Bakerschools give taxbreak,brace forjob cuts

Bakerresidents willsee lower property tax bills in January after asharplydivided city school board fell one vote short in keeping tax rates at current levels, meaning a looming budget cut and potential layoffs of school staff.

The East BatonRouge Parish Metro Council announced aseries of public meetingsto discuss proposedamendments to the East Baton Rouge Parish Plan of Government, which will appear on the ballot in the Nov 5election.

One meeting is Oct. 17 at Zachary Branch Library,1900 Church St.; another Oct. 24, at Baker BranchLibrary, 3501 Groom Road.

Other meetings are Oct.8, Main Library,7711 Goodwood Blvd.; Oct. 15, Fairwood Branch Library,12910 Old Hammond Hwy.; and Oct. 28, Bluebonnet Regional Library,9200 Bluebonnet Blvd. All meetings are scheduled from 6p.m. to 7:30 p.m.

These meetings provide an opportunity for residents to engage with the proposed changes, ask questions, and offer feedback.

Trunk-or-Treat

Local businesses and organizations will participate in the fourth annual Trunk-or-Treat from 3p.m. to 5:30 p.m. Oct.27 on Lee Street. The Zachary United Methodist Little School Fall Fest is from 3p.m. to 6p.m., Oct.19. Trunk-or-treat, games, food, face painting, silent auctions, crafts, booths and inflatables will be on hand. The school is seeking vendors and crafters to participate. Aspot is $50.

Stroder,who took over as school leadersinMarch2023, hasalready presided over aseries of job cuts.

benefits of higher property values. Property taxrates are knownasmillages. To roll forward the millages, boards need a two-thirds supermajority. Tuesday’svote means that propertytaxes in 2024 will decrease $34.13 forahome in Baker assessed at $150,000 and $79.63 for one assessed at $250,000.UnderLouisiana’s homestead exemption, thefirst $75,000 in value remains untaxed.

nique Butler and Alteen Profits prevail on the vast majority of divided votes, since almost all items require only asimplemajority of three votes. Opposing board members Clara Joseph and Linda Perkins, however can prevail if asupermajorityisrequired as is the case here.

“The motion does not carry,” Joyce said after the split vote. “And Ithink this is totally outrageous.”

“It is outrageous,” Butler agreed.

NeitherJoseph or Perkinssaida word before the vote. Afterward, Joyce asked each of them to publicly explain why Perkins defiantly refused to explain herself. Joseph told Burges that she thinks the schools are financially mismanaged.

“I’ve talked to several people and Isee where money is not being spent properly,” Joseph said. “So why give more money?”

Joseph also pointed to an ongoing problem she’shad with Supt. Stroder,blaming the superintendent for failing to fully answer the many questions she poses in periodic emails. She noted that Stroder recently declined to keep answering her emails as

he had been doing.

“I think that’sreally demeaning,” Joseph said. “AndI’m sittingona board that serves as his boss.”

Stroder said he’sanswered every questioninevery emailJosephhas ever sent himand that’s all amatterofpublicrecord.

After the meeting, Stroder shared with The Advocate aSept. 3email to Joseph where he drew aline.

“I would be happy to meet with you anytime in person to discuss any matters,” he said. “However,ifyou prefer to continue submitting questions viaemail,I ask that you direct them to the board attorney (Brandon Decuir). The attorneywill determine if they are appropriateand fall within your scope of authority and role as aboard member.”

Burges was withering in her scorn for Joseph and Perkins.

“What you have done tonight is youhave forfeited and jeopardized and sacrificed and compromised children from getting what they need to be well educated in the City of Baker school system,” Burgessaid.

Josephand Perkins were notmoved by aseries of speakers who imploredthemto change course and “roll forward” the millage rates.

Candance Russell, principal of Baker High,saidthe school alreadyhas trouble filling teacher vacancies and she worries classsizes will increaseevenmore, overwhelming teachers.

“It trickles down that the teachers are frustrated and so forth, and then we lose those teachers,” Russell warned. “Thenthe students are not being educated like they should.”

Baker resident Admon McCastle was so mad he threatened to launch recall campaigns against Joseph and Perkins. He had special words for Joseph.

“I will never vote for you again. Never ever,” McCastle said. “You cameand satin my living room, ate my food and askedme to vote for you and Ivoted for you. But I’m going to get you. Ipromise.”

Closer to home, Milazzo was selected first team All District 4-5A and All State as ajunior in 2018 and as asenior in 2019. He also was the All Metro catcher in 2018 and 2019 when he was also named the District 4-5A MVP Going into his senior year,Milazzo participated in the Team USATournament of Stars and the National team trials over the summer.I caught one of his games in Houston and yes, he gunned someone out at second base. Milazzo’simpact to ZHS baseball teams was immediate as he started his freshman season as the Broncos (2212) advanced the second round of the 5A playoffs. During coach Fisher’sfirst year and Alex’ssophomore season they advanced to the semifinals (29-11). As an upperclassman in 2018, the Broncos had one of their best regular seasons advancing to the quarterfinals and finishing 35-4. His senior year the Broncos were 29-11 and advanced to the quarterfinals. The Broncos won the District 4-5A baseball title four times during Milazzo’stenure.

Milazzo left Zachary with acareer batting average of 0.348 with 16 stolen bases, 3home runs and 79 RBIs. He lived his dream and signed with the LSU Tigers to play baseball and through his career played in 185 games with 125 starts. Many remember the

magical 2023 LSU season where Milazzo became the first ZHS baseball alum to play in and win abaseball national championship at the College World Series. During the College World Series, he played in six games with five starts, including the last one when he memorably limped off the field anational champion. Returning to LSU in 2024, Milazzo was 24-7 in the 31 games he started as catcher and was named to the NCAA Chapel Hill Regional All-Tournament Team. Milazzo also made the SEC Academic honor roll every year as he earned his bachelor’sinsports administration. He is currently finishing apostgraduate construction management certificate. When he is not studying or preparing for his forthcoming wedding to ZHS alum Emily Hunt, Milazzo regularly participates in the Baton Rouge Miracle League’sbaseball games with special needs children and attends the Blue Boot Rodeo in Grande Isle, to raise awareness for childhood drowning. Both Milazzo and Kristian Jackson will be recognized at aHall of Fame induction ceremony at 6p.m. Oct. 24 at the ZHS athletic center.They will also receive on field recognition at halftime of the Woodlawn game on Oct. 25. The Louisiana Trust for Historic Preservation has builtadatabase of roughly 8,500 historic cemeteries across the state and invites people to submit information about grave sitesyet to be documented.

“It’sreally importanttoknow about the cemeteries because of the possibleconstruction of a building or roadorpipeline,”said Brian Davis, executive director of the nonprofit trust.

“It’sa way to respect and protect the cemeteries,” he said.

The newly launched Louisiana Register of HistoricCemeteries “is away of letting people know,

‘Thisisacemetery,’”Davis said.

“It’sespecially important in the southern part of the state,” he said.

“Because of erosion and rising sea levels, somecemeteries are going underwater,especially in lower LafourcheParish.”

OneisLeeville Cemetery,noted on the new historic cemetery registry. Thegraves there dateback to 1905, when there was an epidemicofyellow fever Locally,Tangipahoahas 383 cemeteries on the list and East Feliciana has 288. The list also includes Ascension with 91, Livingston with 383 and West Feliciana with134.

The Zachary area has 30. TheLouisianaTrust of Historic Preservation worked on the new

database over thepastyear,with the help of the Louisiana Cemetery Board andgraduate students in Tulane University’smaster’sof scienceprograminhistoric preservation, Davis said.

Peoplewho are familiarwith any of the cemeteries currently on the listare invitedtoadd information about the spot, he said.

“Whatare the grave markers madeof? Is there achurch nearby?”Davis said. “Ifthere’sa militarymarker on the headstone, what war is it from?”

People can also add theirown photos.

For thosewho would like to see acemetery certified and added to the historic cemeteries register,

one of three conditions must be met:

n It must be 50 or more years, since thefirst burial, and/or

n It must contain the burial of a person of local, state or national importance by reason of civic, public or military service, cultural achievement or historical significance, and/or

n It must contain structures that are considered architecturally significant Thereisnofee to nominate a cemetery to be certified.

The newregistry is also atool for those who have studied their family’sgenealogy and may be able to tracethe restingplace of oneof their ancestors to aquietLouisiana

cemetery And, saidDavid, the certification of acemetery may encourage families to organize voluntary cleaning days andcreatefamily awareness.

Acemetery could be “one burial or hundreds,” he said.

“Folks who maynot have had the means to put aheadstonewould sometimes plant atree,” Davis said. “You’ll see arow of trees, a family’smarkers.”

“When you see aclump of trees out in afield, it often means a building once stood there or it’sa sign that it’sacemetery,” he said.

On Sept. 28, the Zachary High boys and girls crosscountry teams wonthe Nicholls State University CrossCountry Invitational 5K in Thibodaux.

Max Gennaro was the first place individual champion, and Nala Mitchel led the girls’team with herfourth place finish.
