Bid accepted for project to pave levee Cycle Construction to do job for $297,456

DONALDSONVILLE — After concerns about finding funds to pave an additional area of Mississippi River levee, City Council members voted unanimously Tuesday to accept the low bid for the project. During its final meeting of
2015, the council accepted a bid of $297,456 from Cycle Construction Co. LLC to pave the levee top from Veterans Memorial Boulevard near Crescent Park to Lee Avenue. The city had been $109,000 short to cover the extension, Mayor Leroy Sullivan Sr. said. However, officials found the dollars by allocating funds from revenues recently returned to the city by its Industrial Development Board. The paving extension will not
include lighting or benches, Sullivan has said. The remainder of the project is being funded through dollars received from the state’s Rails and Trails grant program, Sullivan said. The city originally planned to pave the levee near Thibaut Drive, but rising costs and funding setbacks led to the project being reduced. City Attorney Chuck Long said he will present for introduction an ordinance calling
for award of the contract at the council’s Jan. 12 meeting. A public hearing and vote on the matter will take place at the Jan. 26 council meeting. Council members also voted to have the mayor apply for up to $50,000 in Louisiana Community Development Block Grant funds to renovate the Lemann Memorial Center. The funds will help rehabilitate the aging multipurpose building on Clay Street, near Thibaut Drive. Repairs include

Parish receives award
Ascension Parish recently received the Distinguished Budget Presentation Award for the budget year ended Dec. 31, 2015. The award is the highest form of recognition in governmental budgeting and is awarded through the Government Finance Officers Association of the United States and Canada, a news release said. “The Finance Department has worked hard to achieve this distinguished designation for the fourth consecutive year,” Parish President Tommy Martinez said. Ascension cuts ribbons on projects Advocate staff report Ascension Parish officials have been busy in the last week cutting ribbons as construction and renovation projects come to an end. Outgoing Parish President Tommy Martinez cut the ribbon Dec. 17 at the new $6.9 million governmental complex located on the former site of the East Ascension Hospital in Gonzales. Construction on the governmental complex began in summer 2014 and finished this month. The complex was paid for
with $5 million surplus left in the East Ascension Hospital’s accounts and parish sales taxes that had been held in escrow for an industrial construction rebate but was not used by the applicant. SORRENTO — As recently as this summer, the Sorrento Lions Club struggled with dwindling membership, few volunteer projects and had placed its Joseph Street meeting hall up for sale. The community service organization, formed three years before the town was incorporated in 1956, seemed to be fading away. But over the past three months, the Sorrento Lions Club has been infused with younger membership determined to jump-start the organization and bring back the unique fête fundraiser the town was known for — the Boucherie Festival. Once heralded as the “Boucherie Capital of the World,” Sorrento has been without the annual festival since 2011. “We hope to do a smallerscale boucherie this year,” said Lions Club Vice President Heather Templet, 35. “It’s in the works. It’s our goal. We are pretty determined.” The festival — and its tradition of celebrating the area’s Cajun culture and hog dish recipes — is of such significance to the town that candidates running for public office in 2013 were asked at a public debate if they supported bringing the festival back. And, more recently, new signs indicating the town limits were installed with the second “o” in Sorrento featuring a curly pig tail. For more than 25 years, the Sorrento Lions Club hosted the October festival at the Ascension Civic Center off Airline Highway. The annual event featured carnival rides, food and music plus cracklin’ and jambalaya cooking competitions. The festival was reigned over by the year’s Miss Sorrento Boucherie Festival Queen. The event went off without a hitch for many years, postponed only once by Hurricane Katrina in 2005. äSee LIONS, page 3G

Continued from page 1G But, six years later, in 2011, it was canceled because the Lions Club could not find a new location to hold the festival after the event was forced to move from the civic center. The owner of the civic center property, the Ascension Parish School Board, had decided to use the property’s building as a storage warehouse and distribution center, leaving the festival without a home. The resurrection of the Lions Club and the possibility of a Boucherie Festival revival are two brights spots for a town trying to rebuild from numerous scandals. Voters decided to abolish the police department, and other scandals kept the town in the news. “We’re hoping to bring a positive vibe to the town,� Templet said. “We love Sorrento. We want to do positive things for our senior citizens, for our children and just bring a light to the town. It really is a quaint, nice town.� But to reach these goals, Templet said the Lions Club is searching for new members. As founding members of the Lions Club aged, club activities dropped off and membership declined, Templet said. The loss of the Boucherie Festival, the Lions Club’s premiere event, might have been the final nail in the coffin. “Once there was no more Boucherie, there was no more income coming in, and people weren’t as interested anymore,� Templet said. Today, membership is up from three to 18 people with one founding club member, former state District Judge A.J. Kling, still involved, Templet said. The club is currently renovating its meeting hall to rent out for baby showers, reunions and parties, Templet said. Membership is open to anyone who wants to serve, and Sorrento residency is not required, Templet said, since the club also raises money for statewide organizations including the Louisiana Lions Eye Foundation and the Louisiana Lions League for Crippled Children. The Sorrento Lions Club has already volunteered at the town’s Christmas Lighting Ceremony earlier this month by serving food and painting children’s faces and has solicited funds to buy Christmas presents to distribute at the town’s senior citizen luncheon, Templet said. As for the Boucherie Festival, Templet said the biggest question is whether the festival can fit inside the town’s new community center on Main Street. Although much smaller than the festival’s previous site at the civic center, Templet said, the 3,500-square foot community center is equipped with a kitchen, an outdoor patio and sits on 16 acres that could be used to hold a smaller, one-day festival. The property’s size and reduced parking, is “the one thing we’re going to have to work on logistics-wise,� Templet said. The community center, planned by town officials for five years, has been a longtime goal for Mayor Mike Lambert, the Town Council and the town’s previous administration.

Coupled with the community center’s completion and the possibility of the Boucherie Festival returning, the Lions Club Renaissance is a positive trend that can only mean good things for Sorrento, Lambert said. “I think it’s wonderful,� Lambert said. “The people are finally seeing we’ve stabilized our town government. They’re starting to feel good about Sorrento.� The Sorrento Lions Club meets on the fourth Thursday of the month at 6:30 p.m. at its meeting hall at 44242 Joseph St. The club will not meet in December because of the Christmas holidays, Templet said. Ascension proclaims Dec. 7 Gwen LeBlanc Day Advocate staff report In honor of parish Chief Financial Officer/Treasurer Gwen LeBlanc’s 42-year career, Ascension Parish President Tommy Martinez proclaimed Dec. 7 as Gwen LeBlanc Day during the parish finance meeting. “Gwen, you’ve always done a wonderful job and we appreciate it, and I just wanted to show this small token of appreciation,” Martinez said. LeBlanc is a lifelong resident of Ascension Parish. She has been involved with many organizations over the years, including Ascension Parish Sales and Use Tax Authority Board, Parochial Retirement System of Louisiana Board,

Gonzales holds holiday party for seniors Advocate staff report More than 800 senior citizens crowded the Gonzales Civic Center on Dec. 8 for the city’s annual Christmas party held in their honor. Gonzales Mayor Barney Arceneaux hosted the event on behalf of the city. “Each year as our Senior Citizens Christmas Party grows closer, I get extremely excited,” Arceneaux said. “Our area seniors come to dance, drink, eat and be merry, and it certainly is a sight to see. It’s impossible not to smile as I look out and see the happiness on so many faces.” Kenny Fife and other musicians provided the music for dancing, and Santa made an appearance. Longtime Ascension educator will retire Dec. 31 Advocate staff report Ascension public schools Director of Middle Schools Gwendolyn Price is retiring at the end of December after 30 years of service. She will be succeeded by Edith Walker. “I want to focus on me,” Price said. “I’ve always been either Ms. Price or Ms. Gwen, the musician, teacher and administrator. It is time for me to figure out who is Gwen. I plan to reconnect with my passions
and take care of me.” Price has been a substitute teacher, grant administrator, teacher, assistant prinPrice cipal, principal and director during her career in education. “I have enjoyed working with Ms. Price and following her career,” Superintendent Patrice Pujol said. “She’s played an invaluable role in our organiza-
tion, bringing great expertise, strong leadership and cultivating relationships with parents, teachers and principals. She really has been a valued employee and will be missed.” Price was born in Donaldsonville to Wilbert Jr. and Audrey Price and raised in Darrow. She graduated from East Ascension High School in 1978 and attended Southern University, where she earned a bachelor’s degree in music education with a concentration in piano/ vocal.

DONALDSONVILLE — A group of local high school students officially began the second year of a reborn program that involves local youth in government. Returning and new members of the 2015-16 Mayor’s Youth Advisory Council took their oaths of office during the Aug. 11 City Council meeting. MYAC’s mission is to serve as advocates for local youth to city government, addressing issues that affect local youth while also offering a chance to learn volunteer, leadership and civic skills. “MYAC’s motto is ‘Young People Leading the Way to
a Better Tomorrow,’ ” said Tamiko Garrison, volunteer coordinator of the group. Garrison said the group was originally created in 1996, under then-Mayor Bernard J. Francis Sr., Garrison’s father. However, the group remained dormant until 2014, when current Mayor Leroy Sullivan Sr. and Garrison revived and restructured the program. fourth Hot Air Balloon Festival set for Sept. 25-26 at the Lamar-Dixon Expo Center. In addition to towering, colorful hot air balloons, this year’s festival will feature more
carnival rides, an expanded Children’s Village and a balloon photo booth. Parish President Tommy Martinez, the

The Ascension Fund, a no onprofit organization, awarde ed $50,500 in its latest round of competitive grants. A total of 41 grants werre recently awarded, includin ng eight School Impact Grants for $2,500 each and 33 Teache er Grants ranging between $50 00 and $1,000. “Here in Ascension, we ge et to count our blessings,” saiid Michael Buturla, Ascensio on Fund vice president. “We hav ve wonderful, talented teacherrs who are willing to go the ex xtra mile to enrich the learning experience for their studentss, and we have local businesses and individuals who appreciate e the value of our children’s edu ucation and are willing to invesst in them.” The Ascension Fund was established in 1991 as a projectt of the Rotary Club of Gonzaless. Original pledges of $800,000 0 were placed in an endowment,, the income that now pays forr the grants. The fund provided d its first grant in 1992 and since e then has given more 1,100 0 grants representing $1.3 mil-lion in awards to area public c schools and teachers. The Ascension Fund is guided by a board of directors, and the invested funds are overseen by the Baton Rouge Area Foundation. Grants fund gardens at 13Ascension schools Advocate staff report
Gardens will soon grow in 13 Ascension Parish thanks to a recent grant, school system officials said. PCS Nitrogen, a subsidiary of Potash Corporation of Canada, recently donated $30,000 to the LSU AgCenter and Ascension Public Schools to establish gardens at 13 schools in the parish. They’re hoping to add other schools to the program. Taking part in the garden project are Gonzales Middle School, Central Primary School, Central Middle School, Pecan Grove Primary, Dutchtown Primary, Dutchtown Middle, Galvez Middle School, Oak Grove Primary School, Lakeside Primary School, Spanish Lake Primary, Lowery Elementary, Sorrento Primary and St. Amant Primary. AgCenter fruit and vegetable specialist Kiki Fontenot has worked with several grants of this type and is looking forward to success in Ascension Parish.
“We will use the funds to provide the schools with everything they need to establish their gardens,” Fontenot said. “This will include seed, soil and supplies.” In January, the teachers will attend a series of workshops to prepare for gardening at their schools, Fontenot said. “We will begin with a full-day workshop, where we will teach them about timers, how to build the raised beds, how to use fertilizer. They will be provided with everything they will need to get started,” she said. After about six months, she will visit the schools to evaluate their progress and visit again after the one-year mark. “At that point, they will come back to a half-day workshop, where we will show them how to do fundraisers to make sure the gardens are sustainable,” Fontenot said. Similar programs are being conducted around the state, and two schools in Iberville Parish have expanded their gardens to double their original size,
she said. The donation will provide about $1,300 per school, she said. “So that would utilize about half the funds, which would allow us to add 13 more schools or extend the program for a second year with the 13 schools we have now.” PCS Nitrogen human resources manager Garry Hiebert presented the funds to the LSU AgCenter and the Ascension Public Schools Dec. 2 during a ceremony at Central Middle School. “It’s an opportunity for our company to partner with the AgCenter and Ascension Public Schools to get young children interested in growing their own food and food sustainability in the area,” Hiebert said. “We’re in the fertilizer business, and this is just a good partnering opportunity.” The goal of the program is for children to learn how planting a seed in the ground has the potential for feeding people around the world, he said.

One of the challenges for a small school is having enough folks come out for your team. Ascension Christian Lions coach Tyler Turner faced that problem in spades for this basketball season. But you can hardly tell by his attitude. “With this being my first year, first year at the school and short on numbers of players, what I’d like to accomplish is to help the kids work hard, play together, never give up and constantly compete, day in and day out,” Turner said. Numbers of players are not the only challenge coach Turner and the Lions will face this season as the tallest member of the team is 6 feet. “Man, we have all guards on the team. The only forward we have, if you want to call it that is Jake Antie at 5-5,” Turner said. The Lions have two other players at 6 feet: seniors Paxton Paige and Remi Hayes. Returning starters who will figure in helping the 1-11 Lions improve on the court are Hayes, guard/forward Paige and junior guard Antie. With such a small amount of players, performance on the offensive side of the ball is distributed around with Paige being the most consistent player, averaging 12.8 points per game. On the defensive side of the ball, Antie and 5-foot-6 eighth-grader Derrick Varnado lead the pack of seven. Another young player who will contribute to the effort is freshman Tyler Cambre. Ascension Christian High competes in District 6-1A against Southern Lab, Kentwood, White Castle, St. John, Ascension Catholic and East Iberville. District play will begin with Southern Lab on Tuesday. Ascension Christian is averaging 44 points per game and the Kittens average 58, so this game will be a challenge for the Lions. ACH will travel to Baton Rouge to face the (8-4) Kittens with tipoff slated for 7 p.m.

With the season well underway, our girls basketball teams will start district play in the New Year. Here’s a list of upcoming games. The Ascension Catholic High School Lady Bulldogs will kick off district play Tuesday against Kentwood in an away game starting at 5:30 p.m., then host White Castle at home Jan. 5 at 5:30 p.m. and host East Iberville on Jan. 8 at 5:30 p.m. Ascension Christian High’s Lady Lions will face the Southern Lab Kittens in district play Jan. 4 in an away game with tipoff at 6 p.m., followed by Madison Prep on Jan. 5 at home at 5 p.m. and Kentwood on Jan. 8 at 6 p.m. in an away game. Donaldsonville High’s Lady Tigers (8-4) will face ASCENSION ATHLETICS the Brusly Panthers in their district opener on Monday with tipoff slated for 6 p.m. at home.
