Hockey Report: Seven points for Neufeld Enhanced masking mandate in place for Tofield Health Care Centre Kerry Anderson

On Nov. 7, enhanced masking was implemented at Tofield Health Care Centre, in addition to the continuing care unit, to help prevent the transmission of COVID-19 according to an Alberta Health Services directive.

The directive stated that several factors went into the decision including rate of hospitalizations, outbreak status, occupancy, test positivity, and situational context. Gayleen Froese, communications for AHS, said by email that numbers around these deciding factors would not be provided.

The masking is required for AHS staff, physicians, volunteers, contracted service providers and Alberta

Precision Laboratories workers in patient facing areas throughout the THCC including hallways, the cafeteria and gift shop where patient contact could occur.

Patients, visitors and support persons are not required to wear masks in those areas, however are required to wear masks in the emergency department and patient triage areas.

AHS has stated that no patient will be denied services Additionally, masking will remain optional for staff when they are in an area where there is no contact with patients (staff break rooms/meeting rooms, corporate settings, health records departments).

Currently, there is no information available as to how long the directive is expected to remain in place.

Tofield U11 Titans (6-2-0) travelled to St. Paul and downed the home team 6-2 on Saturday. Kehgan McCabe (2g), Chase Ferron (1g 1a), Anthony MacNeil, Cooper Olson and Hunter Jackson scored for Tofield.

Logan Barmentloo stopped 25 shots for a .926 save percentage game.

Tofield U11-5/6 Titans (5-3-1) dropped an 8-7 game at St. Paul on Saturday but rebounded on Sunday with a 9-3 win at home. Scoring for Tofield over the weekend were; Griffen Neufeld (5g 2a), Finn Montgomery (4g 1a), Asher Montgomery (2g 1a), Bentley Ruzycki (2g 2a), Degan Samson (2a), Brodie McLeod (2a), Ayden Komarnisky (1g 2a), Kylie Riddell (1g 1a), Easton Kallal (1a), Ruby Montgomery (1g). No

goalie was listed for either game.

Tofield U13 Titans (4-5-0) dropped a 4-3 game at Vegreville on Saturday.

Tofield made two comebacks to tie the contest but Vegreville scored with 2:44 remaining for the win. Levi Montgomery scored twice for Tofield, with Austin Dehid also scoring. James Conrad picked up an assist.

Tofield U18 Titans (1-4-1) dropped an 11-2 game at Provost on Saturday.

Nicholas Tooke and Christian Pruden scored for Tofield, while Josh Swedberg and Scott Jardine collected assists.

After a successful year with Okotoks Oilers of the AJHL (31 pts in 39 games), Tofield’s Ty Yoder has (4g 6a) 10 points in eight games with the NAIT Ooks.

Tofield’s Hudson Lungal got a goal in his Sherwood Park U15 AAA Flyers 6-4 win over Lloydminster on Nov 5.

Ryley Fire Department's new bush truck now in service Kari Janzen Staff Reporter

Ordering a factory-made bush truck could be a two-year wait for the Ryley Fire Department, so they got the parts and built the new truck themselves.

Recently Beaver Emergency Services Commission (BESC) announced the newest addition to the Ryley Fire Department: a bush truck.

“It's going to be a grass, or bush, truck. Some call it a bush truck or a grass unit. It’s going to function for fighting grass fires and the mop-up in bushfires. It’s also going to be our medical truck as well,” said Deputy Fire Chief Willis Reist.

Ryley’s station had two bush trucks, but they were getting old.

“It replaced the one. We had two older, 20 year-old grass units and the one we got rid of and this is replacing one of them,” Reist said.

Instead of purchasing and enduring the long wait for a factory made, ready to use bush truck, parts were ordered and assembled by the fire department members.

“Opting against the standard two-year wait for a factoryorder bush truck, members of BESC instead embarked on an ambitious journey to build their own,” said the Beaver County social media post.

“After the project kicked off in April, the crew promptly started planning and ordered the essen-

tial chassis and parts. Come August, with the arrival of the chassis and cab, the building process commenced. The team ordered and installed the box, had the wrap and graphics completed, and added new tires and a bush bumper. They also installed the CET Fire pump skid unit, and had the lights, siren, and radio installed,” the post said.

Reist said there are about five people who have been contributing to the build, and a couple hundred hours have gone into the truck.

While the major pieces of the truck have been put together and are in working order, Reist says there are a few minor things to be done yet.

"The truck is in service with a few minor tweaks that will happen in the future to complete the truck. There's a few odds and ends that we need to do,” he said.

The completed project is described as a 2023 Ford F550 XL Crew Cab, equipped with a 7.3L V8 gas engine, a 19,500 lb GVWR package, and a CET skid with a 300-gallon water tank and a 10-gallon foam tank. It also includes an 11 hp Honda pump, a 12,000 lb Warn winch, a Bullet Proof bush bumper, and Toyo tires.

Council Corner Winter is coming - please clear walks and move vehicles when prompted Although the winter has been delayed in finding us, it certainly will arrive likely with a force, bringing frigid temperatures and a high amount of snow.

With the impending high volumes of snow, Mayor and Council would like to provide a friendly reminder to all residents, property owners as well as commercial business owners and operators: Snow is required to be cleared from walkways 24 hours following a snow fall.

In a community such as Tofield, with the volumes of foot traffic, this is paramount to ease of passage, as well as ensure the safety and wellbeing of those on foot.

Truly, this is your obligation to have snow removed.

If this is not done, the enforcement procedures through our Contracted Peace Officer may be followed, which could result in hav-

ing the property provided snow removal by a contractor at your cost. This is not a process that we like to see brought about, therefore, we are asking for continued diligence with snow removal, and would like to thank those for their efforts and hard work in having their properties continually maintained.

Also, in terms of snow removal, we would be remiss not to mention snow removal from our roadways.

The Operations department work tirelessly on having our roads cleared and done so in a very timely manner. Truly, our Operations Department provides a service unlike others and do what can only be termed as a “top notch” job.

However, for the crew to provide this service to the community, there must be compliance in removing vehicles from the roadways. Signage is placed in advance to

provide notice of removal routes.

This year more so than others, vehicles are not being moved. This provides a dangerous situation for equipment to try and navigate around parked vehicles and leaves an unfinished job.

Recently, an entire street was unable to be cleared due to parked vehicles. The roadway was so narrow due to parked vehicles, the grader was unable to make safe passage.

Once again thank you to those that have and continue to work with us on this. To make our community the best it can be, it takes the efforts of all for this to happen.

On behalf of Council, we do wish for the continuation of this beautiful fall weather, however, we must be prepared for what will be certain to come our way.

Sewer line repaired, Holden Legion able to celebrate war memorial’s 100th anniversary Kari Janzen Staff Reporter

The Holden Legion was able to hold their Remembrance Day ceremony in the Legion building, having repaired the sewer line in time for November 11.

“Normally we have the ceremony at the Paragon Theatre, but because that building flooded this summer, it had water damage and it's closed. We had the ceremony at the cenotaph, and then from there, we marched to the Legion. We had the rest of the ceremony there, with a dinner that followed,” said Holden Legion President Ernie Rudy.

The sewer line was discovered to have issues during the Legion’s annual pig roast in August.

“We had our annual Legion pig barbecue on August 12, and that's when it happened. Towards the end of it we had no bathrooms, and we had 150 people there,” Rudy said.

“It was probably a 60 year old sewer line that was originally ceramic. It had

cracked and tree roots had grown into it, so we had to dig it up and put a new sewer line in,” he said.

Local companies did the excavating and replaced the line at a minimal cost to the Legion, volunteering or significantly reducing the cost of their time and efforts.

“The cost was minimal to us, so that was fantastic,” said Rudy.

This year also marks the 100th anniversary of the cenotaph in Holden, which was acknowledged during their Remembrance Day ceremony.

During World War I eighty men from Holden went to war and of those, nine did not return. The cenotaph was constructed in 1923 to commemorate the fallen soldiers and is now 100 years old.

A second plaque was placed on the east side of the cenotaph in 1952, acknowledging the men who perished in the second World War, a list of another nine names.

The cenotaph was unveiled on June 4, 1923 and was dedicated by Bishop Grey of Edmonton.

Great memories shared at 50-year reunion Jana Semeniuk Staff Reporter

Graduates from Ryley’s high school class of 1973, in addition to former teachers and several other class mates from previous grades, gathered at the Ryley Legion for an evening of catching up, re-connecting and visiting the past, on Sept.

16.

Graduate and organizer Bernie Kope, said it was wonderful to meet up with old classmates and was especially happy to see a former principal who travelled from Nova Scotia to be there.

“It as just awesome. It was low key, everybody was just themselves and just a good social outing,” he said. “We actually had a former principal, Henry Van Berkel, come from Nova Scotia (to attend). He is 76.”

Kope said Van Berkel started as principal in

Ryley at the age of 26.

“I was a little bit of a renegade, I guess you might say, and we didn’t care for each other a whole bunch in school, but when you are 17 you know everything, right?” he said with a laugh. “It turned out, I realized he was right most of the time.”

Kope said after graduation, he had the opportunity to help manage the senior hockey team in Ryley which Van Berkel played on.

“He played for the senior hockey team in Ryley and I helped manage the team, so we went from student/principal, to friends,” he said.

Meanwhile, Kope said there were 18 students in his graduating class, but six students have passed away over the years. He said at least 50 people were at the class reunion made up of remaining graduating class members in addition to other

students who moved away before graduation and their spouses.

He said that while he recognized most of the people, some he did not.

“There's actually a girl that moved away in grade six, and she was there and I would have never recognized her,” he said. “There were some girls I went to high school with and on the street, I would have never known who they were.”

Kope added that although the group have held previous reunions, he still thinks there will be more reunions in the future, adding that he thinks the get-togethers are important.

“It’s a day we’ll never forget. When you spend 12 years with somebody, it’s important,” he said.

“All you need is a couple of people to get it together. Some people who lived in Ryley didn’t come, but (other) people from Nova Scotia, Van-

couver Island and California came. I’m the instigator so (another reunion) is always going to be in my head.”

It’s that time again On Tuesday, Nov. 14, Town of Tofield Public Works employees could be seen installing Christmas lights and decorations on main street and around town.

The colourful light display is a sign that Christmas season is officially upon us, meanwhile Winterfest plans are in the works for the first weekend of December.

JOHN’S RANT Does it matter if Smith shares the stage with Tucker Carlson?

So Tucker Carlson, the outspoken, flamboyant U.S. commentator is coming to give a chat to an audience in Calgary.

Now it’s no secret that Carlson is a right wing commentator. In fact his views actually got him fired from Fox News, probably not so much because of his cynicism, but because the Fox Network had to pony up a lawsuit settlement of more than $700 million after Carlson trashed Dominion Voting Systems and their handling of the U.S. election.

I would really expect that whatever his point of view on the issue was, is not as much the defining reason for his firing as was the huge settlement Rupert Murdoch and his shareholders had to pony up.

Then Carlson ventured over to X where he still commands a huge audience as he espouses his points of view.

I have never listened to Tucker Carlson.

I have read the nattering of his supporters and his detractors and as a big boy I made a decision that I really don’t want to listen to him.

If someone provides me a ticket to go to Calgary to hear him in person, I might be tempted.

It’s the same as I’ve not gone out of my way to listen to Jordan Peterson or Greta Thunberg.

Different people have different points of view.

So it is with a chuckle when I read that Premier Danielle Smith will take the stage with Carlson near the end of his presentation in January.

So why shouldn’t she?

She doesn’t have to agree with his values.

In all likelihood she doesn’t agree with all of them.

As her spokesman stated, she also doesn’t necessarily agree with the Toronto Star or the CBC but she still does provide them with interviews.

So naturally, I’m curious why word of her appearance with Carlson has some media columnists, and fading NDP bright light Rachel Notley, so up in arms.

After all, freedom of speech and freedom of association are enshrined in our constitution.

Notley has famously refused to do interviews with the Western Standard because its viewpoint doesn’t necessarily match hers.

“Hypocrisy upon hypocrisy... even as NDP leader Rachel Notley condemns Premier Danielle Smith for limiting questions at press conferences, Notley herself avoids questions she doesn't want to answer by arbitrarily cancelling reporters who might ask questions she doesn’t like,” the Western Standard wrote at the time.

Why shouldn’t Smith be seen with someone whose popularity can rival that of enter-

tainer Taylor Swift in a different setting.

It’s a great opportunity to be seen and heard by a vast audience and receive attention across North America, if not further.

Meanwhile, Rachel will be sitting quietly in her office muttering that she can’t get the same attention.

Notley said Carlson has attacked Ukraine, made disparaging remarks about women and endorsed an attempted uprising related to the presidential election in the United States.

“He is not a credible figure,” Notley told reporters at an unrelated news conference in Edmonton.

“The fact that our premier believes it’s appropriate to normalize the things this person would say by appearing on a stage with him demonstrates a profound lack of judgment on her part.”

Notley said it also damages Alberta’s reputation on an international level at a time when the province is trying to attract investment dollars.

“I would call on the premier to immediately cancel that planned appearance, because Albertans deserve better from their leadership,” she said.

“They deserve responsibility. They deserve a measured form of leadership – and appearing with that character on stage is not that.”

“Tucker Carlson is a pro-Putin white nationalist, so naturally Danielle Smith is scheduled to help him promote his event in Calgary in January,” finance critic Shannon Phillips wrote on the social media platform X, formerly known as Twitter.

NDP MLA David Shepard added that Carlson is a loud promoter of “great replacement theory” and other white nationalist ideas – “not someone the premier of a diverse province should be giving time, particularly at a time of rising antisemitism (and) Islamophobia.”

Rachel and her minions mix with transgender activists, crossdressers trying to indoctrinate young kids by reading promiscuous books to them in libraries, and the like.

And then she has the nerve to tweet out; “Danielle Smith will not sit down with Albertans worried about their pension being gambled away.

She will sit down with Tucker Carlson, though. Give me a break…”

To be sure Smith has discussed pension reform with Albertans and there is a team holding town hall meetings to discuss the issue prior to it being further refined and then presented to Albertans for a referendum vote.

So Rachel, who’s the hypocrite here?

What if I said “Okay, you cheeky little brats, quit dawdling and get to work! I don’t have time for more of your nonsense!”

The second example doesn’t sound like as much fun as the first, does it. The first is something, or similar, that my

mother might have said to my sisters and I. She often chided us for lollygagging (which at one time I thought had to do with swallowing a large lollipop) and even our father occasionally called us whippersnappers but I don’t recall them using the word tomfoolery (something not only boys named Tom were accused of). It was also called horsing around, which included galloping, neighing, and bucking. No it didn’t, which is why even the experts

aren’t sure why playing around has anything to do with horses. The second is almost word-forword out of the mouth of my most unpopular teacher; I’m sure he would lose his job if he dared calling his students brats today. In fact, he wouldn’t be allowed in a classroom today, except maybe as a janitor.

My interest in old sayings or slang words was renewed recently when a television character called a young woman a cutie-patootie, and in

turn the first guy was accused of being an old corn dog. Because patootie apparently is another word for rear or ass and not welcome when referring to a female; sexual harassment, anyone?

An old corn dog is the male who may or may not simply be commenting on her pretty face and not being offensive or suggestive at all. Anyhow, I was prompted to make a list of weird or funny stuff that we’ve possibly uttered at some time or remember our

parents and grandparents uttering. Words like persnickety, wishywashy or wackadoodle.

Thingamajig, fiddlefaddle or fuddleduddle.

Puddin-faced –which is cute when a baby is feeding itself chocolate pudding but translates to an adult resembling a platypus.

Get one’s goat, close but no cigar and Jesus H. Christ. And put a sock in it, which means shut up or be quiet, which is what I’m going to do right now.

Camrose and area Christmas Child Shoebox collection this week Kari Janzen Staff Reporter

This year the Camrose & Area team set a goal of collecting 2,500 shoeboxes for Operation Christmas Child, a division of Samaritan’s Purse.

Since 1993 Operation Christmas Child has collected and delivered 209 million shoeboxes in more than 170 countries and territories. Shoeboxes are filled with toys, hygiene items, clothing, and school supplies which are delivered around the world to children in need.

Tofield Community Church is one of the local churches that has been

packing shoeboxes for many years. One church member has, in the past, volunteered at the Calgary collection centre.

“Volunteering at the Operation Christmas Child Calgary Processing Centre was always a highlight of the winter months when I was in high school. Our youth group would go down to Calgary each year during a school break at the end of November once the collection week had taken place.

“The first time I went, I remember thinking the shifts we were given to work seemed like they would take forever, but the time passed very

quickly as we worked alongside, visited, and laughed with many other folks of different ages from all around Alberta.

“Most often we were given the task of sorting through thousands of boxes that had been collected earlier in the month. We would check to see if the items were suitable, such as no warrelated or scary items, no liquids etc., and that the collecting donation envelopes had been sent in with the boxes.

“If a box was a little empty, there were additional items that we could add to make sure they were as full as possible for the excited chil-

dren who would receive them.

“Then we would tape them shut, and add them to shipping boxes that would then be shipped around the world. It was always such a fun and encouraging trip to see so many people working together to bring joy to children we would likely never meet, and to know that God would use those boxes to show so many around the world the incredible love that He has for each one of them,” the church member said.

Pastor Jon Stewart with the Tofield Community Church described the delivery of shoeboxes as “tangible expressions of God’s Love.”

Food Bank grateful for additional provincial funding Jana Semeniuk Staff Reporter

A recent announcement Nov. 6 by the provincial government saw $10 million being provided to address food insecurity in Alberta, $3.7 of which is going directly to food banks.

The remaining will be split up with $4.1 million allocated through food security grants in addition to $2.2 million to develop a program to coordinate the needs of food banks and related operators during emergency needs such as natural disasters.

The news of additional funding was welcomed by local Tofield Ryley and Area food bank chair Dawn Arnold.

“All the little food

banks were given $8,000 but (we) had to sign an agreement, and one thing about this agreement, as opposed to last January, was the parameters are wider.

We have until September of 2024 to spend and report,” she said, adding that in Jan. their $8,000 grant had to be spent in three months.

“There was no way we could use (that much) in three months,” she said.

“What we did is we went and bought $5,500 worth of meat (and) we put it on our account at Tofield Packers and we had them bill us. There was no other way.”

While the food bank has seen unprecedented use over the past few years, Arnold said the number of

hampers distributed so far this year compared to last year is down.

“At the end of Oct., we were down by 40 hampers so far from Jan. to the end of Oct. (compared to) last year, so that’s good,” she said.

“We have quite a few elderly clients and several (have passed away). People (have also) moved away to the city.”

Meanwhile, during the provincial announcement Nov. 6, Jason Nixon, minister of seniors, community and social services, said the federal government could drastically address the affordability crisis by removing the carbon tax.

Tofield School students did not have school on Remembrance Day, therefore students had their ceremony on Friday, November 10.

The entire school joined in the gymnasium to honour and respect the men and women who served and continue to serve Canada.

The students lit candles for some of the fallen soldiers that they knew, and also laid wreaths.

Principal Lazaruik made a speech about some of her family members who have and continue to serve.

Beaver County continues to advocate for nurse practitioners in rural areas Beaver County Council presented a resolution at the convention of 2022 supporting recruiting and hiring more nurse practitioners in rural parts of the province and county.

“Beaver County is advocating for additional care for seniors before they need a long term care bed, as well as for more rural long-term non-private beds,” said Camrose MLA Jackie Lovely. “This would take the load off nurses and hospital beds in the Tofield and Viking Hospitals.”

“They are also advocating for support to keep Holden Lodge viable as it is critical to the Village of Holden and its residents,” she said. “It’s all about providing services to those who built this province.”

Beaver County Deputy Reeve Gene Hrabec (Division 3 councillor) was in Edmonton at the Alberta Legislature and Rural Municipalities of Alberta convention last week to advocate on behalf of long term beds for seniors. Hrabec is the chair of Beaver Foundation, which oversees government owned and operated seniors facilities in Beaver County.

“Beaver County Council and I have been in conversation with Minister Jason Nixon, Minister of Seniors, Community and Social Services of Alberta,” said Lovely. “I found the Minister to be quite supportive of our advocacy for Holden. I look forward to the next step,” said Lovely.

Remembrance services were held November 11 throughout the county in Viking, Holden, Ryley and Tofield.

Council needs more information before deciding on notice of motion Patricia Harcourt Beaver County Council voted down a notice of motion by Councillor Barry Bruce (Division 4) 4-1 in favour of getting more information before deciding on a path forward.

Bruce made the motion at the Nov. 1 regular meeting, which read: “That council consider Councillor Bruce’s Notice of Motion to direct administration to draft a bylaw to create an assessment subclass for abandoned and unsightly buildings in hamlets and subdivisions.”

However, council made it clear this wasn’t an outright rejection of the principle idea behind Bruce’s intention of finding a way to deal with abandoned and unsightly buildings. Bruce served notice he would be bringing the motion to council at a previous meeting, particularly targeting problem properties in the Hamlet of Bruce which he represents as a councillor.

Bruce had stated that he was taking the example of the City of Edmonton’s “mature area derelict residential assessment subclass,” introduced by the city to put a tax on its own properties.

Bruce stated his intention was for the county to get some revenue from these properties and add an incentive for them to be cleaned up.

Margaret Jones, manager of legislative services, said the notice of motion came from a councillor so administration could not comment but did provide two documents from the city of Edmonton.

Bruce provided council with an explanation as to the reason for his motion, stating he had lived in the community “my whole life,” and knew “lots of responsible landowners” who cleaned up their properties once they were no longer being used.

But there are also irresponsible landowners who “don’t do the right thing,” he said, and leave their buildings abandoned to become dangerous, smelly and infested with animals.

He worried about cellars that used to be used to collect runoff in the spring now being a danger to people entering old buildings looking for antique, or curious kids just looking around.

“It’s a stark reminder of what can happen,” he said, referring to abandoned wells. Bruce said he is asking the people who own these rundown properties “to pay taxes like everyone else,” noting one such landowner only pays $23 for annual taxes.

“You can vote against this motion ,” said Bruce, but felt it was council’s responsibility “to get a few extra tax dollars to benefit the community.” He added he was “not asking to evict anyone,” but “if they are not living there they should pay tax like anybody else.”

Councillor Lionel Williams (Division 2) said he “appreciates (Bruce’s) reflections,” but wondered if this tax should be restricted to just hamlets and Continued on BCC3

“There are lots of abandoned wells,” he said, throughout the county that should be addressed. “There are lots of unsightly properties that don’t have buildings but a lot of other things,” that need clearing up.

He asked if the intent of the motion could be expanded to include all properties (not just buildings) in the entire county.

But Bruce said he “stands by my original motion,” and would not accept a friendly amendment as his intent was “to target buildings in public spaces.”

Williams replied that he “would rather treat everybody the same.”

Bruce said Williams’ point was a good one, but they are all paying taxes whereas these derelict properties in the hamlets and subdivisions are not.

And neighbours live close together in the hamlets, so a rundown property next door or across the street “is a non-stop 24-hour a day problem” for their neighbours.

“If we defeat this motion, nothing will happen and people want something

questions we could make a better decision,” he said. “I think there’s a way to do it. I think we already have the tools in our tool kit, we just don’t use them.”

He agreed with Williams on another point: “I don’t like treating anybody, certain classes of people, differently,” he said. “I don’t want to pick a class…I think we can fix these things” without doing that.

Reeve Kevin Smook (Division 1) added his voice to that stating he didn’t support the motion as introduced. “I do like creating a separate assessment for properties with abandoned or derelict buildings…but only if it is county-wide.”

Williams asked, regarding Hrabec’s comments, why the county hasn’t done anything about the derelict properties if there are already bylaws to deal with them.

Jones replied that there is a nuisance bylaw on the books already, but acting on it is difficult without a working definition of what unsightly means.

“Establishing a level of service for hamlets is a top priority for the county,” she said, in the New Year.

Said Bruce: “If we want people to come to the community we need to clean them up…We’re shooting ourselves right square in the foot.”

The county then cleans them up before putting them up for sale. But sometimes the owner comes back and pays the taxes before the sale happens, leaving the county “on the hook” for the cleanup.

Jones replied that, if a cleanup order had been issued against the property previously, the cost can be added to the next taxes imposed. However, there are issues along with demolishing a building such as dealing with asbestos.

“We need all that information before proceeding,” said Hrabec, noting the county “already has a derelict building bylaw.”

Hrabec felt “there are better ways to handle it,” citing the Kinsella ag society’s grass cutting in its own hamlet.

“If we had a report to answer those

council for the past six years and brought up these issues several times, with nothing done.

“These are big, big issues,” he said.

“We give it all kinds of lip service…and we’re not using them (the bylaws). We’re coming to council meetings and we’re not doing anything.

“All I am asking is to elevate the tax to what the neighbour is paying,” he said.

“We can use the money for the benefit of the community.”

After Bruce’s original motion was defeated, Hrabec proposed another motion that passed after an amendment

by Smook was made to it that the motion refer to abandoned properties not abandoned buildings.

The motion passed read: “Direct administration to prepare a report regarding existing policies, administrative procedures and bylaws to address unsightly complaints, including costs to administer these policies and bylaws.”

And further, “Administration is also to seek legal advice regarding the assessment subclass bylaw for abandoned and unsightly properties throughout the county.”

Council will deal with this report at a later council date, or possibly at a Governance and Priorities Committee meeting for further discussion.

HENRY, Palmer Joseph

Stewart Allan Campbell

March 20, 1932 – Nov. 7, 2023

Aug. 11, 1931 - Nov. 6, 2023 Stewart Allan Campbell of Round Hill, Alberta, passed away on Monday, November 6, 2023 at the age of 92 years.

Left to cherish his memory are his children Dale (Brenda) Campbell, Dean (Denise) Campbell, and Murray (LeeAnn) Campbell; seven grandchildren; seven great-grandchildren; and siblings Shirley Stensrud and Lester (Donna) Campbell.

Stewart was predeceased by his wife Jeanne; and siblings Albert, Tommy, Donald, Margaret, Bob, George, William, Doreen, and James.

A Funeral Service will be held at 11:00 a.m., Wednesday, November 15, 2023 from the CityLights Church, 4920 48 Street Camrose officiated by Rev. Brian Hunter.

If family and friends so desire, memorial contributions in Stewart's memory may be made to the Emile Bosmans Memorial Garden Cemetery.

On Tuesday, November 7, 2023, Palmer Joseph Henry of Tofield, Alberta, passed away at the age of 91 years with his family by his side.

Palmer was born on March 20, 1932 in South Bathurst, NB. He retired from the NB Power Commission as a Chief Foreman at the age of 55. He enjoyed many years of travelling with the love of his life, wife Carol. His passion for creating and building things continued until his passing.

He leaves behind five children Laura, Kathy, Alan, Michael and Sandra; two daughters-in-law Lynell and Christine; and three sons-in-law Peter, Ernie and Edward; eleven grandkids; 17 greatgrandkids; one brother Burman (Karen); four sisters Yolande, Betty, Eileen and Marlene; along with numerous nieces, nephews, relatives and friends. Palmer was predeceased by his loving wife of 55 years Carol; his daughter Gloria; his parents Wilfred and Bertha; and a brother Giles.

A Private Viewing was held at Autumn Rose Funeral Home. Interment took place in the Tofield Cemetery. Memorial donations may be made to the “Canadian Cancer Society.”

Dec. 31, 1946 - Nov. 8, 2023 John (Jack) Wesley Nolan, 76, of Vegreville, Alberta, passed away on November 8, 2023 surrounded by his sons. He was born to parents Charles and Evelyn Nolan (French) on December 31, 1946 in Edmonton, Alberta. Jack resided with his family in Bruce, Alberta for the first 9 years of his life, moving to Tofield in 1955 where he completed his schooling.

Upon graduating high school Jack entered into the field of Renewable Resource Technology in Saskatoon, Saskatchewan. After receiving his diploma he had an active career working for Alberta Fish and Wildlife, Canadian Wildlife Services and the Alberta Research Council. Jack was an active member of both the Tofield and Vegreville Gun Clubs as well as involved with firearms training. Throughout the years Jack could be found amongst the trees, foothills and mountains, hunting, fishing or trapping.

Jack raised his three sons with wife Rita in Vegreville. The boys’ childhood was filled with fishing trips to Northern Saskachewan and cabin vacations at Manitou Lake. He passed his love for the outdoors onto his sons and through them his grandchildren.

Jack married Joyce in 1995. They shared a love for travel, photography, camping and visiting friends and family. A year rarely passed without a moose hunt. With retirement came free time available for them to travel. In Alberta’s spring and summer they would visit family and friends in Saskatchewan, Alberta and the Yukon, living out of their truck and camper for weeks. You would often find Jack in a fishing boat, camping by a lake or at the Canmore Music Festival. Fall would come and with it hunting season. As winter set in, Jack and Joyce would search out the warmer climates of Mexico and Arizona, fishing rod and hunting rifle exchanged for a tennis racket and happy hour in the RV park.

Jack will be remembered for his passion for the outdoors as well as his kind and gentle manner.

Jack was predeceased by his first wife Rita Barrett and second wife Joyce Nolan (Walker) as well as brothers Walter Nolan and Kenneth Sanderson.

Jack will be deeply missed and lovingly remembered by his children: Luke Nolan (Sharla), Desmond Nolan (Susan), Greg Nolan (Jenna) and grandchildren Aquin, Cooper, Sawyer and Denver.

He is also survived by his sister Sherry (Bruce) McFadzean, brother Patrick (Carole) Nolan and Bob (Maryanne) Nolan as well as many nieces, nephews, cousins and his newest family member “Ranger”- his companion dog and best friend.

The family invites you to Jack’s Celebration of Life on Sunday November 26, 2023 at the Vegreville Legion. Doors will open at 11:00 with the celebration beginning at 11:30.

In Lieu of flowers please consider making a donation to one of Jack’s charities. He annually supported both the Canadian Cancer Society and the Juvenile Diabetes Research Foundation.

Local author returns to the area to unveil story of mad trapper Patricia Harcourt Staff Reporter

The author of a mad trapper story that involved both his mother and the RCMP set in the north returned to Viking to unveil his book, “Lucy and the Hunters of the Mad Trapper.”

John Crawley gave an enthusiastic accounting of his mother, Lucy, and her adventurous four years in the small community of Aklavik, N.W.T. His admiration for her was evident along with his pride in her strength of character and determination.

First published in 2014 by Littlemore Inc. and printed by PageMaster Publication Services Inc. the book ran for two weeks on the Edmonton Journal’s best seller list.

Crawley visited the Viking Seniors Centre Nov. 1 to regale an intimate audience of friends and acquaintances with stories of Lucy and her adventurous life.

But it was also a chance for him to return to Viking after living there many years before with his parents.

The events he describe are what people used to call “a whopping good yarn,” and are based on the razor sharp recollections of Lucy some 50 years after the fact.

Crawley read excerpts from a book with an intriguing jacket photograph of Lucy as a young woman standing on a darkened shoreline looking out (with her back to the camera) at the posse of RCMP boats setting out to capture what was then called the “mad trapper” in 1932.

The cover draws the reader into another place and time, in Aklavik, a hamlet located in the Inuvik Region of the Northwest Territories, Canada. Today, it is known as the muskrat capital of the world.

Lucy arrived to teach Sunday School as a missionary, and wound up as the new matron at the hospital.

But he had other tales to tell of his time spent in Viking as a high school student.

Born in Grande Prairie, Crawley came to Viking from 1959 to 1964. At the reading, Deb Hill confirmed that his father, Rev. Crawley gave her religious instruction as her minister every Friday when a youngster.

“It’s such a well written book,” said Hill, “and based on true events. It’s a very interesting read.”

Crawley recalled that as a student he worked for the Viking News. Including parts of his own life was a way to help readers understand his mother’s story.

“I should give a little trivia,” he said. “I could write a whole book about Viking. It’s a wonderful place. If I was asked, I would say I was from Viking even though I was only here for four years. I could write a book.”

Years later, while working as a consultant on a buying contract in Washington, D.C., Viking came back in a remarkable manner while visiting the Smithsonian Institute.

“The very press (that was formerly) in the Viking News was in the Smithsonian,” he exclaimed. “It was just incredible.”

He added: “I could write the book on Viking.” His stories included one on how the paper changed hands during a poker game.

Crawley left Viking in 1964 at age 21 to start his printing and graphic artist career, for which he credits his time at the Viking News. “It all started on the main street of Viking. I retired at the age of 75 and went on from there to write a book.”

“It’s a story of my mother,” he said, whose full name then was Lucy Ball. She was born in Halifax and, rebelling against a strict upbringing, joined the missionary services and was sent to the furthest point north in Canada Aklavik.

When she arrived there she didn’t even know how to boil water, let alone cook, he said, as Lucy had been raised with servants and lived “a pampered life.”

But while Lucy only stayed in Aklavik for four years, he said she “was intrinsically involved in the mad trapper.”

The hamlet was isolated with only two ships coming in to bring in supplies a year. Crawley has many photographs taken by Lucy, who took the first picture of a mail plane to fly into Aklavik. In fact, all the pictures in the book are either hers or Crawley’s and guarded preciously by the family.

The RCMP posse had about 10 men going out to try and catch the wanted trapper. “Lucy served all the people on the hunt,” said Crawley, having to learn how to cook amongst other duties.

During that time, she got to know the mounties and heard all their stories and adventures.

His mother later lived to be-

come “a feisty senior citizen,” he said, and died at age 89.

But 50 years after leaving the North, she would tell him things that sent him on a journey to find their meaning, he said.

She talked about battles or firefights the RCMP had with the mad trapper, although Lucy referred to him as Johnson. rawley states his mother told him the story 50 years after it actually took place.

“I could remember word for word from memory,” he said, what she told him. He also had the original documentation from the RCMP files.

“The book is full of Godcidents,” he said, a word he uses for “coincidences that are sent by God to help a person out when there is no other way.”

He tells an amusing tale of how his mother, at 84, managed to get herself arrested while seeking a meeting with thenmayor of Edmonton Jan Reiner.

rundown park dedicated to the memory of a policeman named Spike.

“An order-in-council was passed,” reported Crawley, after which: “It was the first park to be cleaned in the spring and the last in the fall.”

The presence of blackbirds on Spike’s monument at a moment of symmetry was followed by other appearances by the birds at other key times. It is cited as one example of several “Godincidents.”

But the theme of the book hinges on Lucy’s arrival in the north in 1928 and her departure in 1932.

“It was the last year she was there that it happened,” he said, of the mad trapper incident. The man she called Johnson was shot once in the chest and the mountie who killed him drove his body back via dog sled in a frozen -45 F landscape.

Crawley went no further in his elucidation of this incident and left it to future readers to find out the details in his book.

Rat infestation reported in Calgary not expected to spread Kari Janzen Staff Reporter

In early November it was reported that two recycling facilities in the city of Calgary declared an infestation of rats.

While Alberta is considered rat-free, that does not mean there are never rats, but the province considers the presence of more than a single rat to be an infestation.

The province of Alberta website puts it this way: “Albertans have enjoyed living without the menace of rats since 1950 when the Rat Control Program was established. Alberta’s rat-free status means there is no resident population of rats and they are not allowed to establish themselves. It does not mean we never get rats. Small infestations occasionally occur, but when found, the rats are isolated and eradicated through proven control methods.”

The most common species of rat in Canada is the Norway rat and is confirmed to be in the recycling facilities.

“The Norway rat is unique because it must live with humans or in their structures. It cannot survive in natural areas and cannot overwinter in cultivated fields in Canada,” the website says.

Norway rats depend on a food source and shelter that humans provide, and they have found exactly that.

“Cascades Recovery+, a contractor that sorts recycled material from curbside collection in the city, confirmed the presence of Norway rats at its facility in

southeast Calgary.

The province said the other impacted facility is Capital Paper Recycling, just a few blocks away in the same industrial area,” CBC News reported.

Alberta’s rat and pest specialist Karen Wickerson says that it is not likely that the rats will move to more locations as they have all they need to survive.

“There's no other place that they really want to go because they have everything. They have a warm, safe place to live and they have a food source,” she said.

Norway rats are a non-native species that entered North America around 1775.

As farms were being developed and built close together, rats traveled west.

“Rats entered Saskatchewan in the 1920s and extended their range to the northwest at about 24 km (15 miles) per year. Rats were first reported on the eastern border of Alberta in 1950, and would have continued to spread westward had it not been for a rat control program that halted their advance and continues to maintain an essentially rat-free province to date,” says the province’s website.

The rat control program that was established in 1950 and still continues today covers a 29 km wide swath 600 km long up the Alberta-Saskatchewan border, spreading from Cold Lake to the Montana border.

“Supported by (the) government through funding and supplies, the seven municipalities in the zone bear the most responsibility for rat control. In addition,

farmers, counties, pest control officers and the government’s rat control staff help maintain Alberta’s rat-free status,” the website says.

Also working in Alberta’s favour, alongside the Rat Control Zone, Alberta itself is naturally a good barrier for rats.

“In Alberta, the distribution of people is largely determined by vegetation type and geography, which also acts as a barrier from invading rats. The province is protected from rat invasion in the south by open, relatively unsettled short-grass prairie, in the north by boreal mixedwood forest, and in the west by the Rocky Mountains. The only route of invasion is overland from the east along a sparsely populated rural area, itself a limiting factor to rat migration,” says the website.

“Rats are known to hitchhike; of the 26 rats found in 2020, many rode into Alberta on transport trucks or personal vehicles,” the website says.

“Rat control measures in Alberta have not changed much since 1960. Major differences today include a smaller workforce, fewer farmsteads, improved road systems, and better communications and control agents.

“After 1959, the number of infestations dropped dramatically; to the point where there are one to five infestations confirmed per year. The number of single rats that hitch rides on vehicles per year total more than the infestations now,” the website says.

It is also illegal to own pet rats in Al-

berta. When rats were declared a pest in 1950, they were added to the list of pests under the Agricultural Pests Act of Alberta (1942).

“Under the Act, it is illegal to import and sell rats in the province, or keep them as pets. A few white rats have been brought in by pet stores, biology teachers and well-meaning individuals who did not know it was unlawful to have rats in Alberta. The white rat or laboratory rat is a domesticated Norway rat. If white rats escaped captivity or were turned loose, they could multiply and spread throughout Alberta just like the wild Norway rat.

“Consequently, white rats can only be kept by zoos, universities and colleges as well as recognized research institutions in Alberta. It is illegal for private citizens to keep any strains of rattus species of rats as pets, including hooded and white rats” the website says.

All Albertans are charged with the task of doing their part to keep Alberta ratfree. While those living on the AlbertaSaskatchewan border will have a higher chance of seeing and reporting a rat, it is the duty of all Albertans.

“After many years, rat control has become routine and is a source of pride to the citizens of Alberta. However, the problem is not solved; personnel involved in rat control must continually guard against complacency. Rats can spread throughout Alberta just as easily today as they could in the past,” says the website.
