Beaver County schools participate in Pink Shirt Day C.W. Sears School

C.W. Sears School Students and staff at C.W. Sears Elementary School, Tofield School, Ryley School, and Holden Rural Academy participated in Pink Shirt Day on Wednesday, Feb. 26, wearing the colour in a stance against bullying. Originating in Nova Scotia in 2007, Pink Shirt Day began when a group of teenage boys organized a protest by wearing and distributing pink shirts at their high school in sympathy of a fellow student suffering from bullying. "Pink Shirt Day encourages Albertans to be inclusive, welcoming, and supportive with colleagues, clients, friends and family. Cornerstone Christian Academy holds annual spring fundraiser Kari Janzen Staff Reporter

Supporters of the Cornerstone Christian Academy (CCA) in Kingman gathered at the school on Saturday, March 1 to enjoy a lasagna supper and take part in the spring fundraiser, as over 100 items were donated for the live and silent auctions. Board member Nathan Nichols was the emcee for the evening, and Edward Schultz was the auctioneer for the live action.

As a private school, CCA does not receive the same amount of funding from the government.

“Private schools do not get the same funding as public schools which leaves us with a substantial gap to fill, moneywise. With fundraisers like these, we aim to fill that gap,” the evening’s program said. Assistant principal Michelle Stewart said the funds raised will go towards bussing and maintaining the building.

Stewart said about 150 tickets were purchased for the supper, and that there were 35 items donated for the live auction, and 68 for the silent auction. A tally of total funds raised was not available by press time.

A fall and spring supper has been hosted by CCA every year since November 2013. The Society Board’s Fundraising Committee plan the events, and volunteers prepare and serve the meals.

“The suppers are important both for the funds they provide, and as an opportunity for Cornerstone friends and supporters to gather. These events help build relationships and allow families from different communities to interact with each other,” Principal Alan Welde told The Tofield Mercury in a previous interview.

“Having our facility approved by Alberta Health has made it possible to host the suppers and other fundraising KARI JANZEN PHOTOS

events where food is served. As an independent school, fundraising from the suppers and auctions is an important part of our budget. We receive about 61 per cent of the financial support given to public schools from Alberta Educa-

tion, but additional funding is needed to pay for transportation, building maintenance, and education expenses.

With an annual budget of just over one million dollars, we rely on tuition and fundraising to meet our needs,” he said.

4-H members compete at district level communications event Kari Janzen Staff Reporter

Sixteen 4-H members from the Holden Beef Club, Tofield Beef and Multi Club, and the Beaver County Multi Club competed for top spots and the advancement to the regional level at the Beaver District 4-H communications event at Tofield Alliance Church on Sunday, March 2.

Eight members had prepared speeches, with topics ranging from pet chickens, to mission trips, to surviving 4-H camp. Eight members gave presentations, where the audience was taught about donkeys in a presentation entitled ‘Jacks and Jennies,’ were provided with information on shrinkflation, and learned why geese make great guardians.

Winning first place at the junior level in speeches was Azlynn Ames, at the intermediate level, Adele Greenwald, and Seirre Spruyt at the senior level. In presentations, junior member Elizabeth Ludwig received first, and George Mackenzie won first in the intermediate level. There were no senior presentations.

Tofield 4-H poultry leader Kari Cameron and Tofield 4-H assistant beef leader Kassidy Cameron were the after-

noon’s emcees.

“Public speaking is such a wonderful and powerful tool for personal development. It pushes people out of their comfort zones and helps them refine key life skills like organization, persuasion, and emotional intelligence,” Kassidy Cameron said in her introduction.

Cameron quoted Jim Rohn, who said,

“If you just communicate, you can get by. But if you communicate skillfully, you can work miracles.”

The 4-H motto is ‘Learn To Do By Doing,’ and members are required to participate in at least one communications event every year in order to build confidence and practice effectively conveying their thoughts and opinions to

others. Each club competes against their own members in their age categories, and the first and second place winners in junior, intermediate, and senior levels advance to districts. First place winners at districts will compete at regionals, hosted by the Beaver District this year, at Holden Rural Academy on Saturday, March 22.

Alberta Education looking 2025 Outdoor Soccer for parent feedback

Once again Alberta Education is conducting its survey, inviting over 400,000 students, parents, and teachers from across the province to share their perspectives on the quality of education.

The Alberta Education Assurance (AEA) survey is a tool used by the Ministry of Education to assess what is working well and where improvements can be made in schools.

“Every year, Alberta Education surveys students in Grades 4-12, and their parents and all teachers on behalf of Alberta schools and school authorities to assess what is working well and highlight areas for improvement," said Garrett Koehler, Press Secretary for the Ministry of Education.

The survey is designed to provide consistent evaluations across all school au-

thorities while aligning with the Assurance Framework, which includes domains such as student growth and achievement, teaching and leading, learning supports, and governance.

Parents are asked to provide feedback on topics such as student engagement, the quality of teaching, and their involvement in their child’s education.

Tofield School is encouraging participation by entering parents who complete the survey into a draw for a $50 gift certificate to Tilly’s Family Dining.

The Ministry notes that recent survey results indicate an improvement in parent satisfaction with their role in educational decision-making compared to the previous three years.

Survey responses are collected at the provincial, school authority, and school levels and are used to inform future planning.

"The results are provided back to each school and school authority to develop their three-year education plans, report in their annual education results reports, and evaluate school and school authority performance on a set of survey measures," Koehler explained.

The Ministry emphasizes that all collected data is managed in accordance with the Freedom of Information and Protection of Privacy Act. "Alberta Education does not gather, store, or disclose any individual or personally identifiable information from the survey," Koehler stated.

To ensure confidentiality, responses from groups with fewer than six participants are not reported.

With Alberta’s population growing, the number of survey participants continues to rise.

MP Kurek: Put Canada First & Defend!

After 9 years, the NDP-Liberals have weakened our military and as a result Canada has lost the respect of our allies.

Our national safety and security requires we rebuild our military and assert control in our North. Plus, with the looming threat of substantial tariffs from the USA, our relationship with our closest neighbour has been put to the test, and it’s more evident now than it ever has been Canada needs to be able to show that we can defend ourselves.

Conservatives have started laying out a plan to put Canada First and to rebuild our military.

Pierre Poilievre’s approach is to ensure our military has the resources and equipment they need, and once again, restore pride, honour, strength, and respect in Canada’s armed forces. This includes rejecting “woke" and to rebuild a warrior culture.

We need to increase military spending to 2% of our GDP, which is desperately needed.

And, unlike the Liberals, we know we need real investment, and not just change the way we calculate the number.

Canada has been falling

short of this commitment, and a correction is long overdue.

Today, Canada is facing growing threats from all directions, but our Arctic is especially at risk with growing geopolitical threats. Russia and China, especially, seem to be eyeing the potential in the Arctic for shipping routes, resources, and proximity to major players in the global market.

To take back control of the Arctic, Conservatives have outlined a commitment to: • Double the size of the 1st Patrol Group of the Canadian Rangers from 2,000 to 4,000 Rangers.

• Acquire two additional polar icebreakers for the Royal Canadian Navy as well as deliver the two polar icebreakers the Seaspan and Davie shipyards are currently building for the Coast Guard by 2029, versus the Liberals’ unknown timeline.

• Build at least one permanent Arctic military base within two years: CFB Iqaluit, Canada’s first permanent Arctic military base since the Cold War. Iqaluit already has a Forward Operating Location as well as a functional airport and seaport which can ac-

commodate military operations and can be expanded. The base would be able to host a full RCAF wing to launch and land new F-35 fighter jets. These jets would deter, intercept, and destroy threats. Expansion would also enable Poseidon P-8s aircraft to carry out search and rescue, antisubmarine warfare and intelligence, surveillance, and reconnaissance (ISR) work. The base would also fuel local economic development in Iqaluit with better runways, energy systems, transportation and infrastructure.

Protecting the North is

one step. Our military is critical to the safety, strength, and prosperity of all of Canada. This includes ensuring Camp Wainwright has what it needs, which I have the honour of representing here in Battle River— Crowfoot. Camp Wainwright is a world leader in training soldiers for the battle field, and I will continue to make the case for how important this base is for our military’s future.

Inline with Pierre Poilievre’s dollar for dollar commitment, which would require a dollar of savings for each new dollar spent, the funds to pay for this

military commitment would come from cutting foreign aid. Aid which, under the Liberals, has gone to dictators, terrorists, and global bureaucracies.

To those who are serving now and have served in the past, thank you. Canadians owe a debt of gratitude to those who have spent their lives fighting for this great nation and for peace around the world.

We owe it to them, and our future, to get it right.

RCMP Report Motorist who drove away with gas pump still hooked up among RCMP calls Tofield RCMP received 49 calls for service from Feb. 16 to March 2.

Thirteen complaints were related to traffic offences.

Five included vehicle collisions with an animal and one two-vehicle collision. Seven complaints related to moving traffic concerns where one viola-

tion ticket was issued and one warning given. Twenty calls were related to wellbeing checks, suspicious persons complaints, mental health calls, or assistance to the general public in some way.

On Feb. 25, a complaint was made from a residence in Tofield near 52 Avenue and 43 Street where a vehicle was broken into and a wallet was taken. File is still under

investigation but no suspects or witnesses at this time.

On Mar. 2 a complaint was received by a homeowner who advised that someone stole a flag and damaged the pole the flag was on. No witnesses or suspects at this time. Occurred on 55 Avenue and 50 Street in Tofield.

But there were negative comments also, mostly stating they did not want John Mather’s conservative views expressed on our Opinion page. Even with detractors, over 84 percent agreed John’s opinions were well researched and thought out. We welcome Liberal viewpoints on the Opinion page as well. That is what it is for - opinions.

We did receive some other ideas that were good, like getting more youth involvement, seniors stories, or stories about work which we will be looking for more input down the road. As well, we will be looking for feature story ideas, so if you know anyone with a great hobby or accomplishment, please email your suggestions.

Some of the more negative comments went a little something like this: • “John’s rants are a disgrace to a civil society.”

• “Mercury needs to reach out to increase its readership but that won’t happen with such irrational editorials.”

• “In this survey you talk about having a balanced twosided approach towards news. You also need to have this approach on the opinion section.”

• “Your paper has been vindictive. Many say you ignore businesses if they don’t advertise with you.

That’s not fair reporting.”

• “Do not read editorials. The few that I did read did not leave me feeling positive about our provincial and federal governments.”

• “It would be nice if groups could afford to advertise their events rather than me reading about them after the fact.”

• “Hire a proof reader. Human interest stories would help balance the plethora of advertising. The only value of these issues thanking various groups is your bottom line.”

• “I was disturbed a couple (or more) years ago when a business family chose not to obey health regula-

tions. They imputed wrong motives to the RCMP and these comments were presented as “news.” This caused me to cancel my subscription... Tirades against our laws and our law enforcement officers are not news. I am again a new subscriber because I have been assured it won’t happen again.”

But there were also more comments that were actually positive. Ten times as many in fact.

The Tofield Minor Soccer Association (TMSA) is nearing the end of their second year of indoor soccer for children aged four to 15, with 73 registered participants this year.

The soccer program runs on Sundays at both C.W. Sears Elementary School as well as Tofield School to accommodate all the age groups.

"Both schools have been supportive in provid-

ing us with their facilities for the program. As a non-profit organization, we rely solely on volunteer support," Kelly Osmond, TMSA president said.

All eight coaching staff members are volunteers.

"We acknowledge that parents may have other extracurricular activities during these months.

Therefore, we strive to keep the program simple and affordable for the families of our community," Osmond explained.

The indoor season runs until March 16. Regis-

Holden residents discuss concerns during ‘Chat with Council’ Kari Janzen Staff Reporter

Three of the current four Village of Holden councillors, along with Chief Administrative Officer (CAO) Rosemary Offrey, met with a dozen Holden residents on Monday, Feb. 24 for an informal ‘Chat with Council’ at the Holden Community Hall.

Mayor Tyler Beckett said he suggested that Council hold the informal evening to hear resident’s thoughts so Council would be aware and could address resident concerns.

“I wanted to talk directly to people. There's been a lot of rumors online, so I wanted to discuss with people and hear their concerns, right from the horse’s mouth,” he said.

Some of the discussion included putting stop

signs back up at the intersections where they were removed, snowmobiles in town, the distribution of the Holden Times, and suggestions on how to ensure streets are free of vehicles when the grader comes by for snow clearing.

There were stops signs removed at three intersections within the village in 2022, including the intersection east of the school where the Village has recently received complaints of speeding vehicles. In November 2024 Council voted against putting stop signs back up there, and in January moved to install crosswalks signs instead.

However, some residents at the Chat with Council said the stop signs should go back up, including at the 49 Ave. and 50 St. intersection by Patti’s Place, and the 48 Ave. and 50 St. intersection, where 50 St.

leads out of town.

The Village of Holden’s bylaw regarding snowmobiles within the village limits says that the use of snowmobiles is only permitted between the hours of 7 a.m. and 10 p.m., and that they must take the most direct route out of town.

“An operator of an offhighway vehicle within the village shall use the roadway or alley only to leave from and return to the village by the most direct route possible, to and from his or her residence, at a maximum speed of 30 km/h,” the bylaw states.

Beckett agreed that it is a problem, and said “a couple nights ago, about 11:30 at night, there were snowmobiles ripping all around town. I was about to call the police when they took off. They weren't following the bylaw.”

However, the Holdenites present said that county residents may not be aware of Holden’s bylaws.

“People in town might know about these bylaws, but people from out of town don't know anything about our bylaws.

How do you get the word out to people?” One of the residents asked.

CAO Offrey suggested that the Village could put flyers in the post office

boxes, and said Council will take all the concerns and suggestions into consideration.

Some asked why the Village stopped putting the monthly newsletter, the Holden Times, into everyone’s mailbox, and Council said it was becoming too expensive to use Canada Post to deliver the 400 newsletters every month. Now copies are available at various locations in town, and

Offrey said local community members including county residents can request that a digital version be emailed, or even a physical copy mailed, as the cost to mail only a fraction of the original 400 still saves a lot.

Council extends time to review shared service agreements Patricia Harcourt Beaver County Council has extended the time being taken to review inter-municipal collaboration (ICF) agreements with local municipalities.

The county has such agreements with Tofield, Ryley, Holden and Viking. Administration is being asked to amend the ICF agreements “to enable an extension of the review process to 2027,” said Margaret Jones, manager of legislative services.

This motion was made by Councillor Lionel Williams (Division 2) and carried by council.

A second motion passed by council came from Councillor Dale Pederson (Division 5). The motion authorized the county’s Chief Administrative Officer to participate in a review of the shared service agreements prior to renegotiating the ICFs with each town and village in the Beaver Region.

These agreements were entered into in 2020 as per the Municipal Government Act’s dictates.

They identified the shared services that occur between the county and each of the urban municipalities.

The RMA informed its members that the province intends to make amendments to the MGA in the spring budget regarding ICF agreements, stated Jones, in her Feb. 10 report to council.

“The ICFs are due for review in 2025,” she said. “The notice also indicates that the provincial government is recommending that municipalities with ICFs that require a review prior to 2027 attempt to work with each other to delay the review process until the spring of 2027.”

Last December, county council directed administration to prepare a proposal to the Beaver Regional Partnership regarding a review of the shared services agreements between the

county and the municipalities.

“Many of the agreements are 10-years-old and there appears to be a need for some standardization or modernization in the way that expenses are calculated and/or recorded,” said the report.

“The delay in the legislative amendments is a good opportunity for the Beaver Region to conduct a review.”

BRP approved this at their Jan. 9 meeting and recommended that each council extend their ICF and authorize their CAO to participate in a review of their shared service agreements.

Jones said that, if each council is in agreement, their CAOs would work together to prioritize the agreements to be reviewed.

External partners would be invited to provide input on their respective agreements, including Beaver Foundation, Beaver Emergency Services Commission, Agricultural Societies and library boards.

New procedural bylaw - conflict of interest provision not well defined Patricia Harcourt Beaver County Council gave third reading to an amended Procedural Bylaw at the Feb. 19 regular meeting.

Margaret Jones manager of legislative services, explained the changes were made to align with recent amendments to the Municipal Government Act. First ad second reading of the amended bylaw had already taken place last year.

Council held off on third reading to ask administration to amend the bylaw to clarify the release of Closed Session items to the public.

But another issue regarding conflict of interest was not clarified further as the MGA does not go into this in detail.

And the roles and responsibilities of councillors was also deleted from the document. That information has been included in the upcoming orientation sessions that all elected councillors must attend after winning their elections in the fall.

The amended bylaw has removed council’s responsibilities and relevant legislation from the Organizational meeting agenda, “as this is now outlined in the legislated orientation training.”

Provisions were also made for public participation at public hearings in planning and development matters.

A “conflict of interest” clause was also added, but Jones said that “the MGA does not provide details of what constitutes a conflict of interest other than to define it as a “private interest.”

The MGA does not define what conflict of interest entails, but only what it does not, she said.

Conflict of interest is not an interest in a matter of general application; not an interest in a matter that affects a councillor in the same manner as a broad class of the public; not a councillor’s remuneration or benefits; and, not an interest that is trivial.

“Municipal Affairs staff could not provide further definition or insight into the reason for this new provision,” said Jones.“However, they provided examples for clarification.”

These examples of potential or perceived conflict of interest may include: a matter that affects a councillor’s family member who is not included in the definition of family for a pecuniary interest, such as uncles, aunts, cousins, etc.

The other example of a pecuniary interest is a

matter that affects an unincorporated organization to which a councillor belongs as a participant or a member of the executive, such as a member of a hockey team to which a council is providing a grant Jones also defined the difference between conflicts of interest and pecuniary interests.

“Conflict of interest or perceived conflicts of interest differ from pecuniary interest in that they may (or may not) be disclosed,” she said.

“If the interest is disclosed, the councillor may (or may not) abstain from discussion and voting, although the disclosure must still be noted in the meeting minutes.”

However, such disclosures do not leave the councillor open to potential disqualification.

“Regardless, whether the councillor discloses the interest, his (or her) decision cannot be considered in any hearing regarding potential disqualification,” said Jones, “or the process to determine the validity of a complaint of a breach of the council code of conduct.”

In other words, “conflicts of interest cannot be used against you,” she said, although pecuniary interest can be used against councillors.

Council had to pass the changes before giving third reading to enact the bylaw.

County denies three requests for tax penalty waivers Patricia Harcourt Beaver County Council denied three requests from ratepayers to have late property tax payment penalties waived.

The three requests were brought forward at county council’s Feb. 19 regular meeting by Ryan Arndt, general manager of corporate Services.

In all three cases, Arndt recommended that the requests be denied and council agreed.

Issues varied with one ratepayer sending their 2024 payment to the county’s closed bank account number. The previous year the county’s bank account was compromised and “we were required to open a new bank account,” said Arndt.

Arndt said the taxpayer was notified of the change in accounts and, when the payment went to the wrong account, it was rejected and the taxpayer informed of the rejection and the need to make their pay-

ment to the right account by Oct. 31 to avoid a penalty.

The taxes were not paid until Nov. 7, and Arndt said the ratepayer requested the penalty be waived “because they had made an effort to pay the taxes before Oct. 31, 2024.”

He added that, as per county policy, online payments are deemed to be received on the same date as what is on the taxpayer’s financial institution report, which in this case was Nov. 7.

Deputy Reeve Gene Hrabec (Division 3) wondered if there may have been a delay in the electronic transfer of the payment, but Arndt said these transactions are “immediate” with no delay.

And Councillor Lionel Williams (Division 2) noted that the entire incident began with the county’s account being compromised, asking if more people may have been affected in this way.

“They made the effort, they made a mistake but couldn’t catch up in

Independence of development authority Patricia Harcourt Beaver County pursued a line of inquiry regarding a concern expressed by a ratepayer about possible potential for conflict of interest in development applications concerning Claystone Waste Ltd. Margaret Jones, manager of legislative services, provided a report for county council Feb. 19.

She recommended that council reply to the inquiry made at a public hearing last October.

The inquiry was made “regarding the independence of the county’s Development Authority with respect to development applications submitted by Claystone Waste,” she said.

The public hearing was held on the Land Use Bylaw 24-1154.

“One of the participants suggested that the county consider a separate development authority for Claystone Waste development applications,” said Jones, in her report.

“The person expressed his opinion that since the county is one of the shareholders in Claystone Waste, the development authority should be independent of the county.”

However, Jones pointed out that the county has contracted out its development authority work to Municipal Planning Services, which she said is an independent firm.

“It has more than one employee who is familiar with the county’s Land Use Bylaw,” she said, “and can

process all of the county’s development applications.

“All decisions are reviewed and issued by the principal planner (the Development Authority),” she added.

Plus, the county’s chief administrative officer has appointed two staff members as development authorities to act in the absence of Municipal Planning Services, as a last resort, she said.

As for the Subdivision and Development Appeal Board, there are up to 10 public-at-large members chosen from the Beaver Region’s towns and villages, and members selected to hear appeals are chosen in rotation to eliminate any perception of bias.

“It is possible that the participant at the public hearing was unaware that the county no longer employs an in-house Development Authority,” said Jones.

“Administration suggests that the current arrangements of a contracted Development Authority and public-at-large Joint SDAB create sufficient independence in decisionmaking and no changes are required,” she concluded.

A motion by Councillor Lionel Williams (Division 2) was passed by council to respond to the person making the inquiry to convey the conclusions reached concerning the independence of the development authority and SDAB.

Smook’s motion to deny the request was carried.

He added that he “feels for them,” referring to the ratepayers in question “because it is a significant amount of money” regarding the tax penalty.

A second request for a tax penalty waiver involved the ratepayer stating that the postal strike late last year delayed their receiving a letter from the county.

New owners of a property were not aware there were outstanding taxes on the property.

“The taxes were not paid as part of the sales transaction,” stated Arndt, who recommended that lawyers should make arrangements for payment of taxes to prevent these kinds of oversights by new owners.

The result was that as the taxes were unpaid by the deadline of Oct. 31, the county charged an extra 10 per cent penalty. This was mailed out Nov. 15 but “due to the postal strike, the statement wasn’t received by the landowner until later in December,” said Arndt.

“The ratepayers are asking for a waiver of the penalties applied to the taxes as they were unaware that the taxes were outstanding,” he

added.

This time, Williams made the motion to adhere to the county’s policy which would deny the request. He noted that the motion was made “in deference to those who do pay on time,” adding other ratepayers should “adhere to the policy.”

A third such request for a tax waiver was also denied.

“The ratepayer has confirmed that they received the tax notice but believed the mortgage company would pay the taxes,” stated Arndt, in his report.

The county mailed out a notice of outstanding taxes Nov. 7, but the postal strike also delayed this notification and ratepayers did not receive it until Jan. 6 of this year.

Arndt states the county spoke with the ratepayer on Jan. 13, informing them they had until Jan. 15 to pay the taxes owing or an additional penalty would be charged. The landowners have stated they were unaware of an additional penalty.

However, Arndt states the ratepayer had this information as “this information is provided on the arrears statement.”

A motion by Hrabec was passed to effectively deny the request and go along with administration’s recommendation to adhere to county policy on the matter.

Seniors Connector information session held in Tofield Kelsey Witham Editor

The Seniors Connector program in Beaver County, introduced in 2023, supports vulnerable seniors living at home, particularly those facing vulnerability and isolation. Seniors Connector Lynnette Warawa hosted an information session at the Tofield Golden Club on Monday, Mar. 3. She explained the program to a full room, to seniors who may require the resources, as well as to potential volunteers wanting to make a difference.

“The smallest things make the biggest difference,” Warawa, who has been serving the county’s

senior population for over 12 years, said as she spoke about the program.

“The county has over 1,800 residents who are eligible for the program, but we do require more volunteers. We have an average of 20 volunteers in the town of Tofield, and, in total, we log nearly 50 hours a month completing tasks for our seniors. The goal is to take the load off of the seniors and their families,” she said.

A variety of snacks and refreshments were provided to those who attended the information session.

The program’s goal is to help seniors age comfortably and safely in their homes. The program pro-

vides services free of charge to seniors to help reduce the burden of household tasks, and include snow shovelling, yard care, housekeeping, meal prep, and friendly visits from volunteers. All volunteers must provide a criminal record and vulnerable sector check.

The Seniors Connector program is a pilot project with the federal government, with hopes to improve the senior’s quality of life and help them stay in their home as long as possible. For those who may be interested in becoming a volunteer or would like to participate in the program, contact Lynnette Warawa at the Tofield FCSS office.

operating a grader. Some residents said it can be difficult to ensure their vehicle is moved off the street when they do not know exactly when the grader will be coming by, and suggested a sandwich board system indicating which streets will be cleared one day in advance could help.

One resident suggested it could be a pilot project next winter.

Some also mentioned that some council members are not regularly attending their committee meetings, and while Offrey says she understands the frustration, Council is doing the best they can while shorthanded, with

one absent seat and one councillor dealing with some personal matters.

“Council can't be at everything, but even so, we have basically three councillors right now, and last week, I think (Councillor) John (Markel) went to five meetings, and didn't have a night at home,” Offrey said.

“I don't want the residents to think that Council doesn't care, because that's not true, it's just that there's so much demand that they can't be everywhere at all times, and can't please everybody at all times, so bear with them.

“Hopefully, come October, we will have five councillors, and that should then take some of the load off. Council certainly cares about what's going on in the village, and they are doing their best to make things better a little

bit at a time,” Offrey said.

Residents also praised the current council, and indicated they are doing a good job.

“Council is doing a great job. Kudos to all of you,” a resident said.

Councillors and the CAO took notes and thanked the residents for coming to speak with them and for providing feedback.

“It is good you guys fielded the questions instead of just taking notes and saying, we'll get back to you. It's good that you replied to everybody's questions,” one resident said.

“I really don't want to be a council that everyone thinks we're hiding stuff,” Beckett said.

“I like hearing from you and I don't feel right trying to represent people but not knowing what they want,” he said.

Fees imposed as a result of changes to eye care coverage in Alberta Kari Janzen Staff Reporter

Recent changes to eye care coverage in the province means higher costs for Albertans, or foregoing some routine checkups.

Dr. Marc Kallal of Tofield Eyecare said the changes, which include the elimination of coverage for mid-year partial exams for children and seniors, and reimbursement for retina imaging and visual field testing reduced by up to 50 per cent for certain services, means some fees for eye care have been passed onto patients.

“This change significantly impacts patients in Tofield and the surrounding areas, as well as all Albertans. We're trying to work with everybody the best we can to make sure that no one's going to have permanent vision issues, or isn't getting the care that they need. With these coverage changes, some patients might have to think twice about coming in for their exam now that a fee is involved.

“Our big concern is that if a patient’s vision issues go undetected or undiagnosed, and lead to bigger problems, there can be more permanent, non-fixable issues in terms of vision. A lot of vision issues, if we catch them early, they're very preventable or fixable, but if we wait and it becomes an issue that we can't fix, then it's a lot

harder for everybody,” Kallal said.

The changes to coverage were effective Saturday, Feb. 1 and Kallal said Alberta Health informed the Alberta Association of Optometrists (AAO) in early January but before that had no inclination that such changes would be forthcoming.

“The optometry contract with Alberta Health expired in 2019 and our association has a team that works with Alberta Health trying to renegotiate this contract, talking to Alberta Health regularly, and they had no insight or information that this was going to happen. This was just dropped on us via an Alberta Health bulletin.

“We haven't had a fee increase from Alberta Health for any of our services since 2018, and obviously nothing has stayed the same price since then. Our cost to run a business has gone up, I mean, inflation is roughly 21-22 per cent cumulative since 2018 and we haven't seen an increase at all, and now they’ve given us a decrease or eliminated coverage in some areas altogether,” he said.

A Frequently Asked Questions page on the AAO’s website outlines the changes, which explains that eye exams for children and seniors has been delisted, the frequency of retinal imaging and photography has been reduced by 50 per cent,

basic eye services and medically necessary care cannot be billed on the same day, retinal imaging and retinal photography can only be claimed up to two times per patient per benefit year, and fees for Computer Assisted Visual Fields components have been reduced.

Kallal says these changes means that Tofield Eyecare has introduced fees for what is no longer covered.

“We will now pass on some fees, unfortunately, to patients. We're trying to keep them very modest.

This situation is particularly challenging for rural Albertans, as optometrists are often the sole eye care providers with the expertise to manage complex eye diseases, including glaucoma, macular degeneration, and diabetic eye disease. To manage these conditions effectively, we need to see patients every four to six months, and sometimes even more frequently, but those visits used to be fully covered.

Now, there may be fees for some patients, depending on what we need to do,” Kallal said.

AAO encourages Albertans to contact their MLAs to share their concerns with the coverage changes, and Kallal said the association is still trying to work with Alberta Health to ensure that Albertans get the eye care they need.

“There are optometrists in most communities in Alberta, thankfully, and we

treat a lot of eye disease and are able to do a lot more in terms of medical eye care now than we did five, even 10, years ago when I graduated optometry. We're able to see patients immediately, typically, for eye problems, we're able to diagnose them, treat them a lot of the time, and work closely with specialists. Now that these changes have happened, that might make it harder for some patients to get the care they need, and then could lead to long standing or permanent vision problems. We want to work with Alberta Health to make sure that that's not happening to Albertans,” Kallal said.

“Our association and optometrists are actively talking to MLAs. The changes were put in place four weeks ago, so we're still trying to work with Alberta Health. We save people from going to the hospital for an eye problem. We're way less costly to the Alberta health care budget than going to the hospital or going to a specialist, and we can do a lot

of treating and diagnosing and managing of eye disease, not only acute eye infections, but chronic diseases, in our offices, and provide patients the eye care they need.

“We can do a lot more than help the system. Instead of trying to cut our fees we want to work with Alberta Health to make a good model. I understand we need to be financially responsible, but this might

Virtual MD service hit 100,000 calls since 2022 New specialty phone line for new parents of newborns launches in rural Alberta

Shortly after Primary Care Alberta (PCA) recorded that 100,000 calls to Healthlink 811 had been referred to physicians, either through the phone or a secure Zoom link.

The program was launched in 2022, and is called Virtual MD. Initially introduced to allow callers to Healthlink to be referred by a physician, the service has also reduced potentially unnec-

essary emergency department visits, too.

PCA says of those first 100,000 calls, about half were able to manage their condition at home with self care.

The service is available seven days a week from 6 a.m. to 2 a.m. and has 90 physicians on rotation.

“The virtual option to meet with patients enables us to connect with pockets of Albertans who may struggle to access these services: those with mobility or transportation issues, individuals in

rural areas or those who have limited access to care,” says Dr. Genelle Dingeldein, a Virtual MD physician.

“We can provide immediate advice in real-time and help patients navigate how to self-manage their symptoms or when to seek higher levels of care when appropriate.”

The New Parent and Newborn Line provides expert postpartum information free of charge, to all parents in North, South and Central zones who have a baby under two months of age,” says Patricia Chambers, Executive Lead of Patient Navigation and System Integration with PCA. Nurses are available 24/7 to offer support, information and referrals to

new parents and caregivers for the first two months after their baby’s birth.

Albertans can reach the New Parent and Newborn line by calling 1-833805-BABY (2229).

The new line complements a ‘Healthy Beginnings and Early Start Parent Information’ line already offered in the Calgary and Edmonton zones, completing universal provincial access for new parents with babies under two months of age.

Youth encouraged to help name police puppies Kelsey Witham Staff Reporter The Royal Canadian Mounted Police’s (RCMP) 2025 ‘Name the Puppy Contest’ began mid-February, and young Canadians are encouraged to take part in the fun opportunity to help name its newest K9 puppies.

“Every year the RCMP Police Dog Service Training Centre (PDSTC) in Innisfail, Alberta, holds a contest for the children of Canada to help find names for future police dogs.

“The 13 winners come from every province and territory,” the online contest details say.

Kids aged four to 14

from across the country are invited to submit their creative name ideas for the hardworking pups, who will soon join the force. One entry per child is permitted.

The RCMP has specific guidelines for the name submissions.

Each puppy’s name must start with the letter ‘A,’ be either one or two syllables, and contain no more than nine letters.

The names will help reflect the important work these dogs do as members of the RCMP’s K9 unit.

Parents or guardians can help submit entries through the official RCMP website.

Submissions close on Wednesday, March 19.

Contestants must reside in Canada.

In 2024, over 6,000 children participated in the contest.

The 13 puppies all had names beginning with the letter ‘T.’ The winning names of last year’s puppies were: Tank, Trooper, Theo, Thor, Tess, Tia, Teddy, Tuktu, Tilly, Tori, Tucker, Turbo, and Tula.

The winners of the 2025 contest will be announced on Thursday, April 17, and each winner will receive a laminated 8x10-inch photo of the puppy they name, a plush dog named Justice, and an RCMP water bottle.

The RCMP has been working with K9s since

1935, and the dogs are a valuable asset when protecting our communities.

This initiative provides an opportunity for youth to get involved with the

RCMP and make a lasting impact on the K9 team.

Tofield food bank introduces FEATURED PROPERTIES TOWN OF LAMONT food choice hamper program Vanessa Poitras Staff Reporter

The Tofield/Ryley and Area food bank recently introduced the food choice hamper program, available for members who apply and become accepted as a client.

"It’s the same stuff as before, but now they get a choice," said Dawn Arnold, food bank board chair.

Arnold and the other volunteers were noticing that many items were being returned from the clients to the food bank.

With the new program clients are able to choose what is needed for them individually, having a choice in what is provided for their family.

For example, instead of three cans of mushroom soup and three cans of tomato soup, the clients can now choose any six cans of soup that would be the most useful to them.

The hamper can be filled once every 30 days.

The goal is to help community members in the best possible way, with food choices that their families will be able to enjoy.

Although nothing goes in the garbage at the food bank, as anything returned and not able to be re-donated goes to neighbour farms for the animals.

Clients must call ahead of time to book a time slot to avoid multiple clients showing up at once. Volunteers are available to help each client with their hamper selections at the pick-up time decided upon.

Bread and soup can be supplemented in between the hamper fill dates if needed. Any drop-in clients will be offered bread and soup only and will be offered a time slot to come back for a hamper.

Clients are also able to

build relationships with volunteers at the food bank, creating a more positive experience overall. Some clients have expressed to Arnold that, "I walk in with my head held high. I feel human.”

"Relationships, privacy, and dignity. We understand it is hard to ask for help," says Arnold.

Arnold explained that the food bank has noticed a significant increase in hamper requests each month.

For the month of January, in past years about 23-25 hampers were filled. This year, 48 hampers were filled, which is about 105 people in the community. Eight new clients in January were able to access a food hamper with the new program.

With such an increase the food bank volunteers are dedicated to the new hamper program and have seen the success from the start.

On Friday February 28th, part of the Tofield School Travel Club, put on a “Taste of Italy” Spaghetti Supper Fundraiser at the Tofield Community Hall.

Major donations towards the wonderful supper came from the Town of Tofield (who allowed the club to use

the Community Hall), as well as Tofield IGA, Italian Centre, Tofield Packers, and Sandy Lusk.

Not only was there a delicious supper of spaghetti, garlic bread, and salad, but also cake and ice cream, with strawberry sauce, as well as iced tea and raspberry lemonade.

The Club is leaving for Italy on the 22nd of

March and coming home on the 1st of April. Landing in Milan, Italy, the Club is going immediately on a tour of the metropolis.

Throughout their trip, they will be travelling to Venice, Florence, Assisi, Rome, Pompeii, Sorrento Region, Capri, visiting many famous sites, such as the Grand Canal, the Sistine Chapel, St, Peter’s Basilica and many more.

No respite from looming American tariffs this time Leslie Cholowsky Staff Reporter

American President Donald Trump said Monday, March 3 that 25 per cent tariffs on Canadian and Mexican goods would take effect Tuesday, March 4.

Trump said, “No room left for Mexico or for Canada,” during a press conference from the White House on Monday.

Canadian energy imports will be subject to a 10 per cent tariff, as Trump originally promised back at the start of February.

The tariffs were supposed to go into effect Feb. 4, but were deferred after Canadian and Mexican officials lobbied for more time to address the US’s concerns.

Prime Minister Justin Trudeau spoke to Canadians, Americans, and Trump on Tuesday morning, with a very stern message.

He said, “Today the United States launched a trade war with Canada, their closest partner and

ally; their closest friend. At the same time they are talking positively about working with Russia, appearing Vladimir Putin, a lying, murderous dictator.

“We will not back down from a fight, not when our country and the wellbeing of everyone in it is at stake.

“At the moment, the US tariffs came into effect in the early hours of this morning, and so did the Canadian response.

“Canada will be implementing 25 per cent tariffs against $155 billion dollars worth of American goods. Starting with tariffs on $30 billion worth of goods immediately, and tariffs on the remaining $125 billion in 21 days time.

“We will also be challenging these illegal actions by filing dispute resolution claims at the world trade organization.

“In the meantime our tariffs will remain in place until the US tariffs are withdrawn, and not a moment sooner.”

Trudeau took a minute to address the American

people directly, saying “We don’t want this, as a friend, or ally. We don’t want to see you hurt either, but your government has chosen to do this to you.”

He talked about market dips and American jobs at risk and how everyday items will see price raises as a result of the tariffs.

Trudeau then directed his remarks directly to President Trump: “In the over eight years you and I have worked together, we have done big things. We signed a historic deal that created record jobs and growth in both of our countries.

“We have done big things together on a world stage, as Canada and the US have done together for decades, for generations.

And now, we should be working together to ensure even greater prosperity for North Americans in a very uncertain and challenging world.

“It’s not in my habit to agree with the Wall St. Journal, but Donald, they point out that even though

Trudeau had a message for Canadians, too, saying, “To my fellow Canadians.

I won’t sugar out it, This is going to be tough, even though we are going to all pull together, because that’s what we do.

“But Canada, make no mistake, no matter how long this lasts, no matter what the cost, the federal government and other orders of government will be there for you.

“We will defend Canadian jobs, we will take measures to prevent predatory behaviour that threatens Canadian companies because of the impacts of this trade war leaving them open to takeovers. We will relentlessly fight to protect our economy and we will

stand up for Canadians every single second of every single day, because this country is worth fighting for.”

Alberta Premier Danielle Smith added her condemnation of the US tariffs as well on Tuesday, saying, “The tariffs imposed by U.S. President Donald Trump are an unjustifiable economic attack on Canadians and Albertans. They also represent a clear breach of the trade agreement signed by this same U.S. President during his first term. These tariffs will hurt the American people, driving up costs for fuel, food, vehicles, housing and many other products. They will also cost hundreds of thousands of American and Canadian jobs. This policy is both foolish and a failure in every regard.”
