Green and gorgeous by Ruth Isenberg

Everything is green — and gorgeous. The trees are in full leaf again, and while the flowering trees have mostly dropped their petals, the Rhododendron and Mountain Laurel are in full bloom and a beautiful sight. Take a ride through Hickory Run State Park and enjoy the show. But be careful — people are so happy to be out and about after the pandemic that they are flocking to the park, especially on weekends. They aren’t all being careful about crossing the road, especially at the Hawk Falls parking area. It’s been warm enough to be out on The Lake, and boaters are taking advantage of the sunny days for cruising and fishing. The cool nights — some with temperatures dipping into the 40s — are providing the perfect excuse for a bonfire with s’mores and roasted marshmallows. Last summer, outdoor dining was our only option, but we learned to love it, and this year it’s being embraced on all but the stormiest days and nights. And even those storms have their plusses — they are exciting to watch, and they provide the catalyst we need to keep the greening going.

practice ended in January 1986. Mr. ZIP still is used occasionally by the Postal Service.

Who remembers Mr. ZIP? Who has no first name, appeared in many public service announcements and advertisements urging postal customers to use the five-digit ZIP Code that was initiated on July 1, 1963. Within four years of his appearance, eight out of ten Americans knew who Mr. ZIP was and what he stood for.

With the introduction of the nine-digit ZIP Code, or ZIP+4, in 1983, Mr. ZIP went into partial retirement. His image still was printed on the selvage of some sheets of stamps, but that

More Fun Facts: Located in Maryland, the Bolger Center is a premier leadership development and conference center servicing both Postal Service and external clients. It is the only hotel in the country featuring an on-site Smithsonian Institution exhibit. The Bolger Center is a Postal Service-owned state of the art training facility located on 83 beautiful acres in Potomac, Maryland. It was built in the 1930s as a Catholic convent by the Sisters of Mercy. In the 1980s, it was purchased by the U.S. Postal Service as a training center. It is named for William F. Bolger (March 13, 1923 – August 21, 1989), the 65th Postmaster General of the United States from March 15, 1978 to January 1, 1985. The Ochopee Post Office is the smallest post office building in the United States. It is a tiny shed on U.S. Route 41 in Collier County near Ochopee, Florida. It is located about 3 miles (5 km) east of the intersection of US 41 and State Road 29. Its Zip code is 34141 in Area Code 239, Exchange 695. The building used to be a storage facility for irrigation pipes of an adjacent tomato farm. It was converted into a post office in 1953, after a fire destroyed Ochopee’ s previous post office. Did you ever wonder how many post offices are there in the United States? Well… It is widely known that the United States Postal Service (USPS), also known as the Post Office and U.S. Mail, is an independent agency of the United States federal government responsible for providing postal service in the United States. There are approximately 200,000 post offices in the US. Are you looking for a job? Why not consider the USPS? What is the hiring process for USPS, you ask. Applying for a Permanent Position: Create an account on the USPS website. You must begin your application for all USPS positions online. Take the appropriate exam. Applicants for many positions with the USPS must take a civil service exam. If you’re interested just Google USPS civil service exam dates. be added to our team, starting pay $18 to $25/hr. Trust me I started in the 1990s and I’m not sorry at all. Get your foot in the door and you can transfer to other offices when available. I have to thank Theresa whom I worked with for 17 years in Albrightsville and who originally told me about the opening here in Lake Harmony. I worked for $7.70 an hour for my first 3 years. The cleaning lady was making $8. I was like WOW something isn’t right here! Luckily my first Postmaster John Pickle pushed me into taking the test to better myself for the future. That made all the difference in the world career-wise for me. I can actually retire in 3 years at 56 but I love my job and my Lake Harmony customers and my boss April so much I’m not going anywhere yet! Maybe in another 10 years.

12 — Lake News, June–July 2021 MONTHS OF HARD WORK, hours of training, dollars spent on apparatus and equipment, and the dedication of the officers and members of the Lake Harmony Volunteer Fire Company finally paid off on May 3. Jason Smith, right, Deputy Director of th Eastern PA EMS Council presented the company with the paperwork and plaques that mark them as an accredited Voluntary Rescue Service. They are the first company in Carbon County to receive this recognition from the state fire commissioner’s office and the Pennsylvania Department of Health. The Voluntary Rescue Service Recognition program provides guidance for staffing, training, education and equipment for vehicle and machinery rescue. It includes minimum manpower levels as well. In making the presentation, Smith said “The leadership of Lake Harmony Volunteer Fire Company had a vision. Their vision was to advance the services they were able to provide to those living in or traveling through the Lake Harmony area, and, in short order, they were able to make that vision a reality.” At left, Fire Chief Ralph Lennon holds the decal which is now displayed on the new rescue truck, while Deputy Chief Joe Lennon shows the official plaque.

On The Road These past few weeks have been busy. Since last month’s LAKE NEWS, Ruth and I produced our own newspapers, plus newspapers for an association customer, and in between celebrated my birthday, honored veterans over Memorial Day weekend, and recently celebrated the graduations of the class of 2021. Our only Road trip of consequence was to MayFair in Allentown on a wet and cold Saturday on Memorial Day weekend. That evening was sparsely attended, wet and so cold that our German Shorthair Pointer, Bull, started to complain (he makes noises). For this column, I thought it would be best to share our plans for a future Road Trip — to Gettysburg. Friends will be staying near the Battlefield starting the 4th of July, and we have decided to join them, staying overnight. This will give us a morning to do something we’ve long wanted to do — hire a professional guide just for our own group. During previous visits to the park, we have done our own exploring and crossed paths with groups who had their own tour guides. Sometimes we would linger to listen in, learning things not on the guide maps or national park signs. Until now, we’d not had the opportunity.

On July 5, we will get our own three-hour battlefield tour from a member of the Association of Licensed Battlefield Guides. I booked the guide through Gettysburgtourguides.org, and have spoken to the man who will be with us for that morning. Visiting Gettysburg can be a very powerful experience. Ruth and I, and our friends, are keen on learning more about that important battle 158 years ago. The anniversary of the battle will have just ended — they fought from July 1 to 3 in 1863 — so the battlefield park should be less crowded, particularly on a Monday. Our road trip will west on Interstate 80 to I-81, then south to US 15, a drive of about 150 miles and about three hours including a stop. Looking ahead, there’s NASCAR weekend with races Friday through Sunday — Friday’s ARCA race can be enjoyed for a mere $10 admission for regular grandstand seats. Ruth and I and friends will sit out under the stars to enjoy live music at Briggs Farm on the Friday and Saturday after our Gettysburg trip. Coming up is the Pocono Mountain Music Festival nearby, and at the start of August, Bethlehem Musikfest will be back — all these about an hour from Lake Harmony.

Short-Term Rental ordinance hearing brings mostly agreement by Seth Isenberg Kidder Township held the second of its public hearings on a proposed Short Term Rental (STR) ordinance on June 10. This meeting again drew a full house, but unlike the previous meeting, everyone had a seat, and no one needed to wait outside. The newest draft of the short term rentals ordinance clarifies definitions —  bedrooms, property manager, short-term rental and STR permit. No property in Kidder Township can operate an STR without having a permit. To get a permit, applicants must provide contact information, including a 24 hour a day local contact. Floor plans and property site plans must be provided, with parking spaces noted. If in an association, the association must provide a letter that it was notified. The property will also need to be inspected by a township inspector. Inside an STR will be a clearly posted contact information sheet, with names and 24 hour phone

numbers, along with a maximum occupancy and the maximum number of vehicles allowed on the property. The proper address for 9-1-1 will also need to be posted inside. Among the other information to be visible are rules about trash, and pickup days. Occupancy rules are two persons per bedroom, plus four additional people. There is no parking allowed on any public street. Use of campers on an STR site is prohibited. There is a noise and behaviors clause. Sections include explanations of violations, responsibility of owners, and appeals (over a page detailing the process). In this draft, yearly fees are $500 for 1 to 3 bedrooms, $450 for 4 or 5 bedrooms, and $1,000 for six or more bedrooms. Lake Harmony property owners were the primary attendees, and were supportive of the effort to get the ordinance into place. A mix of opinions See KIDDER STR, page 18

from about 18 speakers ranged from Gerald Strubinger who was in favor of higher fees, to Brian King who wanted no fees — just the current rules enforced. Several spoke of existing and ongoing problems with neighbor STRs, from parties to parking. On noise, parking and other issues, neighbors are urged to call police. Police will come onto association roads to visit a problem property, and ask the renters to get quieter or move offending cars. The funds can be used to add police to be available during problem times. Some owners feel that fines should fall on the renter, instead of the STR’s owner. Nearly all were in agreement that the registration cost will provide a pool of funds that can be used for more enforcement. There was a discussion about water use, and over-use. One property owner stated that their well has run dry after a neighbor property became an STR. There was some advocating of adding a water

capacity section to the ordinance. Strubinger put forward a specific idea, that hot tubs be barred from STRs due to their water use (and mis-use). A robust discussion developed about properties advertising occupancies of over 30, and got specific. Also, one four-bedroom home in Lake Harmony Estates is advertised to sleep 22. Questions were raised about accuracy in advertising, which led to an explanation of what the township can and cannot do. It cannot regulate advertising. As this hearing closed, it was explained that supervisors will need to adopt a Short-Term Rental ordinance at an upcoming meeting. Once that is in place, there will be time for all the STR owners to get registered, and inspected to comply with the rules, so by 2022, the new rules will be in place and being enforced. Editor’s Note: Kidder Township supervisors were meeting on our press day, June 17. You can read about that meeting in the Journal of Penn-Kidder, available in a distribution box in front of Hazle Park, at Ahart’s Market, and at other spots around the area.

The caption on the card says it all: “Gateway, Split Rock in the Pocono Mtns.” The Gateway entrance to Split Rock Lodge is off the Pinchot Trail (Route 940) in Carbon County between White Haven and Blakeslee. “The scenic three and a half miles of forest drive from the Gateway to the Lodge is an excellent dirt road through a paradise for nature lovers, being banked with rhododendron and mountain laurel. The vast solitude of thousands of acres offer an ideal refuge for small and large game of every description, deer being among the most prominent.” The Rock Bar at Split Rock started its nightly band on July 3 at 5 p.m., so it would be done ahead of the resort’s fireworks display. Among the regular entertainers at the Resort were the Daisy Jug Band, BC & The Blues Crew, and reggae by George Wesley.

Obituary Blaine Holt Finkbiner | July 17, 1945 – June 6, 2021 Blaine Holt Finkbiner was given to God on the morning of June 6, 2021. He was a teacher, philanthropist, and devoted husband. Today Blaine is survived by his spouse, James A. Wells, and numerous other family members. From his time as an educator to his final days, he expressed how much he cared through his creativity, his generosity, and an unmatched, gentle honesty. He not only told you, but showed you, that he loved you. This is why he leaves behind such a massive hole in many lives. But it is also the reason for his greatest achievement: the exemplary love he shared with Jim for almost 40 years. The love they shared was so powerful that it blossomed beyond them and influenced the world they occupied. It fueled the building of a business, the strengthening of a family, the passage through crises and the rescuing of hundreds of dogs and more than a few people. It will forever remain an

example of devotion and perseverance, a model for all of us blessed enough find someone to share life with. A celebration of his life will be held on July 17, details to be announced at a later date. In lieu of flowers, please send donations to 1 Love For Animals, P.O. Box 1414, Southeastern, PA 19398 (www.1love4animals.org) in memory of Blaine.
