PRO13 tops crime solution efficiency for 2 straight quarters
BUTUAN CITY - Police Regional Office (PRO) 13 had the most number of crimes solved in the fourth quarter of 2018 and in the first quarter of 2019, topping the Crime Solution Efficiency (CSE) among the 17 police regional offices nationwide. According to Police Colonel James Goforth, Chief of the Regional Investigation and Detective Management Division (RIDMD), in the last quarter of 2018, PRO13 had the highest CSE rating at 86.19% followed by the National Capital Region Police Office with 86.07% as second and PRO4A with 79.32% as third.

Eastmincom, PNP strengthen cooperation on internal security ops By Lilian Mellejor
DAVAO CITY - The Eastern Mindanao Command (Eastmincom) and the Philippine National Police (PNP) on Friday signed two joint letter directives updating the Internal Security Operations (ISO) for the upcoming May elections and the campaign against armed groups. Major Gen. Alfredo Valdez, head of the Directorate for Integrated Police Operations -Eastern Mindanao (DIPOEM), said the JLDs seek to strengthen the cooperation and interoperability of the Armed Forces of the Philippines (AFP) between Eastmincom and the PNP. Valdez said the police will take the lead in implementing the security plan for the May elections and other law enforcement-related activities, with the Eastmincom providing the support. “We are complementing all our efforts,” Valdez said of the government’s campaign against insurgency and terrorism in an interview on the sidelines of the Joint Peace and Security Coordinating Center Conference on Friday here.
Lt. Gen Felimon Santos Jr., Eastmincom commander, said the first of the two signed AFP-PNP JLDs will update the existing coordinating mechanism between the two organizations and aims to synchronize and converge their efforts relative to the peace and security of different communities in Eastern Mindanao. Santos explained the need to update the directives considering there are already many areas that have been cleared of insurgency. “The collaboration and interoperability of the two organizations are important in order to optimize the government security capability in carrying out the primary mandate of securing the people,” Santos said. 300 Maguindanao mango farmers complete school-on-air course By Edwin Fernandez
COTABATO CITY - The mango industry in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is expected to become competitive after more than 300 mango farmers completed a four-month “School-on-the Air” training here. The graduation ceremony for this batch of mango farmers was held on Monday and facilitated by the Ministry of Agriculture, Fisheries and Agrarian Reform in BARMM (MAFAR-BARMM). Dr. Mohammad Yacob, MAFAR minister, on Tuesday told the Philippine News Agency (PNA) that the farmers who successfully completed the course on mango flower induction technology ,as well as processing and marketing, were from the towns of Datu Paglas, Midtimbang, Datu Odin Sinsuat, Datu Unsay Ampatuan, Guindulungan, Mamasapano, Northern Kabuntalan, Parang, Sultan Mastura, and Talayan. “Education is one of the keys to development. It is one of the ways to achieve our goals,” Yacob said as he emphasized the significance of education as one of the mandates of the MAFAR. The mango farmers, after their graduation, have received farm inputs

from MAFAR that included 50 kilograms of mango inducer (calcium nitrate), one set of mango power spray, one pruning pole, and one set of sound system for podcast and radio. The farm inputs were distributed through the Municipal Agricultural Officers (MAOs) of the nine participating municipalities. Dr. Kadiguia Rakman Abdullah, MAFAR Regional Agriculture and Fishery Information Division (RAFID) chief, said the farmers were elated with the assistance and the education they received. Ali Kagi, one of the graduates, said that he learned a lot from the program. “The knowledge I got from the program cannot be taken by anyone and I will use it to propagate mango production,” Kagi said. The School-on-the Air program was aired from 6 a.m. to 7 a.m. every Sunday from December 2018 to March 2019 at DXMS-AM Radyo Bida in this city. (PNA)

PRRD won’t allow attempts to ‘circumvent’ Constitution By Azer Parrocha
MANILA - President Rodrigo R. Duterte, in his veto message on the 2019 budget, said he would “not tolerate any attempts to circumvent the Constitution.” “Consistent with the foregoing aspirations and in the faithful exercise of my Office and due fidelity to my oath, I will not tolerate attempts to circumvent the Constitution or any other action that will prejudice the Filipino people whom I serve,” Duterte said in his 13-page veto message. “Accordingly, I hereby exercise my constitutional duty and register the following actions in this year’s GAA (General Appropriations Act),” he added.

Duterte explained that his reason for vetoing PHP95.3 billion items of appropriations under the budget is because they were not within programmed priorities. “It bears emphasis that there are items of appropriation under the DPWH which are not within the programmed priorities. As such, they are hereby subjected to direct veto,” Duterte said. Duterte also vetoed 12 provisions under the general and specific provisions, such as a provision that reduces

The President, meanwhile, acknowledged that the passage of the budget has not been “smooth” but noted that such delays showed lawmakers commitment to pursue the common good.
