Juban Road closures set The inside/left lane of Juban Road, southbound at 0.13 miles south of Interstate 12 in Denham Springs, will be closed intermittently through Dec. 20 as crews install a left turn lane at the median opening across from the new Dairy Queen. One lane of traffic will be open in the southbound direction at all times. No lane closures will be allowed from 6 a.m. to 9 a.m. and 3 p.m. to 6 p.m. Monday through Friday. Vehicles up to 11 feet wide will be allowed to pass through the construction zone. The road is open for regular traffic, but oversized vehicles and loads will be under restrictions. Use Range Avenue to La. 16 as an alternate route.
Walker budget plans upgrades

hkinchen@theadvocate.com Big improvements are coming Walker’s way, according to the proposed 2016 budget for the city. Nearly half of the city’s $10.6 million general fund budget for next year represents income and expenses related to road rehab and extension work at the Livingston Parish Industrial Park on the east end of the city. Those improvements, projected to cost about $5 million,
are being funded through a combination of grants and contributions from the Louisiana Department of Transportation and Development, state and parish economic development groups, Livingston Parish government and the city of Walker. Other capital improvement projects slated for 2016 include construction of a $1.2 million water well to supply the new tower near Our Lady of the Lake Hospital south of Interstate 12, continuation of a $684,000 sidewalk project,
about $425,000 in gas service extensions along Juban Road and Buddy Ellis Road, $368,000 in water and sewer upgrades at the industrial park and a $12,000 extension of the new fishing pier at Sidney Hutchinson Park. The budget will go before the City Council for discussion and a vote on Dec. 14. Excluding pass-through funding like grants, the general fund would collect about $4.4 million in local revenue for 2016, including $2.5 million in
sales taxes and $500,000 combined in property, franchise and alcoholic beverage taxes. Permit and license fees, fines and charges for services make up the rest. On the expenditures side, the general fund budget proposes $2.4 million for the police department, $1.7 million for general government and administration, $1.3 million for the streets department, $270,000 for parks and recreation and $225,000 for animal control services.
General fund expenditures are projected to outpace revenue by about $1.4 million, a difference largely negated by a $1 million transfer from the city’s enterprise fund, which accounts for the city’s utility and garbage services. “The general fund always runs a little in the negative, and we transfer from our enterprise fund to cut it,” Mayor Rick Ramsey said. “That has been the case for the past, at äSee WALKER, page 4G

St. Joseph Catholic Church, of French Settlement, will hold its annual Winter Wonderland Food Festival: A Taste of French Settlement from 10 a.m. to 6 p.m. Sunday at 15710 La. 16. Besides the food, other features include free tours of Father Jason’s Christmas Village, a display featuring over 450 pieces; craft booths; free activities for children, including hay rides, face painting, crafts and visits with Santa (pictures with Santa are $5); a classic car and truck show; and entertainment by DJ Bernard Gourgues, grades one to six from the St. Joseph Parish School of Religion and local celebrities.

Denham Springs launches season with lights, festivities
Erin Cowser received copious amounts of LSU-themed children’s books at her daughter’s baby showers, but none featuring the Southeastern Lions. Cowser obtained her master’s degree in organizational communication at Southeastern Louisiana University and works as the director of Pubic and Governmental Affairs for the university. The pride she feels toward the school as a former student and a current professional on campus motivated her to the write the first children’s book about Southeastern. “It killed me that there was nothing for Southeastern. It’s the third-largest university in the state of Louisiana, but if you ask even some of our current students how large our school is, they’re going to tell you it’s a small school,” she said. “They feel like it’s still small because they get personal attention and everybody knows everybody.” Southeastern has 15,000 students enrolled and more than 65,000 alumni. In 2013 Southeastern studentathletes brought home five Southland Conference Championships, including the Lions football team. The book features Roomie, Southeastern’s lion mascot, as he gives readers a campus tour of everything from the shade of Friendship Oak to the seats of Strawberry Stadium. Cowser’s 5-year-old daughter, Eliza Kate, is also featured in the book. “It features all the different landmarks, and includes some of the traditions that are unique to Southeastern,” Cowser said.
