Viking Skating Club Dazzles with annual classic Patricia Harcourt Editor

The Viking Skating Club held its annual ice carnival on Sunday, March 9.

This year’s theme was “Y2K” and came with music of that era accompanying the sets.

Cute little munchkins and older experts in colourful costumes performed for family and friends watching with delight in the stands.

The rink at the Viking Carena Complex was brightly decorated as a beautiful backdrop for the carnival.

Older skaters undertook solo performances showing off their skill and dexterity on the ice, and also spent time attending to the younger skaters as they also did their skating best.

The carnival was a chance for everyone to gather and celebrate another full season completed by the skaters with help from adult participants.

There were 17 performances in all, including the grand finale where flowers wee presented on ice.

News publishers call on Canada Post CEO to start treating community newspapers as biggest customer, not biggest rival For many Canadian community news publishers, Canada Post is really the only game in town when it comes to distributing their newspapers to readers. This is especially true in more rural and remote communities. A year ago, Canada Post decided that community newspapers with commercial inserts – like Canadian Tire or grocery store flyers – were no longer exempt from Canada Post’s Consumers’ Choice program, which allows Canadians to opt out of receiving ‘junk mail’.

Like advertisements on the pages of a newspaper, commercial inserts pay for the news content our journalists produce. This abrupt U-turn from Canada Post’s long-standing policy was made without proper stakeholder consultation or economic/social impact analysis.

Clearly, community newspapers with

commercial inserts are not ‘junk mail’.

The decision is having a demonstrable and devastating impact on community newspaper revenue. By way of example, recently, the East Central Alberta Review announced that it was shuttering after faithfully serving the community for 114 years.

Joyce Webster, who started off as a receptionist and typesetter and eventually became the publisher and owner, devoted 44 years of her life to the paper.

In a recent column, she cited Canada Post as one of the contributing factors.

She wrote, “I could write a book on how Canada Post (who we depend on to deliver our time-sensitive product) treats their newspaper customers since they became our “competitor”! Newspapers are all about bringing market information to the public and yet their policy of not permitting “advertising” (our bread

and butter) flyers into our total market coverage newspapers effectively removed $24,000 annual revenue from the Review bottom line when they changed their policy in 2024. That’s just one of many policies. Add poor delivery policy, newspaper bundles ending up in post office recycling bins, even in garbage dumpsters, and postal strikes.”

In addition to harming community newspaper publishers like Joyce, Canada Post is hurting local small businesses, like local grocery and hardware store franchisees, who keep their customers informed about sales and Canadian made products through commercial inserts. With the price of many goods, especially food, remaining elevated – coupled with the Trump tariff threats –Canadians are very conscious about both price and country of origin these days.

On behalf of the Alberta Weekly Newspapers Association, BC & Yukon Community News Media Association, Hebdos Québec, Manitoba Community Newspapers Association, National Ethnic Press and Media Council of Canada, News Media Canada, Ontario Community Newspapers Association, and Saskatchewan Weekly Newspapers Association, we are calling on Canada Post CEO Doug Ettinger to reverse this decision that is harming community newspapers, our readers, and our advertisers and their customers.

Newspapers keep Canadians informed, connected, and engaged.

Canada Post shouldn’t be hampering their ability to earn scarce advertising revenue, which pays for vital local news content.

to enjoy the province’s incredible outdoor opportunities, however, we all must remember that we have a shared responsibility in preventing wildfires.

When prevention is not enough, Alberta’s government is strengthening wildfire mitigation efforts. This includes controlled burns, constructing firebreaks, and managing forest vegetation to minimize the available fuel for fires. Many of the most destructive wildfires are fueled by dry, dead plant material that has been left unmanaged. Alberta is taking decisive action to reduce these risks and keep our forests safer.

Even with strong prevention and mitigation measures, some wildfires are inevitable. When they do occur, Alberta is prepared to respond with some of the best-trained, best-equipped firefighting personnel in the world. These dedicated professionals are always ready to respond, using state-of-the-art tools and technology to combat wildfires and protect our communities.

With the arrival of the 2025 wildfire season, the province has eight active fires— less than the 60 we saw at this time last year. Through Budget 2025, United Conservatives are investing $160 million in

base funding for wildfire personnel, equipment, training, contracts for aircraft, bulldozers, and night-vision-equipped helicopters. We are committed to ensuring our firefighting forces have the right tools to do their job and are nothing short of state-of-the-art.

Fireguard projects are already underway in key areas, including the Bow Valley near Canmore, Cypress Hills Provincial Park, Hinton, Whitecourt, and Slave Lake. These projects create strategic barriers that help slow the spread of wildfires and protect communities. Additionally, through the Forest Resource Improvement Association of Alberta,

United Conservatives are supporting 38 FireSmart projects worth more than $3.4 million. These initiatives focus on fire prevention, community education, and enhancing local emergency response plans.

Alberta’s United Conservative government remains committed to ensuring our firefighters have the best resources, technology, and support to do their jobs effectively. Province charts course to full restoration of grants-in-place-of-taxes system George Lee Local Journalism Initiative Reporter

Alberta is financially sound enough to fully restore municipal grants based on the value of local taxation on eligible provincial properties, the government said today.

The budget tabled last month paves the way for putting $17 million more into the hands of municipalities in 2025 through the grants-in-place-of-taxes system. Another $20 million is projected for next year.

The system is separate from the major grant envelope, the local government fiscal framework, which is projected in the 2025 budget to increase by more than 13 per cent.

Grants-in-place rise first to 75 per cent from 50 per cent of the value of taxation, followed by a move to 100 per cent. The announcement is a reversal of what the UCP did in 2019 after electors chose the party to replace the NDP. Eligible properties belonging to provincial governments in Canada are exempt from municipal taxes. But municipalities in Alberta are paid a discretionary grant rather than taxes on the provincial properties within their boundaries.

Today’s government forecasts three successive budget deficits. But the situation was more dire in 2019, Municipal Affairs Minister Ric McIver told this reporter.

“The cupboards were bare then,” the minister said. “We needed to right-size government, because frankly, things just weren't under control. So we actually had to look at all government

expenditures and bring them into line with what was deemed to be reasonable at the time, which was a whole lot of adjustment.”

The cuts in 2019 were not popular with municipalities.

Rural Municipalities of Alberta said then that the reduction would force municipalities to increase local taxes or reduce essential services.

McIver couldn’t say how long the restoration will survive. “My hope is that it will remain permanent, that’s the intention. But who knows what the future brings.”

The move reflects acceptance from municipalities that where the province goes financially, so too should municipal funding and spending.

“I can tell you that our government is working hard to attract investment, jobs, a bigger taxbase, and that if we’re successful in doing that, then they’ll be along for the ride,” McIver added.

The province’s budget pegs funding in 2025 for grants-in-place at over $55 million, up from $38 million. The money is divided among 167 rural and urban municipalities with provincially owned properties like the legislature building, remand centres, court houses, and other service and admin buildings.

The funding system is projected to provide another $20 million the following year, bringing the total to more than $75 million. Tax value increases in 2027 are forecast to bump the grants up slightly to nearly $80 million.

In a news release distributed this morning, two municipal leaders are quoted endorsing the move.

The Rural Municipalities of Alberta “appreciates the government of Alberta’s increase” in 2025 and its commitment to fully restore funding in 2026, said Kara Westerlund, the organization’s president.

“It’s essential that the province works in partnership with all municipalities to ensure that they have the resources to deliver the essential services their residents and business communities rely on,” she said.

Said Jeff Genung, chair of Alberta Mid-Sized Cities Mayors’ Caucus: “As we collectively look to find ways to

strengthen and foster resiliency in our municipalities, this increase helps us continue to make critical investments that support residents in growing communities.”

The news release quotes McIver as saying: “We heard clearly from municipalities that they need more stable funding to deliver local services effectively while avoiding property tax increases. Boosting (grants-in-place-oftaxes) shows how our government is doing its part to help our municipal partners fund the municipal services their residents rely on.”

On March 6, the New York Rangers of the National Hockey League acquired Irma’s own Carson Soucy from the Vancouver Canucks in exchange for a third-round pick in the 2025 NHL Draft. Soucy, 30, brings valuable experience to the Rangers' blue line, having previously played for the Minnesota Wild and Seattle Kraken. In his debut with New York on March 8, he made an immediate impact by scoring a goal in a 4-3 overtime loss to the Ottawa Senators. Soucy waived his no-trade clause to join the Rangers, citing the team's interest, the opportunity to play in Madison Square Garden, and reunions with former teammates J.T. Dispute in progress in Bruce area

On March 7 police received a complaint of a vehicle being driven erratically on Highway 14.

The complainant advised while attempting to pass this vehicle, it began to cut into his lane, almost forcing him into the ditch. Police made patrols but did not locate the vehicle in question.

That evening, police were dispatched to a domestic dispute in progress in the Bruce area. Police attended the residence and spoke to the involved parties. Both advised the dispute had only been verbal in nature and no assault had taken place. Neither party were willing to provide a statement or wished to proceed with any charges. One resi-

dent was given a courtesy ride to a relative’s home and no further calls were received.

On March 8, police received a report of an abandoned yellow cab parked on an approach west of Viking. Police attended the location but the vehicle in question was no longer on scene.

The complainant was updated.

Later that morning, police received a complaint of a vehicle parked in a private parking lot for a couple of days. Police spoke with the owner and advised him to remove the vehicle or it would be towed. The owner complied.

It is great to report that Eunice Gulbraa has completed her rehabilitation after hip surgery and is back at Vialta Lodge. She was also able to attend the baby shower for Martin McKenzie, infant grandson of Steven and Gwenda Raasok on Sunday in Irma.

A service to remember Gordon Fenton will be held at 1 pm from the Wainwright Elks Hall on March 21.

Police attended the facility and spoke with the subject of the complaint who advised his friend had attended and picked up the firearm, which was just a BB gun. No other weapons were located and the complainant was updated.

through the game before Irma scored four in the final 11 minutes of the frame to put away the game. Scoring for Irma in the series were; Laytyn Pulyk (5g 1a), Emerson Gryschuk (3g 1a), Emmit Fleming (2g 1a), Kiefer McLaughlin (1a), Lex Anderson (2a), Atley Mackay (1a), and Thomas Gilbert (2g 4a).

It is with grateful hearts we experience warmer temperatures and longer daylight hours as we march into March. Our snow is rapidly melting and the icy hazards are almost behind us. For that we are truly thankful. And like it or not, we have once again changed our clocks this week to Daylight Saving Time, stretching our evening daylight by one hour.

We are happy to report that Kevin and Carolyn Bugge have recovered

sufficiently after their accident to move back home. We have enjoyed their presence in our midst and will miss them but are celebrating with them as they return to more active living.

After almost four months Eunice Gulbraa returned to Vialta Lodge

on March 4. She had a most unfortunate accident on November 8 and has been recuperating and having therapy to help her regain strength and mobility. Welcome back and we wish you well as you continue to improve.

County appoints two councillors to Tofield Hall board Patricia Harcourt Beaver County has appointed two members of council to the Tofield Community Hall Committee looking into the possibility of building a new facility.

However, Councillor Dale Pederson (Division 5) started discussion by saying he “didn’t see any need for the county to be on the board.”

Meaghan Walsh, Legislative Services Coordinator, replied that two policies applied including the Councillor Representation on External Committees and Councillor Remuneration policies.

“The policy suggests councillors will be paid for committee work,” she said.

Deputy Reeve Gene Hrabec (Division 3) questioned the other side of the financial equation, wondering if the county would be on the hook to provide funding.

“Would there be a financial obligation,” he said, adding he wouldn’t want that perception to be conveyed.

The county’s Chief Administrative Officer Kayleena Spiess said she agreed that the councillors are already busy and would need to determine the time factor involved in this obligation.

She added there is no funding commitment, which would have to go through council in any case to be given out.

Hrabec said he was not opposed to members of council sitting on the board, but as chair of the Beaver Emergency Services Commission felt it might factor into any decisions BESC may make as well.

“I don’t know what will be decided,” he said.

“That will affect BESC plans.”

A motion was made by Councillor Lionel Williams (Division 2) to appoint the councillors for Division 1 and 2, which cover the area represented by Smook and Williams.

Also CAO Spiess or a delegate for her was to attend the hall board meetings.

Williams noted that “there are structural concerns with the existing community hall,”

adding the hall could be in place for another 10 years while the committee conducts fact finding missions making this a longer term project.

Hrabec said he would vote against the motion as he saw a conflict between two different interests and asked for a recorded vote.

Smook informed council that he and Williams attended the Town of Viking meeting which discussed strategy and planning.

Smook felt “it was better to be at the table so we know,” the decisions being made about the hall, so he supported the motion.

“Tofield hall is used by county people as well as town people,” he said.

The motion passed with Hrabec opposed.

The MGA was amended last year by the province’s Bill 20 stating that the orientation meeting must be held on or before the organizational.

An orientation meeting is being set up in conjunction with the towns and villages so councillors can get this training together.

Part A of the orientation will be held on October 29, with Part B taking place October 30.

“These are mandatory meetings,” said

The motion by Councillor Dale Pederson (Division 5) to hold the organizational on October 30 was passed by council. A motion by Councillor Lionel Williams (Division 2) was also passed regarding the holding of an orientation meeting on the same date as the organizational.

With the general municipal elections coming this fall, Beaver County Council agreed to reschedule meetings concerned with the results of that election.

The organizational meeting is usually held soon after the councillors have been elected. But administration requested it now be held on October 30 starting at 9:30 a.m.

Similarly, the county must now make room for a new item involved with the newly elected council.

A councillor orientation training workshop will also take place on October 30. It is designed to satisfy the new requirements in Keep your dollars in Canada to support local businesses and strengthen communities. the Municipal Government Act and will take place following the organizational meeting.

Beaver County makes board appointments Patricia Harcourt Meagan Walsh, Legislative Services Coordinator, presented Beaver County Council with names of persons wanting appointments on development boards.

The boards include the Intermunicipal Subdivision Development Appeal Board and the Intermunicipal Assessment Review Board.

These are reappointments requested by the board members.

Alberta’s budget aims to invest $18 million to continue to keep Alberta’s waterways free of invasive species.

As it stands, said the province, Alberta is currently free of zebra mussels, quagga mussels and other aquatic invasive species, but with more reports from provinces and states across the continent coming in, Alberta’s government is not taking this fact for granted.

“If passed, budget 2025 will invest $18.2 million over five years to expand Alberta’s aquatic invasive species inspection, detection and rapid response programs,” said the province. “By defending water bodies, ecosystems and infrastructure, Alberta’s government is protecting jobs, local economies and recreational opportunities across the province.”

This continues on work started last year with the launching of the Provincial Aquatic Invasive Species Task Force, expansion of inspection stations and informational campaigns stressing the importance of proper boat drainage.

This new funding increases Alberta’s border protections for 2025.

It will expand the existing program by increasing the number of inspection stations to 11, tripling the number of K-9 conservation dog and handler teams, and optimizing decontamination stations in Lethbridge and Calgary, said the province.

“Our province is doing more to fight these invasive species than anywhere else in

Canada. These additional inspection stations and K-9 inspec-

tion dogs will help us step up protections across Alberta and we

will be announcing even more right before boating season,” said

Provincial government planning to strengthen emergency health services In November 2023, the province of Alberta began refocusing the health care system with the aim to improve care to Albertans, regardless of where they live.

Since then, the province says significant progress continues to be made, with Acute Care Alberta becoming operational on April 1.

As Alberta Health Services transitions from a health authority to a service delivery provider under this new agency, Alberta’s government is taking additional steps to ensure the health care system, and emergency health services, are efficient and effective across the province.

To support these efforts, Alberta’s government will transfer emergency health services from Alberta Health Services (AHS) to Acute Care Alberta, invest further in emergency medical services (EMS), and establish a shared services entity to support provincial health agencies and service providers.

These changes will enhance specialized expertise, improve care and focus, and strengthen this vital component of the health care system.

“From the beginning of our refocusing efforts, we’ve emphasized the importance of creating organizations dedicated to specific sectors, allowing health care workers to focus on what they do best,” said Adriana LaGrange, Minister of Health. “By moving emergency health services to Acute Care Alberta, I am confident it will receive the focused attention needed to deliver the care Albertans deserve.”

Under the oversight of Acute Care Alberta, emergency health services will work to enhance emergency care and improve system efficiency, patient safety and response times in all parts of the province.

Emergency health serv-

ices in the refocused health care system will also be accountable for driving system improvements and meeting performance targets, concentrating on workforce sustainability and wellbeing for both staff and patients to better serve Albertans.

“Emergency health services is the first line of care for Albertans in times of crisis,” said Anne MacDonald, Executive Director, EMS Provincial Operations.

“By moving EHS under Acute Care Alberta, supported by dedicated expertise and resources, we are empowering our teams to provide the highestquality care when and where it’s needed most.

This structure respects the excellent work of our paramedics and dispatchers and will ensure Albertans can count on timely, expert emergency services.”

While the oversight of emergency health services will be changing, fast and reliable emergency care will always remain vital, says the province.

To ensure Albertans receive the life-saving care they need without delay, Alberta’s government has increased funding for EMS by $56 million through Budget 2025, if passed. This includes equipping paramedics with state-of-theart vehicles to deliver emergency care as quickly and effectively as possible.

If passed, Budget 2025 will also provide an additional $40 million towards a total investment of $60 million over three years to the EMS Vehicles Capital Program.

This funding will be used to replace vehicles that have reached the end of their life cycles and ensure that the fleet is properly updated and equipped to meet the needs of Albertans.

This investment will support efforts to decrease response times

by improving fleet reliability, which will help ensure that patients can be transported quickly to emergency rooms, urgent care centres or specialized care facilities.

With upgraded vehicles and equipment, paramedics will be equipped with the reliable state-ofthe-art tools they need to continue delivering lifesaving care to Albertans across the province.

“Maintaining an effective EMS fleet is paramount to providing care to Albertans,” said Marty Scott, Executive Director, EMS Provincial Programs, Alberta Health Services.

“We appreciate the commitment from the Alberta government to ensuring our ambulances and equipment are ready to provide the best service across the province.”

The province says strengthening EMS allows Alberta’s health care professionals to focus on providing highquality care rather than dealing with delays or aging equipment. A more efficient EMS system, they say, means fewer delays, fewer complications and a stronger, more resilient health care system for all Albertans.

“The association applauds the government’s continued commitment to EMS infrastructure,” said Len Stelmaschuk, Advanced Care Paramedic and President, Alberta Paramedic Association.

“These investments are a positive step forward and will significantly contribute to the enhancement of Alberta’s front-line paramedics to meet the evergrowing service demands for high-quality care.”

In addition to strengthening emergency health services within the refocused system, Alberta’s government says it is planning to establish a shared services entity to provide support for Alberta’s

entire health care system, including provincial health agencies and service providers.

As an independent entity, it will provide necessary services like information technology, finance and human resources functions, along with centralized communications functions.

Additionally, this area will handle IT services in Alberta’s health care system, ensuring patients have a seamless journey throughout the health care system and health care workers have system-wide access to critical patient information to determine the best care possible. It’s expected the shared services entity will be stood up and operational in summer 2025.
