATM Safety Conference aims to provide our Members with the safety strategy, tools and ideas to accomplish this task. At this year’s conference, we will focus on the safety-related initiatives of CANSO’s Vision 2020 and our progress to date in accomplishing those goals. Additionally, we will look deeper into the four key safety strategy themes that were agreed upon at last year’s conference:  A tailored and proportionate SMS structure  People create safety  Safety intelligence  A challenging and learning environment You will see in this agenda that many of the sessions are linked to one of these four themes to inform our discussion. What are the key objectives of the conference? First, as stated above, we need to remind ourselves of the CANSO Vision 2020 key safety priorities and review our progress towards those goals. Second, we will review the SSC work plans in support of Vision 2020. You will see that there has been an enormous amount of work done this year by our workgroups, as evidenced by the number of excellent discussion papers that have been developed for this year’s conference. We strongly encourage you to read these papers, which were provided to you ahead of the conference, so that you will be prepared to actively participate in the discussions we have planned on these important topics. Third, we will identify challenges and opportunities related to attaining our Vision 2020 goals. The desired outcome of many of the agenda items is to agree upon and modify our existing CANSO safety work plans, as well as to identify new initiatives necessary to improve our ability to manage safety (both now and in the future) and to ensure our success by effectively measuring our performance locally, regionally and globally. Fourth, we need to ensure that our CANSO safety message is strong, consistent and representative of our Member’s positions. Therefore, we will discuss and agree upon the key reports and messages for the CANSO CEO and AGM meetings, as well as ICAO conferences. Finally, we would like to give particular thanks to our colleagues from AEROTHAI and the FAA who have provided outstanding support in the co-ordination and organisation of this event in addition to their usual responsibilities. As you can see, we have a busy and challenging week planned, but we have also tried to allow sufficient time for you to network with your colleagues. We encourage you to take full advantage of the unique opportunities afforded you by this conference, and look forward to your active participation in all the sessions throughout the week. Yours sincerely,

Dr. David Harrison Safety Director, UK NATS Chair, Safety Standing Committee, CANSO

Mark DeNicuolo Safety Programme Manager, CANSO
