Re-organized Ryley Council foregoes viability review Jana Semeniuk Staff Reporter

Ryley Village Council confidently voted to forego a municipal viability review at a special council meeting Mar. 7 as offered by Alberta Municipal Affairs. The offer was one of four options presented to the Village Council in the form of a letter from Municipal Affairs after each councillor met individually with senior members of Municipal Affairs Feb. 7. Interim Chief Administrative Officer Julie Brownridge read a letter during the Mar. 7 council meeting that she wrote in response to the Minister’s offer, seeking council approval to send it, indicating that although the Village did not feel the need for a review, they did want to push forward for additional training. “The need for an inspection has passed. We are proud that we have weathered the past 16 months, and have been merged to a point where the Village now has faith in council’s ability to govern and legislate better going forward. “Most importantly Council feels that it has support from the community and that the Village Council is now going in the right direction,” Brownridge wrote. “Minister, your first option to access advisory support and training from Municipal Affairs, by undertaking our ‘roles and responsibility work-

shop’ open to the public and conducted by ministry staff is something that we are eager to move forward on.” According to the Province of Alberta’s website, a viability review helps municipalities determine their ability to continue as a municipality or develop a plan that leads to viability, whereas a municipal inspection is an investigation ordered by the Minister. CAO Brownridge ended the letter by stating, “the council for the Village of Ryley is appreciative of your direct support in encouraging and allowing us to develop locally driven solutions and the maintenance of an autonomy without formal intervention from the Province.” A date for the Roles and Responsibilities Workshop has not yet been decided but may take place in late April. CAO Brownridge also brought forward to the council a copy of the Councillor’s Code Of Conduct to be acknowledged and signed by each councillor, which was unanimously agreed upon. Meanwhile, 13 people filled the gallery seats to take in the meeting, where Mayor Brian Durcherer said councillors Nik Lee and Nola WoodHerrick were absent without authorization. He referenced section 174 (d) of the MGA (Municipal Governance Act) which listed the reasons a councillor can be disqualified, including unauthorized absence. It states that a

councillor can be disqualified if, ‘the councillor is absent from all regular council meetings held during any period of eight consecutive weeks, starting with the date that the first meeting is missed.’ Subsection 2 of the passage goes on to include reasons a councillor’s absence would not be grounds for disqualification, including being away on council business or if the absence was authorized by the council. The first regular meeting date Lee and Wood-Herrick missed without authorization was Feb. 21. In addition to noting the meeting absences, Mayor Brian Durcherer, Deputy Mayor Lyndie Nickel and Councillor Sheldon Ried voted each other in to fill the absences left on

committee boards after councillor Nik Lee was barred from attending any meetings of the Highway 14 Water Commission, in addition to being suspended from representing Ryley at all council and intermunicipal committees, boards or commissions due to a breach of conduct until further notice. A complaint was lodged against Lee by the Highway 14 Water Commission earlier this year accusing councillor Lee of improper and irregular action at meetings. In a later interview, Mayor Durcherer said he has not heard from either Lee or Wood-Herrick with the exception of receiving requested emailed documents from Lee. The council’s next regular meeting is scheduled for Mar. 27 at 6:45 p.m.
