This past weekend was jam packed with events for Lamont County residents to enjoy. There was everything from chuckwagon races to ATV mud bogs, bench and quilt shows, singing and dancing, ball tournaments, pancake breakfasts, and so much more. The popular events included Heartland Ag. Days in Bruderheim, Mundare Agri-Daze in Mundare, and the Babas & Borshch Ukrainian Festival in the Village of Andrew. Crowds were hopping, travelling from venue to venue and event to event

throughout the weekend. An estimated 1,200 people attended the 10th annual Bruderheim Ag. Days to take in chuckwagon and chariot races, trick riders, ATV Drag Races and Mud Bogs and softball tournament at the agricultural agrounds. In Andrew, well over 2,000 visitors migrated there to flock to the fourth annual Babas and Borshch Ukrainian Festival that offered up historical tours, market and bazaar, informative presentations, as well as Zabava celebration and popular Borshch Cook Off. Mundare Fire &

Rescue kicked off the festivities in the town Saturday morning bright and early with their pancake breakfast, followed by the parade on main street that attracted 32 entries, bench and quilt shows as well as a slopitch tournament. In fact there were so many things to do during the three day span that it was impossible to take everything in! Volunteer driven, all of the events were successful, and gave Lamont County residents many reasons to celebrate their traditions, heritage and culture. There were more than 30 entries in the ATV Mug Bog races that were held Saturday evening in Bruderheim.

The fourth annual Borshch Cook Off during the Babas & Borsch Ukrainian Festival in Andrew was full of flavour as colourful dishes, unique ingredients, and charismatic contestants competed in the popular event Sunday afternoon. Baba Katrusha (Katherine) Maybroda, middle, was declared the contest winner, while Stefania Jarzabek earned second place, and newbie Fort SaskatchewanVegreville MLA Jessica Littlewood was award third. Each of the contestant received handcrafted bowls as a gift from organizers.

Shortly after 3 a.m. on Monday, Aug. 15 an alarm went off at the Chipman Market. Fort Saskatchewan RCMP responded, and determined suspects gained entry through breaking a door on the east side of the building.

Numerous items were rummaged through and electronics as well as general merchandise were taken. It is believed that two persons are responsible for the break and enter, and the matter continues to be investigated by police.

Opinion Drilling increases under new royalty program By Margaret McCuaigBoyd Minister of Energy for Alberta As a rural MLA who lives in a small northern community I have been surrounded by the energy industry my whole life. I have friends, family and neighbours who have worked and benefited from this important sector. I know these are not easy times for the energy sector and communities and families are hurting in many ways. We cannot control the global price for our resources but can control our own actions and policies. It is with this in mind that we introduced new changes to our royalty

Dozens of new oil and gas wells are now being drilled across Alberta, creating jobs in rural communities and regional centres, after our government made a decision to open up our new royalty system early. Since we started reviewing our royalty system I have said we would listen to industry and there would be no surprises. We pledged to

create a royalty system would work for all of us; to create the fair returns Albertans want while allowing companies to remain competitive and to create jobs. I believe we have accomplished that goal and this summer wells in Alberta have started drilling under our new modernized royalty framework. The first ones began drilling in mid-August in Grande Prairie County and others are moving towards operation in several other parts of the province. Our new framework is not scheduled to take effect until next year, but when industry told us they were willing to

increase their investments in Alberta this year if they could access the new system — we responded. These new wells represent investment in our province beyond what was originally planned for 2016. I was pleased to tour an Encana rig on August 17 and meet crew members from across Alberta working there. Each operating drilling rig can create 135 direct and indirect jobs according to figures from the Canadian Oilwell Drilling Contractors Association. I was joined on the tour by a representative from the Canadian Association of Petroleum Producers (CAPP) who

said our new royalty framework will help industry stay competitive. “The modernized royalty framework is a longterm solution that promotes a stable investment environment for continued growth in the sector. It is both flexible to short term market conditions and for long term planning. When Alberta’s oil and natural gas industry is healthy and can compete – that’s good for Alberta’s economy, that’s good for government revenues and that’s good for Alberta families, said Brad Herald, VP Western Canada Operations with CAPP. Our government will

continue to advocate for sustainable and environmentally responsible energy development in our province. We are demonstrating to the business community and the world beyond our borders that Alberta is open for energy investment and we are a responsible and competitive energy supplier. With this kind of positive initial response to our early opt-in for the new framework, I’m confident we will continue to see activity in 2017, helping bring jobs and opportunities to communities across Alberta, big and small.

Risky behaviour drives fear My son has been practicing every day for his upcoming drivers license road test. He is doing well, and is learning to master shifting in our old beater that has manual transmission. Sitting in the passenger seat is hard sometimes, but I keep reminding myself that constant repetition is the key to consistency and success. Like most parents, I am worried about him going solo for the first time. There are many more drivers on the roadways, and definitely more distractions at their disposal, so I am worried for his safety. Fear is such a powerful emotion, and the urge to protect is built in instinctively, or so I thought.; that was until I read a press release from the Airdrie RCMP about a 911 call on Sunday morning at 9:20 a.m., (Aug. 14) reporting that the driver of a Dodge Caravan driving all over the road on Highway 2 southbound. As a result of the police investigation, the driver was arrested and taken to the local detachment for a breathalizer where he blew nearly 3.5 times the legal limit. “The concerning nature of this impaired is that three children under the age of 10 were in the vehicle at the

time of the offence. All three children were returned to a family member following the arrest of the driver,” stated Cst. Matt Gervais. “This is another great example of citizens calling 911 after noticing unusual driving behaviour to help remove another impaired driver from our roadway.” The driver, a 46-year-old male from Calgary has been charged with impaired operation of a motor vehicle and driving over 80 mg%. He will appear in Airdrie Provincial Court at a later date. Putting peoples lives at risk, especially the lives of your children is totally unconscionable. Thankfully, lives were spared in this case with the quick action of a fellow motorist and police intervention. I feel both relieved and petrified at the same time, and hope more people will take the time to think things through before taking action. Always ask: Is the risk worth it? I would also like to express my gratitude to police and other first responders who are being vigilant and raising public awareness to help keep our roads safer for everyone.

found in an innovative 10-year agreement between Aux Sable and Shell Canada. Launched in late 2011, the Offgas Processing Agreement ensures a long-term feedstock source for Aux Sable and is helping Shell to reduce its environmental footprint. The collaboration is mutually beneficial. Shell supplies the necessary upgrader and refinery offgas while Aux Sable transforms it by removing contaminants and Natural Gas Liquids to produce hydrogen, ethane, residue gas, and a propane-plus mix. All of the products are then returned to Shell via a 3 km pipeline. “What we are doing essentially is taking a waste by-product and turning it into a valuable feedstock,” explains Operations Superintendent, Colin McEwen. “At the end of the day, it’s about getting the most out of our resources.” The Shell Scotford site is home to an Upgrader, Chemical Plant, Refinery and a Cogeneration plant, all of which have a combined footprint comparable in size to downtown Calgary. The switch to cleaner burning natural gas is good news. This move has trimmed Shell’s annual CO2 emissions by approximately 200,000 tonnes – the equivalent of taking 40,000 cars off the road. Many industries in the region are working together in partnership to manage and reduce environmental impacts including the North West Redwater Partnership (NWRP) site in Sturgeon County. Leading-edge environmental management initiatives were incorporated into Alberta’s newest stand-alone refinery along with important partnerships with other companies that reduce the environmental footprint in the region.

Expansion underway on Lamont Alliance Church Michelle Pinon Editor

The Alliance Church in Lamont is expanding its horizons. After years of planning, Pastor Ron Wurtz was excited to share the good news last week. “Construction started three weeks ago and we expect to be finished in late spring, early summer next year.” Pastor Ron said they are employing the use and skills of local tradesmen for the expansion project that will add 5,000 square feet to the existing space where the church has sat for the past 36 years. “We have been in Lamont for 76 years, and in this location since 1980.” Pastor Ron also points out that church members will provide about 1/3 of the labour for the project, and will reduce the overall cost of the $650,000 expansion. Since that time, the number of parishioners has more than doubled, and the number of programs and services has

also increased substantially. “We’ve run out of space,” stated Pastor Ron, nearly reaching its full capacity. He said there are no meeting rooms, and there is a need to accommodate more worshippers as well as space to run Sunday School, and youth programs. Currently, the church uses two portables to house those programs. The kitchen is very cramped as well, and need for storage space at a premium. The expansion will allow the church to be

able to accommodate 300 people in the sanctuary as opposed to the 150 people it now accommodates. The expansion will also make room for two washrooms in the sanctuary. There will be additional office space, meeting rooms, and larger kitchen included in the plan. Pastor Ron said the addition will also afford the church the opportunity to rent out the facility for weddings, funerals, and various other functions throughout the year. “Then we can offer community members

Skaro Pilgrimmage longstanding tradition for Jennie Medynski Michelle Pinon Editor

Skaro Shrine is a special and sacred place. For the past 98 years, pilgrims have gathered there once a year to honour the Assumption of Blessed Virgin Mary. Jennie Medynski, (nee Hoculak) has been a part of that journey for all of those years. Daughter Veronica says the pilgrimage is the

daily living, back then, and faith continues to be the cornerstone of her life. Jennie was born on June 23, 1919. It was her grandfather Matthew Hoculak who donated three acres of land to build the original church and graveyard there. The church was officially blessed by Bishop Emile Legal on July 5, 1904; and dedicated to Our Lady of Good Counsel. Years

1918. Work on the grotto to Our Lady of Lourdes began the week of Pentecost, on June 5, 1919 with each parishioner bringing 1- to 15 wagonloads of stones. Construction was all done by hand, ie digging the foundation, dumping dirt, placing stones, hauling gravel and mixing cement. The grotto was completed in the first half of 1919 with 600

wagonloads of stones, 300 bags of cement, and countless hours of volunteer labour. The first Skaro Pilgrimage was held on August 14 and 15, 1919. Between 4,000 and 5,000 people attended the event. The tradition has continued every since, and still today, thousands of people flock to the sacred place to prayer together as one universal family of faith.

Town councillor and liaison for the Parks committee, Jaime Burghardt said it was a long two years, but was relieved and happy to see everything come together. Burghart is also relieved that residents now won’t have to walk across the railroad tracks and highway to play at

the school playground. Besides safety, families will be able to enjoy the playground at all times of the day. The Parks Society also had a junior playground installed by the Spray Park at the same time the Whitetail Playground was installed, cost in the neighbourhood, and said

it was a great addition to the outdoor space beside the Mundare Recreation Centre. Two years ago the parks society had a skateboard park installed on the same site, and says it, too, has been a welcome addition to the community.

Some of the first words Mundare Mayor Charlie Gargus spoke during the opening of the community’s newest playground last Friday were: “We’re having a byelection, so come out and vote.” The vote he was referring to is the notice of election for a town councillor, and that will be held on Wednesday, Aug. 31. Electors can cast their vote for either Jason Kowal or John Bruyere between the hours of 10 a.m. and 8 p.m. at the town office. Returning officer Colin Zyla said that in order to vote, residents must produce identification for inspection at the voting station. The identification must be one of the following: government issued identification with a photo, or other identification showing the name and address of the elector. Jason Kowal has resided in the Town of Mundare for the past nine years with his wife Shannon, and their three children. Kowal says he has always had a keen interest in what is happening in and around the community, and has contributed to the town in a variety of ways as a businessman and volunteer. “I live and work in Mundare, and have a vested interest in the area.” Kowal was born and raised in the area, and operates the family farm, harvesting 4,000 acres a year. He is also a licensed realtor, and loves to promote the town and local businesses as often as he get the chance. The Lamont Leader made several requests for an interview with fellow election candidate John Bruyere, but their was no response to these requests at press time on Monday.

Road Use Agreement Policy 4183 Recently there have been requests to haul on county roads without a road use agreement. Council agreed to amendments to the Road Use Policy, which will give Public Works the right to refuse a request to haul, as well as to list some roads as never being used for hauls. hau ls. Land Use Bylaw Amendment – Manufactured Homes Many municipalities now restrict the age of manufactured homes to meet Alberta Building Code requirements. First reading was done on the bylaw changes, and an open house will be held September 6 2016, between noon and 1p.m. before further readings are completed. Policy 4188 Compliance Certificates The Planning Department provides compliance certificates as a service to landowners however there is no legislative requirement for municipalities to do so. Policy 4188 will establish consistent requirements and standard procedure for processing Compliance Certificate requests. Council approved the policy.

Council Meeting Date Change The date for the September Council meeting has been changed to September 6, 2016. Bruderheim Annexation Council moved to accept the Bruderheim Annexation with amendments as proposed, forgoing the tax revenue associated with the properties in the 350-400 acres of annexed lands. Andrew Garlic Festival Donation Request Council approved a donation of $500 toward the Andrew Garlic Festival.

Missing Signs on Melnyk & Starko Roads – Hwy 45 Lamont County will investigate the signs reported missing on hwy 45 and report back at the September Council meeting. North Saskatchewan River Boat Launch The nearest access to the North Saskatchewan River is currently in Fort Saskatchewan. The County will investigate costs and possible grants with Alberta Environment for creating a boat launch in the county for tourists and residents.

REMOVE Section 6.21 Manufactured Home Units and REPLACE WITH: 1. Manufactured Homes are to be built to CAN/CSA A277 or the CAN/CSA-Z240 MH. 2. The Manufactured home unit shall be skirted from the floor level to the ground level. The skirting should be aesthetically compatible with the existing external finish of the manufactured home unit. 3. All accessory structures, such as patios, porches, additions shall be: (a) Factory prefabricated units or the equivalent thereof, and so designed and erected as to harmonize with the manufactured home unit; (b) Considered as part of the main building; (c) Erected only after obtaining a development permit; (d) Not more than the floor area of the manufactured home. 4. Manufactured home units shall be placed on a foundation or base. The manufactured home unit is to be attached in accordance with the regulation under the Safety Codes Act. 5. No development permits for manufactured homes built prior to June 1, 1998 shall be issued.
