CARAGA NUTRISKWELA PERSONNEL LEARN EFFECTIVE STRATEGIES IN RADIO BROADCASTING By Jennifer P. Gaitano
The radio station personnel and select members of Community Radio Councils (CRC) actively participated in the Training on Nutriskwela Community Radio Broadcasting with resource persons from the Philippine Information Agency (PIA) Caraga, Radyo Pilipinas Butuan, and Provincial Public Information Office (PPIO) of Agusan del Sur on October 24 to 27, 2022 at Travellers Resort and Pension House, General Luna, Siargao Island.

This activity was initiated by the National Nutrition Council (NNC) Caraga with the aim to intensify the campaign on good nutrition in the grassroots and capacitate the Nutriskwela personnel from Radyo Kaagapay in Sibagat, Agusan del Sur; Radyo Kabakhawan in Del Carmen, Siargao Island, Surigao del Norte; and Radyo Kinaiyahan in Malimono, Surigao del Norte. During the first day of the training, the participants gained better understanding on the following topics:
history, objectives and strategies in community radio; Nutriskwela Community Radio Network Program; Nutriskwela Radio Station Personnel and Nutriskwela Community Radio Council; Nutriskwela Community Radio Station Policy and Editorial Policy; Operating the Nutriskwela Community Radio Station; and Promoting Nutrition through the Nutriskwela Community Radio, among others. station manager of dxGPRadyo Agusan, highlighted the rules and regulations imposed by the Kapisanan ng mga Brodkaster sa Pilipinas (KBP) to remind Nutriskwela community radio broadcasters to set aside their personal interest when they deliver news and information to the public during their radio programs. “Ethics and etiquette in radio broadcasting should strictly be observed. How you deliver and what information you tell your listeners will also determine your sincerity and intention as a radio personality,” he said. The following day, participating personnel from the three community radio stations in the region learned more about developing a program design for the Nutriskwela Community Radio Station; Radio Broadcast Voice and Effective Achoring and Interviewing Techniques; Writing for Radio and Field Reporting; Rules and Regulation on Radio Broadcast; Digital Media and Social Networking; Significance of Monitoring and Evaluation of the Community Radio; and Sharing of Experiences by seasoned radio broadcasters. All have undergone the
corresponding workshop on each topic. In her discussion on effective anchoring and interviewing, May Diez, news reporter of Radyo Pilipinas Butuan, emphasized that an interviewer should know when and how to ask questions appropriately, and be able to guide the interviewee that he/ she feels comfortable/ relaxed when answering the questions. “Anchor persons or radio reporters have their own style of delivering the news on-air. For beginners, you need not imitate, just be yourself and learn to have your own style as well,” she said. Also, Jennifer Gaitano, Information Center Manager of the Philippine Information Agency (PIA) – Agusan del Sur, shared the useful techniques and strategies in coming up with good stories for radio broadcast. “We should have the nose for news. Our good working relationship with the information officers from the different government agencies, local government units and partner stakeholders gives us the advantage of conveniently getting the necessary information and

updates that we need to deliver and share with our listeners in our community,” Gaitano underscored. Meanwhile, on the last day of the training, the team paid courtesy call to Sangguniang Bayan (SB) officials of Del Carmen, Siargao Island, and handed-over copies/ manual of procedures of the First 1000 Days of Life pursuant to Republic Act 11148 “Kalusugan at Nutrsiyon ng Magnanay Act”. The copies will be distributed to the barangays of said municipality. The team also visited 97.7 Radyo Kabakhawan inside the Surigao del Norte State University – Del Carmen Campus, and learned about the broadcast equipment operations and maintenance of the said station, as well as the basic troubleshooting and signal mapping. The Nutriskwela Community Radio Network Program, which was launched by NNC in 2008 involves setting up of non-profit, nonpartisan community radio stations in priority areas with high malnutrition rates and limited access to commercial radio broadcasts. In time with the conduct of Training on Nutriskwela (Nutrisyon Eskweka) Community Radio Broadcasting initiated by the National Nutrition Council (NNC) Caraga in General Luna and Del Carmen, both in Siargao Island, Surigao del Norte, the Nutriskwela personnel from dxNG-FM 97.7 Radyo Kabakhawan, shared their best practices that were known in the town of Del Camen during the COVID-19 pandemic. Dr. Romy Jun Sunico, campus president of Surigao del Norte State University – Del Carmen Campus (formerly Surigao State College of Technology) bared that Radyo Kabakhawan as a community radio in the said municipality has been very useful to the institution, as the SNSU was able to maximize the utilization of the radio station for broadcasting relevant information and updates

to the public amid the COVID-19 pandemic. “During the COVID-19 pandemic wherein strict health protocols were imposed and travel restriction was observed, Radyo Kabakhawan was still functional, operating and able to reach out to the people in the community because it was used to disseminate timely, accurate and relevant information to the public. It was also used to broadcast learning instructional materials to students of SNSU while face-to-face classes were temporarily suspended,” Sunico underscored. Elwin Argana, station manager of Radyo Kabakhawan, also emphasized that Radyo Kabakhawan also utilizes its information desk where students or visitors could get copies of Information, Education, and Communications
(IEC) materials, which they also gathered from various government agencies including news articles from the Philippine Information Agency (PIA) Caraga. “We are also active in utilizing our social media account, so we could also reach out to people online,” Argana added. Also, Municipal Disaster Risk Reduction and Management Officer (MDRRMO) Marcelo S. Ravelo and Municipal Social Welfare and Development Officer (MSWDO) Daniel L. Dumpa, Jr., acknowledged the importance and contribution of the Nutriskwela community radio, Radyo Kabakhawan in their community. The local government unit also shared the different support they continuously provide for the sustainability of the said radio station.

Ducena further stressed
that there is no onesize-fits all leadership strategy. “With different personalities in human resource, an effective leader must ‘mix and match’ different leadership styles,” he said. 1502ND RRIBN PARTICIPATES IN SIMULTANEOUS NATIONWIDE MUSTERING The 1502nd Ready Reserve Infantry Battalion (1502RRIBn) under the administration of 1502nd Community Defense Center (1502CDC), 15th Regional Community Defense Group (15RCDG), Reserve Command (RESCOM), Philippine Army (PA), participated in the Simultaneous Nationwide Mustering of Philippine Army Reservist hosted by the Headquarters Reserve Command, Philippine Army held on 22 October 2022 at Covered Court, Agusan del Sur National High School, Barangay 5, San Francisco, this province. These activities are in lined with the Commander, RESCOM, PA’s intent to strengthen the organization by conducting an inventory of all reservists and monitoring qualified reserve force administrators and reservists in accordance with the Command’s Five (5)-Key Priorities. In compliance with section 49 of Republic Act 7077, which states

that “all reservists, particularly those belonging to the Ready and Standby Reserve, shall be accounted for, their records and status updated, and their current whereabouts ascertained in order to ensure their readiness to the call to duty.” Major General Fernando V Felipe, Commander of Reserve Command (RESCOM), Philippine Army (PA), expressed his gratitude to the reservists for the time and effort they put into volunteering their services to the country. DA-CARAGA SUPPORTS AGRI INNOVATION THROUGH RESEARCH
The Department of Agriculture (DA) Caraga spearheaded the Annual Inter-Agency Research and Development Review on October 19 to 21, 2022 at Cantillan, Surigao del Sur as another intitiative of the agency to continuously strive for agricultural improvement and innovation to increase production and create a sustainable livelihood for farmers through research. Based on the report, sixteen research papers were presented during the activity.
The researches were conducted by the different government agencies, local government units, and state universities and colleges tailored fit on the needs of the farmers and agriculture demographic in Caraga region. The annual conduct of the research paper review aims to refine and evaluate the agency’s completed, ongoing, and new projects. Most of the presented research proposals

are reseraches on oybeans, rice, and corn, high-value crops, feed and fertilization, and mechanization. DA-Caraga said that reserach proposals are being reviewed to ensure alignment with the agency’s banner programs, major thrust and projects that will contribute to the achievement of DA’s goals. DA INTRODUCES ABONONG SWAK TO FARMERS IN CORTES, SURSUR The Department of Agriculture spearheaded a field day for a Balanced Fertilizer Strategy (BFS) dubbed as “Abonong Swak” in Barangay Burgos, Cortes, Surigao del Sur recently. The activity showcased the different applications of the three (3) combos that enable rice farmers to harvest up to 7 to 8 tons per hectare. Around 40 farmers from different farmers’ cooperatives and associations

The “Abonong Swak” encourages and pushes the proper use of combined organic and inorganic fertilizers to satisfy the nutritional requirements needed for the crops and maintain the fertility of the soil. President Ferdinand R. Marcos is confident that the PHP23billion Samal Island-Davao City Connector (SIDC) bridge project will provide many economic opportunities to the Davao region by ensuring smoother mobility of people and goods once completed. Marcos made this remark after leading the lowering of a time capsule to signal the start of the bridge’s construction at the Damosa Land Properties in Barangay Hizon, Buhangin District, Davao City. “Once completed, this bridge
will help us develop the economic potential of Davao City and the Island Garden of the City of Samal, as well as enhance its residents’ access to employment, education, and other social services,” he said in his speech. “In 2027, this bridge will surely ease the convenience of travel and transport, bringing forth gainful opportunities for many of our people by providing a link between relatively far-flung areas and economic centers, thereby ensuring smoother mobility of people and of goods,” he added.

Marcos said the bridge is expected to provide easier access to tourism spots and ensure the region’s speedy recovery from setbacks brought on by the pandemic. Marcos also thanked the government of China for being a “dependable” partner in the bridge’s funding. “This is a testament to the

strong and ever-growing foundation of the bilateral relations and economic cooperation between our two countries. Meanwhile, Marcos directed the Department of Public Works and Highways (DPWH) to continue pursuing efforts to make the country more interconnected. “It is therefore my constant instruction to your agency to remain steadfast in building a more interconnected and resilient Philippines,” he said. “Through the continued construction of short and long-span bridges across the country, we can boost regional transport and spur economic development and competitiveness in the countryside,” he added. ‘The lucky one’ Marcos also credited the administration of former President Rodrigo Duterte for signing the bridge project under a loan agreement with China. “At this juncture, I would also like to explain, I am only fortunate to have been sitting as President when we broke ground for this very important project. This project actually was formally begun by then [Public Works] Secretary Mark Villar under the Duterte administration and it began formally to put together the project in 2018,” Marcos said. He also expressed hope that he would be fortunate to open the bridge once it is completed. “So the previous administration

had already been working on this project for four years before we arrived to this day. However, I’m looking forward to also once again being the lucky one to open the bridge when it is finished,” he added. Marcos thanked everyone involved in the bridge project, making a renewed pitch for unity as key to the nation’s success. “Let us continue the great work of coming together and let the changing power that will result from our energy give rise to the realization of our dreams of a strong, prosperous, and truly united Filipino nation to that day, we can all look forward to,” he said. Meanwhile, DPWH Secretary Manuel Bonoan is glad that after a long wait, the project will now be realized. “After many years in the DPWH pipeline of proposed projects, the long wait is finally over. I am deeply honored to be in the presence of no less than the President himself as we mark another important breakthrough in the country’s infrastructure landscape,” he said in an interview at the sidelines of the event. Bonoan assured that the multi-billion project would have no adverse effect on the environment as they have addressed these issues with the Department of Environment and Natural Resources. The scenic bridge project crossing Pakiputan Strait will have landing points at the Samal Circumferential Road in Barangay Limao, Island
Garden City of Samal (IGACOS), and Davao City in between R. Castillo-Daang Maharlika junction. SIDC has a length of 3.98 kilometers, including ramps in Davao City and a 24-meter wide grade road and roundabout in Samal Circumferential Road. When completed, the bridge will be a four-lane, cable-stayed iconic bridge with a vertical navigational clearance of up to 47 meters. The bridge will provide easier access to tourism spots in IGACOS, ensuring speedy recovery from the setbacks brought about by the pandemic. The SIDC is expected to accommodate up to 25,000 vehicles daily and reduce travel time between Samal and Davao City from around 30 minutes via ferry to merely five minutes. President Ferdinand “Bongbong” R. Marcos on Friday led the site inspection of a government housing project in Marikina City under his administration’s flagship program billed as the Pambansang Pabahay para sa Pilipino: Zero ISF (Informal Settler Family) 2028 Program. The Marcos administration’s housing project in Marikina City is expected to benefit 10,000 minimum wage earners and city government employees. The groundbreaking of the five-hectare project was led by Secretary Jose Rizalino Acuzar of the Department of Human Settlements and Urban Development (DHSUD) and Marikina City Mayor Marcelino Teodoro on October 7. The Bagong Sibol housing project is the second housing project to break ground in the National Capital Region, according to a DHSUD statement. The first DHSUD project was launched on September 22 with the signing of a memorandum of agreement followed by the same day groundbreaking at the Harmony Hills Terraces in Quezon City.
The government’s housing program aims to address the housing backlog in the country pegged at more than 6.5 million units. The President has tasked the DHSUD to build 1 million housing units every year for the next six years, with PHP36 billion annual interest support from the national government. The DHSUD, in a statement, estimated that 1.7 million jobs would be generated annually through the government’s housing program. Further, the agency sees the project could trigger economic activities in 80 allied industries like cement,
