Definition of TAC proposals The reformed Common Fisheries Policy introduces a gradual landing obligation in order to end discards by 2019. Every year ICES advises on amounts of fish that can be landed the following year: the landing TAC. As of 2015, ICES advises on amounts of fish that can be caught in 2016, adding the estimated discards: the catch TAC.

Catch TAC = Landing TAC + discards During this period different cases will apply.

When all fleets are obliged to land all catches (no discards)

When all fleets can continue discarding

(e.g. Norway lobster)

When the landing obligation applies to some fleets only, these fleets may receive additional TACs
