After some last-minute improvising due to rain, members of West Feliciana Parish Fire Protection District 1, Hospital Emergency Medical Services and the West Feliciana Sheriff’s and Coroner’s offices and students from West Feliciana High School performed a mock car crash scenario in the football stadium parking lot April 13. The “Sudden Impact” mock crash demonstration is designed to teach the consequences and realities associated with distracted and drunken driving. The presentation included students in the roles of victims and members of the WFHS emergency medical responder class performing duties of first responders. Firefighters, deputies and paramedics participated as if an actual accident had occurred.

A mock crash victim is placed on a gurney for transport to the hospital during a simulated vehicle crash caused by distracted or drunken driving. The mock crash was held April 13 and teaches äSee IMPACT, page 3G the consequences of unsafe driving to students.

Special to The Advocate CLINTON — The East Feliciana Parish School Board voted unanimously Tuesday to offer a contract as superintendent to Carlos J. Sam, an associate superintendent in the East Baton Rouge Parish school system. Sam, also a finalist for superintendent of Lafayette Parish schools, said after the vote that he would withdraw from the scheduled Wednesday night interviews of Lafayette’s finalists. Sam will succeed Henderson Lewis Jr., who resigned last Sam month after being named superintendent of Orleans Parish schools. The vote came after the board interviewed Sam, Patrick D. Jenkins and George Noflin Jr. in sessions open to the public, contrary to what board President Michael Bradford had announced last week. Bradford said Lewis was “a franchise player,” but Sam will be “a game-changer.” Sam, a 26-year veteran of the East Baton Rouge system, is now associate superintendent for support services, but served as a teacher, assistant principal, principal and director of magnet programs. “My dream job has always been to be a superintendent,” Sam said during his interview. “I think I’m a good fit for East Feliciana Parish.” Sam said he believes in stability, which is one reason for his long-time association with East Baton Rouge schools. “If you make me your superintendent, I plan to be here for a long time,” he added. Jenkins began the interview sessions. “Everything I’ve done for the last 24 years in education has prepared me for this job,” Jenkins said, providing examples of his experience in various educational fields and his career as an Army National Guard engineering officer. Jenkins is the operations chief for the Zachary Community School System, in charge of maintenance, construction, athletics, safety, food service and other areas. Noflin, an East Feliciana Parish native, is superintendent of Morehouse Parish schools. He said his board has granted him a contract extension but he has not yet signed it. Noflin said Lewis started East Feliciana on the right path, but the next superintendent must build on his work. Fire departments move to repair radios BY STEPHANIE WARREN

St. Helena Parish fire departments and St. Helena Office of Emergency Preparedness representatives met April 10 with Motorola representative Vaughn Bourgeois at the Police Jury building to discuss the options on replacing the radio equipment that malfunctioned after renovations began last month at the St. Helena Parish

information on any incidents that are reported to the 911 call center, which is in Amite, and relayed to the sheriff’s dispatch office in Greensburg, she said. Allen said Bourgeois was the representative that worked on the original radio grant 10 years ago, which aided in purchasing the radios and dispatch equipment used by the fire departments. Allen said the group decided to purchase an encoder to help

replace one component of the broken system until funding can be secured to purchase and upgrade the equipment, which notifies the fire departments of an incident. Allen estimated it will cost $500,000 to update the equipment for all fire departments. “The dispatch services that are supplied by the Sheriff’s Office is a vital link in the response of the local volunteer fire departments and, without the

timely dispatch of emergency personnel, incidents would take longer to respond to and control,” Allen said. “That could also affect the rating of each department and the residents’ insurance coverage in the long run.” Allen said the equipment issue will be shortterm, with departments working to make the necessary repairs and upgrades. äSee RADIOS, page 3G

The new Clinton Wal-Mart Neighborhood Market’s grand opening starts at 7:30 a.m., Wednesday, April 29, following a brief ribbon-cutting ceremony. The store, 9181 Plank Road, will be open from 7 a.m. to 10 p.m. Mondays through Saturdays and from 8 a.m. to 9 p.m. on Sundays. The store will provide Clinton residents with an assortment of merchandise including fresh produce and meats, frozen foods, groceries, fuel and a pharmacy. Customers can shop addi-

Advocate staff report Dr. Allison Parkman has been named medical director of FASTLane Urgent Care by Lane Regional Medical Center in Zachary, a news release said. She was previously the supervising physician at FASTLane. Originally from Akron, Ohio, Parkman graduated from the Univer- Parkman sity of Chicago, earned her medical degree from Medical College of Ohio, completed her family medicine residency training at Baton Rouge General and completed urgent care fellowship training at University Hospitals in Cleveland. She is a board-certified family medicine practitioner with more than seven years of urgent care and family medicine experience and is a member of the American Board of Family Medicine, the release said. A resident of Zachary, Parkman said she enjoys jogging, playing soccer and tennis, and watching football and basketball in her spare time, as well as volunteering as the superintendent of Christian education at the Way of Holiness Ministries in Jackson. Lemonade Day, a fun, experiential learning program that teaches youth how to start, own and operate their own business — a lemonade stand — began in Houston in 2007 and has grown from 2,700 kids to 120,000 kids in 31 cities across America and Canada. Lemonade Day Louisiana, a nonprofit launched in 2010 by entrepreneur John Georges, CEO of Georges Enterprises and owner of The Advocate, and Todd Graves, CEO of Raising Cane’s Chicken Fingers, empowers youth to take ownership of their lives and become productive members of society — the business leaders, social advocates, volunteers and forward-thinking citizens of tomorrow, according to louisiana.lemonadeday.org. Georges and Graves both received their first taste of business by operating their own lemonade stands as kids. Each child who registers will receive a backpack with an entrepreneur workbook that teaches the 14 lessons of Lemonade Day, such as creating budgets, setting profit-making goals, serving customers, repaying investors and giving back to the community. Along the way, youth acquire skills in goalsetting and problem-solving and gain selfesteem, all critical for future success, the nonprofit said in a news release. At the end of the day, children get to keep all the money they earned and are encouraged to spend some, save some and share some. The third-grader’s stand will be selling lemonade, water, brownies, pecan candy, chips and pickles. By participating in Lemonade Day, youth learn about supply and demand; credit, debt, and gross and net income; critical thinking and collaboration; civic responsibility; teamwork; math calculations; and oral and written communication among other lessons, the release said. Youth are urged to get creative in naming and registering their lemonade stands online so that event organizers can send customers their way. In Zachary, Lemonade Day promises to be a sweet, family-oriented event from 11 a.m. until 5:30 p.m. May 2 at the Americana development, off Mount Pleasant Road. Zachary businessman C. Jordan Charlet was recently appointed by the East Baton Rouge Parish Metro Council to a four-year term on the Board of Commissioners at Lane Regional Medical Center. A native of Clinton, Charlet is co-owner of Charlet Funeral Home in Zachary and has more than 20 years of experience as a licensed funeral director and embalmer in Louisiana. Charlet serves as public information officer for the Clinton Volunteer Fire Department and as a captain with the Zachary Volunteer Fire Department. He also is a member of the Louisiana Funeral Directors Association and a member of the Disaster Mortuary Operational Response Team, a program of the National Disaster Management System for identifying and assisting families in the identifica-

tion of decedents in disaster situations, such as 9/11 and hurricanes Katrina and Rita. St. Helena has eight fire departments with one fire district, Fire District 4, being a paid department. One passenger was pronounced “dead� at the scene and covered by a sheet, while three others were trapped and eventually extricated from their mangled vehicle with the jaws of life tool and transported to the hospital. As part of the exercise, family members came to the scene, and the pickup driver was arrested and hauled off to jail. Paramedic Chris McBeth

Members of the WFHS media club filmed the scene so that it could be viewed later by the high school’s student body during an assembly. “We do this right before prom season, and our hope is that seeing the scene firsthand will stick in the students’ minds long after driver safety statistics and lectures have been forgotten,� said West Feliciana Fire Chief James Wood. Wood said this is the second year his department has held the mock crash. “We want to show teens the actual consequences of what it can be and the agencies that would respond on scene.�

Centenary State Historic Site, 3522 College St., Jackson, will host its third annual Arts, Crafts and Car Show from 9 a.m. to 1 p.m. Saturday. Artists, artisans and craftsmen will be displaying and selling their handmade items. Bluff Creek Baptist Church in Clinton was transformed into an intimate concert venue in March for Ryan and Maggie Dawson’s five children, who gave the biggest concert of their lives for family, friends and churchgoers, said the children’s greataunt, Beth Dawson, of Jackson. The oldest of the five Dawson siblings, 12-yearold Hastings Dawson, performed several classical piano solos, including

“Doctor Gradus ad Parnassum� and “Goliwogg’s Cake Walk� by Debussy as well as “A Mighty Fortress is Our God� by Martin Luther, a friar, priest and professor born in 1483. Mills Dawson, 10, challenged his older brother on piano by playing “Solfeggietto� and “Prelude� by Carl Philipp Emanuel Bach. Mills, an accomplished cellist as well, performed three duets with Hastings on piano that included Adele’s “Rolling in the Deep� and a piece by Mozart. John Dawson, 8, joined his two older brothers in a few songs while playing an African hand drum. The workshop employs a staff of four and specializes in the manufacturing of acrylic and custom dentures and splints and handles repairs for the dental community as well as delivers its custom-made parts

Seniors can apply for farmer’s market coupons

The West Feliciana Council on Aging is announcing the start of its Senior Farmers Market Nutrition Program. Applicants will be certified from 8 a.m. to 3 p.m. Monday through Friday at the Council on Aging office, 5725 Commerce St., St. Francisville. Farmers market coupons are used to buy locally grown fresh fruits, vegetables, cut herbs and honey at markets and roadside produce stands. Applications must be submitted to ensure seniors receive the coupons, as each parish is allotted a limited amount. Seniors age 60 and older with a household income not to exceed 185 percent of the poverty level based on the number of occupants in home are eligible. Identification is required along with proof of income. West Feliciana’s Council on Aging is part of the Capital Area Agency on Aging. Programs include congregate and home-delivered meals, transportation to medical appointments and senior centers, short-term and lowincome utility assistance, wellness and SenioRx, a discount prescription program for those who qualify. Availability of programs should be verified by calling the Council on Aging office at (225) 635-6719.

west feliciana Sheriff’s Office plans to crack down on seat belts Advocate staff report The West Feliciana Parish Sheriff’s Office is determined to get the message across that seat belts save lives, so beginning Friday, deputies will start cracking down on seat belt violations and issuing citations to anyone caught traveling without a buckled seat belt or transporting unrestrained children, said Erin Foster, West Feliciana Sheriff’s Office spokesperson. According to the National Highway Traffic Safety Administration, seat belts have saved nearly 63,000 lives during the five-year period from 2008 to 2012. In 2012, the use of seat belts in vehicles by passengers 5 and older saved an estimated 12,174 lives; the use of child

restraints such as child safety seats and lap or shoulder belts by passengers 4 and younger saved Daniel 284 lives; and an additional 3,031 lives would have been saved if all unrestrained vehicle occupants involved in fatal crashes had worn their seat belts, according to NHTSA data statistics. In 2013, there were 9,580 unbelted vehicle occupants killed in crashes, the NHTSA data shows. “If there is one thing I could urge motorists of all ages — drivers, passengers, front seat and back seat — to do every time they get into a vehicle,

it’s to buckle up. It is the single most effective way to avoid being killed in a crash,” said Sheriff J. Austin Daniel. “When you ride in a motor vehicle without a seat belt, you are taking a huge risk ... one you can’t afford.” Daniel said there are too many false notions out there about seat belts, and young adults in particular seem to think they are invincible in vehicles. “Unfortunately, they (young adults) are dying at a disproportionate rate because they’re not wearing their seat belts, more men are dying in crashes compared to women because they wear their seat belts less, and truck occupants think they don’t need to wear their seat belts because they believe their

large vehicles will protect them in a crash,” Daniel said. According to more NHTSA statistics and Center for Disease Control and Prevention data: n Of the teens aged 13 to 20 that died in crashes in 2012, about 55 percent were not wearing a seat belt at the time of the crash. n Adults 18 to 34 are less likely to wear seat belts than adults 35 or older. n Men are 10 percent less likely to wear seat belts than women. n Adults who live in rural areas are 10 percent less likely to wear seat belts than adults who live in urban and suburban areas n Sixty-three percent of truck occupants killed in crashes

in 2012 were not buckled up compared with 43 percent of passenger car occupants killed while also not wearing seat belts. “We are determined to help bring these numbers down,” Daniel said. “There are too many people dying on the roads, and many of these deaths could be prevented if people simply took the time to click their seat belts. We will be focusing our efforts during this time, but we will also be handing out tickets year round to those who still haven’t gotten the message.” Daniel urges drivers to ensure that everyone in their vehicle is buckled up before driving. “Don’t just do it to avoid a ticket, do it so you arrive at

your destination safely. Since it’s our job to help protect West Feliciana motorists, we’re taking this campaign very seriously,” Daniel said. “Consider yourself warned. If we catch you not wearing your seat belt on the road, you will get a ticket. No excuses, no warnings. We’re hoping you’ll get the message and buckle up every trip, every time, even after the crackdown period is over. Wearing your seat belt is required by law 24 hours a day, 365 days a year.” Foster said overtime funding for additional patrols during the campaign was made possible through a grant from the Louisiana Highway Safety Commission. What started as a charity golf event 25 years ago is now the only pro golf tournament in the Greater Baton Rouge area, boasting a total of $125,000 in prize money. The Merrill Lynch Open benefitting Mary Bird Perkins — Our Lady of the Lake Cancer Center will be contested over a 7,003-yard, par-72 layout at The Bluffs from April 29 through May 2. The 2014 tournament raised more than $200,000 — all of which directly supported thousands of people throughout Mary Bird’s 18-parish service area, and with a week of activities, tournament organizers aim to surpass that total. In operation since 1994, the Adams Pro Tour partners with local charities and nonprofits to conduct a series of pro golf tournaments in the mid-south region of the U.S. Besides three events in Louisiana, the tour conducts tournaments in Arkansas, Kansas, Missouri, Oklahoma and Texas. In addition to raising thousands of dollars for charities, the events provide a way for professional golfers to hone their skills while preparing for life on the PGA Tour. A number of PGA stars like two-time Masters

champion Bubba Watson, Tim Herron, Ryan Palmer, Mark Hensby and J.L. Lewis are graduates of the Adams Tour. The tournament will be similar in format to a PGA Tour event, with 72 holes over four days. The field will be cut to 35 percent of the starting field, including ties, after 36 holes. Amateurs will play in the field and can be included in the cut number. A $20,000 check will go to the professional champion. A number of Louisiana players will be included in this year’s MLO field. Among them are Brandt Garon, of Baton Rouge; Neal Ajubita, of Metairie; Blake Kelley, of Mandeville; Brian Rowell, of Broussard; Travis Wilmore, of Alexandria; and Daniel Keeton, of Shreveport. The schedule of events begins Monday with leisurely practice rounds by the pros. The Coca-Cola Junior Clinic,

sponsored in association with The First Tee and Adams Tour pros, will begin at 4 p.m. April 27 on the driving range at The Bluffs and is open to kids 6 to 16. A players welcome party is slated from 6 p.m. to 8 p.m. in the club house. The Hillar Moore Jr. Memorial Pro-Am will begin Tuesday with two shotgun starts at 8 a.m. and 1:30 p.m. An Adams pro will be placed with each sponsored three-man team to play in an 18-hole “shamble� format. Breakfast and lunch will be available as will food and drinks on the course. The Merrill Lynch Open begins at 8 a.m. Wednesday with double tee starts from the first and 10th tees in morning and afternoon waves. The same schedule

will take place Thursday, and after the final golfer completes his round, the cut will be made for the final 36 holes. Friday’s and Saturday’s rounds begin at 8 a.m. with the same format as the previous two days. On Saturday at 2 p.m., the awards presentation will take place at the scoreboard area near the clubhouse. Gardens galore in St. Helena

Students from St. Helena College and Career Academy planted a butterfly garden April 7 at St. Helena Arts and Technology Academy. LSU/ SU Agricultural Center agent Ahmad Robertson said a butterfly garden is an easy way to see more butterflies and to help them, since many natural butterfly habitats have been lost to human activities like building homes, roads and farms. Robertson taught the students an easy way to increase the number and variety of butterflies around the school. The students were shown how to grow the plants the caterpillars like to eat and plants that adult butterflies feed on. The students planted warm season plants including begonias and marigolds. St. Helena College and Career Academy Agriculture teacher Terry Guy and his students developed a landscape and design team to beautify the St. Helena Parish school gardens and flower beds. Each team had a contractor, architect and designer. The gardening curriculum focuses on cultivating skills, stewardship and service through sustainable gardening and healthy living practices. The team planted a spring garden at St. Helena Head Start last month. With encouragement from their teacher, three fourthgraders at Jackson Elementary School recently worked to help others in their community and beyond in a number of ways. Jackson Elementary teacher Brittany Hennigan said Brandon Ballard, Howard Davis and Dondré Weatherspoon collected items throughout the Lenten season to share with the homeless, hungry and those in need. T h e boys did Jackson m o r e Elementary than collect food, however: They donated five large bags of secondhand clothes for those in need in East Feliciana Parish, collected four boxes of food for the Jackson food pantry, Helping in His Name, and gathered a box of personal hygiene items to give to a shelter for human trafficking victims. “The project was sparked during a classroom discussion about the homeless in our community, so I decided to use the discussion as a further learning experience and challenged the students to come up with ideas and ways they could help,” Hennigan said. “These three boys immediately began listing items that could be donated to change the lives of those in need.” Brandon, Howard and Dondré got creative by not limiting their efforts to collecting canned goods and by enlisting the help of their classmates to host a clothes, food and toiletries drive, Hennigan said. “I placed the sole responsibility of the project on their collec-

Silliman juniors, seniors carry on daisy chain tradition Advocate staff report The daisy chain ceremony, a long-standing Silliman Institute tradition, is much more than students receiving their class rings; it’s an exchange of the dreams, knowledge and ideals that are part of Silliman Institute’s proud heritage, Katy Hayes, Silliman alumni coordinator, said about the April 8 event. The ceremony is symbolic for the seniors leaving Silliman

and the juniors entering their last year of high school, and the rings symbolize the students’ years of dedication. During the ceremony, as the 40 seniors took their places on the daisy chain, the 49 juniors receiving their rings vowed to seek and understand the meaning of a Silliman class ring while agreeing to uphold the standards and values of the school, Hayes said. Following the ceremony, the seniors carried the chain and

NOTICE --The East Feliciana Parish Police Jury (Owner) invites bids for the inch and a half overlay of approximately 45.32 miles of specified parish roads. Bids will be received by the Owner at the East Feliciana Parish Police Jury Office until 3:00 p.m., 4 May 2015, and then said office will publicly open and read loud all bids received. The envelopes containing the bids must be sealed, addressed to East Feliciana Parish Police Jury and delivered to the East Feliciana Parish Police Jury Office at 12064 Marston Street, Clinton, LA 70722 and designated as a bid for the 2015 Parish Overlay Project. Each sealed envelope must have the bidder's name, address, and state license #. All bids must be submitted on the LA Uniform Public Works Bid Form and contain the total cost of the project, with a breakout by unit price. Electronic Bid submission is not an option since East Feliciana Parish does not meet the population threshold. The overlay will be bid using AC-30 asphalt - type 3 or equivalent asphalt with a minimum of 1 and 1/2 inch overlay of existing surface. The work shall also include cleaning and sweeping the existing roadway and installation of a thorough uniform tack coat on all existing surfaces to be overlaid with two-foot turnouts at driveways and 20foot aprons on intersecting roads. The winning bidder must provide proof of insurance, a Surety bond for total of the project, and any other reasonable documentation requested by the owner by the pre-construction meeting. Upon completion of paving, per roadway, the Contractor and a representative of the Owner shall collect one core sample per 1500’ of roadway, documenting the roadway name and location, for density and thickness determination. The core hole shall immediately thereafter be filled. Superintendent Joseph invited everyone to the 2nd Annual Teachers Rock – Purple Hugs Foundation Awards will be held on Saturday, April 11, 2015, 7:00 p.m. at the SHCCA auditorium Ms. Donna Reno, Chief of Innovations reported that 17 students from St. Helena participated in the Regional Special Olympics at Ponchatoula High School on April 1, 2015. They won 11 first place ribbons, 7 second place ribbons, 4 third place ribbons and 8 fourth place ribbons. A RESOLUTION BY ST. HELENA PARISH SCHOOL BOARD OPPOSING ANY CHANGES TO THE INVENTORY TAX

WHEREAS, any bill that proposed reductions or repeal of the inventory tax would be detrimental to St. Helena Parish’s economy by over $15,000.00 and WHEREAS, St. Helena Parish Inventory Tax received contributes to the overall operation of St. Helena Parish Schools and other taxing authorities’ operations; and WHEREAS, reducing or repealing this local revenue stream, would cause substantial decline to the quality of the public school system, local health care system, law enforcement authorities and Emergency Management and Preparedness’s ability to respond to emergencies, and other local government supported programs and services; and

Mr. Clay Slagle, Project Manager, Volkert, Inc. informed the board that about 20 days remained in the 45 days substantial completion timeline for Ragusa Construction to have all jobs completed at the SHCCA campus. He also stated that if the projects are not completed by Ragusa on time measures have been put in place to get the job completed. The bid sheets for the high school sports complex are ready to be submitted for publication once all documents have been submitted to USDA and approval is received. Item H:

10290 bear interest at a rate not exceeding four per cent (4%) per annum and to mature over a period not to exceed forty (40) years (the "Series A Bonds"), and the second series will be in the principal amount of not exceeding $8,000,000, bear interest at a rate not exceeding seven per cent (7%) per annum and mature over a period not to exceed twenty (20) years (the "Series B Bonds"). The Series B Bonds will be designated as taxable due to a federal guarantee of the payment of a portion of the principal of and interest thereon on the principal amount of the Series B Bonds. A commitment fee not to exceed one-half of one percent (0.5%) of the principal amount of the Series B Bonds will be paid to the purchaser thereof. The Bonds shall be limited and special revenue bonds of the Issuer, payable in principal and interest solely from a pledge of the income and revenues derived or to be derived by the Issuer from the operation of all hospital facilities of the Issuer (the "Hospital"), as now existing and as constructed, acquired, extended and improved with the proceeds of the Bonds and the Notes or as the Hospital shall hereafter be improved, extended or supplemented from any source whatever while any of the Bonds remain outstanding, including, specifically, all properties of every nature owned by the Issuer and used or useful in the operations of the Hospital, including real estate, personal and intangible properties, contracts, franchises, leases and choses in action, and all funds established and maintained by the provisions of this Resolution, to the extent available to pay debt service on the Bonds, subject to the prior payment of the reasonable and necessary expenses of operating and maintaining the hospital (the "Net Revenues"). The Issuer may also secure the Bonds with a mortgage on the immovable property constituting the Hospital and security interests (chattel mortgages) on any of the movable (personal) property owned or acquired by the Issuer. Any and all proceeds of ad valorem taxes and/or sales taxes received by the Issuer shall be applied to the cost of operating and maintaining the Hospital.

RESOLUTION A resolution making application to the State Bond Commission for approval and consent for the Hospital Service District of West Feliciana Parish, Louisiana, (i) to issue, sell and deliver not exceeding an aggregate of Twenty-Five Million Five Hundred SeventyFive Thousand Dollars ($25,575,000) of its Hospital Revenue Bonds in two series and (ii) to provide interim financing in connection with the construction of the project being funded with the proceeds of the Bonds through the issuance, sale and delivery of not exceeding Twenty-Five Million Five Hundred Seventy-Five Thousand Dollars ($25,575,000) of Bond Anticipation Notes of the District, and providing for other matters on connection thereto. WHEREAS, the Hospital Service District of West Feliciana Parish, Louisiana (the "Issuer"), now owns and operates hospital facilities in West Feliciana Parish; and WHEREAS, this Board of Commissioners of the Hospital Service District of West Feliciana Parish, Louisiana, the governing authority of the Issuer (the "Governing Authority"), now wishes to construct and acquire a new hospital for the Issuer to be located in St. Francisville, Louisiana, including, but not limited to, buildings, improvements, equipment, accessories and furnishings (the "Project"), and to finance costs thereof through the issuance of hospital revenue bonds of the Issuer payable as to principal and interest as provided in Section 1 hereof pursuant to the provisions of Section 559.1 and Part VII, Chapter 4, Title 39 of the Louisiana Revised Statutes of 1950, as amended (collectively, the "Act"), and other constitutional and statutory authority; and WHEREAS, pursuant to the authority of the Act, and other constitutional and statutory authority, this Governing Authority, by resolution adopted August 21, 2014, gave notice of its intention to issue Hospital Revenue Bonds of the Issuer in one or more series in an amount not exceeding $26,000,000, held a public hearing pursuant to said notice on November 20, 2014, and determined and found that no petitions requesting an election were presented at said public hearing; and WHEREAS, it is now the desire this Governing Authority to obtain approval to incur debt and issue, sell and deliver not exceeding an aggregate of Twenty-Five Million Five Hundred Seventy-Five Thousand Dollars ($25,575,000) of Hospital Revenue Bonds consisting of not exceeding Seventeen Million Five Hundred Seventy-Five Thousand Dollars ($17,575,000) of the Issuer's Hospital Revenue Bonds, Series 2017A (the "Series A Bonds"), and not exceeding Eight Million Dollars ($8,000,000) of the Issuer's Hospital Revenue Bonds (Taxable), Series 2017B (the "Series B Bonds") (the Series A Bonds and Series B Bonds sometimes collectively referred to as the "Bonds"), in accordance with the terms and provisions of the Act and for the purposes set forth above; and WHEREAS, the Issuer presently has no outstanding hospital revenue bonds payable from a pledge of the revenues of the hospital facilities for the Issuer; and WHEREAS, as required by the United States of America, acting through Rural Development (the "Government"), the Issuer also wishes to authorize the issuance, sale and delivery of its Bond Anticipation Notes in a principal amount not exceeding $25,575,000 to provide interim financing for the Project; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Hospital Service District of West Feliciana Parish, Louisiana, acting as the governing authority thereof, that: SECTION 1. Application is hereby made to the State Bond Commission for consent and authority for the Issuer to issue, sell and deliver not exceeding $25,575,000 of its Hospital Revenue Bonds (the "Bonds"), all in the manner provided by Section 559.1 and Part VII, Chapter 4 of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, to finance a portion of the costs of the Project. The Bonds will be issued in two series, the first series will be in the principal amount of not exceeding $17,575,000 and

SECTION 2. Application is further made to the State Bond Commission for consent and authority for the Issuer to issue, sell and deliver not exceeding $25,575,000 of its Bond Anticipation Notes (the "Notes"), all in a manner provided by Chapter 14-B of Title 39 of the Louisiana Revised Statutes of 1950, as amended, and other constitutional and statutory authority, to provide interim financing of a portion of the costs of the Project. The Notes shall bear interest at a rate or rates of interest not exceeding the prime interest rate as set forth in the Wall Street Journal on the date of delivery of the Notes and monthly thereafter, plus 0.25%, with a minimum rate of 3.50% and a maximum rate of 7.00% and shall mature over a period not to exceed two (2) years. The Notes shall constitute limited and special obligations of the Issuer, the principal and interest of which is payable from the proceeds to be derived from the sale and issuance of the Bonds, or from the sale of additional bond anticipation notes which may be issued after their due authorization to refund the Notes, and the Net Revenues. A commitment fee not to exceed onehalf of one percent (0.5%) of the principal amount of the Notes will be paid to the purchaser thereof. SECTION 3. By virtue of Issuer's application for, acceptance and utilization of the benefits of the Louisiana State Bond Commission's approval resolved and set forth herein, it resolves that it understands and agrees that such approval is expressly conditioned upon, and it further resolves that it understands, agrees and binds itself, its successors and assigns to, full and continuing compliance with the "State Bond Commission Policy on Approval of Proposed Use of Swaps, or other forms of Derivative Products Hedges, Etc.", adopted by the Commission on July 20, 2006, as to the borrowing and other matter subject to the approval, including subsequent application and approval under said Policy of the implementation or use of any swap or other product or enhancement covered thereby.
