Juban Road closures set The inside/left lane of Juban Road, southbound at 0.13 miles south of Interstate 12 in Denham Springs, will be closed intermittently through Dec. 20 as crews install a left turn lane at the median opening across from the new Dairy Queen. One lane of traffic will be open in the southbound direction at all times. No lane closures will be allowed from 6 a.m. to 9 a.m. and 3 p.m. to 6 p.m. Monday through Friday. Vehicles up to 11 feet wide will be allowed to pass through the construction zone. The road is open for regular traffic, but oversized vehicles and loads will be under restrictions. Use Range Avenue to La. 16 as an alternate route.

Walker budget plans upgrades

hkinchen@theadvocate.com Big improvements are coming Walker’s way, according to the proposed 2016 budget for the city. Nearly half of the city’s $10.6 million general fund budget for next year represents income and expenses related to road rehab and extension work at the Livingston Parish Industrial Park on the east end of the city. Those improvements, projected to cost about $5 million,

are being funded through a combination of grants and contributions from the Louisiana Department of Transportation and Development, state and parish economic development groups, Livingston Parish government and the city of Walker. Other capital improvement projects slated for 2016 include construction of a $1.2 million water well to supply the new tower near Our Lady of the Lake Hospital south of Interstate 12, continuation of a $684,000 sidewalk project,

about $425,000 in gas service extensions along Juban Road and Buddy Ellis Road, $368,000 in water and sewer upgrades at the industrial park and a $12,000 extension of the new fishing pier at Sidney Hutchinson Park. The budget will go before the City Council for discussion and a vote on Dec. 14. Excluding pass-through funding like grants, the general fund would collect about $4.4 million in local revenue for 2016, including $2.5 million in

sales taxes and $500,000 combined in property, franchise and alcoholic beverage taxes. Permit and license fees, fines and charges for services make up the rest. On the expenditures side, the general fund budget proposes $2.4 million for the police department, $1.7 million for general government and administration, $1.3 million for the streets department, $270,000 for parks and recreation and $225,000 for animal control services.

General fund expenditures are projected to outpace revenue by about $1.4 million, a difference largely negated by a $1 million transfer from the city’s enterprise fund, which accounts for the city’s utility and garbage services. “The general fund always runs a little in the negative, and we transfer from our enterprise fund to cut it,” Mayor Rick Ramsey said. “That has been the case for the past, at äSee WALKER, page 4G

Denham Springs launches season with lights, festivities

Erin Cowser received copious amounts of LSU-themed children’s books at her daughter’s baby showers, but none featuring the Southeastern Lions. Cowser obtained her master’s degree in organizational communication at Southeastern Louisiana University and works as the director of Pubic and Governmental Affairs for the university. The pride she feels toward the school as a former student and a current professional on campus motivated her to the write the first children’s book about Southeastern. “It killed me that there was nothing for Southeastern. It’s the third-largest university in the state of Louisiana, but if you ask even some of our current students how large our school is, they’re going to tell you it’s a small school,” she said. “They feel like it’s still small because they get personal attention and everybody knows everybody.” Southeastern has 15,000 students enrolled and more than 65,000 alumni. In 2013 Southeastern studentathletes brought home five Southland Conference Championships, including the Lions football team. The book features Roomie, Southeastern’s lion mascot, as he gives readers a campus tour of everything from the shade of Friendship Oak to the seats of Strawberry Stadium. Cowser’s 5-year-old daughter, Eliza Kate, is also featured in the book. “It features all the different landmarks, and includes some of the traditions that are unique to Southeastern,” Cowser said.

Disable the Label, a fundraiser for the nonprofit organization Launch, was held Oct. 31 at Denham Springs High School. Launch was started by Dr. Chantelle Vernado to provide services for children with disabilities in Livingston Parish, including speech, occupational and physical therapy and religious education for prekindergarten. Different vendors sponsored the fundraiser and set up informational booths for families. The event included a 5K run and 1-mile family walk, games, face painting, jump houses, a bean bag toss and prizes. Students from the Communication Disorder departments at LSU and Southeastern Louisiana University volunteered their time during the fundraiser.

The Advanced Placement world history class at Live Oak High School in Watson stepped back in time on Oct. 28. Class members dressed as historical figures from anywhere other than the West or the United States. The students also had to present as if they were the historical figure giving an autobiography. Girls’ costumes ranged

from Queen Elizabeth to Cleopatra to Catherine the Great, while boys’ costumes ranged from Octavius to William Wallace to Jesus of Nazareth. Teacher Gary Mitchell dressed up as Jesus of Nazareth and gave a presentation. The project helped students place themselves in a variety of eras and locations and allowed them to experience and understand a variety of cultures, a news release said.

The book is titled “Let’s Lion Up With Roomie!” which is a reference to the phrase “Lion Up” used by Southeastern students and faculty. It refers to a sense of pride shared by the Lion faithful, and involves an unmistakable hand gesture that originated with the Lions baseball team who made it popular, and has since been embraced by all Lions fans, she said. Cowser explained part of her pride in Southeastern comes from the family vibe it gives off. “It comes back to the Southeastern family, but at the same time you’re getting an unpar-

alleled education and you’re among people who truly care about their school. Dutchtown Lacrosse Club seeking new playerrs

Registration is underway for the Dutchtown Lacrosse Club’s seventh season. The club is looking for eighth- through 11th-grade students living in Ascension, East Baton Rouge and Livingston parishes. The club finished ninth in the state in 2015 and continues to build the program, a news release said. Coaches said they will teach young athletes skills needed for the game, even those with

no prior experience. Ninety percent of the team members had no previous experien nce when they joined, coaches sa aid. The club includes 10 senio ors who received All-District and a All-State honors in 2015, and a nine former players ha ave moved on to play college lacrosse. Registration is open throu ugh Nov. 1. Former childhood neighbors battle as high school coaches They grew up on the same street in north Baton Rouge and attended the same local high school. Decades later, Live Oak coach Gary Duhe and Denham Springs coach Kevin Caballero are something of neighbors again in District 4-5A boys basketball. One of the area’s most accomplished basketball coaches, SPORTS ROUNDUP Duhe landed at Live Oak after the LHSAA suspended his position as the director of the Louisiana High School Coaches Association. After spending the first 25 years of his coaching career in the Monroe area, Caballero left his post as the Sterlington High coach when the Denham job became available and he saw a chance to return home. Duhe graduated from Redemptorist in 1971 and Caballero in 1977. Before beginning a career in head coaching that would include three state championships and two runnerup finishes, Duhe served as an assistant at Redemptorist when Caballero was a player during the school’s basketball heyday. “I’m not real excited about going to play against Gary,” Caballero said with a smile, “but it is fun to see him and he’s always been there to help.” Duhe and Caballero have two meet-

ings scheduled during 4-5A play and could also meet in the upcoming parish tournament. “I consider him a dear friend and also someone that I hope I’ve mentored the right way,” Duhe said of Caballero. Duhe’s decorated career has seen stops at Central, Trafton Academy (now The Dunham School), Plaquemine and, most recently, St. Amant. He also served two years as a Dale Brown assistant at LSU in the mid-1980s. But it all began at Redemptorist, where Duhe got his first coaching job as the head coach of the eighthgrade team as a second-year college student. In those days, Redemptorist basketball was a factory of sorts that produced championship teams and a long line of future coaches. One of those future coaches was the youngster who grew up down the street from Duhe and later played basketball for the young Redemptorist assistant. Duhe remembers lining up with Caballero in the Redemptorist gym to see who would be the first to drain a pre-practice heave from midcourt. “Most of the time,” Duhe said, “he had to buy my lunch.”

Redemptorist won a state championship in Caballero’s senior season. Two years later, Duhe was promoted to head coach and, in the early ’80s, would lead the Wolves to two more state titles. Both coaches continue to value the very principles that were instilled in them as part of that great run. “We’re honoring the legacy of Redemptorist with any success we may have,” Duhe said of their alma mater, which closed after the 2014-15 school year. Caballero had two stints as the head coach at West Ouachita. During his most recent stop in coaching, he compiled a 168-89 record at 2A Sterlington and led the Panthers to five 20-win seasons. He served as an assistant at Louisiana Tech under former Redemptorist teammate Keith Richard from 2000-05. Caballero said he sees a lot of Duhe in the teams he coaches. “His guys are tough, and coach Duhe is big fundamentally,” Caballero said. “I think if you can get the guys to buy in, you’ll be successful.
