Bathgate funding for Ryley Sunshine Club Patricia Harcourt The Ryley Sunshine Club is getting some help to replace the furnace and upgrade plumbing in its building on main street, which has served recreational and other needs of seniors in the community for many years.

Beaver County Council has approved the disbursement of $7,897 from the Clean Harbors grant (in county reserves) for the upgrades.

Council also directed administration to meet with the president of the Ryley Sunshine Club and the Village of Ryley administration “to discuss long-term solutions for continued viability of the seniors’ centre.”

At the county’s regular meeting May 16, a history was given of the Bathgate Water Co-op’s formation and from where the money has been derived for the project.

Beaver County and Clean Harbors entered into a memorandum of understanding in 2014 for a grant to be used for the then proposed Bathgate waterline project as a first priority, and other county strategic priorities as a second priority.

“The grant was based on the volume of waste landfilled by Clean Harbors at its site north of Ryley,” stated Margaret Jones, manager for the county’s Legislative Services.

“A total of $210,000 was received before Clean Harbors found it difficult to continue its contributions due to declining economic conditions,” Jones explained “In 2016, Clean Harbors gave notice that it would no longer be able to make contributions and the county has held the funds in reserve since that time.”

These reserves have been used at the request of Bathgate Water Co-op for engineering costs related to the proposed Bathgate waterline project; grants to Ryley’s ag society, legion, museum and Friends of Ryley School Society; and an upgrade to Ryley water truck fill station.

Bathgate Water Co-op has now requested the funds for the seniors’ centre in Ryley for furnace and plumbing upgrades. With $23,203 available in reserves as of January 1, there will be $15,306 left there once the seniors’ centre gets its $7,897 for repairs.

“The Village of Ryley and Beaver County CAOs have met to discuss continued financial support for the Ryley Sunshine Club,” said Jones. “The next step is for the CAOs to meet with the club president.”

Reeve Kevin Smook (Division 1) wondered what the county’s role should be in terms of “best practices,” but stated he “sees the need.”

Council voted unanimously for the grant to the seniors’ club.

Public hearing to be held by County for MCSnet Tower leases Patricia Harcourt Beaver County Council authorized administration to schedule a public hearing to formalize lease agreements for three already existing MCSnet Tower sites.

The towers are not new towers, emphasized Aimee Boese, general manager of community services.

MCSnet “wants to formalize an agreement with the municipality,” she said, with a written down agreement.

The tower sites are located on NW 27-50-20W4M (Beaver Creek Estates), NE 15-50-20-W4M (Lori Estates) and SW 35-51-20-W4M (Sherwood Forest Estates).

“Beaver County has been approached by MCSnet to formalize the lease agreements for three tower site locations within the county,” stated Boese, in her report May 16.

“These are already existing tower sites but have been operating without a formalized lease agreement in place,” she explained. The county’s Governance and Priorities Committee received this information for review on April 27.

MCSnet Tower Lease Continued from BCC1

Said Boese: “The tower locations have an approximate footprint of 10 metres by 12 metres each and are already existing on the sites.

The company is requesting a 10year lease with the possibility of three extensions, each with a term of five years.”

A bylaw isn’t required for these lease agreements but the Municipal

Government Act does require that a public hearing be held when the county leases or sells municipal reserve property.

Administration is planning to hold the public hearing at the June 15 regular meeting of council.

Compensation will be determined within the lease agreement.

A motion by Councillor Lionel Williams (Division 2) to hold the public hearing on the above sites as per the recommendation from administration was passed by council.

Salary review becomes corporate priority for County Patricia Harcourt Beaver County’s Strategic Priorities document was given a quarterly update at Beaver County Council’s May 18 meeting.

The priorities are part of the Governance Review conducted last year as an item requiring regular attention and updating by council.

A motion by Councillor Lionel Williams (Division 2) was passed to approve the strategic update as recommendation number one.

The second recommendation was also passed, which was to advance the Salary Review/Human Resources Strategy to the active list of current corporate priorities.

The strategic priorities are being upgraded every quarter, said Margaret Jones, manager of legislative serv-

ices for the county, and Assistant CAO. A Strategic Priorities Chart was approved by council after a meeting between council and senior management was held Feb. 10-11 to discuss strategic priorities for this council’s term, she said. Quarterly updates are to follow this initial meeting.

The May update has this chart expanded to highlight the Corporate and Council Priorities on one page, she said, and the Service Area Priorities on the second page.

“With the completion of the CAO recruitment, there is capacity for another corporate priority,” stated Jones. The Council/CAO Covenant was approved by council at their regular May 4 meeting, and the Covenant was then signed

with the county’s new CAO Kayleena Spiess.

With this issue now settled, the recommendation was to advance the Salary Review/Human Resources Strategy, “as it is a time sensitive item.

“Collective bargaining will begin soon and council indicated that the salary

review should include union positions,” she said.

“Administration also believes it will be cost-effective to include a human resources strategy for succession planning, human resources, policy reviews, etc. at the same time.

A terms of reference will be developed for a consult-

ant to carry out the salary review and human resources strategy.

The 2022 budget includes $50,000 for this project.

“I like the updated form, I like how it reads, it’s a little more robust,” said Reeve Kevin Smook (Division 1), referring to the strategic priorities update.

The Beaver County Region (the Region) consists of the Towns of Tofield and Viking, the Villages of Ryley and Holden, and the surrounding rural municipality of Beaver County (including the Hamlets of Bruce and Kinsella).

Fire protection services in the Region are provided by a regional services commission (Beaver Emergency Services Commission (BESC)).

The Commission oversees the operation of the fire departments and each municipality has also delegated emergency management services to the Commission.

The Beaver County Region has prepared a Request for Proposal (RFP) to invite proposals from qualified consultants to prepare a regional emergency management plan and conduct an emergency response exercise at the conclusion of the Project.

Over the next few weeks, Range Road 182 from Township Road 500 to Highway 14, will be upgraded from an oiled surface to an all-weather hard surfaced road. This involves stabilizing the road base with soil cement before applying two coats of “chip seal”.

While this process is much different from the process to pave a road with asphalt, the end result will seem similar to residents and the travelling public resulting in a road that is not dusty when it is dry, nor muddy when it is wet.

During this construction phase, portions of the road may be closed to allow crews to work safely please use another route, detours will be posted or be cautious when you need to drive through construction zones (local traffic only).

Beaver County's goal is to provide a healthy, injury free work environment for all employees, contractors, visitors and general public. Already this year we have had people exceeding the posted speed limit through our construction zones, endangering staff, contractors and the public.

There are potential hazards to the public and vehicles during the construction process. This can include heavy machinery, dust or mud, road material such as gravel, asphalt coatings and rock chips.

These include: - A fenced off area near the concession building for safety - Washrooms (toilets and showers) in the concession will be closed - sinks are still available for handwashing and general hygiene purposes - Extra port-a-potties will be placed on site - Sewage Dump location will be closed and guests will be asked to use sites in one of the neighboring towns/villages Beginning on Tuesday, May 24, 2022 the campground will be CLOSED until repairs are completed.

The County will be assessing this on a week to week basis and planning for campground reopening accordingly. Anyone with a reservation that is within the next few weeks, will be notified and refunded their site fees. It’s summertime and we understand that camping is important to many of our residents and visitors and so we apologize for the inconvenience that this may cause!
