Dear Colleagues, Dear Friends, This month the Committee on Fisheries is holding a public hearing on the “State of play of the implementation of the landing obligation and allocation of quotas by the Member States�. The phasing in of the landing obligation has started in 2015. As practically every fishery has its own specificities that need to be taken into account, implementation of this new framework creates many issues. The main purpose of this hearing is to assess the progress of the implementation of the landing obligation and to discuss the solutions developed by different actors in recent years. Clearly, the landing obligation causes many practical and organisational problems, including the phenomenon of choke species. It also requires significant financial investments, mostly on the part of fishermen, such as acquiring selective fishing gear. This puts a lot of strain on the fishermen community. The European Union has to help them more to cope with these challenges. The speakers invited to present their views at the hearing are representatives of artisanal and large scale fishing industry, marine scientists, NGOs and regulators. We trust that an open and fruitful exchange will be very helpful to properly assess this important subject.

Delegations broadly welcomed the Presidency compromise package and addressed the few outstanding political issues (voluntary coupled support, young farmers, income stabilisation tool, etc.). The outcome of their discussions will provide political guidance to the Special Committee on Agriculture in its task of finding a final agreement on the agricultural aspects of the proposal.

"Closer involvement of fishermen is key", says MEP Renata Briano at the "MedFish4Ever" Malta Ministerial Conference (30/03/2017) Renata Briano (S&D, IT), Vice-Chair of the Committee on Fisheries, intervened at the Ministerial Conference on the sustainability of Mediterranean fisheries in Malta (29-30 March) and made a clear call for a stronger involvement of the fishing sector in the decision making process, in order to have successful implementation measures.

Fisheries Ministers from the Mediterranean riparian countries participated in the conference, which concluded with the adoption of the "MedFish4Ever Declaration". A coordinated effort is important to solve the problems affecting the Mediterranean fisheries, where 85% of stocks are still threatened and the economic livelihood of fishermen and 300.000 related jobs are at stake.

(03/04/2017) Studies by the Commission's Scientific Technical Economic Committee for Fisheries (STECF) and the Joint Research Centre (JRC) show that fish stocks in the Mediterranean are deteriorating at an alarming rate.

Ms Briano underlined the socio-economic relevance of small-scale fisheries, which constitute over 80% of the Mediterranean fleet, and the need to involve fishermen as early as possible in the decision making procedure on measures affecting their activity.

Better data collection is one of the key preconditions to save these fish stocks, as acknowledged by the Medfish4Ever political declaration, signed by Mediterranean basin Ministers last week (30 March). To support work towards this objective, the JRC has developed a public database which is now online to help monitor the status of fish stocks in the Mediterranean and Black Sea. Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, responsible for the JRC, said: "The collection of fisheries data is indispensable for the long-term sustainability of the sector. The online database developed by the Joint Research Centre is a step in the right direction. It contains almost 10 years' worth of fish stock assessments in the Mediterranean Sea. This data and the scientific advice accompanying it will enable a more accurate analysis of existing fish stocks and thus contribute to the overall fisheries management in the Mediterranean, for the benefit of the environment and citizens.
