Bathgate funding for Ryley Sunshine Club Patricia Harcourt The Ryley Sunshine Club is getting some help to replace the furnace and upgrade plumbing in its building on main street, which has served recreational and other needs of seniors in the community for many years. Beaver County Council has approved the disbursement of $7,897 from the Clean Harbors grant (in county reserves) for the upgrades. Council also directed administration to meet with the president of the Ryley Sunshine Club and the Village of Ryley administration “to discuss long-term solutions for continued viability of the seniors’ centre.” At the county’s regular meeting May 16, a history was given of the Bathgate Water Co-op’s formation and from where the money has been derived for the project. Beaver County and Clean Harbors entered into a memorandum of understanding in 2014 for a grant to be used for the then proposed Bathgate waterline project as a first priority, and other county strategic priorities as a second priority. “The grant was based on the volume of waste landfilled by Clean Harbors at its site north of Ryley,” stated Margaret Jones, manager for the county’s Legislative Services.
“A total of $210,000 was received before Clean Harbors found it difficult to continue its contributions due to declining economic conditions,” Jones explained “In 2016, Clean Harbors gave notice that it would no longer be able to make contributions and the county has held the funds in reserve since that time.” These reserves have been used at the request of Bathgate Water Co-op for engineering costs related to the proposed Bathgate waterline project; grants to Ryley’s ag society, legion, museum and Friends of Ryley School Society; and an upgrade to Ryley water truck fill station. Bathgate Water Co-op has now requested the funds for the seniors’ centre in Ryley for furnace and plumbing upgrades. With $23,203 available in reserves as of January 1, there will be $15,306 left there once the seniors’ centre gets its $7,897 for repairs. “The Village of Ryley and Beaver County CAOs have met to discuss continued financial support for the Ryley Sunshine Club,” said Jones. “The next step is for the CAOs to meet with the club president.” Reeve Kevin Smook (Division 1) wondered what the county’s role should be in terms of “best practices,” but stated he “sees the need.” Council voted unanimously for the grant to the seniors’ club.

Public hearing to be held by County for MCSnet Tower leases Patricia Harcourt Beaver County Council authorized administration to schedule a public hearing to formalize lease agreements for three already existing MCSnet Tower sites. The towers are not new towers, emphasized Aimee Boese, general manager of community services. MCSnet “wants to formalize an agreement with the municipality,” she said, with a written down agreement. The tower sites are located on NW 27-50-20W4M (Beaver Creek Estates), NE 15-50-20-W4M (Lori Estates) and SW 35-51-20-W4M (Sherwood Forest Estates). “Beaver County has been approached by MCSnet to formalize the lease agreements for three tower site locations within the county,” stated Boese, in her report May 16. “These are already existing tower sites but have been operating without a formalized lease agreement in place,” she explained. The county’s Governance and Priorities Committee received this information for review on April 27. Continued on BCC2
