It was Family Literacy Day at both the Viking and Holden municipal libraries on Thursday, January 27. At the Holden library, the story time area is set up inviting children to come and hear wonderful stories. One was also on display at the Viking library, where one family stopped by to pick up their templates and bags. The stories and activities ran from 4 p.m. to 8 p.m. Children can write out their “story event” on the template they picked up to say why they think their family is the best. Other interested participants can get their own template by going to the Viking/Beaver FCSS office. Return stories to the FCSS office or the library by February 15, and they will be in time to be published in The Weekly Review, and also receive a special prize.

Town of Viking CAO takes leave of absence until April 1 Patricia Harcourt Editor

Town of Viking’s Chief Administrative Officer (CAO) Don McLeod has taken a leave of absence with a return date set for April 1. Office manager Sherry Garbe has assumed his responsibilities by being appointed Interim CAO from January 26 to April 1.

Garbe’s new temporary designation was made official at a special meeting of Viking Council on

Wednesday, January 26.

Council met in closed session for the entire meeting, except to go into open meeting to make their motions.

Administration plans to place a notice up on the town website concerning this turn of events.

Town Survey Now Online The Town of Viking survey is now online ability allowing respondents to quickly to answer the three questions posed in

it by the February 11 deadline. This is another method for people to get their survey answers into administration, as well as the paper form sent out in residents’ utility bills in early January.

People can look for the survey letter on the town’s website, which includes the link for answering online above the letter. That link will take a person directly to the survey questions for easy online response.

Absentee numbers among students in BRSD Leslie Cholowsky Staff Reporter

The Battle River School Division (BRSD) reported Monday that the division continues to see higher than usual absence numbers in many of its schools.

BRSD Director of Communications Diane Hutchinson says, “With high school classes wrapping up at the end of the week and a new semester starting tomorrow, we will be continuing to keep a close eye on attendance numbers of both students and staff.”

“It’s an ongoing challenge to find substitute

staff when someone needs to be away from school.”

BRSD presently has nine classes in the school division that are currently learning remotely.

“Most are in Camrose, but there is also a class in Forestburg.”

As well, she says Forestburg, Viking School, Charlie Killam School, and Camrose Composite have all suspended extra-curricular activities temporarily over the last week due to the high absence numbers at their schools.

“Many of those suspensions we hope can lift in the next few days.”

Schools were closed Monday, Jan. 31, and Hutchinson says the division took advantage of a three-day weekend to conduct an extra electrostatic spray cleaning at every school and worksite.

As of Friday, most schools in the division had received a first shipment of masks and rapid test kits from the Province, with a few receiving a second round of supplies.

The Division requires that all students, families, and staff complete a daily self-assessment and stay home if sick.

Bylaw to be Revisited Viking Council is expected to revisit the Community Standards Bylaw that was passed last November, just a month after being newly elected in October.

Mayor Laura Yakiwchuk said council needs clarification under Section 44 of the bylaw under “Fines and Penalties.” Council will explore how far the town’s authority extends for en-

acting a piece of the bylaw which currently states: “A person who is guilty of an offence is liable to a fine in an amount not less than established in this section, and not exceeding $10,000, and to imprisonment for not more than one (1) year for non-payment of a fine.”

The mayor stated that council must clarify if the town has the jurisdiction to enforce such an order

for imprisonment for a resident who doesn’t pay a town imposed fine.

Council must also decide if this is a direction the town wishes to enforce even it is mandated to do so.

The next meeting where this could be discussed, apart from council calling a special meeting in the interim, is at the regular meeting scheduled for Tuesday, February 22.

Newly graduated doctors enticed to cut their teeth in rural practice Patricia Harcourt Editor

Rural communities often have difficulty attracting and retaining physicians. Interim stop-gap solutions such as the rural locum program help fill in when there are not enough doctors to fill the needs of a particular area.

The last two to three years have seen some controversies between the province and physicians, starting with the UCP government tearing up its contract with the AMA, without any consultation. Stories soon appeared of doctors, often from rural areas, leaving the province for what was considered greener pastures.

The province and AMA have still not reached an agreement after two years. NDP Health Critic David Shepherd states the result has been “a war on frontline healthcare

providers” in the midst of a global pandemic.

Rural areas especially have suffered from the loss of their physicians and closed services across the province, he said, especially in southern Alberta.

To illustrate the point, there was an overall decrease of 250 physicians in the fourth quarter of 2021 in comparison to the fourth quarter in the previous year (College of Physicians and Surgeons’ Physician Resources in Alberta update).

Now there is a renewed effort by the province to get more doctors into rural and isolated areas, despite the recent acrimony between the two sides.

The government announced January 31 a new initiative to entice recently graduates of medicine into rural communities and remote areas.

Supplement and Integrated Doctor Experience, or RESIDE, program, a total of $6 million will be invested over three years for newly minted doctors to practice with compensation in these rural or isolated places.

The 60 new family doctors will each get up to $60,000 to pay off tuition fees for undergraduate studies, and a remote community incentive of $20,000 to $40,000 depending on how remote the community.

The doctor must then commit to serving for three years in the rural

community. There will be 20 of these new physicians going out into the province every year for the next three years, starting in the fall.

The money will be administered through the Rural Health Professional Action Plan. A committee will select based on how they fit into a community and the job, where the applicant is from and their rural experiences.

Different communities will be chosen every year and will be based on need.

Opinion World Wetlands Day: Nature needs us to do more

If you used water today to brush your teeth, cook, or quench your thirst, you should probably thank a wetland. World Wetlands Day, celebrated annually on February 2, is an opportunity to learn about the value and importance of wetlands. This year, it also serves as an opportunity to increase efforts to protect these vital natural spaces that are disappearing before our eyes.

In a rapidly changing world, the more wetlands we lose, the more valuable the ones that remain.

Swamps, freshwater, and saltwater marshes, fens, and bogs all play vital roles in our day-to-day lives, providing ecological services, such as flood control and carbon storage, while also supporting food production.

Like super-sized filters, wetlands act as our natural water treatment systems by removing sediments, excess nutrients, and even bacteria from drinking water.

But these life-sustaining ecosystems are disappearing very quickly due to urbanization and land use practices. The loss and degradation of wetlands is especially high in southern Canada, where most people live. Some estimate we’ve lost 70 per cent of our country’s wetlands in settled areas.

With the droughts, floods, heat waves, and storm surges experienced in many parts of Canada last year, the impacts of climate change are more apparent than ever, and the more reliant we become on wetlands for our own protection.

Like giant sponges, wetlands absorb, hold, and replenish water, trap and store carbon, and help buffer our properties, farms, and local infrastructure from the harmful effects of climate change.

As wetlands continue to disappear, so too do the many benefits they provide.

About a third of all of Canada's plant and wildlife species at risk live in wetlands, and in some cases, rely on them as their only habitat type. Wetlands are vital nesting and feeding grounds for waterfowl. At least half of the wildlife in North America rely on wetlands for part of their life cycle.

LETTER TO THE EDITOR

Within Alberta, the Nature Conservancy of Canada has conserved roughly 300 projects on private land, representing over 230,000 acres of Alberta’s landscapes.

Within these projects, NCC has protected close to 10,000 acres of wetlands and riparian areas home to the species that rely on these habitats. We also support wetland restoration through improved fencing and grazing efforts, offsite watering systems to reduce the impact of cattle on wetlands, infrastructure to improve passage across creeks and streams that flow between wetlands, and planting efforts to physically restore wetlands under stress from past land uses.

Nationally, NCC recently surpassed a milestone, helping conserve over 15 million hectares of lands and waters, 1 million in the last two years alone, doubling the pace of conservation. Thousands of wetland protection and restoration projects are included in that total.

Despite these significant accomplishments, rates of habitat loss outpace everyone’s conservation efforts.

The scale and urgency of the challenge has increased.

There has never been a more important time for nature conservation, especially given Canada’s climate and conservation goals, among them to protect 25 per cent of the country’s lands and waters by 2025.

Wetland conservation and restoration are cost-effective and important naturebased solutions for people and local communities.

With 25 per cent of the world’s wetlands, Canada can make a difference on a global scale. Everyone, from individuals to foundations and businesses, can turn intention into action by supporting the efforts of conservation organizations like the Nature Conservancy of Canada.

Nature is our ally. When nature thrives, we all thrive.

Real food for seniors requested Editor’s note: The below letter was written by Viking resident Marjorie Hanson in 2012 and was published in March of 2012. It has been re-submitted to The Weekly Review, as she feels the points are still relevant today. Now 101 years of age, Marjorie finds herself living in a long-term care facility.

This letter was originally sent to Minister Fred Horne from Viking resident Marjorie Hanson, who asked that it be included in this week's Letters to the Editor. She also asked if readers share her opinion that they send a letter or email to the Premier, Minister of Health and Wellness, and the local MLA. Mr. Horne; I am writing regarding a tremendously encouraging story in the Friday, December 16 edition of The Edmonton Journal explaining how residents in a nursing home in Edmonton are finally being offered real food! I will never understand how any group or organization caring for aging people would even consider serving them warmed up bulk frozen 'food.' These elderly people lived most of their lives growing, preserving, and eating food they skillfully prepared in their own kitchens with all the smells and sounds that whet their appetite.

What a horrible decision to dare serve rations that come from who knows where, are chopped and bagged by strangers, and transported hundreds of miles to be literally dumped out on trays, shoved into ovens, and loaded onto plates in a monotonous way.

I am 91 years of age and live in my own

home. I'm fortunate to live in a rural community where I have access to real food. We have dedicated, ethical, local farmers raising lamb, beef, pork, poultry, and eggs via grass-fed, healthy, and chemical free animals. We have wonderful vegetable gardens, fruits, and berries. I even harvested maple syrup from my Manitoba maples this past spring! Our local food is not cheap but is rich in nutrients we require for good health.

I tell my children if I wind up in our hospital (which is a fantastic facility with tremendously caring staff) please bring me food! In the future I may not have a choice about being relegated to a nursing home. Green beans are my least favourite vegetable and I understand they are a dominant feature of the dubious meal presentation in most nursing homes.

It is argued the convoluted system of transporting overly processed foodstuff throughout the province is cheaper than shopping sensibly for tasty, healthy, locally grown foods. In a rich province like Alberta, why is 'cheap' so important, especially compared to the huge profits of banks and utility companies?

When provincial budget cuts are made, why are they often made from the bottom up rather than the top down?

I am ashamed to live in a province that values the contributions of its very senior people so little that it will feed them anything but what they really need.

Word on the Street: equipment towed without proper lights On January 24, police received a complaint of theft of a wallet. The complainant attended a New Year’s Eve party and, during the evening, he was unable to locate his wallet.

He later noticed a transaction on his card that he did not initiate. This matter is still under investigation.

On January 26, Johnathan WilsonMartin failed to appear for his court appearance and a warrant for his arrest was issued.

That afternoon, police received a report of a motor vehicle collision. The complainant was operating a grader when an SUV collided into the rear of the grader. Due to the extremely poor weather conditions, the grader operator continued on in order to obtain a motor vehicle and return to the

collision location.

Once back at the location the SUV had left the scene.

On January 28, police received a nonsensical fax reporting a cease and desist order referring to COVID 19. Several of the letters were distributed throughout Alberta and have no legal binding.

On January 28, police received a report of a tow truck towing farm equipment with no safety lights or reflectors on the vehicle. Police located the vehicle and it was removed from the highway. The driver of the tow truck was issued a violation ticket for failing to display warning lights.

On January 30, police responded to a complaint of a dog attack.

The complainant advised that, while outside with his own dog, the neigh-

Canada-wide warrant executed north of Viking Patricia Harcourt Editor

Viking RCMP executed a Canada-wide warrant on a property north of Viking and took a Saskatoon man into custody.

The incident took place on the morning of January 27 when Viking RCMP, with the assistance of Killam RCMP, executed the Canada-wide arrest warrant on the subject “for being unlawfully at large.”

Arrested was Christopher Belliveau of Saskatoon, Saskatchewan.

The action too place following several days of investigation by the

Viking RCMP detachment.

Belliveau was located during the investigation at a rural residence north of Viking. RCMP officers attended the location and the man was arrested without incident.

BTPS announces balanced budget with drop of 70 students Patricia Harcourt Editor

Buffalo Trail Public Schools (BTPS) released its annual audited financial statement for 20202021 on January 24.

The school board approved the audited financial statements for the year ending August 31, and submitted to Alberta Education.

On January 24, BTPS issued a press release announcing the audit was conducted by an independent team of auditors from MNP LLP. The press release states that the audit

firm provided an unbiased opinion that: ”The accompanying financial statement presented fairly, in all material aspects, the financial position of Buffalo Trail Public Schools as at August 31, 2021.”

Highlights outlined

by BTPS school board included that, “despite the challenges of a new funding model and a COVID-19 pandemic, BTPS maintained a balanced budget for 20202021.”

That includes revenues of $55.7 million and expenses of $55.6 million.

Also reported was

that student enrollment dropped by 70 students within that time.

BTPS also stated that it has directly supported communities within its school mandate, by awarding more than $2.5 million in contracts for capital projects.

“The vast majority of these contracts were awarded to local contractors within the school division boundaries,” BTPS stated.

They added that the contracts were for projects at BTPS schools including washroom upgrades, site up-

The Churchmice Players Society (CMP) is bringing back in-person entertainment to the community of Camrose and area with their production, ‘Beauty and the Beast.’

Cast members as well as everyone involved in the production are “overjoyed” to get on stage again according to Janine Carroll, CMP’s marketer.

After a two-year hiatus, it will be the first show that CMP is putting on.

“It's been two years, one play was cancelled last year due to restrictions,” Carroll said.

“It’s been tough, it just seems to take more effort to get things done now; the cast wear masks all the time – singing, dancing, and performing. We are very careful because we want this play to go on.”

This show has been on CMP’s wishlist for a long time, and most costumes were borrowed from Edmonton Citadel when they did their show years ago.

“We were concerned about the costumes, it’s not just sewing a dress for this production,” she explained. “The costumes used for this production are valued at $250,000 and they’re spectacular! We needed to insure them.”

With 45 performers, the costumes are a huge undertaking for CMP. “The set starts with a sketch on a napkin and eventually conceptualizes into an incredible assembly of set pieces,” Carroll added. “We have a team of designers, but most of them have day jobs; yet they are in

sync with what they need to do for the production. The costumes are a bit tricky to measure especially for the final fittings in the time of a pandemic, but we’re getting it all done.”

Started in 1980, CMP is in its 42nd year of operation.

Their production took a ‘turn’ with the re-opening of the Bailey Theatre and the Jeanne & Peter Lougheed Performing Arts Centre. Prior to those venues, they performed in hotel banquet halls and community halls.

“We are so looking forward to bringing this show to the stage!” she said. “We don’t quite know what to expect.

“Our performers are taking safety precau-

tions very seriously as is the Lougheed Performing Arts Centre. We are all committed to keeping ourselves and audience members as safe as possible; and we invite Tofield and area resi-

dents to take in the show as well.”

The show opens on Thursday, Feb. 3, at 7:30 p.m. at the Lougheed Performing Arts Centre in Camrose; there are 10 shows in all.

Beaver County funds STARS at $12,000 per year Patricia Harcourt Beaver County agreed to fund STARS Air Ambulance a straight sum of $12,000 per year described as “a standing motion which will be recorded as a line item in on-going annual budgets.”

The county previously gave a $2 per capita pledge for three years, a term which had expired.

The per capita funding came to $11,810. Of the urban municipalities in the county, only the Town of Tofield contributes to STARS - and has committed to $1 per capita.

The decision to give a straight amount was made after a January 19 county council meeting where STARS Foundation Senior Municipal Relations Liaison Glenda Farnden made the request.

STARS remains under “strict protocols” regarding COVID-19, she told council, as one in every five missions is virus related. While the organization does receive funding from the government (20%), the majority of funds are received by fundraising efforts.

Beaver County has had 79 air ambulance operations occur within its borders between 2017 and 2021, and there has already been a first mission in 2022.

“Emergencies don’t always happen close to home and Beaver County residents have access to STARS across Alberta,” she said.

Referring to STARS’ $138 million fleet campaign, she said, just $4 million more is needed to complete the campaign goal.

With a new fleet of helicopters, service will only get better.

“This does result in STARS providing the highest level in critical care today,” she said. Since its inception in 1985, STARS has flown more than 45,000 missions with no cost to the patient.

Beaver County has been in partnership with STARS since 1994. Farnham asked that the county switch from a per capita donation to a fixed rate of $12,000 per year.

This allows it to be included in the county’s annual budget and avoids fluctuations based on changes in the population.

Deputy Reeve Gene Hrabec (Division 3), who is also the county’s emergency services board chairman, stated that local firefighters “say a lot of

good things” about the STARS Air Ambulances and the staff who have landed in the county on missions.

Hrabec said he “fully supports STARS,” and made the motion to give the organization a straight sum of $20,000. “I know they provide an invaluable service.”

The gratitude shown STARS is indicated in the local statistics provided in the presentation, including that, from 2017 to 2021 there were 18 missions near Tofield, 20 missions from Viking Hospital (critical inter-facility transfers), 30 missions from Tofield Hospital (critical inter-facility transfers), five missions near Ryley, four missions near Holden, and one mission each for near Kinsella and near Cooking Lake.

Yet, Ryley, Holden, and Viking have not donated any funds towards the running of the STARS Air Ambulance service.

County considers draft policy for halls, cemeteries, seed cleaning plant Patricia Harcourt Beaver County Council has asked administration to draft a policy for consideration for local halls, cemeteries, and facilities that qualify to be insured under the Rural Municipalities of Alberta (RMA) Insurance Policy.

Assistant CAO Margaret Jones explained that Councillor Lionel Williams (Division 2) requested information regarding the eligibility of the Spilstead Community Hall to obtain property insurance through the county’s policy.

“Rural community hall organizations obtain property insurance privately,” stated Jones in her report to council January 19.

“Beaver County Council has recognized the

financial burden that insurance premiums can place on these groups and provides assistance in the form of a grant to a maximum of $1,000 per year.

“The Rural Municipalities of Alberta (RMA Insurance) provides insurance coverage for Beaver County and approved non-profit organizations,” said Jones.

Jones named the Kinsella Recreation & Agricultural Society, Bruce Sports & Stampede Association, Beaver Heritage & Agricultural Society, and Beaverhill Players as additions to the county policies for insurance, or “additional named insureds (called ANIs).

Several things are required to be eligible as an ANI, including: be a registered non-profit

organization; bring a benefit to the greater good of the community; and, have a relationship with the county.

Jones told council that “RMA Insurance will approve or deny the application at its discretion based on a risk assessment,” and can remove an ANI “at any time.”

She added that, “RMA bills the county for the premiums and the county and the county, in turn, bills the ANI. Administration also administers the claims process, if necessary.”

Earlier in the meeting, Williams told council that he wanted this “offered as an option.”

Council will bring the draft policy back for debate at an upcoming meeting.

Deputy Reeve brings back campground issue - wants to know what happened to action item on vision Patricia Harcourt Deputy Reeve Gene Hrabec questioned what happened to an action item listing regarding a “campground vision” administration had been asked to draft for council to consider.

The council whose term ended last fall spent a great deal of time discussing what the future of the county’s campgrounds should look like. These included Black Nugget Lake Campground in the county’s western end and Camp Lake Campground in the eastern end.

Hrabec, former Reeve Jim Kallal, and current Division 5 Councillor Dale Pederson questioned the running of the campgrounds. Hrabec especially stated at the time that he felt the campgrounds should be run like a for-profit business and the county should get out of the business of running campgrounds at a financial loss.

Two councillors disagreed with that assessment and felt that, even if they run at a break even point, the campgrounds performed a valuable recreational service for the county residents.

Division 1 Councillor Kevin Smook (now the reeve), and Division 4 Councillor Barry Bruce joined some vocal members of the public who felt the campgrounds were there to offer recreation to residents of the county, the reasoning being many couldn’t afford to go further afield and others simply preferred their local recreation spot.

In January, the county asked for proposals to operate and maintain Black Nugget Lake Park and Camp Lake

Park, for up to three years starting in 2022.

During the municipal election held last October, the issue of the campgrounds and their direction as a business or recreational service was overshadowed by the county’s issues with the CAO departure and a governance review of the county operations.

At the January 19 meeting of the new council, Hrabec asked to have campgrounds put back on the agenda, then questioned what happened to what he called Kallal’s idea for the county to “get out of the campground business.”

Assistant CAO Margaret Jones replied that council was provided information at the end of the year on both campgrounds. “A decision was made to retain the status quo,” she said, adding that was all she could recall on the matter.

Executive Assistant Cindy Cox recalled that the action item list was cleaned up of issues no longer requiring action.

“The question is how did it come off the list for campground vision?” replied Hrabec, adding he went through all his notes and couldn’t find a decision to not pursue it. He said this was “one of the questions on the governance review,” of which the county is trying to work through regarding recommendations.

Hrabec contended that the county has lost “an atrocious amount of money”on the campgrounds, referring to the priority budgeting process performed last year revealing this.

Jones said she would research the question and bring it back to council.

$7k for Viking Hospital Foundation Patricia Harcourt After consulting the health foundations for hospitals in Tofield and Viking, Beaver County Council decided to leave foundation funding from the county on a per capita basis.

Assistant CAO Margaret Jones recommended to council Jan. 19 that the Health Foundation Support Policy should stick with one based on population for a funding formula.

The Tofield and Area Health Services Foundation stated in a December 2 letter that it is “strongly opposed to the proposed amendment that the grant be divided equally between the two health foundations in Beaver County.

“As you are aware, and the most obvious (is that) the Tofield and Area Health Foundation serves 64 per cent of Beaver County population,” stated Tofield’s foundation Chair Brenda Chehade.

“In addition, the Tofield and Area Health Services Foundation has not been in existence as long as Viking Health Foundation. Nor has Tofield received near the generous donations as Viking,” she said, referring to donations from the Viking community. In a statement by Division 5 Councillor Dale Pederson last fall, he said the Viking foundation is doing well financially.

For its part, Viking said the same.

“We feel that the amount is insignificant to us as we have been lucky recipients of two estates,” said Viking’s

Foundation secretary, in a statement to Tofield’s foundation, which was forwarded to the county.

Jones said Viking’s response to the county was that Viking would accept whatever was given to its foundation.

On January 5, Secretary Sandra Nietfield stated that the issue had been discussed at the last meeting of Viking Health Foundation.

“The board felt that it is not our decision to make and that it is up to county council to set up policy. So a motion was not made,” she told Jones.

With this in mind, a motion by Pederson to go with Jones’ recommendation not to change the policy was passed.

Division 4 Councillor Barry Bruce stated last fall he felt that the Viking foundation should get the same amount of funds as Tofield’s foundation since the Viking hospital services such a large catchment area and delivers many babies in a year.

Tofield’s allotment of $12,867, based on having 64 per cent of the population in Beaver County, was passed previously.

At the January 19 meeting, council agreed to provide the Viking foundation board its grant based on having 36 per cent of the population in the county, or $7,133.

The motion was made by Bruce to give this amount as per administration’s recommendation, which was carried.

Viking area to hold ‘Winter Walk Day’ starting Wednesday Patricia Harcourt Editor

We have all heard of literacy in terms of reading, writing, and arithmetic skills. But this month there will be a launch of physical literacy activities to help people feel better both physically and mentally.

The first activity will take place this week on Wednesday, February 2, with the “Winter Walk Day” celebrations.

“Join us as we kick off a month’s worth of activity in support of physical literacy

by taking part in the annual winter walk,” stated Dawn Chrystian, director of the Viking/Beaver Family and Community Support Services (FCSS).

“The walk will take place at the head of the Viking Walking Trail starting at 3:30 in the afternoon, located near the gazebo in the ball diamonds,” she said.

A fun activity is also included, should anyone wish to participate, as FCSS will be providing snowman making kits. The kits will be given out to families using the walking trail anytime from now until

Wednesday, February 9.

“Come and help us build a community of snow people,” she said.

The Winter Walk Day was officially founded by Alberta Blue Cross. It is expected that hundreds of thousands of Albertans will once again “embrace the cold for socially distanced outdoor walks to celebrate,” stated Blue Cross as it challenged all Albertans to participate with their households or cohorts and get active outdoors.

It’s province-wide initiative to get Albertans up and moving during the winter

months, celebrate winter in Alberta, and promote the year-round health benefits of walking.

All Albertans are being encouraged to walk 15 minutes outside on that day. Last year, more than 100,000 Albertans and 800 organizations participated despite the cold including the local FCSS. And everyone is being encouraged as well to follow all COVID-19 guidelines by limiting walking groups to a maximum of 20 people, maintaining social distancing between households, and masking up when indoors.

The effort is part of a larger one to get individuals, families, communities, and workplaces to participate in promoting a healthy active physical activity during even the coldest months.

Participants can share their experiences on social media using the hashtage #WinterWalkDay. Alberta Blue Cross is also providing a draw for some great Winter Walk Day themed prizes on its Facebook and Instagram pages with the handle @AlbertaBlueCross to encourage Albertans to participate in Winter Walk Day.

On Monday, Jan. 31, Vegreville RCMP and emergency crews responded to several collisions on Highway 16 near Range Road 135 East of Vegreville.

Blizzard conditions driven by high winds and snow made visibility very low most of the morning.

Minor injuries were reported in a collision

involving three semitractor trailer units and one passenger car.

Several vehicles also become stuck in the ditch and needed to be pulled out.

COVID-19 case numbers in Viking (Beaver County East) have more than doubled from 15 two weeks ago and rising to 36 as of the last reporting period of January 31.

Tofield (Beaver County West) has gone from 36 to 41, a rise of five cases. The M.D. of Wainwright has 112 active cases.

Nevertheless, Premier Jason Kenney, states that the province “continues to see a gradual decline in the positivity rate,” predicting that the peak of the fifth wave is at hand.

He compared the 53,000 active cases in the province two weeks ago to the current number of 37,468 as his proof of this decline.

Kenney said the peak of Omicron infections and ICU pressures was reached two

weeks ago, but there is still an abundance of pressure on the health care system.

“Once we see sustained reductions in this, we will look towards relaxation in the health care restrictions,” he said, adding he was “very optimistic this could happen in February starting with the REP (Restriction Exemption Program).”

At her update Feb. 1, Chief Medical Officer of Health Dr. Deena Hinshaw stated that, in the past 24 hours, there were 1,980 new cases of COVID-19 in the province.

Given the 5,000 tests performed, the positivity rate was set at 40 per cent.

Of the new cases, 1,585 patients were in hospital and 109 in the ICU. And there were also 13 new deaths.

Hinshaw said that wastewater surveillance is signalling “we are on the other side of the wave and admis-

sions have peaked.”

However, she urged those who are impatient to get off the restrictions to think of those among them who have health conditions, are advanced in age, or loved ones that might be susceptible to catching the virus on the downward side of this fifth wave.

As for schools, 22 of the 2,500 schools in the province have started at-home learning due to prevalent illness. Of these, six schools have fewer than 40 students, she said.

And the influenza virus is confirmed to be circulating as well, with 38 confirmed cases and one person in hospital.

“More cases would put a further strain on the health care system,” she said.

“Each of us makes a difference in our ac-

tions every day.”

Kenney said he agrees with those frustrated over health care restrictions, but said lawless behaviour such as the truckers blockage at the Coutts border crossing with the United States wouldn’t be helpful.

“Don’t make a bad situation worse,” he cautioned. “For those who feel that way, I’m on your side.”

Kenney had just returned from a meeting of governors in Washington to try and convince them that the truckers going into the United States from Canada shouldn’t be prevented if they are not vaccinated.

Local ‘freedom convoy’ participants believe they're being unfairly portrayed Moush John Staff Reporter

Among the convoy of truckers and their supporters who have converged on the Canadian capital, is Camrose’s Dallas Ramey, his son Jaylene, and relatives from different parts of Alberta and BC. The protest, which should be called a ‘freedom convoy’ according to Ramey, has spiralled from frustrations over vaccine mandates into calls for the complete removal and repeal of all public health measures.

“It is sad to see how this movement is being portrayed in mainstream media; we’re all here in love and united in our request that all vaccine mandate restrictions be removed,” said Ramey.

“Are there a few people who are bringing in their not-so-Canadian beliefs, absolutely, but we have nothing to do with that, so to focus on it would detract from what we are trying to do.”

Ahead of Saturday’s protest in Ottawa, PM Justin Trudeau, dismissed the group as a “small fringe” that held “unacceptable views” and didn’t reflect the majority of Canadians.

Ramey explained that the statue of Terry Fox, which was draped in a Canadian flag was cleaned and washed by the truckers, who put flowers and roses at the foot of the statue, along with a few others in the area.

“We’ve seen small businesses be forced to close their doors while big box stores such as Walmarts and Costcos are packed to capacity shoulder-toshoulder, how is that fair? “ Ramey asked. “We believe in safety and when negative tests are discredited and only vaccines are accepted to enter a business, then it stops becoming about health.”

Ramey said that his son Jaylene, who is not vaccinated and had a negative Covid test went to try out for Team Alberta for basketball. But he was thrown out of the tryout facility in Edmonton because he was unvaccinated, while others from the team who were all double vaccinated, tested positive for Covid.

“I’m not anti-vaccination, and this rally isn't about that; but I’m fighting unnecessary restrictions that aren't based on the health of Canadians, especially our children!” he added. “The truckers are not planning to leave until all mandates are dropped and we have better leadership in government.”

Ramey said that in Ottawa, the scenes have been peaceful and there is nothing but love.

“Trudeau’s speech on Monday, Jan. 31, and what some of the mainstream media have reported are 100 per cent incorrect,” Ramey noted. “Trudeau wants his supporters to believe this is all about violence and racism and it’s simply not true.

“Our trip to Ottawa was the greatest thing we've ever witnessed in our lives. The roll out of Calgary was extremely welcoming and what we did not ever expect was the reception we have received so far from all quarters. We never passed a single side road or approach from Calgary to Kenora that didn't have people cheering the convoy.”

Ramey said that they passed thousands of Canadians on the side of the roads with signs who braved subzero temperatures of 40 degrees Celsius for hours to cheer for their freedom.

“There were signs and flags and messages of love and hope all along the way; holding back our tears was impossible and the unity of this country is something we will never forget,” Ramey stated.

“The support has been incredible and there were many more Canadians who couldn't make it out to welcome us due to weather, or having to work, or for other reasons, but their messages have all told us that we are doing the right thing!”

According to Ramey, most of the truckers are paying from their pocket for fuel, food, and accommodation, and daily they are losing business, but won’t be heading to their base anytime soon without the mandates being removed.

Ramey further explained that there’s a lot of misinformation being

circulated, but as someone who is on the ground, he said, “This is not a trucker’s rally; this is a Canadian rally with more people in their vehicles and four-wheelers than trucks. And neither is this an anti-vaccination rally.

“Most people in this movement are double or triple vaccinated, including the organizers who are streamlining the event. It’s all about getting back our rights and freedoms as Canadians and human beings.”

Ramey also added that he hasn’t seen so much food and water in his life.

“So many groups and citizens are coming down

with tons of food,” he added. “Several flat beds are full of food and water for truckers and people staying downtown. Fuel trucks are able to get in to fuel everyone and the

police have been very respectful and allowed ease of movement downtown, so everyone is good!

“This isn’t a white Supremacist rally, period.

It is diverse with a huge number of ethnic groups and Indigenous people, not only participating but supporting us and keeping our spirits up with their drumming.”
