According to Mayoral committee member for area central, Siyabulela Mamkeli, the City has since 2013 developed and implemented a number of programmes specifically targeting children at both primary and secondary school level. Other interventions introduced by the City to promote social development include the establishment of recreation centres, youth capacitybuilding and work skills programme. “There is a misguided perception that law enforcement is the answer to South Africa’s crippling drug and alcohol abuse problem. While effective enforcement is a deterrent, it is one piece of the puzzle. Government and relevant stakeholders need to work together to fix the patchy social fabric that often acts as a catalyst for substance abuse. “The best place is to start is with our children and ensuring they know not only the dangers of substance abuse, but also how to avoid falling into the trap in the first place,” Mamkeli said.

that drug abuse not only involve the misuses of illegal drugs, it also includes the abuse of legal substances such as alcohol and some medications. “Medication can be regarded as an abused substance when it is used for purposed which it was not intended for or when a patient becomes addicted to the effects. Such medication may even be obtained over the counter, such as codeine containing pain tablets and cough mixtures. But authorities face a mammoth task important that people understand tackling this scourge because in some areas of Manenberg, Mitchells Plain, Valhalla Park and Elsies River drug dealers are seen as Good Samaritans. They flourish in these impoverished communities where they put food on the tables of the most vulnerable and poorest of the poor and in return they hide the drugs in their homes. The biggest challenge authorities faces, is how they are going to break this stranglehold.

Men, let us become protectors of our society In South Africa, there is an increasing recognition that men’s full participation is important for the achievement of gender equality, the reduction of gender-based violence and ensuring that children and family’s lives and rights are protected. Both international and South African initiatives have been enhanced by the conclusions of the United Nations Commission on Status of Women which resolved that governments and organisations should develop policies and programmes aiming at the positive engagement of men and boys in gender equality.

both in South Africa and in the world do not live with their fathers. “Desertion by fathers is often prompted by their inability to bear the burden of being primary providers. The burden of failure becomes intolerable for those who lack the capacity to generate enough income as uneducated and unskilled labourers. Desertion is not always physical, it can also be emotional. Many men ‘die’ as parents and husbands by indulging in alcohol, drugs or becoming unresponsive to their families. Research shows that children who don’t have fathers are much more likely to be depressed, fail school, commit crimes, have sex early on In line with this UN resolution the and (for girls) get pregnant. World Elder Abuse Awareness Day celebrated on June 15, 2017, provided an opportunity for the City to reflect on the protection of its elderly residents. The City of Cape Town have trained and employed hundreds of home-based carers (HBCs) to provide support and companionship to senior citizens across the city for the ensuing year. The City have contracted the services of unemployed residents via the Expanded Public Works Programme (EPWP) for a period of two months, provided training, and then deployed the home-based carers (HBCs) to senior citizens in need across eight districts.

Older Persons, providing assistance to senior citizens clubs, and offering skills development and awareness days for the elderly. ‘As a society, we have to re-evaluate our relationship with our seniors. We need to focus less on their vulnerabilities and put greater emphasis on the value that they’ve brought to our communities and continue to bring. The City is reaching out as best it can, but ultimately it is the responsibility of families to care for and nurture their elders,’ added Councillor Suzette Little, Mayoral Committee Member for Area North. CAPE FLATS NEWS

An important challenge in our quest to actively engage men as partners specifically with the social development sector and many other professions - is to evaluate the relationships and policies that impact on men. If one would browse through literature on men and social work for example, you would find very few articles relating to service delivery and involvement of fathers in the social work profession, except those that speak to men as abuser, difficult clients and ‘alleged fathers”. We will have to do more to find ways of engage more active and positively with men and fathers in the profession. The family remains the most important social institution and therefore works with men and boys cannot be done in isolation of the family. As we are about to celebrate father’s day let us take hands and in solidarity find ways on how to tackle these criminal activities against our women and children. Let us become protectors of our society.

GrandWest supports Heart 104.9 during Youth Month GrandWest supported Heart 104.9 for the 16DaysForYouth campaign which saw the radio station shutting down its broadcast studio on 1 June 2017 for 16 days to undertake youth focused projects across the Western Cape. During the journey, Heart 104.9 broadcast remotely from various locations and involved numerous community projects to help young people in need. As part of this year’s campaign GrandWest sponsor R10 000 in cash to help fund upgrades to the Saartjie Baartman Centre for Abused Women and Children in Heideveld and R15 000 in cash to Miracle Kidz safe

Commenting on the campaign, Mervyn Naidoo, GM of GrandWest said: “Young people from disadvantaged communities in the Western Cape face a precarious future with drugs, violence and rampant unemployment. It is important for corporate citizens and members of the public do what they can to divert this situation and offer the young generation hope of a better future. A MEANINGFUL AND BLESSED YOUTH MONTH 2017

OPPORTUNITIES WILL COME YOUR WAY IN 2017. TAKE OWNERSHIP OF YOUR FUTURE. PREPARE WELL - BECAUSE WITHOUT PREPARATION, THERE’S NO CELEBRATION.

The Soweto uprising was a game changer in South African politics. Many of the struggles waged and won were predominantly led by young people and the contribution of young people in the development of South Africa is evident. It is disappointing the country has not given the youth of 1976 the credit they deserve. We have a great country and it is important for the youth to play their role in maintaining the values of democracy and continue on the path that the youth of 1976 started. The politicians will be out in full force across the country bragging about the wonderful things they have done to advance the interest of the youth. Unfortunately, we are facing a rising generation that is highly gifted, educated with bright minds, full of potential, yet

very angry and frustrated, because access to affordable quality education and employment opportunities remains an impediment. Given the centrality of education and youth in the liberation struggle one would have thought a new government would have made them a priority. According to the youth the poor state of the economy and the rising youth unemployment could be attributed to poor government leadership. What we will require is a state that is committed to social spending in up skilling young people, ensuring healthy and equipped young people with the opportunities for socio-economic transformation. You might be thinking, maybe this article is not for me, but you could not be more wrong! This article is meant for you, you are a leader born for this moment. As bizarre as it may sound, you have the potential to become the next state president of South Africa. It’s never too

late to start planning your life. Success is waiting for a plan. Proverbs 21:5. Determine the quality of your own future, stop condemning yourself, learn to speak blessings over your own life, and learn to forgive yourself. Continue to strive for academic excellence. Why? Because higher education is one of the most effective interventions to take you out of poverty and increase you’re earning capacity. A lack of quality education will remain an impediment to job opportunities and economic freedom. There’s more to you than what others have said about you. God wants you to go further than your parents. If you refuse to change, and plan your life, then get used to where you are right now, because that’s where you’re going to stay. Your feedback is appreciated. Contact 064 1339 460/ Email: ken.mitchell@telkomsa.net

LET’S TALK BUSINESS

TO AUDIT OR NOT TO AUDIT I am sure you have at some point in your organisational life come across the term “audit” or “auditor”. I am sometimes very surprise about how loosely these terms are used without a proper understanding of what and who it refers to. The purpose of an audit is for the auditor to give an independent opinion as to the whether the financial statements are a fair presentation of the financial affairs of the business. So, how do I know whether my owner-managed small business

needs to be audited? The revised Companies Act of 2008 clarifies this. A public interest score (PIS) needs to be calculated for your business, preferably by your accountant. Turnover, staff numbers, debt and shareholders interest are needed for the calculation. If the PIS exceeds 350 points, an audit is required. If the PIS is between 100 and 350 points and financial statements are compiled internally, an audit is required. In any other case, no audit is required. Please note, other rules apply to nonowner-managed businesses.

Youth take to the streets

with Heinrich Jemane It is also common that non-profit organisations receiving government grants may be required by the relevant government departments to be audited, irrespective of the Companies Act stipulations.

Secondly, who may audit financial statements? An external auditor is a person registered with the Independent Regulatory Board for Auditors (IRBA), a government regulatory body.
