Sponsored by AIREON
Aireon is deploying a space-based air traffic surveillance system for Automatic Dependent SurveillanceBroadcast (ADS-B) equipped aircraft throughout the entire globe. Aireon will harness next-generation aviation surveillance technologies that are currently ground-based and, for the first time ever, extend their reach globally to significantly improve efficiency, enhance safety, reduce emissions and provide cost savings benefits to all stakeholders. Real-time ADS-B air traffic surveillance will cover oceanic, polar and remote regions, as well as augment existing ground-based systems that are limited to terrestrial airspace. In partnership with leading air navigation service providers (ANSPs) from around the world, like NAV CANADA, the Irish Aviation Authority (IAA), ENAV, NATS, Naviair, as well as Iridium Communications, the satellite constellation allowing for global air traffic surveillance will be complete at the end of 2018.

CANSO Latin America and Caribbean Conference 2018
Dear Colleagues, Welcome to the CANSO Latin America and Caribbean Conference. The programme reflects some of the issues facing air traffic management (ATM) in the region and provides a forum for discussing them, exchanging best practice and developing solutions. Issues include improving safety; how new technologies help ATM manage traffic growth and how we can prepare our people for them; and how we can best maximise investment in ATM infrastructure. Safety continues to be aviation’s top priority. Our particular focus this week is runway safety, with a conference session followed by a one-day workshop, in which we will explore specific runway incidents and discuss ways to prevent such FOREWORD BY

incidents happening in future. We will also look at the cyber threat in the region and share some potential solutions to protect ATM from attack. Safety is further improved and ATM performance is transformed through the development and implementation of new
technologies. These include space-based surveillance, the opportunities offered by big data, digitisation of air traffic control towers, system wide information management (SWIM), automation and artificial intelligence. The conference will look at the impact of these and other technologies on ATM in the region. We will also look at their impact on air traffic control staff. A high level of performance from the humans in the system has never been more important; and adaption and flexibility are necessary to keep ATM safe and efficient. These new technologies require adequate funding. There is plenty of finance available for good projects with business cases but in many instances those cases are not properly articulated or advocated. The conference will discuss how we can do a better job of organising ourselves, our projects and our business cases to secure funding for investment, whether from governments, institutions or the private market. I know you will find the conference informative, relevant and useful. I would like to close by thanking EANA for its organisational support, lead sponsor Aireon and our other sponsors and exhibitors. Jeff Poole Director General CANSO

MONDAY 5 NOVEMBER 2018 11:00-13:00 Workshop on Remote and Digital Towers and the importance of ATM grade networks Rio Colorado, Lower Ground Floor
Hosted and sponsored by
Air navigation service providers (ANSPs) and airport operators around the world are facing increasing pressure from airspace users and competition in air traffic control tower markets. They are challenged to modernise air traffic control services to increase efficiency, while at the same time reduce costs and meet performance, safety and regulatory requirements. This workshop is designed for you to gain a better understanding of remote and digital towers and the main user cases, and to discover how by respecting each airport’s singularity, early adopters of remote and digital towers are achieving operational success. The workshop also focuses on how to achieve the required end-to-end performance and how an ATM-grade network differs from a conventional network, by referencing specific case studies. • Adriana Mattos Candez, Head of Sales, Latin America, Frequentis Group • Werner Messiner, Strategic Product Manager, ATM Networks, Frequentis Group

CANSO Latin America and Caribbean Conference 2018
10:00-11:00 Investment in air navigation infrastructure Rio Parana, Lower Ground Floor Air navigation service providers (ANSPs) are investing significantly and working on many initiatives to provide even safer, more efficient and cost-effective air navigation services. The initiatives include restructuring airspace; implementing new technologies, systems, equipment and procedures; and training. Funding these essential investments is often difficult due to the approval processes and competing priorities of governments. This panel will discuss the importance of financial autonomy for ANSPs; identify investment challenges ANSPs are facing; and explore how the region should respond to the challenges of increasing air traffic, implementing new technologies, and staffing shortages. The session will provide ANSPs with guidance on how to work more effectively with their governments and achieve greater financial autonomy. • Luis Felipe de Oliveira, Executive Director, Latin American and Caribbean Air Transport Association (ALTA) • Julio Siu, Regional Deputy Director, ICAO North American, Central American and Caribbean (NACC) Office • Lieutenant-Brigadier Jeferson Domingues de Freitas, Director General, DECEA • Cyriel Kronenburg, Vice President, Aviation Services, Aireon Moderator: • Simon Hocquard, Deputy Director General, CANSO

11:45-12:45 Cybersecurity Rio Parana, Lower Ground Floor The cyber threat to aviation is continually evolving and becoming increasingly sophisticated. As air traffic management (ATM) operates with open standards and systems, it is essential that ANSPs understand the threat so they can implement the latest cyber security measures. This interactive session will showcase the potential cyber risks to ATM and, through discussion with the audience, will provide a better understanding of how to protect air navigation systems from cyber-attack. It will identify the key warning signs of potential cyber-attacks and highlight steps to identify the potential dangers and impacts, thus allowing ANSPs to detect, act, control, eliminate and learn in the event of an occurrence. • Antonio Palacios, CEO, Telnorm

14:00-15:00 Human Factors Rio Parana, Lower Ground Floor Implementing new technologies into the air navigation system requires an integrated approach which includes advocacy, training and collaboration. This panel will analyse the complex interaction between people, technology, procedures, and organisations. It will show how the interaction between humans and systems can be optimised to improve safety and performance and reduce workload by an integrated system-wide approach rather than by an individual system-bysystem basis. • • • •
