AFTER HENRI: Tropic Storm Henri hit northeast Pennsylvania hard, causing damage to area roads, and flooding to basements and low lying areas. The day after the storm was finished, the contrast was clear at the Francis Walter Dam. At left is the lake, from the top of the dam, peaceful but very high, with kayakers enjoying exploration. At right is the outflow from the dam, roiling the Lehigh River and making it unsafe for rafting and boating, with debris creating unseen obstacles. The water receded quickly over the next days. Mt. Pocono appointment causes walk-out by Patrick Albano

The Mount Pocono Borough began its regular council meeting at the municipal building at 7 p.m. on August 16. In attendance were Mayor Mike Penn, president Francis O’Boyle and council members Patty Bucco, Stacy StewartKeeler, Aida Montanez, and

Claudette Williams. There was also one council member, Ron Emile, present via phone because of illness. President O’Boyle called the meeting to order with the Pledge of Allegiance. Mayor Mike Penn reminded the council that its members must abide by a code of conduct which include silencing cell

phones, iPads and letting someone know if they intend to record any part of the meeting. This at once raised questions with two council members, one who said she had previously sent an email to the council and received no response requesting to meet in executive session prior to the regular meeting to discuss the

code of conduct rules. She also asked when these rules were voted on and what the consequences are for anyone who violates the rules. After brief discussion, a motion was made to vote on the code. Other council members objected, arguing they need their phones left on for personal reasons as well

as note taking. The final vote ended in a 3-3 tie with Mayor Mike Penn casting the deciding vote and the motion carried prohibiting cell phones. The mayor announced, “I recently received an email letter of resignation from Tom Neville.” A motion was made and seconded to accept that See WALK-OUT, page 4
