Special to The Advocate CLINTON — The East Feliciana Parish Police Jury adopted ordinances Tuesday to continue collecting sales taxes for garbage collection and road and bridge work. The taxes, totaling 2 percent on the dollar, would have expired Dec. 31, but voters in the Dec. 6 election narrowly approved renewing them for another 10 years. “We need to thank the public. It was a close election, but they were all renewed,” jury President Lewis Kent said of the four tax proposals on the ballot. The first proposition, for a three-fourths-cent sales tax for garbage collection service, passed by a vote of 3,542 to 3,010. The second, a one-fourthcent sales tax also for garbage service, passed 3,485 to 3,036. The third proposal, a 1-cent sales tax divided among the Police Jury and the parish’s five municipalities by a population formula for road and bridge work, was favored by 3,576 voters while 3,058 opposed it. Slaughter Mayor Robert Jackson complained last month that the distribution formula is outdated and shortchanges his town, but jurors said it was too late to change the formula because it was included in the proposition already on the ballot. They told Jackson the parish could consider changing the formula in a special election next year, but Parish Manager J.R. Rouchon said basing it on the 2010 federal census would result in four municipalities losing money to Slaughter and the Police Jury. Thanks to an innovative partnership between the West Feliciana Fire Protection District 1 and the parish’s hospital, a new fire station soon will be constructed near The Bluffs. The fire protection district is a mostly volunteer organization that serves the unincorporated areas of the parish, providing fire protection and emergency services. A bid for $649,000 by Blount General Contractors of Walker has been accepted to build the 4,664-square-foot fire station, and the final plans were approved by the fire district’s and the hospital’s boards of commissioners. The station will include a 2,500-square-foot engine bay for two fire trucks and an ambulance. It also will have two separate living quarters, both slightly more than 1,000 square feet. Construction is expected to begin this month with a completion date of Aug. 15. “The Fire Department had been trying to get it built for about 10 years,” Fire Chief James Wood said. “The Property Insurance Association of Louisiana has rated us as Class 5 on a 10-point scale and told us we needed a station in The Bluffs area because the other stations are too far away.” The property for the station, about a half-acre, was donated by Bluffs owner Claude Penn, near the entrance sign at the development’s front entrance off La. 965. More than 100 people, including state officials, were present at the Veterinary Technology/Equine event on Dec. 4 at Northshore Technical Community College Florida Parishes Campus in Greensburg. NTCC Dean Sharon Hornsby said the objective of the event was to promote the program offerings for the associate applied science degree and veterinary technology and equine noncredit programs, and to discuss the plans to build the new vet tech lab/equine barn. Public Works director receives commendation Advocate staff report

West Feliciana Parish Public Works Director Jim Ferguson received a public safety commendation from Fire Chief James Wood on behalf of the WFP Fire Protection District No. 1 at a Dec. 5 awards ceremony. Ferguson was the first administrative official recognized by the Fire Protection District for contributing to public safety, Wood said. Ferguson received the commendation for his efforts from April to December. “Jim Ferguson is recognized for his actions inclusive of stakeholders that have resulted in more open dialogue between planning officials, developers and public safety officials,� Wood said. Wood said Ferguson has worked with emergency response agencies when the need for closing roads and bridges arose to ensure measures were in place for quick access during emergencies. Ferguson also advocated and managed several improvements to parish roads including new signage, widening of

Bains Road between campuses and prompt attention to road hazards and drainage issues, Wood said. “He continues to work diligently to improve the West Feliciana Development Code by providing recommendations, revisions and amendments that are inclusive of public safety concerns,� Wood said. Wood said Ferguson’s actions have a direct bearing on the ability and capability of the Fire Protection District to effectively carry out its mission each day. “As public servants, the general welfare and safety of the citizens are what we strive to provide and maintaining a positive relationship with other parish departments, as well as having open communication channels allows a synergy that benefits the entire parish,� Ferguson said. Past recipients of the commendation include Bert Barbers, police jury president, 2002; W.D. Spillman, assessor, 2002; Ralph Ladiner, director of communications, 2012; and Jerald Smith, Joseph Russel and Beau Welch, Sheriff’s Office deputies, 2013.

Fire Protection District No. 1 held its annual awards banquet Dec. 5 honoring firefighters and personnel who have contributed to the safety of residents, businesses and communities in West Feliciana Parish throughout the year. Fire Chief James Wood thanked the firefighters, their families, board members and fire officers for their sacrifices and service to their communities before presenting awards. The Outstanding Fire Station award went to Tunica and Weyanoke fire stations for having the best percentages of responses and training. Team commendation awards were given to firefighter crews for their actions while responding to difficult emergency incidents in 2014. The awards were presented to the crews who responded to the Myrtles Plantation fire, a three-vehicle wreck on La. 10 that required airlifting patients to a nearby hospital, a single-vehicle wreck with difficult extrication on La. 66 and three large structure fires that

occurred on Pittman Road, Whitestown Road and La. 66, Wood said. For outstanding contributions to the training and mentoring of junior personnel, firefighter Lt. Rudi Shoats was given the Mentoring Award. Individual awards for outstanding service and efforts that contribute to the improvement of the overall Fire District were awarded to Shoats, Chief Doug Hines and Capt. James Dutsch. The Fire District’s Commendation Medal is awarded to a firefighter for action during an emergency incident or a member in conjunction with a service or project requiring determination, diligence, courage or skill, Wood said. “Capt. Jim Weller receives this medal for his efforts improving the district’s training program, and Safety Officer Ronnie Bourgeois for establishing a fire inspection program,� Wood said. Star of Life awards were presented to fire personnel who performed a rescue or medical intervention that directly led to the saving or prolonging of a

life. Weller, Capt. Casey Phenald and firefighters Robert Hines and Payton Richardson received the Star of Life awards, Wood said. Recruit of the Year awards were presented to Austin Loyacono and Virginia Brandt; Firefighter of the Year went to Robert Hines; Officer of the Year was awarded to Chief Russell Achord; and the Leadership Award was earned by Capt. Bonnie Hines. For the first time in the fire district’s history, the presentation of Dedication and Sacrifice awards were given to personnel receiving significant lineof-duty injuries while serving the residents of West Feliciana. Firefighters Joe Morgan and Lt. Chris McCartey received the honor for injuries sustained in 2014, while Weller was honored for a previous injury, Wood said. In addition to honoring Fire

Protection District 1 personnel, Wood presented the Fire District’s Public Safety Commendation to Jim Ferguson, director of public works for West Feliciana, for his outstanding contributions to public safety within the past year. Wood also recognized Bobby Oliveaux with the district’s Good Citizen Award for his assistance with two separate incidents and in rescuing a man suffering a medical emergency. Wood presented certificates to personnel who were promoted Dec. 1: firefighter Hines was promoted to captain at the Spillman Fire Station; Dutsch was promoted to district chief of apparatus and facilities; and Capt. Hines was promoted to chief of public education. “Congratulations to everyone honored here tonight for your service and dedication,� Wood said.

Congratulations are in order for St. Francisville Mayor Billy D’Aquilla and his sleigh, Buttercup. The West Feliciana mayor is the winner of East Feliciana’s ninth annual Ebenezer Scrooge Reindeer Races held Saturday in the town of Jackson. D’Aquilla partnered with East Feliciana native Marcus McGehee, and the two won their heat against Jackson’s Scotty Dawson and Chris Guillot, of the Volunteer Fire Department. D’Aquilla, who was the Sleigh Executive Rider, was pushed by a blindfolded McGehee, who was the Motivating Individual of the team. The pair won the championship race. It was a pleasure to meet Yolanda D’Aquilla and Mayor Billy on Saturday.

Advocate staff report Local organic farmer and beekeeper Amy West talked about bees, rehabilitating animals and other animal-related things during a recent visit to Bains Elementary School in St. Francisville. “Did you know cats sweat through their paws?” West asked students. West rehabilitates animals from area shelters and the wild, and some find their way to her back porch. “I don’t seek them out necessarily, but they manage to find me,” said West, whose 5-acre property in Wakefield, north of St. Francisville, includes a geodesic dome home, large garden and 80-foot greenhouse. The retired East Baton Rouge and St. Tammany Parish teacher says she’s nursed chicks, kittens, squirrels, turtles, a possum and some puppies back to health. Locals have dropped off a guinea pig, snakes and kittens, and a peacock and pot-bellied pig have turned up on her property. “My neighbor calls me the animal whisperer,” West said. “My mom always had plenty of animals around and was involved with them in some way, so I became involved with animals, raising my kids around them. We can all learn a lot from animals.” According to Bains Gifted Enrichment Teams teacher Marjorie Dubea, West provides a wealth of information in the community. West has visited the St. Francisville school several times over the past three months, allowing students to hold and pet the animals while they learn scientific facts about each spe-

In September, West brought kittens from an animal shelter that she was bottle feeding because they lost their mother too soon. Two corn snakes and an in-

jured box turtle visited in October, teaching the students what cold-blooded and exothermic mean, Dubea said. According to Dubea, her students look forward to meeting the animals up close and learning about them. West said she intends to return to Bains in January with some wild bats that live on her farm. “I had to tell the students, No, they’re not fruit bats because that species doesn’t live here, and no, they’re not vampire bats. They’re just tiny little creatures that like to eat mosquitoes,” West said.

As a first-time attendee to the annual Ebenezer Scrooge Reindeer Races in Jackson, I must say I was really impressed. Well-organized with a touch of madness, hilarious but competitive, original yet obviously still full of surprises after nine years. My only regret is that the shots of the Jackson volunteer firefighter resuscitating what can only be described as an “angry, nonflying bird� didn’t come out very clearly. Otherwise, they’d have been splashed across the front page for all to wonder: What in the world is going on in Jackson? Well, I say, let ’em wonder. If you don’t know about the reindeer races on Bowser, Buttercup and Fang, the OFish-Als, the “snowballs� and the MI-SER teams, well, they can’t really be explained, only experienced. And what an experience it was.

Centenary State Historic Site in Jackson hosts daily tours beginning at the Professor’s House and consisting of an introduction to the site’s history and a tour through the house. The tour continues outside and passes by the original locations of the East Wing Dormitory and main academic building on the way to the West Wing Dormitory. Jurors also agreed to advertise a vacancy on the Planning and Zoning Commission. Member J. Curtis Jelks resigned after winning a seat on the East Feliciana Parish School Board. Clinton native Yoursheka D. George received word Oct. 30 that she passed the Louisiana bar exam, permitting her to practice law in her home state. George is a 2003 graduate of Clinton High School, where she was band captain, battalion commander and student body president. From Southern University, George she earned a bachelor’s degree in history in 2006 and a master’s degree in public administration in 2009. She received her law degree from Southern University Law Center in 2013. George is the daughter of Rosetta George, of Clinton, and godmother to Samaria Harrell and Laila Robertson. She is a member of Delta Sigma Theta sorority and Rose Hill Church in Baton Rouge. George said she attributes much of her academic success to the educational foundation she received from the East Feliciana Parish School System.

“It was in Mrs. Carolyn Davis’s fourth-grade class that I decided to one day become an attorney,” George said. “I began working toward this goal from that day forward.” George also attributes much of her success to the support she received from her family members and friends. George works as an attorney with Thomson Reuters in Carrollton, Texas. “I have hopes of beginning my own practice in Louisiana, focusing on family, criminal and personal injury law in the very near future,” George said.

giving and forgetting the not-somemorable parts of life is the key to success in life. From personal experience, I have found that life is much simpler when I challenge myself to forgive others and move on for the sake of peace. Many times, it is hard for us to forgive others because we live on a soapbox. I guess it is in each of our DNA to feel as if we are never at fault in situations. But I am here to remind everyone that there is an internal problem if we feel we are always right in situations and other people are always wrong. We should give ourselves a daily check. First and foremost, we should rehearse the day’s events and see where we erred. Is there someone we did not treat fairly? Secondly, we should make sure there is nothing being held internally on our part against anyone else. So often in life, we hold on to extremely unnecessary and petty rifts. Unfortunately, the only person being hurt by holding on to trivial matters is the person holding on to it. Yes, many occurrences in life are seemly inexplicable and we

all wish certain things would have never happened. But the beauty of life is the challenges it brings and even more so the resolve we must show in rising to the occasion of beating the challenge. The challenge I have for each of us is to learn and practice the simple technique of forgiveness. Forgiving many times is much easier said than done, but why suffer the agony and pain of holding on to something you cannot change? Why waste precious time and the opportunity to nurture precious relationships? Forgiveness is a powerful tool. Forgiveness exemplifies love and it also shows a willing-

ness on the part of the individual to live above pettiness. Learning to forgive won’t happen overnight. It is a daily process that must be dealt with intentionally and strategically. I encourage everyone this coming week to forgive. Forgive others. Forgive yourself. And encourage others to forgive as well. Our world needs it. Forgiveness is the bandage for scarred emotions and the glue for broken hearts. Forgiveness is an indispensable ingredient to life. Take charge of it and watch your life go to new levels. Building soccer team year-round effort When Arthur Mott accepted the job to be the girls soccer coach for West Feliciana High School, he decided right away that he wasn’t going to just guide the team; he wanted to build a program. “I knew it was a lot more, it was all about the kids,” said Mott, who has coached the high school girls for eight years and the middle school team for three years. “Playing soccer is just a part of it. I want them to enjoy playing and being part of the team.” Mott, an electrical engineer, works part-time as a coach, serving basically as a volunteer because of the small stipend he receives, and any money generated by the program helps augment the team’s tight operating budget. Soccer activities, like other varsity sports, happen yearround and require funding. For example, Mott helps coordinate off-season events like technical training at an indoor facility in Baton Rouge. He holds an annual teambuilding retreat where, for two days and two nights, the girls participate in activities that are designed to help the team gel before the first practice. Among the retreat’s

activities are go-cart riding, horseback riding, a bonfire, team dinners and several hours of team-building games. And during the season, there are regular practices and a full schedule of games. Each year, a coach from Louisiana College visits the school to teach fundamentals to the team. There are fun activities, too. On Jan. 10, the team will play a double-header in New Orleans. In between games, they’ll take a side trip to the Audubon Zoo. Unlike other schools that benefit from established club and recreational leagues, a big challenge for West Feliciana is attracting sufficient numbers of players to fill two rosters. “The hardest part is how to get the numbers up and attract players that haven’t played soccer into it to field

varsity and junior varsity teams,” said Mott, who has 24 girls on his roster. He gives a lot of credit to assistant coach Andrea Bergeron for helping him manage the squads and manager Claire Smith for invaluable support. The Lady Saints began this season with scrimmages against St. Joseph’s and Woodlawn. Since then, they are 3-11 in a 21-match season with the Division III state tournament at the end of the season. Teams take to Jackson streets for annual race BY STACY GILL

sgill@theadvocate.com The ninth annual unconventional, if not zany, Ebenezer Scrooge Reindeer Races presented by the Jackson Tourism Enhancement Committee took off Saturday in the town of Jackson. Jim Hendrickson, of JTEC, whose title for the event was “O-Fish-Al,” initiated the first of four races with a shot from a starter pistol that was followed by much madness and mayhem. In past years, the races featured nine teams — three heats consisting of three teams — but this year only seven teams participated, representing East and West Feliciana. Teams from competing towns consisted of two people: the Motivating Individual who pushed

the Sleigh Executive Rider. “Motivating Individuals are blindfolded and must wear reindeer antlers as a sign of their exalted status,” said Hendrickson. “MIs are guided by their SERs with verbal commands only.” Race leaders followed the sleighs, named Bowser, Buttercup and Fang, throughout the race course ensuring teams committed no fouls. If a foul was committed by a racing team, it was halted on the spot and required to spin around in a circle three times before proceeding on the course, according to the “o-fishal” race rules. Fouls could be earned by touching a cone, running off course, running into a parked car or some other foullike action.

Each team was given “snowballs” to lob at attendees, but hitting a race “O-Fish-Al” with a snowball was prohibited. Competing teams included Jackson Tax Assessor Jeff Gardner and Garrett Gardner against Clinton Mayor Lori Ann Bell pushed by Police Chief Fred Dunn and Norwood Alderman Willie Duncan and his wife Tonia Duncan. Team Clinton won the first heat. Jackson town treasurer Holli Gilmore and husband Noel Gilmore competed against Jackson Town Marshal Larry Sagely who pushed Natile Busillo. The Gilmores won the heat. St. Francisville Mayor Billy D’Aquilla and last-minute teammate Marcus McGehee became a team and won their heat against Scotty Dawson,

Edna Thomas, Director presented the 2014 Holiday Greetings Card Winner of Miss Mikaela Payne, 6th Grader, Slaughter Elementary and her Parents Paul and Paula Payne. Director Edna Thomas presented Miss Mikaela and her Parents with copies of her winning card and related gift item. Board President Bradford turned the floor over to Dr. Lewis. Dr. Lewis recognized the Trabona’s Scholar Program Recipient Miss Ebone’ Ferguson, former EFHS Graduate who attends Southeastern University in Hammond, as part of our School System Business Partnership. He noted that College Students who are employed with Trabona’s have the opportunity to receive up to $7,000.00 in Scholarship Funds for 4Years of College, subject to maintaining required GPA and College Enrollment Status. The Trabona’s Scholar Program is made available in association with the Grocery Retailers Manufacturers Association (GRMA). He also noted that two (2) of our EFHS Students that are currently employed with Trabona’s plan to take advantage of this Scholarship Program after they graduate are Tiara George and Charquela King. He noted Nick Trabona, Owner, Trabona’s Food Store is pleased the School Board is interested in this scholarship program and appreciates the support. He related a little bit about myself, both Parents are from Louisiana, right up the road in St. Landry Parish, lifelong learner, Undergrad Degree from LSU, Graduate Degree from University of Alaska, Anchorage, Doctorate from St. Johns. He noted liking to tell folks he was raised in Alexandria, Louisiana on England Air Force Base, but matured in Alaska for 23+ years, but Louisiana is always home. Item 7.A. Board President Bradford turned the floor over to Dr. Lewis. Dr. Lewis related to Board Members present this last item is in reference to East Feliciana High School, this item will also be brought back in the Spring Semester to look at long term, because everyone on the Board understands the trouble we had in securing a Principal at the High School. He noted it is very hard to find High School Principals and even with talking with other Superintendents in surrounding Districts, almost no one wants to take on a High School Principalship because of the hours and the requirements. He related pretty much when you take on the assignment of being a High School Principal, it pretty much becomes your life. He noted if you can recall when we had the SIG Grant the Principal of the High School received an additional stipend and we feel that we need this in reference to keep someone and give our Students stability at the High School. But again, we are asking to do this for the remainder of this School Year and in the Springtime to come back and to look at doing this permanently so that we can continue to secure stability for the Students at East Feliciana High School. Motion by Mr. Brooks, seconded by Miss Matthews for Board approval and acceptance of Dr. Lewis recommendation for addition to 2014/2015 SY/FY Salary Supplement Schedule of annual stipend for East Feliciana High School Principal, pro-rated to date of employment {funding source: EFHS Title II Funds}. After some discussion lead by Board Member Terrell who questioned in reference to the amount, what are we approving, Dr. Lewis related it is $850.00 a month, Vice-President Harrell questioned monthly, Dr. Lewis related yes, monthly, which would be $10,200.00 for the year, Board Member Kent questioned the funding being Title II Funds, Dr. Lewis related yes, that is coming out Title II, Board President Bradford then proceeded with the vote. BLUFFS FIRE AND EMS STATION: Chief Wood presented the board with a bid of $649,000 from Blount General Contractors L.L.C. for the construction of the Bluffs Fire and EMS Station. The building came in at 139.15 per square foot. It was designed to meet the Bluffs Architectural requirements, has an emergency generator, three bays and living quarters for both fire and EMS personnel. The two organizations would split the cost based on square footage used. The break down would be approximately $384,000 to the Fire Protection District and $265,000 to the Hospital. The board discussed the bid and building costs. Motion by Mr. Bourgeois and second by Mr. Smith to approve the building construction contingent upon the approval of the West Feliciana Parish Hospital Board for their portion of the building and authorize the Fire Chief to sign necessary contracts. Motion carried all in favor. Motion by Mr. Bourgeois and second by Mr. Stelly to award the bid to Blount General Contractors contingent upon the Hospital agreeing to pay for their portion of the building. Bridge Burnett Road Repairs: Mayor D’Aquilla informed the board that the Parish has completed the bridge repairs and the bridge reopened Friday November 7th. The total cost of the bridge repairs provided by West Feliciana Parish came to $19,428.34. Mayor expressed his appreciation for the Parish providing these services so quickly and will send them a check tomorrow.

WHEREAS, as a Lawrason Act municipality, the Town of St. Francisville has jurisdiction over all streets, roads, thoroughfares within its corporate limits, and has the power and authority to revoke any dedication of streets within its limits under the provisions of La. R. S. 48:701; and

Royal Street Update: Center for Planning Excellence (CPEX) provided some preliminary recommendations for traffic calming solutions for Royal Street by email. CPEX will set a future date to meet with the Board and provide their final recommendation.

• Villavaso & Associates conducted an additional two hour training session for members of the Board of Adjustment of the Town of St. Francisville on Monday, October 20, 2014. This training completely fulfills the “four hour requirement” that Act 859 of the 2004 Regular Session of the Louisiana Legislature requires for members of the St. Francisville Board of Adjustment. The Parish School Board of the Parish of West Feliciana, State of Louisiana, was duly convened as the governing authority of said parish for school purposes by Honorable Kevin Beauchamp, President, who then stated that the Parish School board was ready for the transaction of business.

Public Budget Hearing President Beauchamp announced the beginning of the Public Budget Hearing and turned it over to Ms. Davis, who presented the $28 million budget for the current school year for General Fund and all Federal and State funds. Ms. Davis referred to the major sources of revenues: property taxes at 37%, sales taxes at 18.7% and MFP at approximately 42%. She also addressed increases in expenditures, such as in retirement and insurance costs; with the largest expenditures being salaries and benefits for employees.

• Contract #1 – NATURAL GAS CHARGES BLENDING AGREEMENT. Motion made by James R. Leake, seconded by Robert P. Leake to approve the Natural Gas Charges Blending Agreement as presented. Motion carried.

During the Public Hearing, the Consolidated Budget FY 2014-2015 was reviewed in detail by Ms. Davis. It was moved by Ms. McKinney, seconded by Mr. Cornette to Adopt the Consolidated Budget Resolution for FY2014-2015, as presented. Vote was unanimous. Motion Carried.

Mr. Sid Hebert with Brown and Brown of Louisiana presented the insurance renewal package for the LA Public Schools Risk Management (LARMA) for the period October 1, 2014 to September 30, 2015, along with Fleet (Auto) Liability, General Liability and School Leaders E&O Insurance. This year’s premium is 10% lower than last year, at $79,467.00. Breakdown is as follows: General Liability $21,881.00 Automobile Liability $40,621.00 Medical Payments $ 5,130.00 Auto Physical Damage $ 6,425.00 School Leaders E&O $ 5,410.00 It was moved by Ms. O’Brien, seconded by Mr. Coats to approve renewal of LARMA. Vote was unanimous. Motion Carried. Superintendent Milton addressed Policy on Act 853 of 2014 LA Legislature, which was given to the Board as a Draft. This policy offers change in school choice for students outside of the district. Staff will be working on procedures on implementation of this Ac in the upcoming months. Pecan Grove Superintendent Milton informed the Board that as part of engaging a professional firm for the environmental cleanup of the Pecan Grove project, he has received one quote and is in the process of getting another one. He added that we will work closely with President Couhig to allow the entities presently using the property to continue to operate and to make a smooth transition during the relocation process by the entity and the parish. Personnel Items for Board Approval The Board was asked to approve the following request: I. Permission to create Salary Schedule: 1) Permission to change Child Specific pay from minimum wage to a salary schedule based on the same earnings and advancement as all other noninstructional employees. II. Permission to Hire: 1) Paraprofessional (new position), Bains Elementary, FY14-15. 2) Part-time Art Teacher (new position), Bains Lower Elementary for the 2014-15 School Year only, 7 hours per week not to exceed $11,000. Some of the issues addressed by the Superintendent were as follows: ❖ Superintendent Personnel Changes ❖ Sales Tax Report ❖ Announcements: • Superintendent Milton announced that Board Member David Cornette will finish his term in December and has decided not to run again. Mr. Milton thanked Mr. Cornette for his years of service, for his support of the schoolsystem, and wishes him the best! President Beauchamp added “David has taken his position as a board member very seriously and he will be missed.” • Mr. Jason McCray is now an Adjunct Professor with BRCC. This will allow the high school to offer college credits to students. • Superintendent Milton announced the partnership between WFPSB and LSU – “Believe and Prepare” Grant. A celebration is planned for Tuesday, September 23 at WFHS Library. He encouraged board members to attend. • The Ice Bucket Challenge for ALS was a huge success. Thanks to all who participated! • We thank Entergy for providing a $12,250 Grant for the STEM Robotics program at WFMS. • Our partnership with Raising Canes over the last two years has produced over $10,000 in incentives. • We encourage Board Members to come out to support The Saints at the first home game on Friday, September 5 @ 7 PM. If you cannot make it, remember to listen to 88.3. • Superintendent Milton was nominated by a BESE Board Member to serve on the 8g Advisory Committee and has accepted the nomination. • We will bring back to our next meeting a list of mediators for approval for personnel matters involving certificated employees. • Initial but unofficial letter grades for the 2014 school year are: Bains Lower A, Bains A, and WFMS A. • All of our Open House programs have been completed. A special thanks to the schools for doing an amazing job with the programs. • Quentin Messier, Assistant Secretary of Louisiana Economic Development, will complete a tour of our schools on September 26. The Baton Rouge Area Chamber (BRAC) is providing a spotlight on our district in their upcoming newsletter for our work with LSU on STEM projects and our Believe and Prepare grant. •

Recognitions & Presentations Congratulations to Ms. Contessia Brooks, who has been selected as a member of the Early Childhood Care and Education Advisory Council by the Board of Elementary and Secondary Education and the Louisiana Department of Education. Congratulations to Ricky Chatman, Jr., a junior who transferred to West Feliciana from Baton Rouge. Superintendent Milton recognized him for his perseverance since he has to sit out this year and yet attends every practice patiently waiting to play next year. He’s not only an athlete on the field but a wonderful student in the classroom. Ricky’s father, Ricky Chatman, Sr., said, “Education supersedes everything. He is a student athlete, not an athlete student.” The board enjoyed a video presentation, which was created with the assistance of Kevin McQuarn, Chief Videographer with The Advocate. Superintendent Milton proudly announced that this video has gone viral across the state and the nation. It has brought us lots of visitors who want to see how we are implementing Common Core. The “stars” in the video were asked to attend the meeting: Ms. Tonya Aaron, Ms. Wendy Richardson, Ms. Jean Woodside, and Ms. Carla Jackson. They were recognized for their hard work and efforts to bring the standards to life in the classroom. “Although it has not been easy, our teachers took the challenge for kids and we are seeing the fruits of our labor. Mr. McQuarn will come back to make other videos that will include students and their views on common core.” Other School Board Business Superintendent Milton informed the board that he has been working with Mr. Jim Ferguson, Director of Public Works, Planning and Zoning for the parish, to get more information on the cleanup cost from the beginning to the end of the Pecan Grove project. He asked the board for more time. The goal is to slow the process down in order to obtain qualifications statements from consulting firms. Superintendent Milton wants to ensure that the board gets the appropriate information to make an informed decision. Information needed to do specifications for the bidding process should take up to 8 weeks. Superintendent Personnel Changes Sales Tax Report Announcements: The district has achieved an overall grade of A for the third year in a row. Superintendent Milton thanked every employee in the system, including not only the teachers and administrative staff, but also bus drivers, janitors, and cafeteria workers, all of whom keep as their focus the vision of helping all students meet their potential. The high school earned a letter grade of B, primarily because of the need for a “robust career training” program. “We have to take a proactive approach,” Milton said, and find “federal and state grants to make this happen.” Still, West Feliciana is “a lead grantee of the Baton Rouge Jump Start program, the State’s new career education program.” As for academics, Superintendent Milton reminded the audience that West Feliciana was first in End-of-Course achievement and said of the high school’s principal, “Mr. Carroll flat out has his foot on the accelerator,” keeping academic achievement “in sharp focus.” “We must do a better job of communicating the need for more trades courses.”
