Timing is Everything by Ruth Isenberg

Obervant Lake News readers will have already noticed something different about this issue. In the flag on page 1, in the owner’s box next to this column, and at the top of every page, this issue is dated April-May 2021. When CANWIN took over publication of the Lake News in the beginning of 2019, we committed to publishing monthly. It was a good decision — and it’s paid off for our readers and our advertisers. We’re sticking with that choice. But we are making a change in the way we’re dating the pages. Because of a variety of issues, including weather, the way the seasons change, when holidays fall, the timing of township meetings and the way things just seem to work out, our monthly publications almost always have been coming out around the middle of the month. People may not pick up an issue dated April if they see it in early May, even though what’s inside is the information they’re looking for. So going forward, our datelines will include two months, even though we’ll be producing a new edition every month. We hope this change will eliminate confusion and help us serve you better.

Kidder Supervisors honor heroes by Seth Isenberg Lake Harmony Fire Chief Ralph Lennon and Kidder Township Chief of Police Matt Kuzma made a joint presentation to some “good people” during the April 15 township supervisors’ meeting. Lennon told of a report of a possible drowning on Lake Harmony on March 30 that brought out the fire company, ambulance and police to the lakeside where a canoe had overturned and two children were floating in the frigid water while their father clung to the boat. While the kids had life preservers, the 3 year-old had turned over face-down. Kevin Jones was at his lakeside home and heard cries for help. Seeing the family on the lake in distress, he grabbed his kayak and a couple of extra like jackets and went out onto the lake. He rescued the children, giving the 3 year-old CPR as he paddled her to shore. At the shore was Children’s Hospital of Philadelphia registered nurse Colleen Pyne. As See KIDDER TWP, page 8

Jones approached the shore, she waded in to take the child and continue CPR, keeping that up as she brought her to the ambulance. She stayed with the child as the ambulance took them both to a waiting medical helicopter. (Both the children have recovered.) Hearing cries for help, George Hayeck ran to the beach parking lot and saw the overturned canoe with a father and two children in the water. He saw that the children were getting rescued, so went into the water to get the father to shore. Lennon and Kuzma presented plaques to Jones and Hayeck. Pyne will come at another time to receive her award. Lennon concluded by calling this rescue “truly a miracle” and of these three, “they did a great job.” Lennon was also first for audience participation, asking for help in prodding Lake Harmony Estates towards a promised dry hydrant at the end of Wood Street, and, due to the lake rescue on March 30, perhaps See KIDDER TWP, page 10

removing boulders at the lakefront and replacing them with a locked bollard that could be dropped in case an emergency boat launch was needed. Lennon and others continue to point out that their radios have trouble hearing Carbon County 911 dispatches. A suggestion was to ask that Monroe County handle dispatches, as signals from there can be heard plainly. Attorney Gerald Strubinger returned to share concerns about ‘chaos’ with short-term renters at the lake. He insists that the township make some progress on a Short-Term Rental Ordinance. To that end, township manager Suzanne Brooks announced a public workshop about STRs to be held on May 13 from 4 to 6 p.m. A follow-on session will be scheduled if necessary. Brooks mentioned that input is needed from developers, real estate agents, rental owners and the public. In regular business, supervisors approved extensions for the Split Rock Section H Phase II final minor subdivision for the Split Rock Country Club, and for the Richard Henry warehouse development for their final development plan. Each was extended into June. Mary Farnschlader of the Penn-Kidder Library came before supervisors to ask for a donation to

support the Library. She noted that Penn Forest Township gave $5,000 towards operating expenses, and also $3,000 to the Dimmick Memorial in Jim Thorpe. None of the supervisors made a motion. Supervisor Ray Gluck explained that during this year’s budget discussion, supervisors decided that they would not give tax dollars to local charities, leaving that giving to citizens. This did not go over well with Farnschlader, who noted some of the good work that the library does for township citizens, adding she was “appalled” by the lack of support. Brooks, in her report, added a workshop about a Food Truck Ordinance is planned for May 6 at 4 p.m., at the township building. On May 22, the township will hold the first electronics recycling day of 2021. She notes that there is a fee to recycle some items, and that the list will be posted on the township website. Last year, the truck filled-up quickly, so residents should arrive early. Roadmaster Bruce Berger reported that bid packages are being prepared to get prices for the 2021 paving projects — North Lake Dr., Fern St. and Harmony Ave. Quotes are being sought for this year’s tree-trimming work. Catch basins will get their spring cleaning once contractor Shiffer Bituminous’ vacuum truck is available. Kidder Supervisors meet the third Thursday of each month at the township building on Lake Ave. in Lake Harmony, beginning at 6:30 p.m.

Lake Harmony Post Office Notes by Christine Gilliar

Recently Postmaster General Louis DeJoy unveiled a “10-year reorganization plan” for the U.S. Postal Service. The plan includes raising postal rates and slowing delivery of some first-class mail. DeJoy says the steps are necessary to avoid a government bailout of the Postal Service, NPR’s Brian Naylor reports. BRIAN NAYLOR, BYLINE: Under the DeJoy’s proposals, some mail would take longer to arrive at its destination, and some post offices might see their hours reduced or close entirely. But he says there’s little choice. LOUIS DEJOY: If not addressed, not only will our service continue to deteriorate, but we will forecast — we will lose approximately $160 billion over the next 10 years. But long before that, we will run out of cash and will not be able to continue See POST OFFICE NOTES, page 16

operations without a government bailout. We are not for that. NAYLOR: The Postal Service lost more than $9 billion last year alone. Meanwhile, delivery times have plummeted, with mail users complaining of delayed bills, birthday cards and prescriptions. The Postal Service says part of that is due to pandem-

ic-related personnel problems. But officials also blame a processing and delivery network that has been underfunded and built around volumes of first-class mail that no longer exist. DeJoy said his proposal will change that. DEJOY: Our plan, Delivering for America, takes our challenges head-on, frames a positive vision for our future, charts a dynamic course to get us there and dramatically changes the trajectory of our organization. NAYLOR: Postal Service officials say the proposed changes in first-class mail deliveries won’t be felt that widely and will affect only small parts of the postal network, and that 70% of first-class mail will still be delivered in two to three days. Long-distance mail will take longer. The longer delivery times are in part due to the Postal Service’s plan to all but eliminate using commercial aircraft to move mail across the country, instead relying on trucks. Under the proposal outlined today, the Postal Service says a small percentage of post offices could see their hours reduced or closed altogether, especially in cities. But mail will still be delivered six days a week. Postage will also go up, but DeJoy couldn’t say today by how much. DeJoy’s plan places an increasing emphasis on package deliveries, an area where the Postal Service makes money, as well as improved services for small businesses. Democrats, who’ve been very critical of DeJoy’s leadership, reacted negatively to the proposal, but they have little say in its implementation. DeJoy only needs the Board of GoverSee POST OFFICE NOTES, page 17

nors’ approval for most of his proposed changes. And while President Biden has nominated three new members, the board is still controlled by former President Donald Trump’s nominees. Mark Dimondstein, president of the 200,000-member American Postal Workers Union, says he likes the proposal’s commitment to service, but is troubled by other aspects. MARK DIMONDSTEIN: Those kind of things

Lake News, April–May 2020 —17  that are either slowing down mail, reducing hours at neighborhood and local post offices, closing more plants and sortation processing centers, those things run counter to the kind of excellence that the people of the country need. So our concerns lie in those areas. NAYLOR: DeJoy is counting on Congress to provide relief in the form of ending its mandate that the Postal Service prefund its retiree health benefits and instead allow postal workers to enroll in Medicare. That, it says, would save the Postal Service some $44 billion over 10 years and has broad support in Congress. Brian Naylor, NPR News. Just when we thought things were getting a little better, OH BOY! I would like to take the time to THANK everyone who is using the correct mailing address the Post Office assigned them. recommend what I had to do to get my new mortgage company to hear me. I texted the people who I dealt with from day one. Since that did not work I emailed who I was dealing with. Since that didn’t seem to work, I made a copy of my bill & mailed that in with a strongly worded letter explaining one of these times it will not make it in my PO Box & it will be returned to you, then you won’t get payment. Guess who NOW has the correct address on the mortgage statement? Yup, it only took from October until now for them to get it on! His trip started in Los Angeles with a flight to Hong Kong, and another to Vung Toa (the port for Ho Chi Mihn City/ Saigon). The trip next went to Bangkok (gold Buddha), followed by Singapore (the city!) and then Bali (temples). Cairnes, in northeast Australia was the next portof-call — koalas, kangaroos and crocs. The trip ended in Sydney from where he flew home. While Ed claims this trip would be the end of his globe-trotting, “we hear he is busy planning his next trip.” Editor Mary Farnschlader wrote about joining up with friends and taking a train into center city Philadelphia to see this year’s Flower Show in early March. Mary also writes of her fun day at the first annual St. Patrick’s Day parade in Jim Thorpe, which was held March 15. She joined friends Pete and Nancy McGinley to watch from their porch, and migrated to a party hosted by Rose (McGinley) Burkhardt for some Irish food and beverages. See ARCHIVES, page 28

Pennsylvania Fire Warden George Maehrer sent in an article about forest fires. He writes that “springtime provides prime conditions for a wildfire to develop,” pointing out that springs rains are often followed by strong gusty winds and sunshine, conditions that dry the forest quickly. He discourages all leaf burning, in favor of letting leaves become mulch.

On The Road As COVID rules relaxed, we attended a Penguins hockey game in the Mohegan Sun Arena in WilkesBarre. It has not been enough to watch our locals on AHL-TV, or listening on local radio to the games. We wanted to cheer, we wanted to see the skills and be wowed by the plays, and the new players. We’ll be at another Penguins game soon. Early in April, we drove to Worcester, MA, invited by family to their first night’s Passover seder. We had both dogs bathed and trimmed, so they looked and smelled good for their long ride to New England and their first-ever overnight in a hotel. Our trip started with a stop at the Pocono Home and Outdoor Show in the beautifully expanded Kalahari Convention Center. After an hour, we were back in the car for our next stage of our trip via Interstate 84. At our stop in Newburgh, just at the foot of the toll bridge over the Hudson, we found a brand new Colombian restaurant. Rather than getting fast food as was our original plan, we masked up and went inside to buy some fresh baked goods and empanadas to eat on the road. After two more rest stops and one to get gas, we arrived in Worcester. It was a nice night with our hosts, the Bobbie and Nick Chase family. I was one of the youngest in attendance, found the hidden matzo and earned

the prize of a stuffed animal (usually, there are little kids, but again, there was no one there under the age of 60). The following day, we brought the dogs back to the Chase family home to have a play date with their 130-pound Leonberger, Libby. Our little Spookie seemed to get on best with the giantess. Bull — who was as tall as her — was aloof however. After the dogs’ playtime, we drove home in the rain. Avoiding the highway for a bit, we took a daylight detour on local roads through some beautiful old Connecticut towns. We returned to the highway, then drove through the rain, finally driving out from under the storm so our last hour of driving in the dark was dry — arriving home See ON THE ROAD, page 32

before midnight. As we age, long trips are harder to bounce back from. Then again, we have been somewhat out of practice with the COVID-19 lockdown — this was our first overnight in more than a year. On our ‘dance’ card coming up soon is Knoebels’ Amusement Resort, which opens weekends starting the 24th and 25th. WVIA member day on May 2 (a free day of rides and shows for members) — join at whatever level you can, and they come out and

bring kids – or be kids again for a fun day. Knoebels is dog friendly, and this will be Spookie’s and Bull’s first season at the park. It will be fun taking them on the train. Concerts and comedians are now on the schedule at the Mauch Chunk Opera House and Penns Peak too. More about these in future LAKE NEWS. Best of luck to all of you still searching for a vaccine. Here’s to being healthy.
