He further said that DepEd Caraga has gained numerous awards and recognitions in the international events insofar as research is concerned. “In fact, we were able to send delegates to Seoul, South Korea, Canada, Malaysia and in other countries of the world. DepEd Caraga is seriously preparing for the international competition so I am very positive that our contestants will be reaping again some awards,” Biol said. “We are doing this activity in order to promote the research program of DepEd. MANILA - The 10-member state Association of Southeast Asian Nations (ASEAN) is seen to continue attracting foreign direct investments (FDIs), according to the ASEAN Investment Report (AIR) 2017 of the United Nations Conference on Trade and Development (UNCTAD). The UNCTAD reported that despite the 20-percent decline in FDI flows in ASEAN in 2016 at USD96.7 billion, the region remains competitive to lure investments. 18 - 24 November, 2017

It explained that the decrease in FDI inflows in 2016 reflected the global economic situation and the divestment of Mauritius of USD13.6 billion in one member state.

These include Switzerland’s Nestle; Germany’s Osram Opto Semiconductor; United States’ Apple; South Korea’s Samsung Electronics; and Japan’s Panasonic, Honda, and Nissan. “The outlook for a higher FDI in 2017 is promising given the active corporate activities in the region,” the AIR 2017 read. “The region will continue to attract strong FDI flows with greater regional value chain and supply chain activities in years ahead,” it added. Troops intensify offensives vs NPA in Caraga By: Noel Najarro

BUTUAN CITY - Government security forces have intensified operations against the New People’s Army (NPA) following several attacks and harassments in different parts of Caraga Region. NPA, the armed wing of the Communist Party of the Philippines (CPP), launched successive operations against civilians and government target in the region this week, beginning with Monday’s kidnapping of two policemen in Placer town, Surigao del Norte.

Backed by military units in the region, Felix said PNP units have been ordered to “maximize security and proactive measures” to respond to any hostilities.

NPA members then torched two civilian trucks and harassed two military detachments and a Philippine National Police patrol bas in separate locations in in Agusan del Norte on Tuesday morning. No one was hurt in these incidents, police said.

“These NPA atrocities usually happen in November and December, with the upcoming anniversary of the Communist Party of the Philippines on December 26. However, we assure the people that we have intensified our operations together with the AFP to keep the region safe and secured and that everything is under control,” Felix said.

“These atrocities only show that the rebels are not for peace and development as they put the people’s lives and livelihood at risk, contrary to their propaganda,” said Chief Supt. Rolando B. Felix, PNP-Caraga director.

“Meanwhile, we call on all Caraganons to help the government security forces help provide the necessary information on their (NPA) presence and activities to the nearest police or military units,” Felix said. (PNA)

SURIGAO CITY- A three-day Values Formation Training and Orientation under Service Oriented Leadership (SOL), aligned with the provincial government of Surigao del Norte core competencies dubbed “Ang Bag-ong Surigao,” was conducted at the Provincial Go Negosyo Training Center on November 8-10, 2017. In his opening address, Atty. Premolito Plaza, provincial administrator, said that values are subjective, depending on our upbringing, understanding and distinguishing right from wrong. He said that Capitol employees must at all times maintain professionalism, decency and hard work. He also explained the hierarchy of needs

Provincial women’s training coordinator Florian Trinidad also lectured on the 1995 Philippine Plan for Gender and Development by virtue of Executive Order No. 273 and pursuant to Art. 2, Sec. 14, of the 1987 Constitution, which provides that women’s rights must be sustainable, free from violence, respected, and equitable. She also differentiated gender (cultural) from sex (biological) after detailing the issues faced by the women’s sector such

as multiple burden, canalization, and discrimination, among others. Provincial Development Coordinator Arturo Cruje also shared his inputs about the provincial directions and targets in consonance with the HEALS PLUS (Health, Education and Environment, Agri-Aquaculture, Livelihood and Tourism and Social Service, Spirituality, Senior Citizens and Security) program that must be fully implemented starting the year 2018. Cruje also borrowed the words of Harry Kemp, who asserted that ‘the poorest of all men are not without cent, but the poorest of them all are those who do not have dreams.’ Cruje further revealed that the poverty incidence of the province dropped rapidly and dramatically from 48 percent in 2006, to 32 percent in 2015, and further to 26 percent in 2016, based on the official data released by the National Economic Development Authority (NEDA). TANDAG CITY, Surigao del Sur – The Department of Labor and Employment (DOLE) in Surigao del Sur, in partnership with the city government of Tandag and through its Public Employment Service Office (PESO), served 99 applicants during its one-day job fair held at the city gymnasium on Nov. 16, 2017. The job fair had six participating overseas recruitment agencies with 6,999 available job positions, and 16 employers from the government and private establishments which offered 923 vacant positions. DOLE said that there were 10 jobseekers who were hired on-the-spot by the local employers. Other free services offered during the job fair were massage, haircut,

manicure, and pedicure. Also, several national government agencies extended their services during the whole day activity, such as the Social Security System (SSS), PhilHealth, Philippine Statistic Authority (PSA), Philippine Army (PA), Philippine National Police, Overseas Workers Welfare Administration (OWWA), PagIBIG, and Technical Education and Skills Development Authority (TESDA). Amante-Matba was authorized by the Sangguniang Panlalawigan, through Sanggunian Resolution No. 281-2017 authored by Provincial Vice Governor Ramon A.G. Bungabong, for the said financial assistance to Barangay Sangay. The barangay celebrated its 52nd Araw ng Barangay on September 18, 2017 and to make the celebration more festive and memorable, the provincial governor supported by facilitating an allocation of P30,000.00. The Provincial Government of Agusan del Norte and the Barangay Government of Sangay of Buenavista shall sign a Memorandum of Agreement (MOA) covering the terms and conditions, as well as the respective responsibilities of each party in the release and utilization of said funds.

BUTUAN CITY – Did you know that giving your child juice fortified with micronutrients can increase hemoglobin levels in the blood? Low levels of blood hemoglobin can result to anemia, which is a common problem among children.

According to the Department of Science and Technology’s Food and Nutrition Research Institute of the (DOST-FNRI), 11% of children have anemia. A study by DOST-FNRI showed that either high doses (one juice daily) or medium doses (five times a week) produced the best results. Hemoglobin levels were significantly higher in children given high or medium doses of fortified juice.

DTI to strengthen marketing assistance to Marawi entrepreneurs By: Lade Jean Kabagani

ILIGAN CITY – The Department of Trade and Industry (DTI) contributes to capacity building efforts for Marawi entrepreneurs through marketing assistance, in order to strengthen economy, improve business and livelihood of returning communities.

The core of DTI’s intervention for the rehabilitation of the city is microfinancing assistance to internally displaced persons (IDPs). DTI- Lanao del Norte Provincial Director Ruel B. Paclipan said that the Pondo sa Pagbabago at Pag-asenso (P3) program guidelines has been approved by the senate. “Small Business Corporation is the attached agency of the Department of Trade and Industry for financing. The board has recently approved the special guidelines on P3; ito po yung Pondo sa Pagbabago at Pagasenso program which was actually considered by the President, to address the issues prevailing the market,” Paclipan stated.

To address the issues on micro finance, Paclipan mentioned that the agency will incorporate the P3 program to support start-up businesses among returning residents of Marawi. “But since the policy of the P3 does not perform with Islamic type of financing, they’re working on a new guidelines specific to Marawi City,” he said. The priority beneficiary of the P3 program are the returning IDPs to Marawi City. DTI offers financing assistance to microenterprises and entrepreneurs. DTI can now provide direct loan with an aggregate amount of P5 million for Marawi IDP borrowers. However, DTI still needs conduit for the remaining P45 million. 18 - 24 November, 2017

FDA warns consumers against buying/ using fake ‘Safeguard’ soaps MANILA -The Food and Drug Administration (FDA) recently warned consumers of buying and using fake Safeguard soaps. In an advisory (No. 2017-291), FDA said that the “SAFEGUARD FAMILY GERM PROTECTION PURE WHITE 60G” with batch/lot number 50282043841 170618 are counterfeit products. According to FDA, counterfeit Safeguard Family Germ Protection Pure White 60G products pose health hazards to consumers. The dangers or hazards of using counterfeit cosmetic products may come from ingredients that are not allowed to be part of a cosmetic product or from the contamination of heavy metals such as lead and mercury which may result to adverse reactions including but not limited to skin sensitization, skin irritation, anaphylactic shock and organ failure.

Consumers are advised to be more cautious and only purchase from trusted supermarkets and retailers to help ensure safety of the product. The FDA also warned concerned establishments not to distribute the above-identified counterfeit cosmetic product, otherwise, regulatory actions and sanctions shall be strictly pursued. Local government units (LGUs) and Law Enforcement Agencies (LEAs) are also requested to ensure that that these counterfeit cosmetic products are not sold or made available in their localities or areas of jurisdiction.

No labor inspections during holiday season: DOLE
