BUTUAN CITY – The Asian Productivity Organization (APO), in cooperation with the Development Academy of the Philippines (DAP) as the National Productivity Organization (NPO), is currently accepting participants in the self-learning e-courses on Rural Entrepreneurship Development until February 10, 2018, and on Agritourism Business Development until December 2 , 2017. The target participants for the e-course on Rural Entrepreneurship Development are managers of Small Medium Enterprises (SMEs), government officers, representatives of nongovernment organizations (NGOs), academics, extension officers and other personnel engaged in planning, training and/or promoting rural businesses and startups and consultancy services on profit-generating economic activities in rural communities.

BUTUAN CITY – Planning, Disaster Risk Reduction (DRR) and Information Technology (IT) officers from the eleven (11) Local Government Units (LGU) in the region participated in two separate trainings on utilizing and implementing the outputs of the Department of Science and Technology (DOST) and CSU-LiDAR for disaster preparedness on September 25-28. A total of 38 planning and DRR officers from LGUs of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, Dinagat Islands, Butuan City, Cabadbaran City, Bayugan City, Bislig City, Surigao City and municipality of

Flood EViDEns, developed by CSU-LiDAR 1, is an application for flood extent visualization and estimating or forecasting the numbers and locations of families and properties in the community vulnerable to flooding. The web-based near-real time system generates flood levels based on the water surface elevation (WSE) data gathered from water level monitoring systems on lakes and river basins. CSULidar 1 and Geo-SAFER Agusan staff Elbert Moyon and Edsel Matt Morales demonstrated the system and helped the participants get a hands-on training on Flood EViDEns. The LGUIDS, developed by DOST Region IV-A, is a tool that collects and disseminates data on disasters, hazards, farming and fishing updates. It also has a text blast system capable of receiving and responding to feedbacks. DOST Caraga IT staff Reyjean Comaling demonstrated the use of the system and facilitated the hands-on training. DOST Caraga supervising science research specialist Noel M. Ajoc said that he is hoping that the tools and the trainings can help LGUs disseminate information, create comprehensive

They are a group of men and women who braved their disability with courage and passion. Through the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD), the group is now venturing into Agrivet and Fishing Supplies business. With fishing as the main source of livelihood, the group agreed to put up said business. This is also en route to an easier access than picking up much money from their own pockets just to grab their fishing essentials.

GRP sets up 1st CARHRIHL monitoring station in Davao By: Lilian Mellejor
DAVAO CITY - The government peace panel negotiating with the National Democratic Front of the Philippines (NDFP) on Friday established the first Compliance Monitoring Station in Davao City that will receive and record complaints of non-compliance to the Comprehensive Agreement on Respect for Human rights and International Humanitarian Law (CARHRIHL).

GRP chair Secretary Silvestre Bello III said the establishment of the Monitoring Station underscores the government’s commitment to abide by its duties and responsibilities in the pursuit for lasting peace in the country. The supplemental guidelines is a set of mechanisms on how to address complaints of violation by the government forces and the armed wing of the NDF – the New People’s Army (NPA).
“We have brought the GRPMC closer to the conflict hotspot in the country, thereby enabling it to be readily accessible and responsive to the people sought to be served by the enforcement of CARHRIHL,” Bello said. The establishment of monitoring stations in key conflict-affected areas is part of CAHRIHL signed in March 1998 and supplemental guidelines signed by the GRP and NDF panels in Rome, Italy last January on the full operation of the Joint Monitoring Committee (JMC) under CARHRIHL.
The signing of the supplemental guidelines by Bello and NDF Chair Fidel Agcaoili, was a significant move under the Duterte administration after the first draft crafted in 2004 was not signed when the peace negotiations bogged down in 2011.
The supplemental guidelines are issued pursuant to the Operational Guidelines for the JMC issued on 14 February 2004, in Oslo, Norway by the GRP and NDFP peace negotiators. The adoption of the guidelines is a realization of CARHRIHL, which is one of the four substantive agenda of the negotiations that will comprise the final peace agreement. The other three remaining substantive agenda are socioeconomic reforms, political and constitutional reforms, and end of hostilities and disposition of forces.
The supplemental guidelines included provisions on how to file and deal with complaints and details the JMC is tasked to monitor roles of the receivers of the complaints, compliance of the CARHRIHL, the joint secretariat and third party including the receipt of human rights or facilitator.
