ST. FRANCISVILLE — Imagine the experience of traveling deep underground in a coal mine elevator. Or meeting Thomas Edison and hearing him explain how he invented the light bulb. Those are just two of the featured exhibits about the production of energy in the recently unveiled Energy Education Center on the second floor of Entergy’s administrative building at River Bend Nuclear Station. The new center is the result of a collaborative partnership between members of the North American Young Generation in Nuclear chapter at River Bend and the Louisiana Nuclear Society. The new center is in the same space as the old information center. “I saw we had all of this capability right here and we hadn’t done much with

it for a long time,” said Jeff Hausaman, a nuclear reactor engineer with River Bend who spearheaded the education center project. “The resources were here and we weren’t utilizing them.” Since September, Hausaman and a group of volunteers worked during their off time and on weekends to finish the new education center. They have updated many of the old exhibits that were in place, and they’ve added a number of new ones as well. They also modernized the center to make learning about energy and its production appealing to youngsters of all ages. Hausaman said he first came up with the idea after a visit to the LIGO Science Education Center in Livingston Parish. “We wanted to use the resources that were here and äSee CENTER, page 2G

Agency trains shelter dogs to sniff out drugs

Purebred drug dogs can cost up to $35,000 once they are trained, but Sheriff Nat Williams said it cost his office $2,900 to put Gundy on duty. Williams said he applied for a grant through the Universal K9 program to purchase the dog. The program rescues dogs from shelters and trains them to sniff out contraband. The dogs are trained to look for marijuana, meth, heroin, cocaine and ecstasy, he said. Once the dogs are trained, they are sold at discounted prices or given to law enforcement agencies.

It’s a win for the dog and a win for small departments like St. Helena Parish that don’t have a lot of money. “The department is grateful for this program. We were able to rescue a dog, utilize him and give him back to the community,” Williams said. Baker attended a two-week training program in San Antonio, Texas, with Gundy before he could bring him back to Greensburg. Police Jury announces leadership, priorities BY JAMES MINTON

Special to The Advocate CLINTON — East Feliciana Parish Police Juror Dennis Aucoin regained his post as jury president by a 5-4 vote Monday in the jury’s first meeting of the year. Outgoing President Louis Kent took the gavel from Aucoin a year ago by a 5-4 vote, but District 7 Juror Sean Smith was the swing vote in Monday’s

balloting. Smith joined the jury in August as the successor to longtime Juror Karl “Bubba” Chaney, who died in July after a lengthy illness. Chaney had voted for Kent in the January 2014 election, but Smith supported Aucoin on Monday. Aucoin voted for himself and also drew support from Larry Beauchamp, Chris Hall and Ed Brooks. Kent voted for himself and

got support from Dwight Hill, Keith Mills and Jason McCray. Beauchamp, the jury’s vice president, nominated Brooks as his replacement, and Kent was the only juror voting against Brooks. Aucoin named Beauchamp as chairman of the Finance Committee, replacing Hill. He also named himself and Hall as Finance Committee members, but he held off on naming jurors to other committees.

Aucoin said one of his priorities in the coming year will be to secure more federal and state grants. “We’re leaving a lot of money on the table,” Aucoin said, adding that he believes neighboring St. Helena Parish is securing grants that East Feliciana is missing. During 2014, the jury repaved 33 miles of parish roads but only lowered the jury’s cash position by $1 million,

Parish Manager J.R. Rouchon said. The jury also added three pieces of road equipment to its inventory and successfully renewed four taxes that were expiring, he said. On another matter, the jury renewed its insurance coverage on parish buildings, equipment and vehicles for a price of $121,329. A representative of Dart Insurance Agency said the figure is about $900 more than the total premium for 2014.

With the help of Bains teacher Lanya Mayer, the students’ watering and weeding during recess time has paid off, resulting in the harvesting of broccoli, bush beans, kale, lettuce and radishes, Langley said. During weekly nutrition and gardening programs, Langley and Mayer have provided samples of the vegetables to the students. “The radishes were sliced and served with ranch dressing, and it was interesting to see the reactions of the students. Many had never tried a radish before,” Langley said. “Some of them even asked for seconds.” New to the children’s gardens this year was kale. Mayer prepared the vegetable by drizzling

The long-term plan, he says, is to make the education center available for school tours and open house events for the public, like the one held last month celebrating the center’s soft opening with members of the community and local educators. For now, it’s open by appointment for limited tours. The center is divided into two wings, one with an overview and history of power generation, and the other featuring nuclear power and the role of River Bend. Beside the coal mine simulator, which features a mock elevator ride down into the earth, the Energy Education Center offers a history of electricity, complete with an animatronic Thomas Ed-

ison and iPads for interactive learning about power generation. There also are hands-on experiments such as a bicycle that provides electrical power and informational exhibits about fossil fuels, solar and other energy sources. The second wing includes a control room simulator and demonstration exhibits about the role of nuclear energy in power generation. Another section focuses on the future of energy production with new technologies. Hausaman said the center should be completely finished by summer or early fall. Eventually, he hopes to have a website for the center. “It’s a continuing project for us,” Hausaman said. “We’re going to keep adding things and improving things that will explore all the facets of energy production. An integral function of the center will be engagement with the community.”

St. Helena Parish Deputy Toler Smith left for Texas on Jan. 4 to begin his two-week training with his new partner, a bulldog named Bubba. “The St. Helena Parish Sheriff’s department is committed to taking guns and drugs off of our streets,” Williams said. “Now, our hope is that the new K-9 unit will boost the tally of weapons and potentially dangerous narcotics taken off the streets of St. Helena Parish.”

ST. FRANCISVILLE — Bettsie Norton, West Feliciana Parish economic development director, has announced a free career search training class open to parish residents from 9 a.m. to noon Jan. 16. The class will be at the West Feliciana Parish Library, 5114 Burnett Road, St. Francisville. “We are very excited to offer this program to West Feliciana Parish residents. After learning of the need for job search training at a Coffee With Kevin event Dec. 22, we immediately began working to prepare a class that would teach participants how to maximize their job search activities, gain expert tips from industry professionals and nail a job interview,” Norton said.

The course will be in four parts. First, participants will be provided an overview of the greater Baton Rouge economic and job climate in 2015 and beyond. This information is important as it provides a big-picture perspective of the area’s economy; details the industry sectors forecasted to experience the most growth; and highlight the geographical areas participants might want to target their job search depending upon their skill set/ industry, Norton said. Second, participants will learn the necessary steps required to prepare job search documents — including writing a cover letter, drafting a résumé and creating a list of professional references. An informational packet with samples of each will be provided.

Participants will learn about a variety of methods to find open positions within the greater Baton Rouge area. Online job sites such as Louisiana Job Connection, Baton Rouge Area Chamber’s LIVEcapitalized program, industry associations and organizations, staffing services and other methods will be discussed as potential resources for participants to investigate when conducting their career search, Norton said. Preparation, dress and how to conduct company research for a job interview will be part of the final session. Four begin terms on East Feliciana school board BY JAMES MINTON

Special to The Advocate CLINTON — East Feliciana Parish School Board members, including four newcomers, began four-year terms Tuesday by reelecting their top officers. After East Feliciana Parish Clerk of Court David Dart administered the oaths of office to the 12 members, they re-elected Michael Bradford, of Clinton, without opposition to the presidency. Bradford has served as president for the past four years. Broderick Brooks Sr. made a run at the vice presidency, but he could garner support only from Derald Spears Sr., Melvin

Hollins and Rhonda Matthews. Beth Dawson, Tim Corcoran, Paul Kent, Bradford, Joyce Kent, Richard Terrell and J. Curtis Jelks voted to re-elect Mitch Harrell, of Jackson, as vice president. Bradford said he is keeping the same committee members as in the previous term, except that the four new members will step in for the members they replaced. The president, who won his fifth term on the board in the Dec. 6 runoff, reminded board members that their only goal is educating the parish’s children. “As long as we keep unity, we’ll have no problem,” Bradford said. On another matter, certified public

accountant Tiffani Dorsa, of the Postlethwaite and Netterville accounting firm, presented the company’s audit of the School Board’s finances for the 201314 fiscal year, saying the school system “had a very good year” in boosting its total fund balances by about $1.1 million to a total of $3.3 million. The majority of the operating surplus for the year ending June 30, 2014, came in the general fund, which supports most instructional expenditures. Through a combination of increased revenues and reduced expenditures, the general fund had an operating surplus of nearly $900,000. Board members noted that part of the

revenue increase came from sales taxes generated by oil well exploration in the parish, which is slowing because of a worldwide oil glut. Board financial adviser Tommy LeJeune agreed and said the board is looking at a tight budget this year and an even tighter budget for fiscal year 2016. Dorsa said the audit revealed problems in conducting property inventories, afterthe-fact purchase order approvals, and verifying and documenting students’ eligibility for free or reduced-price meals. Asked what letter grade she would give the school system as a result of the audit, Dorsa hesitated, then replied, “A-plus, from a financial perspective.”

Jeff Travis, chief of operations for the Department of Corrections at Angola and DCI, was instrumental in getting the bikes donated and in coordinating efforts with Roosevelt Wilkerson, president of EFP Educational Family, which works with the school system to award trophies and scholarships or tuition to students making good grades and which hosts train rides for children at family day event at a parish park. DCI’s Vets Incarcerated and Jaycees donated 10 bikes, and Angola donated 20 bicycles. According to Wilkerson, who also is a member of the EFP Drug and Alcohol Awareness Council, both groups worked to secure about $2,000 from area businesses so 21 middle and high school-aged children each received a $100 gift card. The youth were then taken to an area retail store for a shopping spree, Wilkerson said. The bikes and gift cards were

Jennifer Kathleen Lynch Broussard was born on June 10, 1974 and went home to her Lord and Savior on December 19, 2014. She was a 1992 graduate of Zachary High School, and a lifelong resident of Zachary. Psalm 91:4 Jennifer had the soul of a poet, the heart of a writer, the harmony of a musician, and the grace of a dancer. Her beauty surpassed the most breathtaking of sunsets. She did all things through her love of Christ. She was His faithful servant and rejoiced in knowing that someday she would be awed by the presence of He who died for her. Jennifer is survived by her greatest accomplishments, her beloved and cherished children; Alexander Garrett Broussard, Michael Thomas Broussard, Andrew Charles Broussard, and their father, Thomas Broussard, and her youngest son, Brice William Schilf. Carraway Cook will officiate. Buddy was born December 29, 1932, the son of the late Milburn OK Coley and Sara Faye Clark Coley. He was born in Norphlet, AR, and lived for many years in Zachary, LA before settling in Smithdale in 1973. He and the former Marilyn Lois Fonseca, his beloved wife of 62 years, celebrated 62 years of marriage on November 15th. He retired as a Production Supervisor with Texaco Oil after 35 years of service. He continued working as a cattleman at his Smithdale farm. A member of the Cattlemen's Association, he and his family received the Association's Farm Family of the Year Award. He served in the US Navy Reserves for eight years. He was a member and deacon of Oak Grove Baptist Church. His family remembers him as a loving and devoted family man. He was always ready to help and serve not only his family, but friends and acquaintances whenever they were in need. He was preceded by his brother, Herman D. Coley and three sisters, Clarice Mateyko, Peggy Barras and VirginiaTrest. Survivors include his wife Marilyn of Smithdale, two sons and their wives, Steve and Carolyn Coley of Zachary and Herman and Shirley Coley of Smithdale; a sister, Dorothy Coley Richards of New Orleans, and 10 grandchildren, 14 great grandchildren and one great great grandchild. Area well-represented on all-district teams The 2014 football season has been in the books for more than a month, but the last bit of news about players from the Felicianas-St. Helena region is the volume of players who earned all-district recognition. With West Feliciana earning a spot in the Class 3A semifinals, East Feliciana making it to the Class 2A quarterfinals and St. Helena earning a playoff spot, the all-district squads are filled with area players as voted on by the coaches in their respective districts.

Five West Feliciana football players were named to the District 7-3A All-District first team. Leading the defense was linebacker Hunter Smith, one of only two sophomores to make the first team. Also making the defensive squad was senior defensive back Ryan Reed and senior Lorenzo Green as an athlete. The East Feliciana High School girls basketball team hosted Northeast on Friday in an explosive game that nearly went into double overtime. It looked as though the Lady Vikings had the game wrapped up at 46-43 with less than 16 seconds remaining, but East Feliciana’s Kourtlin Bradford stunned with a 3-point shot, bringing the girls into overtime at 46-all. With four minutes added to the scoreboard, the teams battled it out, the Lady Vikings staying within two points of the Lady Tigers. With 34 seconds remaining in overtime, the Lady Tigers led 5655, but that was plenty of time for the Lady Vikings to score. Northeast put two more on the board, leading 57-55, but then a series of mistakes by the Lady Vikings brought the match to a 57-57 tie with 2.7 seconds remaining. A foul by NHS allowed a free throw by the East Feliciana girls and a final score of 58-57.

‘Small’drug awareness group grows

The West Feliciana Parish Drug and Alcohol Awareness Council in St. Francisville falls under the umbrella of the West Feliciana Parish Sheriff’s Office. The council operates on grants, contributions and donations.

In 1983, drugs and illegal drug activity were at a minimum in West Feliciana Parish and not a huge problem for the Sheriff’s Office. “We were a really small department back then, very rural, but drugs were starting to trickle their way through,” said Ivy Cutrer Cutrer, a chief deputy at the time. “We wanted to make kids aware of these drugs and their dangers.” So, in an effort to educate rural children and their families, many who had never been exposed to narcotics, Cutrer founded the West Feliciana Parish Drug & Alcohol Awareness Council in 1984. “It started small but has continued to grow over the years,” Cutrer said. Years ago, Cutrer made an impact at one West Feliciana school when he visited to educate the young students about the dangers of illegal drugs, he said. He recalls spreading various illicit drugs out on a table for identification purposes. Mark Givens, a third-grader at the time, was fascinated by what he saw, remembering Cutrer and the drug council years later. Today, Givens is grown and working for Entergy and recently presented $5,000 to the council in the form of an Entergy Open Grant. Cutrer, the council’s director, and Luanne Vaccaro, council coordinator, accepted the grant Dec. 3. The council falls under the umbrella of the West Feliciana Sheriff’s Office and is supported by a group of volunteers, community partners, school officials and members of law enforcement. Grants like the one from En-

tergy help fund age-appropriate drug and alcohol awareness and education programs, motivational speakers and information offered throughout the year. Along with donations from private and public entities and fundraisers, the council is able to participate in the many activities and events it presents each year, Vaccaro said. Vaccaro works five days a week operating the council’s headquarters on Commerce Street, and other than her salary, which is paid by the Sheriff’s Office, the council is self-funded. Cutrer helps oversee the council at least three days a week, or as needed, with Vaccaro. The two organize, plan and fundraise months in advance. “There is a lot of work that goes into what the council does,” said Vaccaro. Similar in outward appearance to the D.A.R.E. program, the two are different and not affiliated in any way, Vaccaro said. The Drug and Alcohol Refusal Education program is a national, lesson-based program that teaches peer resistance and refusal skills. The WFP Drug & Alcohol Awareness Council’s mission, according to Cutrer and Vaccaro, is to educate and inform children and families in the community about the dangers of drug and alcohol use and the importance of making good choices. The council is involved with many community and parish events by bringing its promotional trailer to St. Francisville’s Sum-

We don’t get just anyone,” says Vaccaro. “We have to make sure these people are

dynamic speakers, motivational in every way and are going to connect with young children and teens. We don’t just pick someone off the internet and that’s that. The speakers we obtain are very, very good.” Vaccaro said a lot goes into securing a council-sponsored speaker — coordinating with school officials, getting the green light from the superintendent, determining if the speaker would do better in smaller classroom settings or larger gym-type assemblies. Some of the speakers charge a fee, while others volunteer their time, Vaccaro said. A highlight each year of both the council’s and students in West Feliciana, are the trips to Louisiana State Penitentiary at Angola with Miss Louisiana. “The Miss Louisiana folks love us and love making that trip each year,” said Vaccaro. “Usually, by the time Miss Louisiana visits Angola in late April, she has become a seasoned speaker and relates to the ninth-graders in a very personal way. It’s a casual but intimate setting allowing her to bond with the students in a unique way. They open up, ask her things, and she shares her personal experiences with them. You can tell it’s a success by the tears in their eyes.” Past speakers, other than Miss Louisiana, have included LSU gymnastics coach D-D Breaux and the Allureds, a husband and wife team who are the creators of Harvey Rabbit and Friends.

“Ivy found them years ago through Young Audiences of Louisiana’s Arts in Education program in New Orleans, and they are totally captivating,” said Vaccaro. “They are a must-see and will be here again Jan. 22.” Providing support are the 20 board members, each with an alternate, and the volunteers from area churches, businesses, law enforcement agencies and prisons. Monthly and quarterly meetings are attended by the board, alternates and the volunteers. “You can’t go wrong by having all those types of people on the board,” said Vaccaro. “We have a lot of great people who support us.” Cutrer and Vaccaro acknowledge the support received from Sheriff J. Austin Daniel. “You couldn’t ask for any better backing than him,” said Cutrer. To show its appreciation, the council hosts a luncheon for its supporters and presents awards to those who have gone above and beyond. Honored this year were SADD President Destiny Wilson, a senior at West Feliciana High School; and Tony Plauche, of the Pointe Coupee Sheriff’s Office, who cooked jambalaya for one of the council’s annual fundraisers. Area students win DAR Ellis Island essay contest Advocate staff report The Alexander Stirling chapter of the Daughters of the American Revolution’s 2014-15 American History essay contest, open to public, private, parochial and home-schooled students in the fifth through eighth grades, included students from DAR’s membership area of East and West Feliciana and Pointe Coupee parishes. Titled “A Child’s Journey Through Ellis Island,” students were asked to write essays based on information about the 125th anniversary of Ellis Island being used as an immigration station, a news release said. Contest guidelines asked students to imagine themselves as a child traveling through Ellis Island in 1892 and how they would best describe their experience to a cousin who has

never heard of Ellis Island, the release said. One essay from each grade level was selected as a DAR chapter winner and forwarded to the American History chairman for the state competition. Fifth-graders were required to turn in essays 300 to 600 words in length while students in sixth through eighth grades were required to write essays from 600 to 1,000 words. Mr. Billy Travis asked the Board to install a modad sewer system at his daughter’s residence on Sycamore Street. He explained there has been a sewer problem at this residence for many years because of the lay of the land. He stated the current septic tank system is not adequate to facilitate the problem. Legal Council, Andy D’Aquilla advised Mr. Travis and the Board that the Town could not legally purchase a modad system for a private property owner. Mr. Travis said he would hook back into the Towns sanitary sewer line and the Town would be liable for any damages incurred because of the problem. He also stated he believed raw sewer was flowing into a creek located next to the property. After discussion the Board agreed to look into the situation and bring the matter back up for discussion at the January 2015 regular meeting. Chief of Police Fred Allen asked the Board to purchase and place “Children at Play” signs on several streets and to also lower the speed limit to 15 mph several more. Motion by Mr. Parker, seconded by Mr. Parker to purchase and place the signs were request and to lower the speed limit as requested. Passed unanimously. Mayor Coleman said he would look into her request and give an update at the next meeting. FIRE DEPARTMENT - Mr. Beauchamp Fire Chief gave his report; the fire department had one major fire on Labor Day, Dr. Anderson’s office. There were 8 to 9 Clinton firemen that happened to be in town due to Labor Day and ended up with 24 firemen from neighboring departments had plenty of water from Silliman and Bank Street hydrant, lots of help and luckily no one was injured. Dr. Anderson had a lot of paper records that were lost completely but he had a computer system that he backed up, his assistant took the tape home every night. If the records or store here at Town Hall and or don’t stored at all it’s not even better than paper records unless you have a fire proof safe probably damage the disc or whatever you have inside a regular safe, in other words it is important to backup daily and store in several different locations. On the first Saturday in October for Market day the fire department will commit to a Breast Cancer Awareness function usually a Blood drive or a Booth drive for MDA. Also planning on the third Saturday in October a family day for the fire department members and their families to come together and have a fun day, food and jumper house, to have some recognition of new members and older members. The Sales Tax for the parish is coming up the distribution of the percentages for the Towns notice that Jackson gets 14% and Clinton gets 12%. Why is that Sales Tax if they’re counting the population of DCI, or some institution are they actually paying Sales Tax and if they are or not, is any of the Sales Tax money going to these institutions for streets, roads or drainage. 3. MAINTENANCE DEPARTMENT - Mr. Harrell

There were three gas leaks and twelve water leaks repaired for the month. The transmission went out in Charlie’s truck replaced the transmission from one of the old trucks instead of purchasing a new transmission. Mayor Bell stated that Mr. Harrell and Mr. Davis will be attending Gas Training on September 15, 2014, and also along with herself they attended the Pipeline Safety Training on August 27, 2014 in West Feliciana. 4. COUNCIL – Alderwoman Kim Young stated the Blight Community Clean-Up Committee had their first meeting on Tuesday, September 9, 2014. We’re in the process of getting the property owners to clean up the properties if there moved out of the town to take responsibilities in cleaning up their property. We’re also placing an article in the journal informing the public of the Blight Community Clean-Up and then we’ll send certified letters giving the property owner certain amount of time to take care of the property and informing the Committee of their plans to take care of the property, and if the property is taken care of in a certain amount of time the town will handle the matter legally. Attorney Griffin advised that the town with the procedure, give the property owners a notice, basically have a hearing if the property is not clean up, file a lien against the property owners, the town will clean the property up, charge for the amount and collect on the lien like the taxes forfeitures property. Mayor Bell stated that she and Mr. Harrell would go and look at the property and get the property owner name from the Assessor’s office and send a certified letter. This is where people reside and/ or abandoned property everything is to be cleaned up. The Blight Community Clean-Up Committee consist of Mr. William Lloyd, Ms. Shelia Flowers, Ms. WesterfieldWillis and Mr. Gary Young and if anyone is interested in being on the committee contact the town. The question was raised if Jackson Municipality was using the Census figures of Dixon Correctional Institute and the State Hospitals? Why are they using those figures for that population since they don't pay Sales Tax nor has Sales Tax been used for it? Mr. Rouchon, Police Jury Representative stated that Dixon Correctional Institute or the State Hospitals don't use those figures. Jackson population with the prison is about 3,800, with a little over 2,000 institutionalized, it is figured on 1,800 population. Clinton population is 1,653 last Census. I. MARY SUE STAGES 2013 AUDIT REPORT Absent Mary Sue Stages was absent due to waiting on the Legislature Auditors to give the approval to present the 2013 Audit. CASES FORWARDED TO DISTRICT ATTORNEY 1 Chief Dunn gave the police department report for the month. The state requires continuing education for post certification. All the full-time officers have attended the classes. The state mandated an active shooter training class in November during the Thanksgiving holidays. State Police will instruct the class. Mr. Dunn will develop an entrance and exit at his rental property in Reileyville for the training. Mr. Dunn spoke with the Superintendent to use the middle school for the shooter training to clear the schools and also spoke with some business owners to participate in the training to have input in the continuant plan. The training will be put in the journal. 2. FIRE DEPARTMENT - Mr. Beauchamp Mr. Beauchamp gave his fire report for the month. There have not been any major fires but having more wrecks than usual not necessarily in town but in sur-

National Resources pipelines was basically to make sure all valves working on the gas. Mr. Harrell reviewed the Public Awareness Plan with the local public officials (Mayor and Council), the Emergency Officials (Fire and Police Chiefs), and distributed the Public Awareness Notice, the Emergency Procedure and had all officials to sign and date the Maintaining Liaison with the Emergency Responders Form. Mayor Bell stated that Mr. Harrell and Mr. Davis completed the gas training in Zachary with a ninety percent passing, both are certified for the next five years. 4. COUNCIL - Nothing 5. BLACKBELT ENERGY MIDLA - CJ Mr. C.J. representative from Blackbelt Energy what have arrived as far as agreement of settlement principle with the pipeline that currently serves gas to the Town of Clinton. About a year and half ago MIDLA Pipeline announced their intentions to abandoned service to everyone along the two hundred mile path that their pipeline ran and their claims were that the pipeline had out lived its useful life and that there wasn't frankly any volume associated with that pipeline in the business own the pipeline justified rebuilt of that line. As members of the LMGA were able to show the value of joint action agencies and that were seventy cities and districts that came together and had a Louisiana delegation that was very active in opposing this plan. Mary Landrieu was the chairperson for the Senate Entergy committee who FERC reported to and FERC is the entity federal Entergy regulatory commission that all pipelines reported to. LMGA along with all the other shippers on the MIDLA Pipeline arrived at a settlement as the best deal they could get. Asking for approval of two items: 1. Settlement in principle between the MIDLA Pipeline and all the shippers which includes the LMGA and the Town of Clinton was presented and discussed by Mr. CJ. The settlement involves compromises by all concerned in order to achieve the goals of improving transportation reliability by removing deteriorated pipe facilities from service and assuring safe, reliable service to customers currently receiving gas delivered by the MIDLA System. Main elements of the settlements were provided to the town in a summary. 2. Assignment and Assumption Agreement the purpose of this agreement that the gas that will come thought West Feliciana and the Town of Clinton has to be a sale. The Town of Clinton was part of 2006 gas prepay bond transaction. Release your prepay gas to West Feliciana.

Mr. Beauchamp stated he is waiting to hear from PIAL which is the Property Insurance Association of Louisiana that does the rating for all the Minutes of November 12, 2014 Alderman Meeting residents, businesses for the fire department also expecting the package this month or December and the rating would probably be in the spring. Hired a company for hose testing. There're about 9,000 to 10,000 feet of hose and that was more than a few volunteers could handle. They also would be testing the hydrants for pressure readings on Monday, November 17th, this has to done twice a year. PIAL requires in order to get full credit requires this to be done twice a year in May and November. Mr. Beauchamp asked, the board's approval to help with the amount of the hydrants testing. There are ninety-eight hydrants at $35.00 per time at $7,000 a year and 9,000 feet of hose. Do not have to decide tonight but may consider for the next meeting. 3. MAINTENANCE DEPARTMENT - Mr. Harrell Mr. Harrell gave his maintenance report for the month. Spoke with Entergy today to get a transformer installed back at the oxidation pond to have electricity for the cylinders between 24 to 48 hours. Installed four new meters and new sewer line at the apartments on Oak Drive. Thirteen water leaks and four gas leaks was repaired. Putting out asphalt and routine grass cutting. 4. COUNCIL - Nothing

5. MAYOR Mayor Bell stated the town will be participating in RKM Health Fair on Saturday, November 15th. Applied for Capital Outlay funds and the application is due November 1st. Ms. Nicci Gill received letters of support from Representative Harvard, Senator Ward and Mayor Bell. The money that is applied for is to repair all the streets in the Town. It is time to apply for the LGAP grant and Ms. Nicci Gill will be applying for those monies. Mayor Bell stated she met with a grant writer last week to get grants for the town, he explained that it works two different ways, either the retainer fee can be paid or can be paid from the grant. Mark Kemp asked, will the town cleaned the gutters and cut the vines at the old fire department? Mr. Harrell stated that this has been discussed it would be taken care of it, it is just time consuming.

For the Mardi Gras parade they had a sweeper, the public school had a sweeper, when Silliman had their homecoming parade there was not a sweeper and the town was left with trash and candy. Chief Dunn spoke with Mr. Will Smith and Ms. Ann Kent and advised them that the fees was waived for security for the parade if they are not going to have a sweeper the fees will be collected for the parade to clean the town.

This violation occurred because of the failure to collect the required samples for total trihalomethanes (TTHMs) and haloacetic acids-five (HAA5) from the water system's distribution system. Please share this information with all the other people who drink this water, especially those who may not have received this notice directly (for example, people in apartments, nursing homes, schools, and businesses). You can do this by posting this notice in a public place or distributing copies by hand or mail.” Necessary action has been taken to prevent this violation from recurring, and although the Town forgot to pull the samples in the timeframe required, subsequent samples were taken on 12/05/14 and they showed a favorable result.
