Looking after someone Caring can be very stressful but you are not alone. At any one time in Oxfordshire over 60,000 people are providing unpaid care for a family member, friend or neighbour. It is very important that you take time to look after yourself while you are caring for someone else. You may not see yourself as a ‘carer’ - you see yourself as a son, daughter, partner, friend or neighbour. But if you regularly support and care for someone who could not manage without you then you are a carer and there is help available to support you to carry on with this vital work. If you provide, or intend to provide, regular unpaid
support to someone who could not manage without your support, the law says you have a right to have your own needs assessed, even if the person you care for has refused support services or an assessment of their own needs. This assessment, called a ‘Carer’s Assessment’, gives you the chance to say what you need as a carer, and to find out what support might be available to help you. The assessment can also give you information about services available, and other ideas for supporting you in your caring role. Your carer’s assessment will show if you qualify for support services from Adult Social Care.
Who to contact to find out more Carers Oxfordshire provides free information and advice, specialist one to one support, a quarterly newsletter, the carer’s discount card, access to support groups, training opportunities including ‘Confidence to Care’, moving and handling and first aid and support to help you balance work and caring responsibilities. Call them on: 0845 050 7666 or find them online at: www.carersoxfordshire.org.uk. Carers Voice Oxfordshire is an independent voice for carers promoting carers’ interests, supporting their needs and ensuring their views are heard. For more information please visit: www.carersvoiceoxfordshire.org. If you are a Young Carer (under 18) there is specialist support available. Phone the Young Carers team at the County Council on: 07919 298263 or email: youngcarers@oxfordshire.gov.uk. The South and Vale Carers Centre provides free and confidential face-to-face information, advice and support to unpaid carers of all ages living in South Oxfordshire and Vale of the White Horse. It gives unpaid carers who are struggling financially,
practically and emotionally access to the support they need so their quality of life improves and so they never feel alone in their caring role. The support they offer includes: • Help with benefit checks and forms • Ongoing emotional support • Practical support with issues such as discharge from hospital, accessing disability aids and equipment, and entitlement to Social Care • Trips and activities for adult carers • Representation of unpaid carers at Disability Benefit Appeals and Tribunals • Support to children and young people aged 8 to 17 • Free trips and activities for children and young people • Outreach with local employers so that unpaid carers who are trying to juggle their caring responsibilities at home with paid employment do not miss out on support. For more information call 01235 510 212 or email carers@svcarers.org.uk.
Carers’ grants A carer’s grant is a single payment that you can use towards the cost of something specific that will support you in your caring role. For example, you could use it for leisure activities, education or training, improving your own health
or wellbeing, or just to take a short break from caring. For details of the carers’ grants available to you please use the following link: www.carersoxfordshire.org.uk/grantsandbreaks.
Respite at home Home-based respite services give carers a break from their caring responsibilities. A care worker comes in to look after the person you care for, so you can have some time to yourself. Respite at home is considered to be a service for the
14
person you care for. So if they have a Personal Budget for their own needs (see page 13) they could use that money to pay for it. A financial assessment of the person being cared for will confirm whether they need to pay towards the cost of this service.
To take control of your care and support options visit www.supportfinder.oxfordshire.gov.uk
Benefits you may be entitled to as a carer Carer’s allowance If you care for someone for at least 35 hours a week and you are over 16 you may be entitled to Carer’s Allowance. The Carer’s Allowance rate for 2014/15 is £61.35 a week. This figure may change over the life of this Directory. However, you cannot claim it if you are in full-time education or employment and it can affect other benefits or pension you receive. Carer’s Premium If you are over 65 you may qualify for Carer’s Premium. This can entitle you to an increased amount of incomerelated benefits (such as Pension Credit, Council Tax Benefit and Housing Benefit). Carer’s Credit Carer’s Credit is a National Insurance credit which will let carers build up qualifying years for the basic State Pension and additional State Pension. This means that there will be no gaps in your National Insurance record if you have to take on caring responsibilities. Contact Carers Oxfordshire on 0845 050 7666 for more information about carers’ benefits and carer organisations in your area. retain their independence. But some of us may need a little extra help.
Adapting your home County Council occupational therapists can make recommendations for adaptations to your home and work with you to arrange these. Adaptations include over-bath showers; level access showers; access ramps; stair lifts and grab rails.
If your home doesn’t meet your needs call Oxfordshire County Council’s Social and Health Care team on: 0845 050 7666 or visit www.oxfordshire.gov.uk/ equipmentaidsadaptations to find out what support you are entitled to.
Alert Service This telecare service consists of a pendant alarm or sensors connected to a call monitoring centre to provide assistance in the event of an emergency. Part of the service is a 24/7 mobile response, that can help
if you do not have friends and family to respond to an alarm. For more information contact Oxfordshire County Council’s Social and Health Care team on 0845 050 7666.
For further information about Oxfordshire County Council services visit www.oxfordshire.gov.uk

Occupational therapy Oxfordshire County Council’s Social and Health Care team take referrals for occupational therapy, which can help identify if you would benefit from any pieces of equipment, such as a walking aid or a second stair rail, to major adaptations such as walk-in showers. If you have difficulty with day to day activities such as getting washed and dressed or getting yourself something to eat, a care needs assessment by a social worker can help you find out if you may be entitled to carers to come in and assist you. If you would like to find out more, or would like to make a referral for yourself, or someone you know, please visit Oxfordshire County Council’s website: www.oxfordshire.gov.uk/equipment or call: 0845 050 7666.

This is a means-tested grant - whether you can receive it depends on your other sources of income. To apply for a Disabled Facilities Grant you must first be assessed by an occupational therapist (see above). Essential Repair Grants This is a means-tested grant for home owners. An Essential Repairs Grant of up to £5,000 can be made available to help with essential repairs to the home.
Flexible Home Loans This loan scheme for owners and occupiers aged 60 and over is designed to help improve the comfort, safety, security and repairs to your home. Support and care at home All home care providers are regulated and inspected by the Care Quality Commission who publish inspection reports on their website www.cqc.org.uk. When considering a service it’s always a good idea to check their report. Before you make any decisions regarding the
provision of care, be sure to contact several providers and ask for a ‘Service User’s Guide’ and their charges and a draft contract between you and the care provider. Daily support and care A carer can call in daily to assist with day to day tasks. Visits are generally available from 7am until 10pm. Some people will need more than one visit per day. Night services can also be provided. The hourly rate depends on the services required, the time of day and the location. To find out more contact Oxfordshire County Council’s Social and Health Care team on 0845 050 7666. Live-in care 24 hour live-in care can help people who have ongoing complex needs. It can also provide respite for regular carers and short-term support following a hospital stay.
Paying for support and care at home Depending on your financial circumstances you may have to pay for some or all of the cost of support and care you need at home. To find out more visit
www.oxfordshire.gov.uk/carecharges or contact Oxfordshire County Council’s Social and Health Care team on 0845 050 7666.

Housing options Extra Care Housing Extra Care Housing allows people to have their own home, for rent or purchase, and have flexible care services delivered to them by the on-site team if they need it. This ensures that residents have peace of mind knowing they are able to remain safely in their own home. For many people Extra Care housing is an alternative to a residential care home. To get Extra Care housing, you normally have an assessment of your care needs from a social worker, and
an assessment of your housing needs by a housing officer. You can also contact the scheme provider directly. If you wish to refer yourself or someone else for assessment then you can arrange an assessment online or telephone Oxfordshire County Council’s Social and Health Care team on 0845 050 7666. To find out more about Extra Care housing you can watch a short film about the benefits. You can find this on: www.oxfordshire.gov.uk/extracarehousing.
Sheltered or retirement housing Sheltered and retirement housing is provided by housing associations and some District Councils. Sheltered housing, which is mostly available for rent only, is a practical step if you would like more security and companionship and, for some, additional help and support. Residential care Care homes If you are reasonably active but would like greater care, home support services are available. If they do not meet your needs, a care home offering only personal care may be the best option. Care homes with nursing If you think you may need nursing care in a home, and you
are eligible for support from Oxfordshire County Council, you will need to be visited by a social worker to identify the care you will need. Checklist for choosing a care home Patient Voice represents members of the public who attend Oxfordshire Acute Hospitals (John Radcliffe, Churchill, Nuffield Orthopaedic and Horton General). Its members have wide experience as patients, ex-staff, university and college tutors. Patient Voice has drawn up a checklist to help people choose the right care home for their loved ones. This has been developed following comments from members of the public and experiences of members of Patient Voice. A summary of the checklist is below. The detailed checklist can be found on Oxfordshire Support Finder at: www.supportfinder.oxfordshire.gov.uk. First steps: • Visit Support Finder, or contact your relevant County Council for information on care home vacancies. A comprehensive list of care homes and care homes with nursing in Oxfordshire starts on page 35. • Decide the criteria from which you are going to choose a care home such as location and ease of access.
• Take advice about finance. Once you have narrowed down and visited your choice of care homes, it is important to look at the following areas: • Accommodation. • Activities. • Staff. • Food (and accessibility where necessary). Of course, this is just an example of how you can better prepare yourself for choosing a care home for a loved one or relative. It is also important to gain personal knowledge of the care home you are looking at. Ask locals if they have any experience of using the care home, or ask visitors about their experience.
If you would like to feedback your views on the checklist then please contact the Chair at Patient Voice: email@jpg19.plus.com
Care Choices’ helpline Care Choices, who publish this support and care guide, provide a free helpline giving information and help about care services and accommodation. A personalised report can be generated for customers providing details of all care homes or housing with care
schemes that meet their criteria. One call to the freephone number 0800 389 2077 will enable the service to build a profile of exactly what type of care you’re looking for, while taking into account your personal needs and interests.
Money and paying for support and care Care funded by the Council Do I qualify for local authority financial assistance? If you have been assessed as needing a care home place and your capital is below £23,250 you may be entitled to financial support from your local authority. To find out more, contact Oxfordshire County Council’s Social and Health Care team on 0845 050 7666. Do I have a choice of care home if the Council is paying? Yes and it can even be in a different county. The home you choose must be suitable for your assessed needs, comply with any terms and conditions set by your local authority and not cost any more than they would
28
usually pay for someone with your needs. What if a home costs more than the local authority is prepared to pay? The local authority will allow a third party to top-up your fees as long as they are able to do so for the long term. You are not allowed to top up the fees yourself from capital below £23,250. My partner needs care, how does this affect me financially? The Council will do a joint financial assessment for you and your partner, and will also carry out individual

Care funded by the Council continued assessments on whoever needs care. The contribution you are asked for will be whatever the lower amount
is from these assessments. If you receive joint benefits you will only be offered a joint assessment.
Paying for your own residential care If you are self-funding your care because you are not eligible for local authority funding there are other forms of financial assistance you may be entitled to. The important thing is not to try to do it alone, always seek professional advice. My Care My Home is Oxfordshire County Council’s approved provider. They offer a free telephone and face to face advice service through home visits aimed at helping people find a suitable home care provider,
independent financial advicer, or care in sheltered or Extra Care schemes and care homes. They are also able to visit people who are currently in hospital and require a package of care before they can be discharged. The full service is explained in detail at: www.mycaremyhome.co.uk or you can ring their freephone number on: 0800 731 8470 to find out more.
Benefits advice Oxfordshire Citizen’s Advice can help make sure you are receiving the benefits you are entitled to. Call: 08444 111444 or visit: www.caox.org.uk/oxford to find out more.
You can also find out more about the benefits you might be entitled to by visiting: www.gov.uk/benefitsadviser. It features reliable advice on how to make a claim and what to do if your circumstances change.

Protecting vulnerable adults Far too many vulnerable adults suffer abuse and neglect, often at the hands of relatives or people in trusted positions. A vulnerable adult is a person aged 18 years or over who may be unable to take care of themselves, or protect themselves from harm or from being exploited. Abuse could be physical, sexual, psychological and emotional, or financial. It could also cover the issue of neglect. Institutional abuse affects more than one person within an organisation and is not address by the service’s management. If you are worried about contacting the police you can contact Oxfordshire County Council’s Social and Health Care team to talk things over first on: 0845 050 7666.
Domestic abuse Oxfordshire Domestic Abuse services offer emotional and practical support to victims suffering or fleeing domestic abuse. Call the Oxfordshire Domestic Abuse Helpline on:
0800 731 0055 between 10am to 4pm Monday to Saturday. The National Domestic Abuse Helpline is open 24 hours, call: 0808 200 0247.
Protecting children and young people If you are worried about a child or young person’s wellbeing, or think they may be at risk of harm or being abused or neglected, you should let someone know. There are a number of organisations you can speak to but if you think a child is in immediate danger, call the police on: 999. You can also get advice and help from the National Society for the Prevention of Cruelty to Children helpline on: 0808 800 5000 or get help via email on: help@nspcc.org.uk. You can contact Oxfordshire County Council whether you are a concerned member of the public, a child or young person who is being harmed, or a parent or carer who feels at risk of harming a child.

Having your say How to make a complaint or comment If you are unhappy or worried about Oxfordshire County Council’s Adult Social Care services, it is important to let someone know. Usually talking to someone in the service can put it right. You can talk to the people who provide your care or their managers. They will have a process in place for managing complaints and listening to concerns that are raised. Wherever you raise a concern it should be listened to and taken seriously. The good and bad things people raise can help improve services for everyone. You will not be treated unfairly because of anything you raise. It is never wrong to give the service a call. The Comments and Complaints Team will help you decide what to do - you do not have to make a formal complaint to talk things through.
Visit www.oxfordshire.gov.uk/ commentsandcomplaints or contact the team on: 01865 323589, email: commentsandcomplaints@oxfordshire.gov.uk or write to: Comments and Complaints Service Freepost RRYR-XTBE-GBTZ, County Hall, New Road, Oxford OX1 1ND For complaints concerning the NHS, contact NHS Complaints on: 0330 440 9000 or email: oxfordshire@seap.org.uk.
Complaints about care that you pay for yourself You can ask the Local Government Ombudsman to take up your case if you are not happy about how a care home or service dealt with your complaint about care that you pay for yourself. Write to: The Local Government Ombudsman, PO Box 4771, Coventry CV4 0EH Or call 0300 061 0614 or 0845 602 1983.
