CELEBRATION DAY FOR TOFIELD GRADS Moush John Editor

Tofield School sent out their Class of 2022 with a ‘normal’ graduation ceremony on Friday, May 13, hosted at the Tofield School gymnasium, as a record number of grads walked the stage.

After a two-year hiatus, grads participated in a regular event, followed by a banquet at the Tofield Community Hall.

The emcee was Melissa Korpan, who was the main organizer and co-

ordinator for the ceremony and the entire event.

The ceremony started at 3 p.m. with grads being introduced onto the stage.

This was followed by various congratulatory messages from BRSD trustee Lyle Albrecht, BRSD Superintendent Dr. Rita Marler (read by Principal Janice Muench), Mayor Deb Dueck, and Reeve Kevin Smook.

The event also included speeches by this year’s valedictorians – Bane Janzen and Carys Gomez-Jones.

The Last Will and Testament was

presented by Marshal Korpan and Eric Malin, while the Thank You and Tributes were read by Ben Woodruff.

There was a slide show of all 41 grads, and the event closed with Principal Janice Muench and Asst. Principal Chad Kendall presenting grad certificates to the students.

Holden’s new public charter school opens this fall Moush John Editor

Holden Rural Academy, set to open in the fall this year, will be a new offering in the community and surrounding areas with a mix of learning and adventure.

According to Karla Janzen, the Academy spokesperson, students will have the ability to choose from various projects many of which are off-campus in addition to the core subjects they will be taking in class.

“Things are falling into place for the Holden Rural Academy,” Janzen said. “Our education consultant, Kevin Van Lagen, toured the school, gave us an assessment of our programming, and has helped us in developing a plan for our programming.

“Students will have enough time, about eight weeks, to gain comprehensive experience in particular skills. They can then choose to try a new skill from sports – hockey, swimming, fitness training, baseball or a combination; fine arts – drama at the theatre or art classes at the gallery; automotive and HD mechanics; apprenticeship (RAP) or work experience and Green Certificate; or a variety of some of the other courses on the

Janzen added that if students require a heavier academic load, they can find the right balance of that and off-campus opportunities that will help them “succeed.”

“Our staff will work together with students and families to develop an education plan that has clear expectations for academic achievement, and helps students develop career goals,” she explained.

Janzen noted that Holden Rural Academy is a public charter school.

The Tofield RCMP responded to 43 occurrences from May 9, 2022, to May 15, 2022 (inclusive).

Also included in these calls for service were 12 traffic complaints/tickets, four suspicious person/vehicle complaints, five wellbeing checks, one 911 complaint/false alarm, three motor vehicle collision and traffic enforcement provided by the K Division Traffic Unit.

On May 9, Tofield RCMP responded to a theft complaint in Tofield. Tofield RCMP attended and found that suspect(s) had attended the commercial location and stolen fuel from on-site storage tanks. This file is still under investigation.

On May 10, Tofield RCMP responded to a fire complaint in Tofield. Tofield RCMP attended along with Fire Department and found that a semi tractor unit was on fire although determined that the cause was not suspicious in nature.

On May 10, Tofield RCMP responded to a theft complaint in Tofield. Tofield RCMP attended

and found that a customer failed to pay for fuel. This file is still under investigation.

Council Corner Council passes 0% tax increase required payments out of Town control May 9th, 2022, saw the passing of the Town of Tofield’s 2022 Mill Rate Bylaw, for the purposes of taxation.

Council voted unanimously to implement a nil (0%) increase to the Municipal portion of property taxes.

Now, it is important to note that there are other requirements built into the taxes which will receive their own mill rate and are outside of the Town’s control. These further requirements being, Beaver Emergency Services Commission (BESC), Beaver Foundation, Alberta Policing, and the School Foundation Fund. Each of the aforementioned must be paid and built into the total combined mill rate each year.

Beaver Emergency Services (BESC) may be an unknown service to many. Therefore, Council felt it important to provide a descriptor. BESC provides fire protection services to Tofield and Beaver County on a

whole. These services include the operation of fire halls, as well as the maintenance, upkeep and purchasing of buildings and equipment, such as firetrucks and tankers to provide this essential service to the communities they support.

To provide further clarity on these additional, necessary areas a breakdown will be provided below: 1. BESC – The BESC requisition for 2022 will see an amount of $251,122.

2. The Town is required to levy taxes to pay the School Foundation Fund, this is $686,528.

3. The Town is also required to

levy taxes to pay the requisition to the Beaver Foundation (seniors housing). The Foundation requisition is $104,870 4. Alberta Policing – This amount will be $62,321 for 2022. This fee is being charged to all municipalities, as the former threshold for pay, was municipalities 5,000 and higher.

This amount will continue to increase through the province for the next two years at least.

As one can see in the above breakdown, requisitions from other agencies contributed to an increase outside of the Town’s control. Therefore, overall, the total combined Mill

Rate (Municipal, School, Seniors Foundation, Policing and BESC) will see varying increases on individual properties. Council felt it important for property owners to be aware of the breakdowns which are required outside of simply the municipal component.

Council remains committed to the citizens of Tofield and felt that a 0% increase to Municipal Taxes, for the purposes of Municipal Operations was necessary. Your voices have been heard and Council will continue to remain fiscally prudent.

Back when he was facing The Big 5-0 he had a tiny meltdown.

For some reason when the four became a five he felt like his youth was over and it was all downhill from there. But then something funny happened – he did the math and realized he’d jumped the gun and was only turning 49, for the first time. Since he’d done a bit of moaning about it the guys he worked with were relentless and called him Old Guy after that.

When he finally did turn 50 he let it roll off him

like grease off a monkey; been there, done that, he said.

They say age is just a number but the truth is, as the numbers grow so do the aches and pains.

When people ask how he’s doing he says something like, ‘still on the green side of the grass.’

I’m the only one who knows that he’s finding it harder all the time to get up off low chairs – he can’t hide it from me because I’ve been avoiding them for years – and he’s slowing down. He’s recently been making the inside of his pride and joy, the gazebo, all pretty.

He’s put in tongue and groove ceiling and walls.

Some inexpensive wood and a neighbour’s sharp eye for a bargain made it possible. Except for a shorter workday (five o’clock comes at 3:30) and regular rests it’s almost like he’s 50 again.

But I think the grin on his face has more to do with the realization that two years from now he’ll look back and laugh at me, because that’s when, OMG! I’ll be turning 80.

Mother of man who passed in Hwy. 14 accident meets with provincial transportation authorities Moush John Editor

Christine Gibson, mother of 21-year-old Curtis Exner who was involved in a fatal accident on Hwy. 14 (for more details see story in March 16 Tofield Mercury) earlier this year, met with provincial transportation authorities on Wednesday, May 4, to discuss highway changes.

Gibson, who is a Saskatchewan resident, has become a road safety advocate and is determined to see changes made to Hwy. 14 after the personal tragedy. Before she met with transportation officials, she had spoken with countless community members who had reached out to her stating their grievances.

“I met with the Director of Driver Training for Alberta along with the Regional Director of Transportation, and I want to say that we have the MLA, the Ministry, Regional Director and the communities on board for some change,” Gibson said. “So far there’s been zero hesitation or resistance.”

Initially Gibson began to speak with the Director of Driver Training regarding driver

etiquette in case of an emergency, and wanted to ensure that there is some talk surrounding the 'what if' scenarios and what a driver would be expected to do in those situations.

“During our fight and flight response sometimes we don't respond how we were taught, but I was reassured that there was discussion in training surrounding near accident and accident scenarios. He said that unfortunately no one can control how people behave once in the driver’s seat, but added that he can only pray and hope that they will drive responsible, pass when only permitted, slow down near small farm houses, small towns or a vehicle pulled over. So with that being said the driver training program meets what I would like to see as far as emergency situations.”

When Gibson met with the Regional Director of Transportation, they discussed a variety of options, according to her.

“The Ministry of Transportation do annual reports, reporting accidents, near accidents, road conditions, fatalities, volume of traffic and other such statistics in order to make appropriate decisions and also to prioritize

where the funds are allocated,” she added. “There is a lot behind all of this – it isn't as easy as just throwing down some pavement, so I think we need to be patient with them as they work at making the roads safer.

“I had originally proposed that the entire Poundmaker Trail from South Edmonton straight through to the Saskatchewan Border be twinned. However, looking at the terrain and bodies of water, including large and sharp turns along the road, that makes it challenging.”

According to Gibson, therefore, the second option was to have additional designated passing lanes alternating eastbound and westbound, and these passing lanes that she proposed would be 12 –15 kms long.

“This length according to my research is the 'normal' for a passing lane on a single-lane highway,” she stated. “They were happy about adding some extra passing lanes for either direction, which I think is a big win. The other major addition I have proposed is for the intersections with high traffic/turning to have proper turning lanes Continued on Page 9

TOFIELD RCMP – CRIME PREVENTION AND AWARENESS CAMPAIGN May is Break & Enter (residential, seasonal, outbuildings) awareness month and Tofield RCMP along with Beaver County Victim Services would like to create a month-long awareness campaign to help the Beaver County public protect themselves from becoming victims of this type of crime. Gibson also noted that she had suggested that the speed be reduced along highways surrounding small towns and major intersections, as well as having additional lighting on the highway, which they seemed to accept.

“I have heard from

various community members that they find this highway dark; so we are hoping to see some reflectors so that traffic from both direction can see that clearly when driving, especially in the dark winter months when it gets dark in the early afternoon.”

Gibson had heard from some community members that the plows this past winter at the end of twinned highway could be treacherous, so she added, “We will still be working on this piece to figure out how to ensure that the plows are able to get out and keep the roads clean of snow, and that the roads are salted, sanded or gravelled. I had also suggested that the lines be re-painted, the potholes be fixed

and if re-paving was an option to have additional rumble strips along the centre line. We had discussed rerouting the larger vehicles to Hwy. 16.”

She said that despite all the steps being taken, drivers who travel Hwy. 14 need to keep in mind driver etiquette also.

stop near accidents, accidents, or even fatalities – we all need to do our own work and be courteous and aware.”

Gibson is in touch with the transportation department to ensure that there’s a plan in place for all the changes that she has proposed.

Beaver County honing in on Economic Development ideas Patricia Harcourt Beaver County’s governance review last year stressed a need for more economic development as a way to increase sustainability of growth and population.

County council passed a motion proclaiming Economic Development Week in Beaver County from May 9 - 13, the proclamation to remain in effect for the next five years.

After the proclamation was read

by Reeve Kevin Smook, his motion to adopt the official week was adopted.

Deputy Reeve Gene Hrabec stated it was “important the county gets involved with it,” noting there are two industrial parks within its borders, one completely county owned just outside Ryley and the other a partnership with the Town of Viking.

Hrabec predicted “changes are coming in the economy,” as a reason he supports the proclamation.

Smook said the county sent a representative to an economic development session in Camrose, and “recently met with a business development official from CN declaring the county is open for business,” as signs of progress on this front.

Councillor Lionel Williams and Hrabec attended an economic development conference in Kananaskis in April.

Williams reported he “got an education on everything when it comes to economic development.”

Part of that was finding out what other municipalities were doing about this topic.

“I think it gave us some ideas on what we would like to do in Beaver County on economic development,” he said. And he credited that the positive results at this

“It used to be much cheaper to live here but prices are being driven up now,” he said, as another reason people aren’t moving here.

And because it has become difficult to get manufactured products from elsewhere due to supply chain issues, there is an opportunity for growth by “doing it at home.” Instead of acquiring parts somewhere else to make a product, he said the items could be made in Beaver County.

County approves $2,500 for Wild Oats & Notes Music Festival Patricia Harcourt A traditional music festival held in the country southwest of Tofield for many years has received a sponsorship grant from Beaver County of $2,500.

This year’s festival will take place from June 30 to July 2.

County community services official Aimee Boese described it as “a celebration of live music, agriculture and all things rural.”

She called the festival “a non-profit venture that invests net proceeds into the local community in a number of ways.”

Council was informed that grants approved under the Community Support Requests Policy are funded from the Claystone Waste Dividend, which totals $75,000 annually for operating capital and sponsorship grants.

Reeve Kevin Smook (Division 1) stated that the deadline of February 28 had passed for consideration of sponsorship requests until the fall application deadline.

But Boese replied that under the events category, there was no specific deadline date.

“If approved this would come out of the fall amount,” she said, allotted for events.

Assistant CAO Margaret Jones informed council that $32,000 was left for the fall allotments, “so there is certainly

enough to fund it with money left over.”

Deputy Reeve Gene Hrabec (Division 3) said the festival had asked for dust control as a contribution but were too late to have this done as they missed the April 15 deadline.

However, Boese said the funds granted by the county could be used for “whatever they want, including dust control.”

Smook said he would take responsibility as the original request came in at the end of March, and the festival “wanted us to provide dust control.”

But he agreed with Boese that any funds the county grants can be used for that purpose.

He called the event “worthwhile” and made a motion to give Wild Oats & Notes $2,500.

Hrabec noted that the organizers provide “a lot of funds for an after school band program” a school program which BRSD had cancelled.

Adding to this,

Councillor Lionel Williams (Division 2) said that Wild Oats & Notes paid for a music instructor for the program, and for musical instruments for the program.

“From what I’ve seen of it, I think it’s a really good program,” he said, calling it “unique.”

The motion by Smook was carried.

People come from near and far to take in the festival’s selfdescribed “down home atmosphere” which includes local, provincial and international performers.

The festival takes the funds earned and contributes $9,000 on average for programs like the Tofield School Scholarship Fund for environmental, agriculture and artistic contribution; Tofield School Jam Club Program; Tofield Food Bank; Tofield Lions Club Skateboard Project and Tofield Historical Society.

The festival is held on the Schultz family farmstead, which was established in 1906.

County discusses water issues with Watershed Alliance Patricia Harcourt A delegation from the Battle River Watershed Alliance (BRWA) attended Beaver County Council on May 4 to discuss the Alliance’s goals and strategies and take questions from councillors.

Attending were program manager Sarah Skinner and engagement assistant Carson Hvenegaard.

Council heard that there are five ways the BRWA can assist a municipality by conserving water quality and quantity; balancing economic, social and ecological priorities; engaging with citizens about watershed issues and solutions; creating and responding to environmental regulations; and, planning and action for a healthy and resilient watershed.

BRWA has education programs concerning discovering wetlands, waste in watershed and conducting “x-treme science.”

For young people, there are two parts aimed at 4-H groups called “Future Farmers for Fresh Water,”

including a presentation on watershed and agriculture, and a stewardship community project.

Also offered are Battle River Paddle Guide tours in various locations for people who would like to see the watershed up close and personal.

Other aspects include watershed management and planning, stewardship programs and workshops, and a riparian intactness assessment project (for shoreline and riparian condition assessment.)

Funding sources come from provincial ($440,289) and federal grants ($273,999), municipal funding ($10,334), corporate grants ($109,824), and other income ($3,641).

Reeve Kevin Smook (Division 1) expressed interest in doing the “Waste in our Watershed” tour and asked how to get involved in this program. He referred to the county having sewage lagoons in both hamlets of Kinsella and Bruce, and how this intersects with landowners.

National Public Works Week

National Public Works Week May 15 – 21, 2022 “Ready and Resilient” Provincial/Territorial Proclamation WHEREAS, public works professionals focus on infrastructure, facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of Beaver County; and, WHEREAS, these infrastructure, facilities and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers, and employees at all levels of government and the private sector, who are responsible for rebuilding, improving, and protecting our nation’s transportation, water supply, water treatment and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and, WHEREAS, it is in the public interest for the citizens, civic leaders and children in Beaver County to gain knowledge of and to maintain an ongoing interest and understanding of the importance of public works and public works programs in their respective communities; and, WHEREAS, the year 2022 marks the 62nd annual National Public Works Week sponsored by the American Public Works Association, BE IT NOW RESOLVED, I, Kevin Smook, Reeve of Beaver County, do hereby designate the week May 15 – 21, 2022 as National Public Works Week; I urge all citizens to join with representatives of the American Public Works Association/Canadian Public Works Association and government agencies in activities, events, and ceremonies designed to pay tribute to our public works professionals, engineers, managers, and employees and to recognize the substantial contributions they make to protecting our national health, safety, and quality of life.

Skinner said this begins with having a “stewardship ethic,” describing this as wanting to take care of the land and water. She added there is no “pre-set solution” to any issues and BRWA will always come to discuss the situation with an open mind.

The issues will probably include operational versus the health of the river, she said.

Smook stated he has seen the removal of bush and trees so people can have more land, but “it comes at a price.”

He felt there needs to be some educational aspect to any programs so “people understand the unintended consequences” of their bush clearing actions on watersheds, whether close by or further away.

Skinner acknowledged that “we should be delving into it more than we are,” and extolling the benefits of trees for moisture retention.

“Wetlands also do that,” she said.

But she said no answers have

been found yet to get people together to talk about these kinds of trade-offs, i.e. ways to keep trees and reap those benefits.

She called these “synergies between water management that BRWA does and municipal land use planning that the county does.

One suggestion was to put in water protection zones.

Councillor Barry Bruce (Division 4) wondered why there couldn’t be a reservoir built up for use by farmers in a smaller stream running into the Vermilion River.

Bruce said this would have helped farmers last year during the drought.

But Skinner replied, that it was important “to maintain the general integrity of the river,” and the fish habitat. BRWA doesn’t deal with water licensing and storage.

When Bruce said the small stream he referred to had no fish, she replied that this water “for sure does (have) impact (as) the stream flows into other streams” that flow into the river system.

Niko’s Dance Team to mark season end on a high note with show in Camrose Moush John Editor

Niko’s Dance Team (NDT) based out of Ryley had a successful season after getting back to normal in-person classes this year, and will be performing a yearend show on Sunday, May 29, at the Jeanne & Peter Lougheed Performing Arts Centre in Camrose.

“Our dancers had a fantastic year getting back to normal, after two years of dance classes via Zoom, small in-person classes, or no classes at all and no festivals, or year-end show,” said Amber Carson, office administrator.

“NDT dancers were more than ready to hit the stage!”

Niko’s participated in three dance festivals this year – two in Fort Saskatchewan, and one in Red Deer.

“Seeing the dancers back on stage with confidence and pride was such a heart fulfilling experience after so many months of not getting to showcase their hard work,” said Niki Hofer, owner of

NDT. “With 27 group numbers and 16 solo routines, NDT dancers made their parents proud with their hard work on stage taking home numerous first place standings, and choreography awards at each festival.”

In Fort Saskatchewan, Mya Stemberger placed second overall in the senior competitive solo and ”Sunday Picnic” received first place overall in the duo/trio performance division.

Rylee Olson received overall second highest solo mark in the intermediate junior division. Miss Alexis Bociurkiw received choreographer of the day for her hard work for “Can Can,” while NDT won third place overall for large studio.

In Red Deer, Miss Quincy Pipella’s “House Party” received Division 1 high score for 9-11 yrs old and Miss Alexis’ “Hometown” received Division 1 high score for 12-16 yrs old as well as Division 1 Grand Champion.

RCMP detachment gets new corporal and recruit Moush John Editor

The Tofield detachment in town now has two new additions to its team – Cpl. Jeremy Willis and new recruit Sean Crawford.

Willis was promoted to his position here from the Sherwood Park detachment, prior to which he had worked in Cold Lake and Drumheller.

“I am looking forward to rural policing in a small community and working closely with community partners and local residents,” Willis said.

“As Corporal in Tofield, my duties include directly supervising the constables by reviewing their files and providing direction. I also respond to complaints and investigate my own files.”

He joined the RCMP in 2010 after a suggestion from friends. Willis had previously been in the military and thought the transition to RCMP made sense given his background.

“My motivation was to have a career that was exciting and different every day. I believe visibility is very important to combating rural crimes.

Ensuring police are visible and patrolling the rural areas has an immediate impact on the reduction in rural crime.”

According to Willis, among his favourite memories in his career has been when he was raising RCMP dogs for training to be police dogs.

“I did this early in my career and remember it being some of the most fun I had. I ultimately decided to not pursue being a dog handler but the training and experiences I had from the program were some of my favourite moments.”

Willis said he is looking forward to serving the community in any way he can and working with everyone within the town and county.
