In the past year, visitation in both the business and holiday sectors have continued to show strong growth right across the Capricorn region reflecting the diversity of our thriving mining resources, health, education and agricultural sectors. Whilst other sectors are yet to respond to the upward trends, confidence in the region is strong with opportunities in tourism, retail and residential construction.

Facilitating Future Prosperity

A Message

FROM OUR CHAIR & CEO

We can be collectively proud of our achievements during 2018/19 and as Capricorn Enterprise enters our tenth year of operation since July 2010, our Organisation, our Partners, Stakeholders and You, our Members, can be justifiably proud of our ongoing collaborative efforts! Visitors to the Capricorn region (Capricorn Coast, Rockhampton Region, Central Highlands) have grown from 958,000 year ending December 2010 to 1,237,000 year ending December 2018, an increase of 29.1%, with visitor nights increasing from 3,759,000 to 5,128,000, an increase of 36.4% since Capricorn Enterprise was formed. Despite the effects of the GFC in 2007-08, the major flooding in 2010-11 across our entire region (particularly Rockhampton and Emerald), TC Marcia in February 2015, major resort closures due to ageing infrastructure in February 2008 and August 2016, the cyclical nature of the mining resources sector, and most recently the severe bushfires that threatened much of CQ including Carnarvon Gorge and the Capricorn Caves in November last year, our region has welcomed significant public and private sector investment, particularly over the past seven (7) years. Significant investment in hotel/apartment complexes in our cities and towns across the region, as well as major highway flood mitigation, along with the opening of industrial land, riverfront and foreshore redevelopments has occurred, with in excess of $3.6 billion worth of major projects in Defence, Renewables and Infrastructure approved or underway. Population has increased, unemployment rates are decreasing, and business numbers are improving, which are all signs of a positive decade ahead. Capricorn Enterprise has played its part and will continue to play its part in helping to shape the future of the region as your tourism and economic development organisation. We represent our business and industry membership with one consolidated voice to all levels of government, particularly when lobbying for major Regional Priority Projects. The most recent example of this success, was the $20 Million commitment from the Federal government to help construct the Keppel Bay Convention Centre and Sporting Hub by the Keppel Bay Sailing Club in Yeppoon.

Continued focus in our Economic Development team in facilitating business to business connections with Defence Primes, Tier Ones, project proponents and major contractors to ensure the best possible opportunities for local business across industries has been outstanding. As a result, Capricorn Enterprise has entered into a formal contract arrangement with Construction Skills Queensland to focus on the skills requirements to meet demand in our region over the next decade. Our regional tourism partnership under the Southern Great Barrier Reef destination brand continues to gain momentum and our broader partnership with the Great Barrier Reef regions and Tourism and Events Queensland has allowed us to participate with limited funds in direct overseas marketing campaigns. Tourism highlights for the year include a brand new leisure website, a record number of visual media pieces and our destination included in stand alone itineraries with key tourism trade partners. In December 2018, we celebrated the 30th Anniversary of the Capricorn Coast Visitor Information Centre at our Annual Industry Celebration Night. It also marked the 30th Anniversary of the Capricorn Caves, owned by well known and loved tourism industry leader Ann Augusteyn who sadly passed away in October 2018 whilst travelling overseas. This Annual Report includes tributes to both our dedicated volunteers (past and present) and celebrates Ann’s incredible legacy and contribution to our tourism industry. As we reflect on the 2018/19 year, our dedicated Capricorn Enterprise team of professionals are also passionate locals who truly enjoy our daily interactions with Members and stakeholders, for the benefit of all.

Advocacy

I REGIONAL ECONOMIC DEVELOPMENT

The advocacy efforts of Capricorn Enterprise are critical to the short, medium and long term prosperity of the Capricorn Region. INFRASTRUCTURE PROJECTS 2018-19 Research reveals that local infrastructure projects exceeding $3.6 billion were scheduled to commence construction or were in design phases during the 2018-19 year. These projects provide significant opportunities for local business/industry in terms of local content in major infrastructure projects including highways, water, energy renewables and defence. Capricorn Enterprise has been and will continue to work closely with project proponents and managers, principal contractors including Tier 1 and Defence Prime Groups, plus local business and industry representatives to maximise local participation and content.

INVESTMENT ATTRACTION GREAT KEPPEL ISLAND RESORT

In October 2018, an agreement was reached and documents signed and exchanged between the preferred buyer, a Singaporean/Taiwanese group based in Singapore, Wei Chao Pty Ltd Singapore, and current leaseholder Tower Holdings for 970.9 ha of development approved land on the island, subject to State and Federal Government requirements. Current development approvals for the island include a 250room beachfront hotel, 300 luxury apartments, 285 luxury villas, 9,000sq m of retail shops and a 250-berth marina. The airstrip also has approval to be extended from the current 800 metres to 1.5 kilometres, which would substantially improve visitor capacity by enabling jet airliners to land, with the potential for direct flights to Sydney, Brisbane and Cairns. In November 2018, Isabella and CK Wei and their family members (daughter Naomi and son Victor, sister Phileen and fiance Andy Tsang), and business partner Candy Yuan, spent a Sunday afternoon on Great Keppel Island to meet with Wopparaburra Elders as well as meet with all local island residents and business owners. [See IMAGE 3 & 6] By June 2019, the Department of Natural Resources and Mines (DMRM) advised they have not been able to progress an assessment for any new lessee for the GKI Resort leases.

In 2018-19 infrastructure projects worth in excess of $3.6 Billion have been gearing up across the region encompassing Livingstone and Rockhampton Regional Council areas generating unprecedented opportunities for regional business and local workforce. I just wanted to pass on my big congratulations on yesterday’s Major Project Forum – WOW! After being away and living in Gladstone for 10 years (albeit still keeping a close eye on Rocky), what an exciting time we have ahead of us. I’ve been involved in a few of these types of events in a previous life, but can I congratulate you on the depth and diversity of speakers – the segmenting of sessions into like topics was also very well done. Each presentation hit the mark with content very relevant, but also gave the audience a great (and transparent) insight into each of the projects on our doorstep. I also really enjoyed hearing Mary’s update on the progress Capricorn Enterprise has made in achieving the region’s Priority Initiatives – as we all know, success in achieving these initiatives is a long process, and I totally agree with comment on the day re patience! The region has much prosperity on the horizon (in fact it’s a lot closer than that), and reinforces my views and the Directors of Cooper McKenzie Marketing, to establish a full time presence in Rockhampton – a place I’m still proud to call home. Again, a huge congratulations to Neil, Mary and the entire team, and my sincere apologies for having to exit quickly after the close – unfortunately work was calling!

At an easy 40 minute drive from Rockhampton, Mount Morgan was considered one of the most important gold discoveries in the world, and the mine was also believed to be the largest open cut gold mine in the Southern Hemisphere. The historic gold mining town was established in 1882, and continued to produce gold, silver and copper for 99 years until the mine was closed in 1981. So we invite you to stay a day or two as there is plenty to do and see! Relive the town’s facinating history on this highlights trail...

1. Mt Morgan Railway Museum & Visitor Information Centre

2. Private Victor Stanley Jones Suspension Bridge

(Railway Parade, 35 minute drive from Rockhampton) The Railway Museum was built in 1898 and gives visitors an insight into the historic buildings and rail memorabilia. Step into a restored railway carriage and watch a 3D screening of the old history of the ‘rack’ system, used for hauling steam trains up the steep inclines of the Razorback Mountain in the 1800s. Ask our friendly staff for more information on the historic town. Open 9am – 4pm daily. Phone: 07 4938 2312 .

3. State High School

(Central Street, 2 minute drive from Private Victor Stanley Jones Suspension Bridge) The Mount Morgan State High School was erected in 1908 to teach the technical skills and trades of mining. The college became a high school in 1912, when the demand for skilled miners decreased. The High School was Queensland’s first High School and had 127 pupils. The State High School still operates today on the corner of Central and Dee Streets.

(Byrnes Parade, 2 minutes after the Mount Morgan Railway Museum) The Dee River was once lined with a number of Mt Morgan’s famous Swinging Bridges, with the first constructed in the 1890s. Six of these unique bridges were constructed over the Dee River; built to ensure easy access between the town and mine site. Sadly, no originals remain today. A replica can be found, however, across the river connecting Byrne’s Parade to East Street; giving those who cross a feel for the old mining days.

Before departing Mount Morgan be sure to visit “The Big Dam”, the last and largest of seven dams built on the Dee River. The Big Dam, as it is locally known, has always been a favourite picnic area.

6.Arthur Timms Lookout

(Pattison Street, 5 minute drive from Masonic Temple) From the Arthur Timms Lookout you get a spectacular view of the town and the mine that was once a mountain. Looking north over the top of town, you can see the Burnett Highway cross the Dee River and head off for Rockhampton. Turn westward until you encounter the Big Stack.

7. Mt Morgan Cemetry 5. Masonic Temple

(Gordon Street, 5 minute drive from Historical Museum) This 1903 Masonic Temple demonstrates the growth and prominence of Mount Morgan in the early 20th century and the spread of Freemasonry throughout Queensland. The temple was erected for 1,500 pounds by the Newman Brothers of Rockhampton, and can be found on Gordon Street.

(5 minute drive from Aurthur Timms Lookout) The town’s cemetery reflects the hard times and numerous disasters that have plagued Mount Morgan over the years. Stories of industrial accidents and disease outbreaks litter the rows of tombstones. The Linda Memorial, located in the cemetery, was erected in 1909 to commemorate the 26 men who died in the mine between 1894 and 1909. The cemetery also contains the Chinese Heung Lew or prayer oven. The cemetery is located just off Coronation Drive.

(Morgan Street, 2 minute drive from High School) Located in the main street of Mount Morgan, the Mount Morgan Historical Museum has an extensive collection of classic pieces and photographs tracing the history of Mount Morgan from its early pioneering days through to the gold rush and settlement period. Open 9am – 4pm daily. Phone: 07 4938 2122

A strong focus was placed on a new digital marketing strategy in 2018/19. The shift from seasonal marketing campaigns to an “ALWAYS ON” approach has allowed Capricorn Enterprise to increase our audience reach. DIGITAL MARKETING OVERVIEW The 2018/19 year saw a strategic and focussed shift from seasonal marketing campaigns towards the continued generation of awareness with significant financial investment via: 1. A focus on an “ALWAYS ON” digital marketing strategy 2. Increased use of storytelling and experience related content 3. An integrated approach of all digital channels leveraging each other.

WEBSITES Visit Capricorn (formerly Capricorn Holidays) A new leisure website was launched in June 2019. The launch campaign aimed to drive traffic to the new site and to develop a mailing list for a new electronic direct mail using a competition holiday giveaway. The one week campaign using social media reached over 200,000 people and drove 7,237 people through to the new website. [See IMAGE 2 & 3]

4. Increased focus on content creation and blogging

Important to note about this strategy:

VisitCapricorn.com.au 13 - 30 June 2019 = Users: 9,577

• It is reflective of the direction taken by Tourism and Events Queensland. • Digital marketing is highly measurable in showing ROI This strategy was achieved by: 1. Creation of a new destination website [See IMAGE 2] Change of URL to www.VisitCapricorn.com.au to be reflective of our social channels and official hashtags. New website developed to enable smarter marketing opportunities across multiple digital platforms. Rational for new website: • Mobile responsive to reflect the increased traffic using this platform to view websites • Aim to use our website like a funnel – direct people from our site to members – can show direct results for members • Be image heavy (rather than text heavy) and showcase the significant upgrades to the region 2. Increased integration of User Generated Content • Utilised influencer content • Influencers can engage their fans and express themselves through authentic and engaging content, which their followers look to for inspiration. 3. Introduction of a structured monthly content plan facilitated the ability to better integrate all digital platforms together. This strategy is proving to be highly successful and will continue to be refined over the coming months. 4. Introduction of a Leisure EDM ( Electronic Direct Mail) As a result of a campaign there were 4,488 subscribers within the first week.

A great big thanks to Mary and the team for a really informative and enlightening week in the Capricorn region. From Rockhampton through to the Capricorn Caves, Byfield, Yeppoon, Emu Park, Great Keppel Island and everything between – Around every corner was something unique and unexpected. It was great to be able to see the breadth of product available and to connect with tourism operators to gain their insights on their international markets and to explain some of the work that Tourism Australia is undertaking. I look forward to continuing to support the Southern Great Barrier Reef team in bringing this wonderful region to the world. Pumpkin Island

Southern Great Barrier Reef

Beliebte Tauch-Spots sind Egg Rock, Outer Rock, Man and Wife Rocks (u.a. mit Barry’s Dive Yeppoon).

INSIDER-TIPP PUMPKIN ISLAND

17 TRAUMSTRÄNDE AUF GREAT KEPPEL ISLAND

MANTAROCHEN & TURTLES AUF LADY ELLIOT ISLAND BEWUNDERN Die südlichste Insel am Great Barrier Reef heißt Lady Elliot Island.

»SCHLÜPFRIGE« ZEITEN AN QUEENSLANDS STRÄNDEN

We are back in the big smoke! Just wanted to relay our gratitude for a fantastic time in SGBR. Without doubt one of the most beautiful regions in Queensland I have seen over the years. I understand now why you are all so passionate about promoting your ‘backyard’. We had a fantastic time everywhere we went, friendly people and ‘other’ wildlife everywhere we looked. Accommodation was superb in each location and excursions exciting for young and old. Rafael Duwenbeck | GM Operations, Insight Australia Travel PTY LTD – July 2018 5

“

We were visiting the Yeppoon area for a week and went to the Information Centre to ask about trips to the hinterland. I had seen a photo of an area near Yeppoon on Instagram and really wanted to check it out. Not remembering the name of the place I described it to the two ladies and they immediately figured out where I wanted to go. They gave us a map of the Byfield area, and told us which places were the best to see. So helpful and friendly! Thanks to those lovely ladies my husband and I had the best afternoon exploring Upper Stony Creek and Waterpark at Byfield.

30 Years of ‘Welcomes’

In 1988, thirty years ago, the Capricorn Coast Visitor Information Centre, Yeppoon opened with $80,000 in debt and operated entirely by volunteers and a volunteer Management Committee. Back in 1981, the Capricorn Coast Tourist Organisation (CCTO) Inc. was formed, championed by Brian Hooper. In 1988, thirty years ago, the Capricorn Coast Visitor Information Centre, Yeppoon opened with $80,000 in debt and operated entirely by volunteers and a volunteer Management Committee. In September 1989, the Capricorn Coast Mirror commenced a fundraising campaign and by early 1990, the debt had been reduced to $55,000. By September 1990, the debt was reduced to $18,000. In October 1990, the CCTO’s first Secretary/Manager, Lori Harrison was employed on a modest part-time stipend. By April 1991, the newspaper campaign fell just $8,000 short of the target, but by October 1992, the CCTO was debt free, all thanks to generous donations by the business community. In 1993, Noelene Edwards commenced the part-time role as VIC Secretary Co-ordinator. In 1996, the CCTO employed its first full time General Manager, Mary Carroll, who would remain in the role for the next ten and a half years to 2006. In that decade, the Organisation trained 7 mature aged and school based trainees, with Bronwyn Welk winning the Aboriginal & Torres Strait Islander Student of the Year Award at the CQ Training Awards in 1997. The Organisation would receive a string of Awards over that decade in what was then called, the Central Queensland Southern Reef Tourism Awards for the Visitor Information Centre and its wonderful volunteers; as well as Management, Tourism and Business accolades. By 2002, the Organisation could afford a second parttime employee, with Katrina Schick joining the General Manager. Then from 2004 to 2006, Christine King was employed as a second full-time employee. Three General Managers would follow over the next three years from 2007 to 2009 – Doug Burton, Jacqueline Nagle and Chantelle Fairweather. In 2009, the CCTO Management Committee agreed to merge with Capricorn Tourism (CTDO), the Regional Tourism Organisation, and in 2010, the CCTO was wound down, by which time, Mary Carroll had returned to the role of Chief Executive Officer of CTDO, which subsequently merged with RRDL to form Capricorn Tourism and Economic Development Ltd (trading as Capricorn Enterprise).

38

Facilitating Future Prosperity

From 2009 to 2018, the Capricorn Coast Visitor Information Centre (VIC) has been ably operated seven (7) days a week by its wonderful volunteers and a VIC Supervisor who reports to the CEO. VIC Supervisors from 2009 to 2018 have been Lauren Keen, Michelle Pownall, Nathias Warhill, Janine Crute (2010-2011), Mindy Bambrick (2012-15), Matt Cook (6 months caretaker) and Leanne Smith (2016-2018) who from 2018, job-shares with Kathi Perry. In 2011, Beverley Gilligan and Trevor Belz were nominated by Mary Carroll for the Queensland Tourism Awards for Outstanding Contribution by a Volunteer or Volunteer Group and they won GOLD! Trevor left this earth in 2015, but we know it was the proudest moment of his life, receiving his award from the then Premier Anna Bligh MP.
