Audience members were selected by members of the Bavarian Schuhplattlers to participate in a hat dance during the German themed arena ice plant fundraiser on Saturday, May 2nd in Bruderheim. Around 120 people attended the event that was sponsored by the Town of Bruderheim. To date, $70,000 has been raised and the goal is to reach $475,000 so the town can replace its ice plant. A community wide garage sale will be held on Saturday, May 9 and a street hockey tournament on June 13 to help raise funds for the replacement project.
EIPS trustees bankroll students $1.5 million Students come first. That was the message trustees endorsed wholeheartedly, and the impetus behind the local school board’s recent decision to dip into its reserves to offset funding cuts that were announced by the province on March 26. During a special board meeting on Friday, May 1, Elk Island Public Schools (EIPS) board of trustees voted unanimously to direct administration to use approxi-
mately $1.5 million of division reserves in its proposed 2015-’16 budget to cover shortfalls in funding from the provincial government in order to maintain services, programing, and supports for students. “Our board’s belief statements guide our decision making in everything we do, and these statements speak to the fact we are a studentcentred organization and that we make decisions in the best interests of
our students,” stated EIPS board chair Trina Boymook. “Given that the provincial budget directly impacts students and their learning in the classroom, we cannot stand by and allow this to happen while we have money available in our reserves to help offset this impact,” added Boymook.

EIPS is projecting a total shortfall of $6.4 million for the 2015-’16 school year, which includes grant reductions, no funding for enrolment growth, and restriction on its use of its reserves. This is a drastic drop and, without the use of its reserves, have very real implications for students.

EIPS board chair Trina Boymook According to EIPS, during the 2014’15 school year, EIPS budgeted $2.9 million in reserve spending to offset fuding shortfalls from the province in order to maintain services and programs for students, and the division continues to work to draw down reserve levels. “We are currently projecting to have approximatley $13.9 million in operating reserves as of August 31, 2015,” said Boymook. “It simply doesn’t make sense for us to not use them. Directing the use of these reserve dollars to specific areas will benefit our students - in many cases, our most vulnerable students.” Boymook went on to say, “We will continue to make decisions based on the priorities outlined in our 2015-’18 Three-Year Education Plan; our vision, mission, and belief statements; and the needs of our communities. We will also continue to prioritize how to maximize the dollars directed to students in classrooms. After all, education is key to the overall success and future of our communities and our province.”

Alicia Hallonquist will be the youngest competitor at the upcoming Canadian Food Championships (CFC) in Edmonton this summer, the 16-yearold Bruderheim teen is determined not to let her age get in the way of earning the title. The home cook, who divides her time and households between her mom Crystal in Bruderheim and her dad Jon in Fort Saskatchewan, says she just wants to be judged on her own merits in the kitchen, and is completely committed to doing her very best at the championships that will be held during a Taste of Edmonton celebration from July 21-25 at Centennial Plaza. Teen culinary “Just because I’m a kid, doesn’t mean I can’t cook,” says Alicia, who wants to be judged solely on her own merits.” Even though standards and expectations may be different for the teenager, she is determined not to let the attention,
Wild Card competitors, and is hoping to win the pasta category so she can compete in the World Food Championships (WFC) in Kissimee, Florida from Nov. 1-8. The WFC follows a tournament style format across multiple iconic food categories, including: burger, sandwich, barbecue and more. The WFC will culminate with a final table face-off where category champions brave potential elimination in front of a live audience and a discerning panel of culinary celebrities. Hallonquist says she entered the competition because she loves to cook. She has been whipping up her own culinary concoctions for almost half her life, and is looking forward to putting her own personal stamp on the dishes she will be creating during CFC. Hallonquist says her aunt gave her a pasta maker when she was nineyears-old, and she loves trying new noodles, types of sauces, ingredients, and spices. Alicia never follows a recipe, and loves to mix things up whether she’s cooking for family or
friends. Even though she is not Italian, Alicia loves to explore new and unchartered territory, and will be putting it all on the line this summer during the CFC in the City of Champions. Ewelina Tully, her CTS foods teacher at Saint. John Paul II School will be in the crowd cheering Alicia on during the CFC, and will be helping her prepare over the next couple of months. Tully describes Hallonquist as a “diligent student who works hard to achieve success,” and believes in Alicia’s culinary skills and talents. It’s that talent that could earn her a ticket to the WFC. With Alicia there are no bounds as to where her potential and ambition will take her, and as they say, “The sky is the limit.”

Opinion Letter to the Editor Mundare council responds to medical marjuana letter Mundare Town Council would like to respond to the letter regarding medical marijuana production facilities that appeared in the April 14 paper. Twenty-three US states allow for the use of medical marijuana and 4 states have legalized it. At this time Canada has not gone this route, possibly waiting to see how this will work. Instead, Health Canada regulated the use of prescribed marijuana by issuing grow licenses to those deemed to benefit from its medicinal properties. The solution is not without its problems, as some of these private producers sell surplus product illegally. This creates excess traffic, noise complaints, and other neighborhood disturbances. To address these problems, Health Canada is turning to commercial facilities for the production of medicinal marijuana. This is not the perfect solution either, but has much more poten-
tial for supervision and regulation by inspection agencies. A business that chooses to circumvent the rules, risks losing its license and considerable profit. This issue came before our council as a request for information regarding the establishment of a medicinal marijuana production facility in the greenhouse in Mundare. This raised many “red flags” and after much debate, CAO Zyla was instructed to obtain advice from our legal advisors. This is not a decision taken lightly as such advice is costly. The advice that the town received was enacting a bylaw which prohibits an activity which is federally permitted and regulated, likely amounts to an attempt by the Town to legislative on criminal law and procedure, and is outside of the municipality’s legislative authority.
We would not expect such a prohibition to withstand scrutiny by the courts. While it is possible to make changes to our Land Use Bylaw, it may open the Town up to a potential legal challenge. The property in question was zoned as commercial and a greenhouse is a discretionary use in the area. As per the information provided, Council passed the following motion: “that the Town of Mundare will not object to a license being obtained for a medical marijuana facility”. The Town has not received any notification of an application for a medical marijuana production facility licence as required under the regulations and no licence has been applied for. Darvonda Nursery is up and running and will be open for business this spring. We asked the Alberta Urban Municipalities Association for assis-
tance in regards to this issue. They have sent a letter to the Federal government asking for greater municipal involvement in the licencing process and a letter to the Provincial government asking for provincial legislation to govern siting, security and other matters relating to medicinal marijuana facilities. We are currently waiting to see how this unfolds. As a council we cannot reveal details of discussions that occur In Camera so we will not do so. As a council, we were elected to act as a governing body and make the decisions that are best and most cost effective for town ratepayers. Public input is encouraged and welcomed at council meetings. However, when explanations are not “Heard” and understood, we must continue to do our job as best as possible. Mundare Town Council
Editorial Our intelligent youth will wipe out hurtful ancient beliefs I hope everyone in Alberta exercised their right to vote at Tuesday’s Provincial election. Now that we know the results, let’s hope our new path is better than our last. And as far as elections go, this one was conducted with class and respect politically speaking, at least. Disappointing though is that every time there is an election of any kind, some person with antiquated views creeps into the picture and tests
the advancements of our modern-thinking, tolerant, society. Last week the Edmonton Sun ran a half-page advertisement paid for by a certain Greg Keating (Catholic Independent), trying to get elected in Edmonton Centre based on his sole campaign slogan: “If you disapprove of having gay clubs (Bill 10 GSAs) in our schools...“ In the ad, that was his platform. I have to take great exception to this. If he is for God, isn’t he also spreading hatred in the same breath? If he’s for freedom, why is he trying to take freedoms away from gay students? If he is for life, wouldn’t it be better to give gay students a safe

place to discuss and council one another so they aren’t killing themselves out of the shame, hatred and bullying that ignorant people in society are placing upon them? But there is a conundrum here. If we believe in freedom, do we give people like Keating the right to voice his medieval beliefs? Was the Sun being responsible by taking his money and giving him a platform to spew his outdated notions?

All eyes were on Ian MacGregor, Chief Executive Officer of the North West Redwater Partnership, (NWRP) when he stood at the Pembina Place podium Friday morning to address a crowd of around 200 business and industry leaders during the annual Mayor’s Breakfast in Redwater. MacGregor, an engineer and graduate of the University of Calgary (U of C), couldn’t resist taking a few jabs at Ted Morton, former PC MLA and current Executive Fellow at The School of Public Policy at the U of C, for Morton’s mathematical errors in his recent nine page paper titled, ‘The North West Sturgeon Upgrader: Good Money After Bad.’ MacGregor said Morton forgot to factor in diluent into his mathematical calculations. “It was kind of an important error,” pointed out MacGregor, and noted that the real cost of the toll in today’s dollars is less than $35 per barrel of diluted bitumen processed rather than the $63 per barrel of bitumen reported in Morton’s report. MacGregor explained that the toll is designed to repay all debt and equity within the first 30 years of its operation (less than 50 per cent of its potential service life). “The APMC and Canadian Natural Resources Limited, as toll payers (“Toll Payers”), have an evergreen option to continue utilizing the refinery for the remainder of its service life at the current operating costs plus a performance incentive margin earned by the NWRP. The operating cost per barrel in today’s dollars is approximately $15 per barrel, resulting in forecast positive margins for the APMC in the future. This was not considered in the Paper. Furthermore, this Toll should be taken in the context of the value to the feedstock providers. The refinery will upgrade bitumen beyond the level of upgraders in Fort McMurray and make a variety of products including diesel, naptha, vacuum gas oil and diluent rather than synthetic crude oil. This production slate is significantly more valuable than synthetic crude oil.” The NWRP would produce clean performance

From Where I Sit: A Change of Scenery
By Hazel Anaka Some days when a poor columnist’s brain seems shriveled and bereft of a fresh new idea (or a new take on an old idea) she is forced to create one of those compilation or list type pieces. Having a theme is preferable of course but sometimes a selection of interconnected bits that could be skillfully woven together just isn’t there when you need them. Some topics will never grow up to be full-blown columns not because they aren’t important enough but because
most writers return again and again to those topics that naturally interest or plague them. We write to understand something or more accurately ourselves. Ponder these. 1. Consider how the federal government continues to hurt the very military veterans they profess to value so deeply in speech after speech. We all understand that like our own resources, government coffers are finite. But no one can tolerate this ongoing hypocrisy. Perhaps some of the new budget announcements will mitigate the damage done. It’s time. 2. Though I’m older than the four hosts of CTV’s daily show The Social or even their target demographic, I love the show. It’s so much politer (read: less shrieking and interrupting) than the American equivalent The View. Yet
it’s relevant, sexy, cutting edge, and so funny. I feel it’s keeping this old gal in the know about what’s hot and what’s not. And it’s Canadian! 3. The regimental funeral for Cst. David Wynn was a somber yet spectacular outpouring of love and respect for one special man and the policing/first responder family he represents. Whose heart didn’t break watching his boys try to remain strong in front of our country as their hearts were breaking with personal loss? If his death is to serve any purpose whatsoever it should lead to an examination of the factors that led to his killer being allowed to ‘walk among us.’ As a Justice of the Peace for more than thirty years I’ve known a number of Mounties and have some understanding of the danger their days entail. Who among us would step forward to
accept those risks? Not I. 4. On my fridge is a Rhymes with Orange cartoon from last fall. It spoke to me. I also knew Hilary, the consummate over-packer needed to see it. It shows an open suitcase and three arrows pointing towards work you won’t do, clothes you won’t wear, and books you won’t read. OMG. Talk about getting real. It niggled at me as we packed for our first ever cruise and the reality of new airline luggage fees. Lord knows I’m trying to be smart. I took my Kobo but never even fired it up. Read paper books instead. Never took the laptop so that helped. We rechecked the clothes we packed before the final zip up. Foregoing the weight of a guilty conscience also helped. Perhaps I need a change of scenery to provide new material for the column, from where I sit.

It also links to the UNESCO pillars for learning; learning to be, learning to know, learning to do, and learning to live together.” Danzinger went on to say, “One more really important link is our student motto: “Be safe, show respect, work hard, finish strong, be you!” Judging by the excitement and enthusiasm on the students faces, they were relishing the opportunity to showcase who they are and what they shine at, and share it with their schoolmates, parents, and one snoopy reporter.
“A great school is one that helps everyone find out who they are and what their passions are,”stated Pasi Sahlberg. One of those great schools is Bruderheim School, and recently educators there helped students discover who they are and what their passions are through a very special project. “It’s not your typical assignment,” stated Principal Sven Danzinger as students were asked to depict themselves and they’re passions through drawings, dialogue, paintings and photographs; and then share those personalized creations with their schoolmates during the school’s “This Is Me Day” celebration presentation on Friday, April 17th. “It (the assignment) has really captured the kids imagination,” added Danzinger during the celebration in the school’s gymnasium that afternoon. Submitted Article The Rainbow Seniors Drop In Centre hosted a group of 22 seniors from Bon Accord during its monthly perogy supper on Tuesday, April 21. After a delicious dinner, Wilson Zukiwski, who has been instrumental in refurbishing the Andrew Museum, and has taken many slides of old farm houses in the area, displayed his work for the visitors. Earlier in the afternoon Zukiwski led the seniors on a tour of the museum. “We enjoyed having this group here with us, and hope they went home with good memories of Andrew,” stated Elke Carr, a representative with the seniors club.
