The Town of Lamont's proposed park plan was back on the agenda for discussion during the Oct. 29 regular council meeting. New councillor Doug Pewarchuk made the request to have the park plan put on the agenda, because he said he wanted to make a motion to have a public presentation of the park plan made during the Lamont Light Up celebration on Nov. 30. Coun. Pewarchuk said he would like to see the town have a poster pres-
entation along with samples of the concept plan available to the public during the annual event. Coun. Gail Hrehorets informed coun. Pewarchuk the Light Up Committee is not a committee of council, and that the parks committee would have to make that decision. As far as Coun. Steve Sharun was concerned, Coun. Pewarchuk's previous comments during the election campaign regarding lack of public input was not true and undermined the work of six people on the committee. Coun. Pewarchuk apologized
and said that was not his intention. Council did agree to bring the request to the attention of the parks committee, and if members are agreeable, then they could approach the Light Up Committee and then report back to council with their findings. In Pewarchuk's Oct. 22 letter to the editor in the Lamont Leader he stated: "If I am elected, my first motion will be to rescind acceptance of this plan pending public input. If I am unsuccessful, I will be initiating a petition to seek its public presentation and review."

Councillors invoke new code of conduct Michelle Pinon Editor
Even though you cannot prohibit freedom of speech, you can enact protocols and policies in regards to language and behaviour; and that was the case last Tuesday evening when Lamont town council unanimously passed its own Code of Conduct. According to the policy, "Within chambers councillors shall conduct themselves in accordance with Bylaw 12-13 Procedural Bylaw. Particularly they shall refrain from: use of offensive language, personal attacks on fellow council members, defamation." The bylaw went onto state that: "Outside chambers councillors shall: refrain from personal attacks, refrain from use of media, including social media to advance an individual councillor's position or cause, maintain confi-
dentiality on all matters especially in camera matters, exhibit a high degree of integrity, as benefits their position as elected representatives and conduct themselves with dignity while representing the municipality at any outside function." Council members did grapple with the original wording which stated: "Refrain from use of media to advance their cause" that was subsequently changed to state: "Refrain from use of media, including social media to advance an individual councillor's position or cause." Coun. Doug Pewarchuk said that you can't legislate who you can and cannot talk to, Mayor Bill Skinner said they could agree to a standard of how to conduct themselves. Coun. lors have to accept the decision of council, even if they don't vote that way and even if they don't agree. Mayor Skinner said it doesn't prevent councillors from expressing concerns, and questioned whether it was more a wording issue than anything. Coun. Dave Taylor made the suggestion to include the words "social media" in the wording of the policy. Coun. Deb Dunsmore said they would have to clarify that. Coun. Pewarchuk said his biggest concern was that council was using a "shotgun approach" to the issue. Pewarchuk also noted that Councillor Gail Hrehorets did just that when she promoted the park plan in a newspaper article in The Lamont Leader.
Mayor Skinner pointed out that Coun. Hrehorets was commenting on behalf of the parks committee, which is a committee of council, and not advancing an individual cause. Skinner suggested they change the wording to state: "Refrain from use of media, including social media to advance an individual councillors position or cause. Coun. Pewarchuk said he wasn't going to quibble over the wording, and coun. Debra Dunsmore made the motion to pass the policy with the rest of council voting all in favour. Other stipulations outlined in the policy included a dress code of business casual attire within council chambers. Councillors must be familiar with statutory rules governing absen-
teeism including, but not limited to, Section 174 (1) (d), (2) and (3). Councillors must be aware of all rules governing disqualification of councillors particularly, but not limited to, those contained in Section 174. It is also the responsibility of each councillor to ensure that he/she is familiar with all pecuniary interest provisions of the Municipal Government Act, R.S.A. 2000, Chapter M-26 ("the Act"), including, but not limited to, those contained in Division 6, 7, and 8 of the Act. Councillors must also be familiar with: *Pecuniary interest, including all those persons and legal entities whose financial interests in a decision of council will disqualify the councillor.

Improper spending has no place in the Senate
Dear Editor: I would like to take this opportunity to express my views on the ongoing “Senate Scandal”. Let’s just stick to the simple facts. Four Senators have misappropriated public funds, unjustly claiming expenses. There is no question of interpretation in this matter. The funds were not theirs and they took them. They should be fired. Most Senators are not elected parliamentarians. Therefore, they are not directly accountable to the electorate. If they were elected, then the voters would decide their fate. Since Canadians cannot directly decide their fate, responsible MPs and Senators must stand up and call out these reprehensible Senators. These Senators were appointed to do a job. They have not conducted their work with integrity and have inappropriately claimed expenses. They have abused their parliamentary privilege and should therefore be suspended without pay from the Senate. Sincerely, Leon Benoit, MP
First impressions are everything The importance of a good first impression can never be underestimated. A first impression will stick with you no matter where you go or what you do. I was watching with keen interest during the Town of Lamont's inaugural meeting of the 2013-'14 term on Oct. 29 to see how the rookies interacted with the veterans. In particular I noticed how Doug Pewarchuk's astuteness led to a couple of interesting scenarios, including an appointment to the public services committee as fellow newcomer Dave Taylor agreed to step down and give Pewarchuk his spot on that committee. Pewarchuk proposed instituting a policy regarding notification of property taxes for new homeowners who take possession in June. His recommendation was passed onto administration after a letter of rebuttal was received from a new resident. Pewarchuk also made a recommendation to have the town's park plan on display during Light Up festivities to allow for public input. That will depend on park plan committee members. So good, bad or otherwise, Pewarchuk has made his first impression with his colleagues, and will soon make his appearance in the court of public opinion. Michelle Pinon

Local resident voices scandal concerns I have listened with growing disgust at the shameful spectacle playing out in Canada's Parliament and Senate about unwarranted entitlements and expenses claimed by three senators. Particularly disturbing is the lack of shame or regret for their actions; instead throwing their one-time benefactor Prime Minister under the bus as though he was the perpetrator. Senator Duffy has lived in Ottawa for 40 plus years and is intimately familiar with the Halls of Parliament and the Senate Red Chamber in his capacity as Parliamentary Journalist for several major Canadian media outlets. During Lamont town council's annual organizational meeting Oct. 29, new Councillor Doug Pewarchuk made the request to sit on the public services and protection of persons and property committees. Typically, Coun. Wayne Field said they shuffle members from one area to another every year or so to give them an opportunity to eventually sit on all of the committees. "Sometimes we will have a committee of the whole meeting," added Coun. Field, who felt they were already well represented. Coun. Debra Dunsmore asked if they were limited to a certain number of people on a committee? Mayor Bill Skinner said that once there are four people on a committee, it represents the majority of council. It was pointed
out that there would be a way for Coun. Pewarchuk to sit on a committee he is not appointed to, if one of the committee members stepped down. Coun. Dave Taylor then volunteered to step down from one of the committees he was appointed to, and coun. Pewarchuk chose to sit on the public services committee since he said he has a fair bit of experience in that area. There was no further discussion on the issue. Coun. Pewarchuk did ask if an alternate could attend other committee meetings? Mayor Skinner said was advisable to keep up to date about what happened, but not necssary to attend. If he did want to attend other committee meetings he could, but he would be a non-voting member. Council then passed all committees of council. They include: corporate
services, public services, protection of persons and property, and parks and recreation. Members of the Municipal Planning Commission and Subdivision and Development Appeal Board were also passed. External committees, board and commissions included: Lamont Catering Club, Lamont County Housing Foundation, Lamont Public Library Board, St. Michael Regional Landfill, Capital Region Vegreville Corridor Water Services Commission, Lamont County Regional Mayors and Administrators Committee, Lamont County Regional Economic Development Initiative, Lamont County Oil & Gas Energy Exploration, Extraction, and Transportation Committee, Capital Region Board, and Educational Liaison.

The Basilian Fathers Museum unassuming facade belies the priceless treasures housed inside its walls. Associate director and curator Karen Lemiski said they are so fortunate to have the space to house and showcase the myriad of precious artifacts and exhibits. One of the museum's latest exhibits features some of the life size paintings of Peter Lipinski, an iconographer from Galicia who emigrated to Canada prior to World War 1. As stated in his introduction, "After settling in Edmonton, he began to
receive commissions and his work can be found in Ukrainian Catholic, Ukrainian Orthodox, Russ-Orthodox, and Polish Roman Catholic churches across western Canada. In Alberta alone, he painted the interiors of some 45 churches." "Because of the size of his paintings we are one of the few galleries to have the space to display them," added Lemiski. A lot of work went into the restoration of seven life size paintings for the exhibit which will be on display until the end of the year. The collection also includes five smaller banners as well as portable icons, panels for tabernacles and altars
and shrouds. "Many of these individual canvases were completed in his Edmonton workshop and sold through a church supply store in Winnipeg. Lipinski's works often include an identification of the subject and the name of the person commemorated by the donating families, stated Lemiski. "although these labels are counter to church tradition - religious art is created to soley honour God and these inscriptions draw attention away from the spiritual focus of the image - the names and dates contribute to both the history of the prairie churches as well as the parishioner families."
Several weeks ago, the "Old Printed Books" exhibit officially opened. The oldest book dates back to 1472, 20 years before Columbus sailed to America, pointed out Lemiski. There are 110 books in the collection, 20 of which features the history and exploration of Canada. One of those books was written by Canada's first Prime Minister, John A. Macdonald titled the Dominion of Canada, which was published in 1867. Lemiski recently hosted a tour for a Polish school group, and said students were amazed they had books focusing on the history of the Ukraine dating back to
1611. Lemiski said people living in Poland or the Ukraine would not even have some of the books the museum has because of the political changes and wars which ravaged collections in their home countries. Lemiski says they are so fortunate to have an extensive private library collection. It was French Canadian priest Josaphat Jean who began to collect a wide variety of religious and cultural artifacts. His lifetime collection has found a permanent home alongside unique collections of Ukrainian Easter Eggs, embroidery, weaving, and pioneer artifacts. Even though the museum opened in the early
'50's, Lemiski says this is the first time they have been able to hire a librarian. "Up until now it hadn't been catalogued." Having books systematically sorted, will be a big step forward, adds Lemiski. The idea is to offer up the knowledge to members of the general public as well as scholars in the future. Besides providing a window into the past, these books and artifacts will enable people to learn and reflect, as well as shed a light for future generations to explore. Photos on Page 7
Babas and Borshch festival earns recognition by Travel Alberta At the recent Travel Alberta Industry Conference (TAIC) held in Banff, Alberta the marketing strategy of the inaugural Babas & Borshch Ukrainian Festival was recognized. While the group didn’t bring home the hardware as the ALTO Award winner for marketing excellence in the “Up to $10,000” category, they are pleased to have been recognized as finalists. In a David and Goliath scenario the Festival was up against Jasper and Parkland County with Jasper emerging as winner. Jim Newman, Manager of Economic Development for Lamont County said, “County Council and residents were over joyed with the work Festival Coordinator Hazel Anaka did to put the Babas and Borshch Ukrainian Festival on the Alberta stage in its inaugural year. The County’s goal from day one was to put on an event that would promote Lamont County’s cultural heritage to Edmonton and region. But being a finalist in Travel Alberta’s ALTO Awards has now put Lamont County and Babas And Borshch on the provincial map for summer festivals. We all

EIPS formally introduces 2013/14 board members

At yesterday’s Elk Island Public Schools’ (EIPS) Organizational Meeting, the Board of Trustees formally elected Trustee Trina Boymook as Chair and acclaimed Trustee Colleen Holowaychuk as ViceChair. These individuals will lead the Board of Trustees for the 2013/2014 school year. Holowaychuk was elected to the Board in October 2010, representing Lamont County No. 30 Ward. She grew up in Lamont County, where she currently lives with her three daughters who attend or have graduated from schools in EIPS. She is actively involved in school and community groups, and she is passionate about keeping our rural schools and communities strong. She was also recently elected as Vice-Chair of the Alberta School Boards association (ASBA) Zone 2/3. This is the third year Trustee Holowaychuk will serve as Vice-Chair.

Did You Know … The FCSS program is a joint municipal/provincial funding program established to support and fund preventive social services. The program is governed by the Family and Community Support Services Act and emphasizes prevention, voluntarism and local autonomy. The program was developed so that the costs would be shared on an 80 20 basis between the province and municipalities, with the province providing a grant to communities for locally driven initiatives, and municipalities matching that grant by providing at least 20% of the funding for these initiatives. The FCSS philosophy is based on a belief that self help contributes to a sense of integrity, self worth and independence. Programs developed are intended to help individuals in their community to adopt healthy lifestyles, thereby improving the quality of life and building the capacity to prevent and/or deal with crisis situations should they arise.
