Council spars one last time before new one takes over BY HOWARD ARCENEAUX

ST. FRANCISVILLE — They sparred with Parish President Kevin Couhig, with members of the audience and among themselves as the first West Feliciana Parish Council seated under the parish’s Home Rule Charter convened for the last time. A new council will be seated Jan. 11. Almost from the outset of Monday’s meeting, the tone was contentious. Councilman John Kean’s attempt to add an agenda item to review parish financial information was shot down for failure to receive a unanimous vote, with Mel Percy voting to keep the item from being added. The most combative discussion involved pay-

ment by the parish of an outstanding legal bill to the firm Phelps Dunbar for appeal work in the lawsuit by the Lambert Gravel Co. against the parish. Couhig has maintained he will not authorize payment of the legal fees for the appeal, which total more than $46,000 so far. To date, the parish has spent more than $720,000 defending the lawsuit. Couhig said because the council did not authorize the payment with an ordinance, he will not authorize payment. A string of emails and other correspondence between Couhig and the law firm confirm that he warned attorney Dennis Blount he would not authorize payment of the

bill because the council had not authorized payment via the ordinance process. However, council Chairwoman Heather Howle contended there is $30,000 in the parish’s legal budget account, and that money should go toward the bill. “I’m not paying the bills,� Couhig said after the meeting. “I also told the council I would veto any ordinance they passed, and they didn’t have the (two) votes necessary to override my veto.� Earlier, during the public hearing phase, a proposed ordinance introduced at the Dec. 14 meeting and reworked by Lea Williams was reintroduced. The ordinance allocates $80,000 from the parish’s Buildings and Grounds account with no more than $65,000 to purchase land totaling

roughly 5.23 acres near the Mississippi River front, plus $15,000 for other fees such as a survey of the parcel. After a plea by Percy for the council to not take action, the measure passed, with Percy and Melvin Young opposing and Kean, Williams, Howle and Otis Wilson supporting it. Ricky Lambert abstained. Even appointments to the Tourism Commission stirred tensions, with Percy, incoming Councilman Bill May and audience members imploring the council to allow the new panel to make the appointments in January. Nevertheless, the council reappointed Susie Tully and Catherine Leake and appointed Jerry Landrum to the commission.

Machinist class teaches skills, work ethic

A fast-track, entry-level machinist class will begin Jan. 11 at Baton Rouge Community College’s Jackson campus in East Feliciana Parish. The 16-week class will provide participants with mechanical lathe and mill training and a curriculum that includes blueprint reading, an introduction to machine tools and machine shop mathematics, bench work, drill press, basic lathe and basic mill instruction. BRCC Workforce Development Director Johnny Arceneaux said businesses are unable to find experienced machinists, but by partnering with BRCC and this class, they’re encouraging the development of students who end up with entrylevel technical experience, a good work ethic and the safety and social skills needed to be productive employees. Enrollment is open to residents throughout the north capital region and businesses that want to enroll their own employees. Financial aid, however, is not available. Instructor Marvin Carter has more than 35 years’ experience as a machinist and millwright. He’ll teach class participants how to operate drill presses, mills and lathes, and how to repair and maintain them. DeWayne Rogers, of Slaughter, who graduated from the class on Nov. 25, was a salesman for a company that supplied products to area machinist shops. “I realized the world of a salesman was changing. I’m 54 years old and needed to do something different,� said Rogers. “After speaking about the class with Anvil Attachments President Jon Craft, I liked what he had to say. The class was everything he said it would be, but I didn’t believe I could learn so much in such a

short a time.� Jacob Fly was a senior at Centreville Academy in Mississippi this time last year. He completed the machinist class in November and is now working as a machinist millwright at Cajun Valve in Port Allen. Initially, Fly enrolled in the millwright Level 1 night class at the BRCC Jackson site as a senior in high school and is currently enrolled in the millwright Level 2 class. Wayne Mullenix, of Baton Rouge, another graduate of the class who previously had his own roofing business, said he wanted to make a career change. “I enjoy roofing, but I’m 53 and thought about becoming a machinist. This class gave me a chance to work part time so I could pay my bills while learning a skill. The instructor is awesome and has become my mentor,� Mullenix said. Area businesses are finding quality employees and saving money that they would normally spend on the recruiting and hiring processes, Arceneaux explained. “Students who’ve successful-

There was a great deal of learning and teaching that took place between the high school and elementary school students.� Means said she has been overwhelmed by the support she has received as she taught her students about the importance of becoming geoliterate citizens.

The Knights of Columbus Council 7856, composed of members from Mount Carmel Catholic Church in St. Francisville and Mission Chapel of Our Lady of Perpetual Help in Jackson, gives throughout the year and participates in the Knights of Columbus Culture of Life program. The program defends the right to life for every human from the moment of conception to natural death, a news release said. Councils and individual knights conduct projects each year aimed at building a “culture of life� in their own communities. For the past several years, KC Council 7856 has undertaken fundraising campaigns seeking contributions from church members to benefit the Family Life Federation, also known as the Problem Pregnancy Center. On Dec. 10, KC Council 7856 presented a check for $3,000 to Frances Broussard, executive director of the Family Life Federation in Baton Rouge, which offers free services to women throughout their pregnancy, including testing, counseling, abortion alternatives,

Body Walk gives students a healthy new perspective Advocate staff report About 300 Jackson Elementary students were “digested� through the human body on Dec. 14, when they toured the Louisiana Body Walk, a 35-by-45-foot traveling exhibit replicating parts of the human body that visits elementary schools statewide. west feliciana Symposium presenters named for literary event Advocate staff report The committee for A Celebration of Literature and Art, a nonprofit arts and humanities group in West Feliciana Parish, has selected its presenters for the 2016 Writers and Readers Symposium slated for Feb. 20 at Hemingbough. Those selected include authors Margaret McMullan and Michael Rubin, poet Mona Lisa Saloy, photographer Philip Gould and muralist Robert Dafford. The authors and artists will discuss their work individually and as a panel, which will be moderated by local artist Carolyn Thornton. Lunch is included, and books by the authors will be on sale throughout the day. Attendees also will have an opportunity to chat informally with the presenters and have copies of their books autographed. On Feb. 21, following the symposium, McMullan will lead a workshop for beginning and experienced writers at the West Feliciana Parish Library from 9 a.m. to 4 p.m. Limited to 15 participants, the workshop will feature McMullan critiquing nonfiction or fiction writing of workshop participants, who should send her their prose by Jan. 31. ST. FRANCISVILLE — West Feliciana information system analyst Steve Comfort recently received the Information Society for Technology in Education Making IT Happen Award. The ISTE award honors outstanding educators and leaders who demonstrate extraordinary Comfort commitment, leadership, courage and persistence in improving digital learning opportunities for students. The award was presented at the 31st annual Louisiana Association of Computer Using Educators conference Dec. 8 in New Orleans. Since its inception in 1995, the award has been given to more than 500 educators from around the world. Each year, each affiliate of ISTE can nominate one individual to receive the award and Comfort was this year’s nominee. “The overall goal of LACUE

is to use technology to improve the quality of education for Louisiana students,� Comfort said. Comfort has been associated with LACUE since the group’s inception. He was one of four incorporators of the organization and has served in a variety of roles for more than 30 years. Comfort received a plaque, certificate and a jacket. “The big thing is the awarding of the jacket,� Comfort said. “You’ve never lived till you tried to put on a jacket in front of 500 to 800 people and you can’t find the arm hole.� Comfort has been with the school system for 35 years. He started in August 1977 and left briefly in 1980, returning in 1983. “If you think of the number of state and regional winners we have had in teacher and principal over the years it is amazing,� Comfort said. “A small district such as us to have that many receive state and national recognition.� Technology is a necessary tool in classrooms, and Superintendent Hollis Milton described Comfort as a pioneer in the field in Louisiana.

Congratulations to former West Feliciana Saints Wallace Scott and Jay Ferguson. Scott was a senior free safety at McNeese State while Ferguson was a redshirt freshman defensive end at Louisiana Tech. Scott was named the Southland Conference Defensive Player of the Year. He also was honored as a member of the STATS Football Championship Series All-American Team, the orgaEXTRA SPORTS nization formerly known as HARCENEAUX@THEADVOCATE.COM The Sports Network. Ferguson earned First Team AllFreshman honors named by The Sporting News. A native of Weyanoke, Scott became the 138th All-American in McNeese’s 72-year history with his second-team selection. He was one of the leaders of the Cowboys, who finished the regular season with a 10-0 mark and won a league-record 14th championship. The defensive leader helped carry a defensive unit that ranked No. 1 in the SLC this past season in total defense (300.2 yards per game), rushing defense (87.4 ypg), and scoring defense (13.2 points per game). McNeese ranked No. 12, 4 and 3, respectively, in those categories in the FCS. The three-time conference defensive player of the week finished the season with 59 total tackles with two sacks and 5.5 tackles for a loss. He set a school records with two fumble recoveries for a touchdown in a season and 142 fumble return yards in a

He was the 12th McNeese player to garner conference defensive player of the year honors and the first since 2008, when Bryan Smith won the award. McNeese’s season ended with a 34-29 loss in the first round of the FCS playoffs to Sam Houston State. After red-shirting his first year in Ruston, Ferguson led the

Bulldog defense this year with 14 tackles for losses of 64 yards and six sacks for a loss of 49 yards in a freshman campaign in which he started five games. He tallied a sack in every start except one, registered 34 total tackles (21 solo, 13 assisted) and was credited with seven quarterback hurries. He also forced two fumbles and broke up one pass. Twice he recorded two sacks in a game, once in a win over UTSA and again in Louisiana Tech’s victory over Middle Tennessee.

TAKE ACTION DEEMED NECESSARY The Council Chair, Ms. Howle stated that the ordinance regarding the subject matter was adopted by the Council in October, 2014 and the rates went into effect December 1, 2014. She stated that due to the voting requirement of five affirmative votes needed, the Council failed to acquire the necessary votes.

The Council Secretary was authorized to advertise the upcoming openings on the Board of Adjustment and the Economic Development Board.

The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs, and wells. As water travels over the surface of land or through the ground, it dissolves naturally-occurring minerals and, in some cases, radioactive material, and can pick up substances resulting from the presence of animals or from human activity. Contaminants that may be present in source water include: Microbial Contaminants - such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations, and wildlife. Inorganic Contaminants - such as salts and metals, which can be naturally-occurring or result from urban stormwater runoff, industrial, or domestic wastewater discharges, oil and gas production, mining, or farming. Pesticides and Herbicides - which may come from a variety of sources such as agriculture, urban stormwater runoff, and residential uses. Organic Chemical Contaminants – including synthetic and volatile organic chemicals, which are by-products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic systems. Radioactive Contaminants – which can be naturally-occurring or be the result of oil and gas production and mining activities.

A Source Water Assessment Plan (SWAP) is now available from our office. This plan is an assessment of a delineated area around our listed sources through which contaminants, if present, could migrate and reach our source water. It also includes an inventory of potential sources of contamination within the delineated area, and a determination of the water supply’s susceptibility to contamination by the identified potential sources. According to the Source Water Assessment Plan, our water system had a susceptibility rating of ‘MEDIUM’. If you would like to review the Source Water Assessment Plan, please feel free to contact our office. In order to ensure that tap water is safe to drink, EPA prescribes regulations which limit the amount of certain contaminants in water provided by public water systems. Food and Drug Administration regulations establish limits for contaminants in bottled water which must provide the same protection for public health. We want our valued customers to be informed about their water utility. If you have any questions about this report, want to attend any scheduled meetings, or simply want to learn more about your drinking water, please contact LORI BELL at 225-683-5531. If present, elevated levels of lead can cause serious health problems, especially for pregnant women and young children. Lead in drinking water is primarily from materials and components associated with service lines and home plumbing. TOWN OF CLINTON is responsible for providing high quality drinking water, but cannot control the variety of materials used in plumbing components. When your water has been sitting for several hours, you can minimize the potential for lead exposure by flushing your tap for 30 seconds to 2 minutes before using water for drinking or cooking. If you are concerned about lead in your water, you may wish to have your water tested. Information on lead in drinking water, testing methods, and steps you can take to minimize exposure is available from the Safe Drinking Water Hotline or at http://www.epa.gov/safewater/lead. The Louisiana Department of Health and Hospitals - Office of Public Health routinely monitors for constituents in your drinking water according to Federal and State laws. The tables that follow show the results of our monitoring during the period of January 1st to December 31st, 2014. Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of some contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. In the tables below, you will find many terms and abbreviations you might not be familiar with. To help you better understand these terms, we’ve provided the following definitions: Parts per million (ppm) or Milligrams per liter (mg/L) – one part per million corresponds to one minute in two years or a single penny in $10,000. Parts per billion (ppb) or Micrograms per liter (ug/L) – one part per billion corresponds to one minute in 2,000 years, or a single penny in $10,000,000. Picocuries per liter (pCi/L) – picocuries per liter is a measure of the radioactivity in water. Nephelometric Turbidity Unit (NTU) – nephelometric turbidity unit is a measure of the clarity of water. Turbidity in excess of 5 NTU is just noticeable to the average person. Action level (AL) – the concentration of a contaminant that, if exceeded, triggers treatment or other requirements that a water system must follow. Maximum contaminant level (MCL) – the “Maximum Allowed” MCL is the highest level of a contaminant that is allowed in drinking water. MCL’s are set as close to the MCLG’s as feasible using the best available treatment technology. Maximum contaminant level goal (MCLG) – the “Goal” is the level of a contaminant in drinking water below which there is no known or expected risk to human health. MCLG’s allow for a margin of safety. Maximum residual disinfectant level (MRDL) – The highest level of a disinfectant allowed in drinking water. There is convincing evidence that addition of a disinfectant is necessary for control of microbial contaminants. Maximum residual disinfectant level goal (MRDLG) – The level of a drinking water disinfectant below which there is no known or expected risk to health. MRDLGs do not reflect the benefits of the use of disinfectants to control microbial contaminants.

9.F. DISCUSS AND INSTRUCT PARISH PRESIDENT TO PROCEED WITH PURCHASE OF RIVERFRONT PROPERTY AS PER ATTACHED ORDINANCE OF APRIL 2015. PURCHASE TO BE COMPLETED BY DECEMBER 1, 2015. TAKE ACTION AS DEEMED NECESSARY. The Council at length discussed the agenda item along with a status report given by the Parish President. Ms. Williams insisted that the Parish President act in this matter based on the ordinance passed by the Council in April 2015. The ADA explained that the ordinance itself has no term limit. The purchase agreement has conditions; and because the parish has agreed to pay a certain amount per acre, they have been unable to get a survey on the acreage. The Chair stated that the current purchase agreement has expired and the capital project has been approved. No action was been taken by the Council. 10. Mr. Chastant and Mr. Couhig each addressed the Board to provide information concerning propositions that will appear on the ballot of the November 21, 2015 election. Mr. Milton then requested that the Board allow a change in order of the Agenda because the forecast of severe weather had resulted in delays of some of those to be recognized. Ms. Denise Freeman addressed the Board concerning Childhood Cancer Awareness. Other School Board Business Adoption of Policies: Mr. Beauchamp referred to Ms. Beverly Grant, Human Resources Supervisor, to address the adoption of policies. Ms. Grant addressed the Board concerning School Policies to be adopted at this meeting which were previously distributed to the Board. The policies included: JDD, GAK, GAMFA, JGCC, IDCJ, II, JBD, and JGFH. Mrs. Grant stated that changes were to ensure our policies are aligned with BESE regulations. Dawson Foundation and Alumni Association were recognized for having successfully met the criteria of the National Historic Preservation Act of 1966, in having John S. Dawson High School entered into the National Register of Historic Places on June 15, 2015. Mr. Ken Dawson, grandson of John S. Dawson, accepted a certificate on behalf of the Foundation, and addressed the Board stating that the Foundation will continue efforts, along with the School Board and the community, to promote education for the next generations. Approval of Budgets Mr. Beauchamp deferred to Ms. Carla Greggs, Food Service Supervisor, to present the 1st Quarter Food & Nutrition Financial Report-FY 2015-15 for approval. Mr. Sullivan stated that Quality Management Report would be moved up on the agenda under New Business. NEW BUSINESS Quality Management Report Presented by Heath Veuleman, VM-Health Heath informed the Board one last formal report was due to Joint Commission by December 3rd and that would be the final report. He then stated that Quality Reporting at the Hospital was up to date and that Jodie Harper was very proactive. He complimented the Hospital Staff on being proactive and extremely helpful. Heath stated there had been no findings since June. His company will be helping with Infection Control and has also looked over the plans of the new Hospital and saw a few issues that needing tweaking at no cost to the Hospital. Kevin Bearden asked Heath exactly what was Quality Management. Heath then explained in detail that every department within the Hospital had unique and special indicators that they had to track and report on. When issues arises, a systematic approach is taken to search out the problem. Quality involves from Housekeeping to Medical Staff where reports are then forward to the Board for review. Center of Excellence "Heart Health" Chest Pain Accreditation Laura Peel, RN Angel informed the Board of this program and listed some of the Hospitals in Louisiana with this type of accreditation stating that we would be the first critical access Hospital in Louisiana with this accreditation. She the discussed the process to achieve this accreditation. First there is the prepurchase phase in which we would pay the Invoice for the first payment of $10K dollars which is 50% of the accreditation cost for 3 years. We would have

y the Compliance officer and the attorneys review and sign it and return to the Society of Cardiovascular Patient Care. The purchase phase is where we actually send the $10K and the signed business agreement back to the Society of Cardiovascular Patient Care. This should be done within 60 days of receiving the invoice and business agreement. During this time there will be a 2 day workshop in Dublin, OH to orient us to the specific requirements. The next step is the Baseline phase where a Gap analysis will be performed. We will be given a tool kit and have 30 days to complete this analysis and input our information into the database. During the next phase, the application phase we will be assigned a chest pain coordinator to help us with developing plans and submitting monthly reports to the society. The application for accreditation must be submitted 12 months from the signing of the business agreement along with the second payment of $10K. 30-90 days after submitting the application, a site visit will be conducted by the Society of Cardiovascular Patient Care to ensure all requirements are met to become accredited. Once we receive accreditation it is good for three years from the approval date. There are several benefits seen with this accreditation such as improved patient outcomes, better quality of care and improved patient satisfaction. Each item is aligned with the latest American College of Cardiology (ACC) and the American Heart Association (AHA) Guidelines. Angel then introduced Laura Peel who is the Chest Pain Coordinator at Lane Regional Medical Center who told a little about their experience with this accreditation. Lane is accredited through the same society just at the next level because they have a Cath lab. Laura stated that they are on their second round with this accreditation and they have really seen benefits

y of improving patient care and outcomes with this certification. Their first three year certification was with cycle 4 and they just reapplied for cycle 5 which is much better. She also stated that she is happy to see WFPH taking the step to become accredited. She said one of the things they track because they are on a different level is door to cath lab. She said WFPH might track door(ER) to door (Lane) to cath lab since we do not have a cath lab, which in her opinion we are already doing a great job and should not have any problems meeting these requirements. She said Lane already works well with WFPH staff on getting patients from the field with EMS straight to cath lab to improve patient outcomes. This is how she can vouch for our times. She mentioned it is very important to have the ER physicians’ support which she saw we have with Dr. Shields when WFPH came and met with her about the accreditation. She stated there is no need to reinvent the wheel, that any information Lane is using they will happily share it with WFPH to help with this process smoother because in the end it’s not about which facility, but making sure the patient is getting the best care. It was moved by Kevin Bearden and seconded by Mitch Brashier to approve the $10,000 fee to begin the accreditation phase. Motion carried. SHAPE Program Lee asked Dakisha Bryant to explain what SHAPE Program is. Dakisha then informed all that SHAPE is a guideline based early detection program using coronary calcium scoring to determine what patients are at risk for having a heart attack. The SHAPE Accreditation and Early Detection Program utilizes comprehensive and validated training materials based upon clinical and scientific recommendations from medical societies around the world. The education and training components educate the referring physician community and at risk patients in an effort to improve patient outcomes.

The Finance Committee met and discussed the 13.9% increase in Health Coverage through Blue Cross. All were informed that the Hospital could not cover the whole 13.9% and the Finance Committee’s recommendation was for the Hospital and Employee split the cost 50/50. It was then moved by Mitch Brashier and seconded by Kevin Bearden to accept the Finance Committee’s recommendation to split the increase of 13.9% between the Hospital and Employees. Motion carried. Pediatric Clinic Quotes Additional information was passed to Board members besides the two quotes that had been received from Spinks and Haydel Construction. A discussion ensued concerning both quotes and it was decided to accept the lowest quote which was Haydel Construction but asked Lee to see if there could be an adjustment on the repair portion of the roof. It was moved by Mitch and seconded by Melvin Harvey to accept Haydel’s quote. Motion carried. The Board also asked Lee to get Spinks to give a quote that included a generator.

The regular meeting of the East Feliciana Parish Police Jury was called to order on 7 December, 2015, at 6:00 P.M. by Mr. Dennis Aucoin, President. Opening prayer was offered by Mr. Julius Kennerson and the Pledge of Allegiance was then led by Mr. John Stewman. The roll was called by the Parish Manager, Mr. John Rouchon and Mr. Dennis Aucoin, Mr. Sean Smith, Mr. Larry Beauchamp, Mr. Louis Kent, Mr. Chris Hall, Mr. Dwight Hill, Mr. Keith Mills, Mr. Ed Brooks and Mr. Jason McCray were present. A motion was made by Mr. Larry Beauchamp, seconded by Louis Kent to approve the agenda with the addition of the Shopper’s Value liquor permit. This motion passed unanimously without comment. Administrative comments: The Police Jury Association of Louisiana will be hosting a one-day orientation for newly elected officials 13 January at the Crown Plaza in Baton Rouge. WHEREAS, the Secretary of Transportation and Development is authorized to make grants for mass transportation projects; WHEREAS, the contract for financial assistance will impose certain obligations upon the applicant, including the provisions by it of the local share of project costs; WHEREAS, it is required by the Louisiana Department of Transportation and Development in accordance with the provisions of Title VI of the Civil Rights Act of 1964, that in connection with the filing of an application for assistance that it will comply with Title VI of the Civil Rights Act of 1964 and the U.S. Department of Transportation requirements there under; and WHEREAS, it is the goal of the Applicant that minority business enterprise be utilized to the fullest extent possible in connection with this project, and that definitive procedures shall be established and administered to ensure that minority businesses shall have the maximum feasible opportunity to compete for contracts when procuring construction contracts, supplies, equipment, or consultant and other services: NOW, THEREFORE, BE IT RESOLVED by East Feliciana Parish Police Jury: 1. Bailey Cable, Cable Equipment Melvin and Lee met with Bailey Cable and discussed the equipment that is housed on Hospital property. Bailey Cable informed them that would have to re-route all cable for the Parish but they can remove all the dishes off the property leaving an equipment cabinet. The process should be completed within eighteen months. The Board will revisit in nine months and check on progress. OLD BUSINESS It was decided that the Executive Session items would be moved after Public Comment. Landscape Design Services RFQ Lee reminded the Board that at the last meeting he was asked to send out a request for qualification. Brian Grubb has helped to prepare the packets. Lee then informed the Board of what would be required in the packets and the timeframe to have items returned. Kevin Bearden suggested checking into LSU Architect School and maybe giving a grant or a scholarship to have a student design. Lee will check and see if this can be done. TeleCardiology The CIS Group offered to contract with the Hospital to have a robot for TeleCardiology. Currently they work with Lane Regional to supply a Cardiologist for our ER and patients. Expansion of Physician and Diagnostic Service Working to develop a Provider Based Clinic with ENT and other services for our community. The goal is to provide more special services. Property Tax Renewal Update Proposition 1.5 mil renewal did pass but the other propositions did not pass at the last election but can be put back on the ballot next year. Additional Dirt Work A short discussion ensued concerning the fee to Spinks Construction for the additional dirt work needed. It was then moved by Kevin Bearden and seconded by Melvin Harvey to pay Spinks Construction $28,000 for the additional dirt work per change orders. Motion carried. Additional Drainage Lee stated that an additional drain was needed and the cost is $7,300. Hospital Construction Project Still waiting on USDA. Pre-Construction Meeting Lee had a discussion with USDA and the contractors. Still waiting on final paperwork which is the last step before the project can be started. REPORTS Administrator’s Report Presented by Lee Chastant, CEO Location of Future Board Meetings - To comply with the New Parish Council Resolution we will need to have future Board Meetings either at the Library or the Courthouse. I have asked Mike Hughes, Assistant District Attorney if the Resolution applied to the Hospital District and he has responded that it does. Kevin Couhig, Parish President said the only two places capable of doing the live streaming are the Courthouse and the Library. After checking with the Library for times for us to meet, there are none through January so for the December and January meeting we will have to meet at the Courthouse. Mr. Sullivan said he would see if the New Council could rescind this. Christmas in the Country - This year our Hospital will participate in the Christmas in the Country Parade. We will enter a float. On the float will be volunteers of our employees and their family members. The Parade is Sunday, December 6th. 340B Mega Rule - Recently HRSA released a pro-

y p posed rule that will affect the 340B program. The 340B program was created by Congress to allow certain entities to purchase drugs from manufactures for prices generally lower than they can be purchased from drug vendors. The "Mega Rule" release has been anticipated for over a year. There were over 3,000 comments during the comment period. HRSA will now review these comments then release the final rule. This could be a very beneficial program for the Hospital. West Feliciana Parish High School - Last week the Hospital participated in the High School’s career day where students shadowed employees in their work environment to see what it is like for that occupation. We had several students participate. Attached are thank you letters from some of the students talking about their experience here at the Hospital. PERSONNEL REPORT (In Folder) FINANCIAL REPORT Presented by Lee Chastant, CEO Lee gave an update/report on Hospital Statistics, Income Statement, and Balance Sheet (compared to a year ago), Physicians’ Offices, Physical Therapy, Emergency Medical Services, and Hospital Revenue per Physicians, Cash Investments, Bottom Line, and the Check Register. He also stated that it not audited and not complete. PUBLIC COMMENT Lee mentioned that in the spring the Hospital was hoping to have Kevin Bearden commented that he is on a running group in the Parish by the name of Crazy Train. RESOLUTION A resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of West Feliciana, State of Louisiana, on Saturday, November 21, 2015, to authorize the levy of special taxes therein. BE IT RESOLVED by the Parish Council of the Parish of West Feliciana, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of West Feliciana, State of Louisiana (the “Parish”), that: SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held the Parish of West Feliciana, State of Louisiana, on SATURDAY, NOVEMBER 21, 2015, to authorize the levy of special taxes therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election. SECTION 2. Procès Verbal. A Procès Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of West Feliciana, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority. SECTION 3. Promulgation of Election Result. The result of said election shall be promulgated by publication in the manner provided by law.

PROPOSITION NO. 1 (MILLAGE RENEWAL) Shall the Parish of West Feliciana, State of Louisiana (the “Parish”), levy a one-half of one mill (0.5) tax on all the property subject to taxation within the Parish (an estimated $135,500 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of maintaining, operating and/or improving the public hospital in the Parish?

PROPOSITION NO. 2 (MILLAGE RENEWAL) Shall the Parish of West Feliciana, State of Louisiana (the “Parish”), levy a one (1) mill tax on all the property subject to taxation within the Parish (an estimated $271,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2017 and ending with the year 2026, for the purpose of acquiring, constructing, improving, maintaining, operating, providing and/or supporting (i) public health facilities and other social services, (ii) animal control equipment, facilities and/or services, (iii) equipment, facilities and/or services necessary or useful in the eradication, abatement or control of mosquitoes and other arthropods of public health importance, (iv) solid waste collection and disposal equipment, facilities and services and (v) the coroner’s office in the Parish?

The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that:

there was a total of 1,967 votes cast IN FAVOR OF Proposition No. 1 and a total of 1,751 votes cast AGAINST Proposition No. 1, as hereinabove set forth, and that there was a majority of 216 votes cast IN FAVOR OF Proposition No. 1 as hereinabove set forth;

(ii)

there was a total of 1,929 votes cast IN FAVOR OF Proposition No. 2 and a total of 1,769 votes cast AGAINST Proposition No. 2, as hereinabove set forth, and that there was a majority of 160 votes cast IN FAVOR OF Proposition No. 2 as hereinabove set forth;

(iii)

there was a total of 1,996 votes cast IN FAVOR OF Proposition No. 3 and a total of 1,692 votes cast AGAINST Proposition No. 3, as hereinabove set forth, and that there was a majority of 304 votes cast IN FAVOR OF Proposition No. 3 as hereinabove set forth; and

(iv)

there was a total of 1,560 votes cast IN FAVOR OF Proposition No. 4 and a total of 2,133 votes cast AGAINST Proposition No. 4, as hereinabove set forth, and that there was a majority of 573 votes cast AGAINST Proposition No. 4 as hereinabove set forth.

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition No. 1, Proposition No. 2 and Proposition No. 3 as hereinabove set forth were duly CARRIED and Proposition No. 4 as hereinabove set forth was duly DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, November 21, 2015.

Exhibit “A” attached hereto and made a part of this Procès Verbal is a copy of the Notice of Special Election and proof of publication thereof.
