Andrew terminates new CAO after 10 weeks BY JANA SEMENIUK An emergency meeting was called by the Village of Andrew Council May 11 to adjust the budget to accommodate for a bylaw officer, as well as an in-camera session that ended with the termination of the Chief Administrative Officer Sheila Lupul when it came back into public session. Lupul was on the job officially for 10 weeks. While the details of the in-camera session are not publicly disclosed, deputy mayor Merwin Haight said there were numerous reasons for the termination. Councilor Benny Dubitz added that the council team investigat-
ed all necessary details before the special meeting. “Prior to the special meeting we spoke to municipal affairs and our legal team to make sure our i’s were dotted and our t’s were crossed,” he said. Mayor Barry Goertz was unavailable to attend but was present by speaker phone for a second special meeting held the next day, May 12, which was called by Haight to hire an interim CAO. Goertz brought a motion forward from the closed session to rescind Lupul’s termination. The motion was defeated by a recorded vote of four to
one with Goertz opposing. Goertz declined to comment on the second meeting. Haight said Steve Upham, threetime Reeve for the County of St. Paul, has been named as interim CAO until someone permanent can be hired to fill the position. Haight added that he’s looking forward to working with Upham. “It’s a fresh set of eyes to see what’s been happening in the village,” he said. “He has a wealth of knowledge and experience. Fired CAO hired the next day by Two Hills BY JANA SEMENIUK Sheila Lupul, Andrew Village’s former Chief Administrative Officer, said despite an emotional week when her contract was terminated May 11 after being on the job for 10 weeks, she was happy for one thing; she was offered another job in neighbouring Two Hills the very next day.
“The mayor, council and interim CAO are excited to have me back!” she said by text message. “I start there Monday (May 23).” Lupul said she left her former position in Two Hills to take the position in Andrew. “I was hired in Two Hills as a municipal clerk in 2015 then municipal
finance officer from 2017 until 2021. I left to take the position in Andrew,” she said. Lupul was executive assistant and then acting CAO in Andrew until she was hired as official CAO. “I was appointed to CAO on March 1. It’s hard to prove yourself in two and a half months,” she said. “Two Hills staff were sad to see me go but under-
stood that I wanted to work in Andrew and do great things for the village. I would also like to thank the Andrew council for giving me the experience. It was good while it lasted.” Lupul also served as Andrew village councillor from 2017 to 2021.
