CHAIRMAN’S UPDATE Since its official launch in Looe earlier this year, the Cornwall and Isles of Scilly FLAG programme has had a great start with strong interest being shown throughout the area. There has been a wide range of project ideas coming forward, showing a high demand and interest in the programme, which is very promising for the FLAG and the local fishing communities.

So far we have over 60 live projects that are being developed in various stages. Within these we have over 10 projects that are being developed into full bids, which we hoped to see funded before the end of they year.

The FLAG has recently received a visit from the Farnet Support Unit journalist, Jean-Luc Janot, who is writing an article on the FLAG for the bi-annual Farnet magazine.

The theme of the magazine is governance and there were various visits made to projects and harbours throughout the FLAG area. The article will be published in November 2012 and will promote what we are doing as a group throughout Europe.

We have had a positive response from the Marine Management Organisation (MMO) with the first FLAG project being approved, which will see the development of a Seafood Cornwall Training hub in Newlyn.

This is a great way to get the program started and demonstrates an effective use of FLAG funding.

We are also pleased to announce that we have a FLAG Animateur in post. Chris Ranford, who is based in the Seafood Cornwall Training Centre in Newlyn, will be the first point of contact for all FLAG enquiries, so please make yourself known to him for any guidance and information.

F L AG U PDAT E What is a FLAG Fund?

Cornwall has been awarded £1.139 million through the Marine Management Organisation (MMO) to deliver Axis 4 projects under the European Fisheries Funds (EFF). Projects will be delivered through Fisheries Local Action Groups (FLAGS). The funding is very flexible but must support a strategy and a delivery plan, so it is important for projects to fit with both of these. The themes are of the FLAG strategy are: • Developing sustainable supply chains and market development •Providing infrastructure and communal facilities for fishing communities and cooperatives •Capacity building, cooperative development and networking •Training, retention and recruitment including diversification •Coastal communities, tourism and economic development

Chris Ranford: The FLAG Community Animateur What I am here to do?

I work in partnership between the FLAG, Cornwall Development Company and the Cornwall Rural Community Council and will be actively engaging with fishing communities to create, develop and deliver FLAG and other European Fisheries Funded (EFF) projects.

Chris, The FLAG Animateur, is based down in the Seafood Cornwall Training offices in Newlyn.

My main role is to act as a ‘go to’ person for anyone seeking guidance, information or assistance in the FLAG or EFF in general. I will work alongside you throughout the application process and will ensure you have all of the information and guidance to get your project to a full bid and presented to the FLAG. I can assist you with creating an idea, linking it with the correct strategy, application paperwork, business plans and costs and quotes for equipment you may need as part of your project.

Port and Harbour visits I will be positioning myself in a different port or harbour at least one day a week. If you wish me to visit your area then please get in contact and we can arrange a suitable date and time to discuss potential projects and meet with key people.

APPLYING F O R F U N D I N G What will the FLAG fund? Is it a loan or a grant?

The FLAG offers grants, this cash does not need to be repaid unless you break any of the conditions in your offer letter.

What is the process?

Fill in a project ideas form and post, email or drop it in to the office in Newlyn. Chris will give you a view on what Axis your project might fit under and if it’s likely to be worth taking further.

The next stage is an expressions of interest form and this if agreed is followed with a bid.

How long does it take?

12 weeks approximatley

How much can I apply for?

Between £1000 and £100,000

What % of grant?

Usually between 40% to 75%, but it’s for the FLAG to decide.

Is any help available?

Yes contact Chris Ranford for free support and advice. Chris will visit your harbour to speak about projects. All projects must be in Cornwall or Isles of Scilly.

European Fisheries Fund The European Fisheries Fund (EFF) aims to help the fishing industry to become more sustainable and to remain profitable.

Through the scheme around £7.7 million is available in Cornwall.

The fund is managed by the Marine Management Organisation and has four areas called Axis and measures;

Axis 1 Adaption of the community fishing fleet Non-mandatory safety equipment, additional to what is required by the Maritime and Coastguard Agency • Improving conditions and facilities for crew • Equipment to help improve hygiene and help you deal with waste better fish handling and chilling equipment to maintain the quality of fish and help get a better price for your catch • Equipment to help you fish more sustainable stocks, and minimise the impact of fishing on the wider marine environment • Replacing your engine • Making your vessel more energy efficient and reducing the amount of fuel you use

Axis 2 Aquaculture and processing, marketing Aquaculture producers and shellfish processors • Processing equipment • Diversifying into new species which aren’t widely produced, or where demand is currently exceeding supply • Creating producer organisations • Marketing under-utilised products and those produced using environmentally friendly methods • Creating transparent, traceable markets for fisheries and aquaculture products • Improving quality and food safety • Improving management and control of access conditions to fishing areas • The construction or installation of facilities to protect and develop aquatic fauna and flora • Obtaining Marine Stewardship Council accreditation

F U N D E D PR OJECT S UPDATE

Seafood Cornwall Training Ltd. has been awarded by the FLAG £24,870 as a contribution towards a dedicated training facility in Newlyn. Sarah Crosbie said, “SCT is based in Newlyn at the heart of Cornwall's Fishing Industry and we opened our doors to fishermen, and onshore workers from across the county and the Isles of Scilly in January 2009. This grant will empower locally delivered training for the Cornish Fish Industry.”
