The popular Zoo 2 U event took place this year with a Viking Legion full of enthusiastic kids looking for some fun after having to stay away from group events for so long.

Over 150 people filled the hall on April 13 to see Melinda and Ally Moscicki show their “critters” and explain how they act and inter-act for everyone. Dubbed as an exotic mobile

petting zoo, the show is designed to both educate and delight.

The event was co-hosted by Viking/Beaver Family and Community Support Services (FCSS), Viking Municipal Library, and Beaver County Community Adult Learning Program.

The Friends of the Viking Library Society sponsored and financed the evening of learning for the little ones.

The Viking Legion was full with families who came out to see the Zoo 2 U show held on April 13. The children were able to interact with exotic animals like Iguanas, parrots, rabbits, ferrets, turtles, and chinchillas. The show appears to be getting even more popular as the venue previously was the Viking Library with much more limited space.

Camrose MLA Lovely: discussing former teacher with multiple assaults Jackie Lovely MLA Camrose Once is too many. Two times is unacceptable. But an alleged 200 cases of sexual assault by one Alberta teacher is a tragedy beyond belief.

We were all shocked to learn about a former Alberta teacher, Michael Gregory, who was charged with 17 sexual offences against his students, with as many as 200 estimated victims over his 20-year teaching career.

When victims first reported their harrowing experiences, the Alberta Teachers’ Association (ATA) investigated Gregory, and opted to give him a two-year teaching suspension. However, despite the harm Gregory had caused and the danger

Unfortunately, generations of students have been endangered by this conflict of interest, which has allowed people with ill-intent to slip through the cracks.

When the Gregory story broke, our United Conservative government took action to ensure this never happens again. After meticulous planning, we unveiled Bill 15, the Education (Reforming Teacher Profession Discipline) Amendment Act. If this

legislation is passed, an appointed arm’s-length commissioner will oversee complaints for the teaching profession. In doing this, we can ensure that bad actors like Gregory are reported to the police and held accountable for their actions.

There is no reason the ATA should not welcome third-party regulation.

Other regulated professions in Alberta use independent disciplinary processes, as do other teaching associations across Canada. Yet, the ATA has fought us every step of the way, spending millions of dollars on smear campaigns to fight our efforts to protect students. Many of my United Conservative colleagues are parents with schoolaged children. This is our

fight, just as much as it is yours, and we will not back down.

Our fight extends elsewhere, too. In response to the unprovoked Russian invasion, our government is contributing over $11.3 million to support humanitarian aid to the Ukrainian people. To help get families to safety, we are also prioritizing applications of eligible Ukrainians who have applied for permanent residency in Alberta.

There are many strong Ukrainian communities in Alberta, many of whom still have ties to loved ones overseas. My heart goes out to everyone who has been impacted by the war in Europe.

Finally, I’d like to spread awareness about some online scams that have been impacting people in our

very well. People are turning on one another, and when one of the loudest complainers turns up barely alive, it's clear that

their trickster is actually a murderer.

The threat of exposure is reaching its breaking point, and no one knows

what’s going to happen next.

Word on the Street: suspicious male at door Church Services

On April 11, police received a complaint of a suspicious person walking around a local business. The subject was not located.

That afternoon, police received a request to assist with the retrieval of property. Members contacted the complainant and determined it was a dispute over a laptop. Attempts were made to contact the property owner but they would not answer their phone. The complainant was advised to discontinue communication with one another.

On April 12, police responded to a suspicious vehicle that was observed on a lease site.

When the vehicle was approached, it sped off.

The vehicle was again noted travelling in Viking, members attempted to stop the vehicle and it again sped off. This matter is still under investigation.

That afternoon, police received a complaint of a fraud. The complainant advised that they had invested in an online crypto currency market.

After the money was submitted, it was determined to be a fraudulent company. This investigation is continuing.

That evening, police received a complaint of a truck theft. The com-

plainant advised the keys were left inside the vehicle. No suspects could be identified.

On April 13, a request was received for members to attend a residence and check on the occupant. The complainant advised the subject has addictions and was concerned as the complainant was unable to contact the subject. The residence was attended and the subject was located and there were no concerns for their safety.

The subject advised his phone was left in the vehicle and that is why he was not answering.

That same morning, members received a request to assist with the serving of paperwork.

The complainant was spoken to and advised to contact a bailiff to assist as members were unable to assist at this time.

That evening, police received a complaint of fraud. The complainant advised she had received a call from a male who claimed to be with the STARS Lottery. He told her she had won $150,000 and a Ford Explorer. The complainant did not entertain the caller and hung up on him. She also recognized this as a scam and did not provide any information that would

have led to her being victimized.

On April 14, police learned that two people had failed to attend court in Vegreville to answer to unrelated charges previously laid by Viking RCMP. Warrants for arrest were issued for Clayton White and Danielle Cross. Upon arrest, both subjects will be facing additional charges for failing to attend court.

That afternoon, police received a request to check on a subject as they have not been seen in some time. The subject’s residence was attended and the subject was located and there were no concern for his well-being.

That same afternoon, police received a complaint of an abandoned vehicle on a dead end road. Members attended See RCMP P10

Viking Royal Purple busy with fundraisers and event planning Dawn Hodgins Nine members and one guest met on April 5 for our regular monthly meeting. A delicious supper at B&S restaurant kick started our special meeting.

Back to Senior’s for the meeting. Conductress Emily Chrystian introduced our national president Barb Bambrick to the group. We performed a special ceremony, with draping of our charter,

which was held to pay tribute to departed member Joyce Naslund and former member Myrtle Tiedemann. Our lodge will miss these members.

We are selling gift cards for $40 to Rosa Wipf’s greenhouse and we will retain a portion of the sales. Please support Viking RP by purchasing a card or two. Most of our fundraising dollars continue to go into local projects and groups. Call Dawn at 780-336-2440 if

Our group is planning to celebrate Royal Purple week in June by taking cake and ice cream to the Vialta Lodge residents. Also working with Mrs. Golka for the Grade 2 and 4 classes to entertain. But this might have to be a live zoom presentation this year. Darn Covid rules! The kids always enjoy meeting the residents and I am sure the residents enjoy seeing the kids too!

National President Barb brought us up to date on what is happening at our

national level including the convention in July which will be held right here in Alberta. Lots of zoom workshops that we could attend. Thanks Barb for your visit to our lodge!

Dawn attended a meeting later that week to help plan meals for the Good Sam RVer’s when they arrive in town on June 22. We are working with the Lions, Historical Society, and Legion to put on a pig roast on June 24.

The next meeting will be on May 3 at 7 p.m. and we always welcome visitors.

County donates to Ukrainian humanitarian relief Beaver County chooses cement and gravel contracts, buys lowboy trailer Patricia Harcourt The county has accepted the bid from Lafarge Canada of $388,416, plus GST, for the supply and application of portland cement in the base stabilization process for the 2022 chip sealed roads.

“Portland Cement application is monitored by public works staff and then the stabilization process is completed by public works staff,” explained Dan Blackie, director of transportation for the county.

There was just one bid made for this contract.

Of two bids received for the 2022 graded aggregate seal coat contract, the county went with administration’s recommendation to accept the bid from Ant Construction Ltd. in the amount of $790,960 plus GST for the seal coat supply and application.

Public works staff would also be monitoring this work by the company.

Council also approved the purchase of a new 2023 Deloupe 55t hydraulic tilt axle trailer from Hayworth Equipment Sales Inc. at a cost of $147,500 plus GST. Of the four bids received, evaluations were based on pricing (30 points), specifications (30 points), and operator preference (40 points).

“The current trailer has served us well; however, at 20 years old, it is showing its age,” said Blackie, in his report to council. “It is quite difficult to use when loading equipment, having to split and unhook the trailer then load the equipment, then reconnect.

“As well, to be used safely, it requires two people to operate,” he said. “Newer versions of this type of trailer can be managed by one person while remaining connected and are simply more efficient and safer.”

Deputy Reeve Gene Hrabec (Division 3) made the motion to accept the recommendation stating he “likes keeping the work in-house, it means we will have more employees.”

Beaver County recently met a challenge made by Lamont County for other counties to meet the county’s donation toward Ukrainian humanitarian aide. To that end, members of Beaver County Council made the trip to Lamont’s County office to present a cheque for $5,000. At the presentation were, back row, from left: Beaver County councillor Barry Bruce (Division 4), Lionel Williams (Division 2) and Dale Pederson (Division 5); and Lamont County councillors Neil Woitas, Aaron Wick, and Daniel Warawa. The cheque will be provided to the Ukrainian Congress of Alberta.

Pederson re-appointed to Veterans Memorial Highway Patricia Harcourt Beaver County Councillor Dale Pederson (Division 5) was re-appointed to the Veterans Memorial Highway Association, following a hiatus when the association was inactive.

Pederson had served on the association board during his last term in office, but council did not re-appoint at the organizational meeting of the new council due to inactivity based on issues with COVID-19 and board turnover.

Pederson said he stopped going to meetings in 2019 after arriving to find nobody but himself attending.

However, the county has still been paying the membership fee which means Pederson is still eligible to attend.

Following a query from Division 4 Councillor Barry Bruce, administrative assistant Cindy Cox explained that the association “is a lobby group

for the use and improvement of Highway 36,” which runs from the border with the US north to Fort McMurray. The road runs past local communities like Killam and Viking.

Councillor Lionel Williams (Division 2) called the association “an important opportunity,” for the county to be involved in efforts on behalf of, or achievements made, concerning the highway.

The association was formed in 1999 as a lobby group of participating municipalities to promote the highway as the major north/south corridor in eastern Alberta.

The Governance and Priorities Committee (GPC) met and reviewed an association newsletter, and asked administration to find out the status of the association.

Carol Thomson, economic development officer for Paintearth County, advised that the association was meeting on a regular basis now with the next regular meeting scheduled for April 22.

Council chooses new engineering firm COLA and salary grid review Patricia Harcourt Beaver County Council chose a new engineering firm at the April 6 regular meeting of council.

The issue arose previously when Deputy Reeve Gene Hrabec (Division 3) asked why the county didn’t consider other firms for engineering and other service, instead of staying for years with one firm.

At that time, the need for continuity of information and planning over extended time periods was the answer to that question. However, council agreed to have administration post a request for proposal (RFP) for engineering services.

On March 1, administration opened six bid packages which were summarized for council at the April 6 meeting.

Council agreed to the recommendation of hiring WSP Canada “as the most favourable option for the county.”

It was also recommended,

and agreed, that the county would enter into a three-year contract with WSP with an option for two additional years.

Most counties go with letters of understanding when hiring an engineering firm, so they are also free to go with another firm if they wish on another project, said the county’s Director of Transportation Dan Blackie.

The motion to accept the public works recommendations was made by Hrabec, who noted that WSP was a Camrose firm and was therefore in line with Battle River Alliance for Economic Development’s (BRAED) saying that “shopping local is great for local business.”

The issue of roads was the second part of the recommendation.

Division 4 Councillor Barry Bruce praised Blackie for work on the P&H road, stating he “turned a black bog into a road bed.”

“You’re doing some really good work in Division 4,” he said.

The second recommendation council agreed to from administration was to authorize WSP Canada Inc. to conduct a road study “in key areas of the county,” including cost estimates, with the intent to plan for the repair/reconstruction of the county’s “challenging” roads.

Reeve Kevin Smook (Division 1) stated that Blackie was not recommending a full road study for the entire county. “He just wants trouble spots done,” he said.

Stated Blackie in his report: “A road study in some key areas would provide background and rationale for the plan and policy.

“Cost estimates are needed for development of the budget and a 5-Year Financial Plan.”

He added that, “administration would like to begin work immediately with WSP to assist with development of the county’s 5-Year Road Plan and the Road Construction Priorities Policy.”

Celebrate Earth Day Friday April 22, 2022 is Earth Day, the purpose of Earth Day has changed a bit.

Although it is still a time to reflect on how we can improve, Earth Day has become more than just one day. Environmental practices are being implemented throughout the year and April 22nd has become a day of recognition and celebration. So let’s celebrate on April 22 and everyday through action.

The last COLA (Cost of Living Adjustment) provided to staff was in 2020 in the amount of one per cent.

Administration conducted a survey of the COLAs approved by the county’s urban and rural neighbours as well as Beaver Emergency Services Commission, Beaver Foundation, and Claystone Waste.

The span of time used was the last four years (the term of the previous council). The survey indicates that the county has not kept pace with the increases given in the other municipalities/organizations and COLA is warranted.

The Governance and Priorities Committee (GPC) reviewed the survey results in closed session and recommended that council consider a cost-of-living adjustment in 2022.

Council passed a motion to consider a cost-of-living adjustment in the 2022 budget deliberations.

A non-union salary survey was conducted by an independent consultant in 2015 (effective January 1, 2016). A

subsequent salary grid review began as an internal review in 2019 but required a thorough comparison of position responsibilities to ensure fairness and equity. In light of the fiscal environment at that time, council deferred further work on the review to the fall of 2020. The review was never completed.

A salary grid review is overdue.

The Corporate Governance Review noted this situation and recommended that to maintain employee morale, competitiveness, and meet the current economic standards, a salary grid review be conducted.

The Governance and Priorities Committee recommended that an independent review of both non-union positions and Council remuneration be conducted in 2022.

Following a closed session, council passed a motion authorizing administration to conduct an independent review of the union and nonunion salary grids and Council remuneration in 2022, taking into consideration regional and neighbouring municipalities.

Beaver County Council is pleased to announce the appointment of Kayleena Spiess as the County’s new Chief Administrative Officer (CAO).

The appointment follows the departure of the County’s CAO in October 2021. Interim CAO, Rick McDonald, CMC, has been fulfilling the responsibilities of the position during the recruitment process.

Ms. Spiess holds both a Business Administration (finance) degree and certification as a local government manager. She brings 9 years of experience working with rural municipalities, including the position of Chief Administrative Officer, as well as leadership roles in organizational restructuring, strategic planning, inter-municipal cooperation, budget and financial analysis, and project management.

Implementation of the Corporate Governance Review approved by Council in October is nearing completion and Ms. Spiess will build on all the work completed to date to provide a high level of service to County residents and other stakeholders.

Council is excited to have Kay join the Beaver County team and is confident that she will provide professional, enthusiastic leadership as we move our operations and administration forward effectively and efficiently.

Grants to support first responder mental health Patricia Harcourt Editor

The work of first responders is heroic and life saving.

However, there is a dark side to this heroism when those involved in the trauma and stress of saving lives succumb to post traumatic stress disorder due to their experiences.

Now grants are being made available to support first responders’ mental health. The financial support is going to those who help first repsonders and emergency health care workers deal with post traumatic stress.

Non-profit service providers and Canadian-based researchers can apply for funding through the Supporting Psychological Health in First Responders program.

The program has $1.5 million available for 2022-2023 period, and amount divvied out will vary depending on the services provided or projects being researched. The deadline for applications is June 13.

Such projects like peer support groups and resilience training would be part of the funding to for those living with or at risk of developing post traumatic stress. Applied research to find the most effective programs will also be available for funding.

The programs and research are needed in

light of statistics that show from 2015 to 2019 there were 685 W o r k e r s ’ Compensation Board claims costing $104 million for first responders related to post traumatic stress.

Our Holden 4-H Beef Club took a field trip to the Highland Feeders by Vegreville on February 21.

Our tour of the feed lot showed us so much, from the discussion on feeding different grains and forages to the importance of animal

health.

On Sunday, April 12, our club held its Mock Achievement Day. We had a grooming demo and practiced up on how to properly show and walk our animals.

This Mock Achievement Day is to help us get ready for our Achievement Day April 30, and for the Sale May 2, that will be held in Viking.

Alberta RCMP are warning the public about “Grandparent” scams specifically targeting the elderly. There have been as many as five of these scams reported in the last few weeks.

In this scam, the victim

will receive a call from an apparent grandson who advises that they are in prison and require a large amount of money for bail. A second individual of authority will then go on the phone and attempt to arrange collection of

the money. These individuals may know specific information about the grandson. Things to look out for are: • Police would never go to your home to collect bail money for a prisoner • Police would never

pressure someone to pay bail money for a prisoner • Bail money in Canada is traditionally not large sums If you have any concerns about suspicious phone calls please call your local police.

Later that afternoon, police received a request to attend a residence in Bruce and check on the well-being of their friend.

Members attended the residence and spoke to the male who stated he has not been feeling well and has not been answering his phone or leaving the house until he is feeling better.

On April 16, police responded to a complaint of a suspicious male at the door of a residence.

When members spoke to the owner of the residence they advised there was a male that lives in the area at their door trying to open it. Members

Horse club needs volunteers for highway cleanup Amanda Nordstrom The Viking 4-H Equine Outriders are seeking community volunteers who are able to help with the Alberta Highway Cleanup to help their small club of eight members, on May 7 (weather permitting).

The club will receive monies from Alberta Infrastructure and Transportation for the kilometres cleaned by their members. The monies will be used for club activities and events for the kids.

The highway cleanup program is held annually on the first or second Saturday in May, as weather permits.

Each participating 4-H Club is assigned a section of highway, typically five kms in their com-

munity.

Filled garbage bags and larger items are placed along the outer edge of the highway shoulders and will be disposed of by the Alberta Infrastructure and Transportation maintenance contractor in our area.

Alberta Infrastructure and Transportation will supply all necessary materials including safety manuals, safety vests, and garbage bags.

“This year our club members are working so hard to fundraise so the kids can participate in more activities, like bringing clinicians to the club to teach them new techniques in riding horses.
