About Caribbean Export Caribbean Export is the only regional trade and investment promotion agency among the African, Caribbean and Pacific (ACP) Group of States, and was established in 1996 by an InterGovernmental Agreement among the Forum of the Caribbean Group (CARIFORUM) of ACP States. Headquartered in Barbados, with a Sub Regional Office in the Dominican Republic, Caribbean Export serves the 15 States of CARIFORUM, namely: Antigua and Barbuda, The Bahamas, Barbados, Belize, Dominica, Dominican Republic, Haiti, Grenada, Guyana, Jamaica, St. Kitts and Nevis, Saint Lucia, St. Vincent and the Grenadines, Suriname, and Trinidad and Tobago. The Agency’s vision is to be internationally recognised, as the leading driver for Caribbean Private Sector Development, with a mission to enhance the competitiveness and value of Caribbean brands through the delivery of transformative and targeted interventions in export development and investment promotion. Caribbean Export carries out numerous programme-based activities designed to enhance the competitiveness of regional small and medium-sized
enterprises (SMEs), promote trade and development among the CARIFORUM, promote stronger trade and investment relations among CARIFORUM and the French Caribbean Outermost Regions (FCORs) and the European Union (EU) Overseas Countries and Territories (OCTs) in the Caribbean, as well as promote stronger trade and investment cooperation between the Caribbean Community (CARICOM) and the Dominican Republic.
(RPSDP), support has been offered to CARIFORUM States in a gamut of areas ranging from investment promotion to business advocacy. The Agency also seeks to foster intra and extra regional partnerships with countries and agencies. Some of the Caribbean Export’s key initiatives include the facilitation of the Direct Assistance Grants Scheme (DAGS), as well as training in grant proposal writing, market intelligence, and productivity network (ProNET), among others.
The Agency currently undertakes work in nine priority sectors: Agro-processing, Creative Industries, Financial Services, Health and Wellness, Information and Communication Technology, Manufacturing, Professional Services, Specialised Tourism and Renewable Energy. This development work has also strengthened the institutional capacity of public and private sector agencies, and business support organisations (BSOs), particularly sector associations, trade support institutions (TSIs), investment promotions agencies (IPAs), and coalitions of service industries (CSIs).
Our beneficiaries have participated annually in regional trade missions such as Dominicana Moda (DM), Havana International Fair (FIHAV), Femmes Créatíon and Production Trade Fair, and the Trade and Investment Convention (TIC). Firms have also attended international trade shows including Study Tours to South America and Europe, in addition to missions under Caribbean Export branded platforms including Design Caribbean, Caribbean Essence, Caribbean Kitchen, Soul Fusion, and Break Point.
Under the 10th European Development Fund (EDF) Regional Private Sector Development Programme
With each intervention, Caribbean Export aims to optimise the export potential of regional entrepreneurs, as well as highlight the investment potential of the Caribbean to the international community.
Introduction One of the most direct ways in which Caribbean Export provides a significant impact on growth among the regional private sector is through its flagship funding programme, the Direct Assistance Grant Scheme (DAGS). This reimbursement grant funding facility is designed to provide financial assistance to legally registered SMEs, entrepreneurs, and BSOs with the potential to export their products and services. Additionally, the objective of the Scheme is to open new markets, in particular to capitalise on the benefits of the CARIFORUM-EU Economic Partnership Agreement (EPA), CARICOM Single Market Economy (CSME), CARICOM-DR Free Trade Agreement (FTA) or any other bilateral or multilateral arrangements signed within the region or with ACP or EU partners. The DAGS also fosters intraregional cooperation to enhance productivity and capitalise on economies of scale, and promote programmes, which will impact on underdeveloped areas or disadvantage sectors within the region. The funding provided to beneficiaries is often utilised to modernise equipment, upgrade facilities to meet international food and quality standards, enhance products and packaging, implement alternative energy systems, market and promote products and services, train staff, and develop collateral materials. The DAGS offers two facilities of funding. The Regular Procedures facility provides grants up to of â‚Ź30,000, and for the Accelerated Procedures the maximum grant that can be awarded is â‚Ź5,000. Further, no grant reimbursement may exceed 70% of the total project cost. This briefing document provides an overview of the support provided by Caribbean Export through the DAGS, and highlights the success that the beneficiary firms have experienced following participation in the facility.

The Direct Assistance Grant Scheme A key result area within the framework of the 10th EDF RPSDP is providing exporting and exportready firms with financial assistance. This support is afforded primarily through the Direct Assistance Grant Scheme (DAGS). The 1st Call for Proposals - Accelerated Procedures under the programme was published on October 21, 2011 and closed on November 28, 2011. A total of 58 applications were received and 50 proposals were approved for funding totalling some €230,000. The 2nd Call for Proposals - Regular Procedures was published on June 6, 2012 and closed on July 6, 2012. On this occasion, 239 applications were received and 92 proposals were awarded grant contracts totalling €2.7 million. The 3rd and 4th Call for Proposals, Accelerated and Regular Procedures, were launched simultaneously from January 17 - March 7, 2014. On conclusion of the Call, 333 applications were received from CARIFORUM SMEs and BSOs, and 140 grant contracts were awarded with some €3.1 million in grant funding. Collectively, 282 DAGS proposals from CARIFORUM beneficiaries have been approved for funding totalling €5.8 million. This represents a 120% increase in funding when compared to the €2.6 million awarded for 197 proposals under the 9th EDF Caribbean Trade and Private Sector Development Programme (CTPSDP). A total of nine sectors/firm classifications were Renewable Energy 2% awarded DAGS funding under the 10th EDF RPSDP. These included: agro-processing (88), business/trade support organisations (15), creative industries (15), health and wellness (5), ICT (11), manufacturing (83), professional services (45), renewable energy (6) and Professional Services 16% specialised tourism (14). Following an assessment of the DAGS beneficiaries to date, 118 (42%) firms reported that Caribbean Export has contributed to an increase in their exports through the programme. The value of these exports is estimated at US$4.9 million, and business was generated in new markets in the Caribbean, Europe, North America, Latin America, Asia/Pacific, and Africa. Additionally, 138 new jobs have been created within these firms following successful implementation of their respective DAGS-funded projects.

Beneficiary Outcomes & Testimonials Ruth’s Place - Antigua and Barbuda
With the innovation and transformation to solar power within the hotel, Ruth Spencer saw not only a rise in her disposable income, but also increased visibility through the local media. This resulted in a number of schools visiting the hotel to view and learn more about the project. Currently, Ruth is collaborating with a Canadian company seeking to develop community renewable energy battery pilot for Antigua and Barbuda. She has also developed a project to be funded by the OAS for a Sustainable Cities Workshop, which closed with a large renewable energy exhibition. Ruth shared that “Caribbean Export has been the catalyst for much of my success, because they provided the financial and technical push I needed to make these innovative changes to my approach to business.”

Through support from Caribbean Export, Rionda Godet has been able to increase her company’s output. Greater efficiency, improved quality and the adoption of innovative processes were also other benefits derived from the firm’s engagement and relationship built the Agency. Most of these successes came via the DAGS received in 2011 and 2012, and Rionda credits them as the genesis to her company’s product transformation. Medium to long-term outcomes of the projects undertaken with the DAGS funding included food safety certification, product innovation, labelling upgrades, market research and testing, and implementation of e-commerce solutions. Rionda expressed sincere appreciation to Caribbean Export by stating “the Agency’s support to my firm has been priceless. They have done a great deal with a limited budget to assist regional entrepreneurs, and I am proud to be a part of a regional organisation that is truly focused on the growth of the private sector, particularly firms owned by women.”
COSCAP - Barbados

The Copyright Society of Composers, Authors, and Publishers (COSCAP) Inc. leverged the grant awarded by Caribbean Export in 2014 to build on the success of a previous intervention, which the organisation participated in with the Agency. Erica Smith, Chief Executive Officer, revealed that the project undertaken sought to create the opportunity for collaboration between Caribbean music industry professionals, and their counterparts in Germany. Results from this project include a greater understaning of the business of music in the German and the wider European market, collaboration in a concert with German colleagues, and participation in the Berlin Summer Festival in 2016. Erica share that “the DAGS has us secure grant funding from other programmes because of the preparation involved in the proposal proess. Additionally, we have established new business contacts, and some of our clients have been able to break into the German market.”
Caribbean Premier Products Limited - Belize
With support from Caribbean Export through the DAGS in 2014, Caribbean Premier Products Limited was able to trade and market research missions in Barbados, Guyana, and Jamaica. This has led to an increase in the company’s understanding of the CARICOM markets visited, prospective distributors, and potential competitors. Outcomes include agreed product pricing in Barbados and Guyana, as well as on going negotiations in Jamaica. Additionally, exports have commenced to Guyana. Kahlil Salazar revealed that “the assistance received from Caribbean Export over the years has been tremendous and helped the company upgrade the factory’s infrastructure, equipment, and conduct market research. However, the experience gained from implementing Caribbean Exportfunded projects has assisted us in procuring additional bank loans and grant funding from other agencies.”

Under the 10th EDF RPSDP, approximately €375,000 in funding was awarded under the Accelerated Procedures grant facility to 81 successful DAGS proposals.

Caribbean Agro Producers Corporation - Dominica The assistance received via the Caribbean Export DAGS programme has helped Caribbean Agro Producers improve the internal food safety practices, increase productivity, and enhance the capacity of the company’s staff as it related to good manufacturing practices.
Gail Defoe added that this support coupled with their improved ability to enter new markets in Guadeloupe, Jamaica, St. Vincent and the Grenadines and France, has successfully propelled the company into one of the world’s fastest growing industries - medical tourism. She applauded Caribbean Export and the EU for their commitment, citing that “this has made a big difference to not only my company, but also the wider community as there has been increased outsourcing among local farmers.”

Successful completion of the company’s DAGS-funded project, has led to the gaining of national accolades, and increased regional and international visibility. Other direct benefits include improved production practices, enhanced packaging and the adoption of energy-efficient practices. SERVICONE SRL was aslo able to increase their staff complement by 45% and achieved a 75% boost in export sales. Edris Leonor Garcia shared that the DAGS, and other support programmes from Caribbean Export, are critical to the regional private sector because they “help small companies develop and enhance their capacity to the point where they can become export ready.”

Marie Roberte Laurent shared that the programmes she participated in with support from Caribbean Export resulted in increased sales, establishment of new business contacts, the ability to enter new regional and international markets, and increase her staff component. She further added that participation in export marketing and branding programmes enabled her to understand the importance of labelling requirements, particularly as it relates to the EU market. Marie Roberte also cited that the work undertaken by the Agency is extremely timely and relevant to small businesses like hers, adding that “Caribbean Export is an invaluable partner that has played a major role in my success, as 75% of the achievements I have had to date has come through support from the Agency.”
Edward B Beharry & Co. Ltd - Guyana
Edward B Beharry & Co. Ltd has acheieved a number of outcomes with the implementation of their DAGS-supported project. With a focus on research, and product innovation, service development, and training and certification among staff, the company was able to develop new confectionary products, expand their marketing and branding, and build the capacity among their staff in food safety. Raymond Ramsaroop commented that the project has led to increased vibrancy overall in product development for the company. He further added “there is a direct benefit with the DAGS in the form of funding for projects, but by its very nature, this programme forces grantees to concentrate their attention on acheiving realistic business objectives in a timely and efficient manner.”

The manufacturing sector saw 83 proposals receiving fuding under the DAGS at a value of some €1.7 million.

A Taste of the Caribbean Limited - Jamaica
Participation in the DAGS, has culminated in a number of benefits for A Taste of the Caribbean Limited. The award allowed the company to purchase much-needed labelling, and filling equipment, which led to a reduction in production times, and enhanced product output. Improvements were also made to marketing and branding efforts, and this improved visibility of the company’s products. Sonya shared that “ Caribbean Export has helped me build my brand equity and enhanced my understanding of EU market entry. Today my company has grown, and I have been able to contribute to development in my community as well.”

Winward Pasta - Saint Lucia

Under the DAGS programme, Windward Pasta entered new regional markets: Grenada, and St. Vincent and the Grenadines, improved company sales, and increased the staff complement by 116%. Rudy Gurley shared that the Food Safety project significantly improved the aesthetics of the plants, and the company’s capacity to meet the food production standards of the local, regional and international marketplace. Subsequent to project completion, the company gained an investment of $US600, 000 due in part to the upgrades that were in place. The DAGS grant was utilised to improve production capacity, which resulted increased local demand and product output. Rudy commented “Caribbean Export helped to improve my company’s competitiveness, break into the OECS market, and provided support to meet food safety requirements. Overall, the support has been more than adequate.”
The agro-processig sector accounted for 31% of the grants awarded under the DAGS, with 88 proposals successfully securing approximately €1.7 million in funding.
Victory Packaging Limited - St. Kitts and Nevis

Victory Packing Limited was able to modernise existing equipment, export products to a new market, and increase revenue, with support from Caribbean Export under the DAGS. The company’s therefore saw the project implemetnation as a tremendous success. Unintended outcomes also included a 30% increase in staff. Mahesh Nariani shared that “without the DAGS the company would not have been able to purchase muchneeded equipment, and by extension expand their revenue base. Our ability to diversify our products is the key to longterm survival, so we are very grateful for the support.”
Invest SVG - St. Vincent and the Grenadines
The National Investment Promotions Incorporated (Invest SVG) utilised funding received through the DAGS programme to enhance the export potential of rural women entrepreneurs, and strengthen business processes to promote their economic development. The project was heralded as a success because institutional capacity was built among the target sector in a number of key areas. Bernadette Ambrose-Black commented that “the DAGS offered a good launch pad for access to finance for BSOs to not only improve their service delivery, but also assist their SME clients in gaining much needed capacity building.”

Collectively, the OECS accounted for 28% of the grants awarded under the DAGS. These 80 grants had a combined value of approximately €1.5 million.

GOM Food Industries N.V. - Suriname
As a beneficiary under the DAGS, Kenneth Van Gom credits Caribbean Export with contributing significantly to GOM Food Industries’ success. Benefits derived included an increase in local sales, new business contacts, greater exports to new regional and international markets, and increase in staff. The company also entered new markets in Curacao, Aruba, St. Maarten, Antigua and Barbuda, and Guyana. Kenneth also had the opportunity to increase his understanding of the CARIFORUM-EU EPA, particularly as it relates to the rules and regulations for the movement of goods. He has further been able to adjust certain product modifications and labels based on EU market entry requirements. Kenneth shared that “Caribbean Export has given us the ability to expand our business and improve the overall performance resulting in higher local and export volumes.”

Fresh Start Limited - Trinidad and Tobago

With funding received under the DAGS, Fresh Start Limited has been able to increase production, expand distribution locally, and build brand equity. The company has also seen a moderate increase in part-time staff given the renewed demand for the product locally. The internal improvements within the company have helped them to gain recognition at the national and regional level. Marcus Sun Kow believes that Caribbean Export has given his company the jump-start needed to enhance their competiveness, and adopt innovative practices. He added, “a lot of what we have done as a company, would not have been possible without the financial and technical support the Agency provided”.
Under the 10th EDF RPSDP, 108 female-owned or managed firms were awarded grants totalling approximately €2.1 million. This accounts for 45% of the overall DAGS beneficiaries.
