Beaver County decides to tender auditing services Patricia Harcourt Beaver County Council decided to keep the auditors the county has retained over several years for 2022, but after that time other companies will be considered. Administration had recommended appointing MNP LLP as Beaver County’s auditors for the 2022 and 2023 years. Finance Intern Ethan Forrest said the county’s GM for corporate services would be retiring and continuity might be best for the next two years in light of this. “The firm knows the county operations well,” he said, of current auditors MNP LLP. The report explained that MNP has been with the county for the past eight years, having been hired in 2014 for a five year contract ending on the 2018 year-end audit. After that, a three-year extension of the contract was granted bringing the firm to the year-end of 2021. “The 2022 year end is quickly approaching and administration is requesting council’s direction to either go to tender or to have

another extension of the current contract,” stated the report to council on Aug. 3. Administration preferred extending the contract “one more time” for two more years, stating: “The county has an excellent relationship with the current auditors; the auditors have gained experience and familiarity with the county in performing its work; and it would maintain continuity due to staff retirement.” In either case with - hiring a new auditor or retaining the current one - the cost of services are expected to rise as well. Deputy Reeve Gene Hrabec (Division 3) said he saw the value in extending the contract to include 2023 but did not support that in putting a motion on the table for discussion. Hrabec has been in favour of putting more professional services such as engineering, legal and financial (audit) to tender more often rather than retaining the services of a firm in the interests of continuity. Reeve Kevin Smook (Division 1)

said it was possible that putting services out to tender might result in getting “a fresh set of eyes,” but added: “It might be good to test the waters, but its up to council.” Forrest also reminded council that there are changes coming to the audit standards in 2022 and “the big undertaking” of changes to accounting coming in 2023. With this latter provincial change, all the assets in the county would have to be tabulated, he said, and “MNP

knows that better.” In 2023, the county will have to “go back and account for all of the assets,” which he said “makes for more work…Then going forward (the county) must add new assets each year,” to that list. Hrabec’s motion stated the county should retain MNP LLP for the 2022 year, then starting in 2023 the county would look to contract out by way of the tendering process. The motion was carried.
